In general, the links between international terrorist groups and Azerbaijan originated in the early 1990s. Then the Azerbaijani army, having failed in the aggression against Nagorno-Karabakh Republic (NKR), retreated, suffering losses. Despite the involvement in the war in Azerbaijani army of thousands of foreign mercenaries and terrorists, the Azerbaijani aggression against Nagorno-Karabakh Republic failed and authorities of Baku were forced to sign an armistice with the representatives of the NKR and Armenia. However, the international terrorists found necessary links in Azerbaijan and used them in the future. Recruitment was conducted among the Azerbaijanis, who then were sent to Afghanistan and the North Caucasus, where they participated in battles against the forces of the international coalition and the Russian structures.
