Turkey Must Prepare for a Post-Erdogan Future

One day, Turkey’s ruler will no longer be around. On that day, Turks will have to grapple with numerous complex issues.

Every democrat wakes each morning knowing when his term in office ends. Every dictator must wake up knowing that today could be his last. No one knows how or when Recep Tayyip Erdogan’s rule over Turkey will end. The imprisonment of his likely challenger in 2023 makes a democratic transition unlikely. A coup is similarly unlikely, and Turks are too cowed to revolt. More likely, colon cancer may finally claim him, or an assassin’s bullet.

However Erdogan’s regime ends, its demise is a certainty. The Justice and Development Party (AKP) will not outlast its founder by more than a year or two. With the exception of Mustafa Kemal Atatürk’s Republican People’s Party (CHP), no political party founded or hijacked by a charismatic leader has survived that leader’s death. The AKP is already fracturing as Erdogan increasingly promotes family over party.

What Turks need to plan for, if not answer, is how they will undo the damage Erdogan has wrought. Some affairs they know, but much more remains hidden behind a bubble of silence left by Erdogan’s evisceration of Turkey’s once vibrant media. It is magical thinking to believe that Erdogan’s demise will see Turkey simply revert to the status quo ante. After all, Erdogan’s two decades in power allowed him to mold a generation. More than 30 million Turks went through school educated by an Erdoganist curriculum. He has reshaped the bureaucracy and transformed the military from a bastion of secularism to an engine of Islamism.

Here are the issues with which Turks must grapple the day after Erdogan’s removal or death.

First, will there be a purge? One of the more controversial moves after the 2003 invasion of Iraq was the decision to pursue de-Baathification. The Baath Party was a tool by which Iraqi president Saddam Hussein sought to control society and ensure his power. Advancement through its strict hierarchy required tests of devotion and moral compromise, though the rewards of loyalty could be great. Proponents of de-Baathification argued that a purge was necessary for both practical and moral reasons to prevent the Baathist old guard from undermining recovery from within and to provide openings for those who did not make moral compromises in pursuit of power and money. Opponents argued that co-opting Baathists was better than leaving them outside the system. Ultimately, U.S. and Iraqi authorities settled on the removal of the top four levels of the party, affecting perhaps 40,000 Iraqis out of a total party membership of 2 million. Some Iraqi politicians, however, went further in order to kneecap political rivals.

There needs to be a parallel discussion with regard to Turkey. Will AKP members keep their positions, or will their corruption and abuse of power disqualify them in a post-Erdogan future? Given the connection between AKP functionaries and groups like the Al Qaeda-affiliated Hay’at Tahrir al-Sham, Islamic State, or the SADAT paramilitary, could a purge lead to insurgency or a terror wave?

Purging the Bureaucracy 

Even if a post-Erdogan government does not conduct de-Erdoganization, how will this government reverse his imprint on the bureaucracy and educational system? Prior to Erdogan, entry into Turkey’s top universities and bureaucracy was a meritocracy based on exam scores. Erdogan both awarded Imam Hatip (Turkish religious seminary) graduates a differential to inflate their scores relative to those attending secular high schools and universities and, when that was not enough, created an interview mechanism to push Islamists over the top. Will these unqualified bureaucrats retain their positions, or will they have to retest? The same holds true for teachers. Will those hired to “raise a religious generation” retain their positions?

Release of Political Prisoners

Erdogan has surpassed the coup leaders he once criticized with the sheer scale and audacity of arrests. Close to 100,000 Turks are in prison for alleged complicity in the 2016 coup, the origins of which there remain more questions than answers. Many of those detained are alleged followers of exiled theologian Fethullah Gülen, whom Erdogan once embraced as an ally until he no longer needed Gülen’s financial or political networks. Then there are the many Kurds targeted. While he accused many of membership in the Kurdistan Workers Party (PKK), Erdogan targeted most for opposing his ethnic and religious chauvinism. Others languish in prison because they spent too much time in NATO or had Western education. The push to arrest political rivals like Selahattin Demirtas and Ekrem Imamoglu shows Erdogan to be a thin-skinned despot who realizes he cannot win an honest debate and has lost the support of the people. On Day One of the post-Erdogan-era, the prison gates should be opened and all political prisoners released.

The Constitution

Erdogan solidified his authoritarian grip upon the nation by changing the constitution. Turks must ask themselves whether they have had enough of dictatorship and want to restore a system of checks and balances. After President Franklin Delano Roosevelt won an unprecedented four terms, Americans of both parties worried that his feat would lay the groundwork for a future dictatorship. In response, Congress passed a constitutional amendment in 1947 to limit presidents to two terms. This Twenty-Second Amendment came into force four years later when Minnesota became the thirty-sixth state to ratify it. Immediately upon Erdogan’s death or ouster, Turks will need to decide the fate of their current constitution: perhaps they might return to the 1982 constitution, absent some or all of the 2017 revisions. At a minimum, they could amend their constitution, adding term limits to ensure that no dictator comes after Erdogan.

Pensions

A related question will be the payment of pensions. Erdogan has weaponized pensions to impoverish political adversaries. Many military officers who served their country patriotically now live in poverty, their wives and children destitute. Erdogan’s animus is such that he will target any Turk who donates to them. Will a post-Erdogan Turkish government do the same to AKP functionaries and those in the Turkish General Staff who today serve a political party more than their country? Likewise, will a post-Erdogan government restore canceled pensions in their entirety and with interest?

Confiscations and Restitution

Erdogan ruined lives with spurious tax liens, audits, and penalties to bankrupt political opponents or force them to sell companies, property, and media outlets. Will these seizures and fire sales stand? Or will businessmen victimized by Erdogan and his henchmen recover their previous property? Determining ownership of disputed properties will not be easy. If a board acts as a holding agent, what will be its composition and timeframe?

The flip side of the confiscation question is whether the new government will confiscate property belonging to Erdogan, his family, and his business partners. On one hand, there would be an element of justice to this, and it may be necessary to restore the Turkish middle class given how Erdogan has sought to monopolize key industries like construction. On the other, it perpetuates a cycle of vengeance that predates Erdogan. A related matter will be restitution. Erdogan has ruined lives with spurious charges. Will those incarcerated or the family members of those killed in prison or Erdoganist militias like SADAT be entitled to restitution? If so, from where?

Truth and Reconciliation

All of these factors also point to the need for a Truth and Reconciliation Commission. While post-Apartheid South Africa’s commission is best known, there have been more than three dozen such entities, in countries ranging from South Korea to Sierra Leone, from Chile to Canada. A Truth and Reconciliation Commission could cover great ground in Turkey, addressing such issues as the origin of the coup, judicial corruption and bribery to empower the AKP, and security force abuse against Kurds and Alevis. Other topics might also include the assistance provided by the Turkish intelligence service to the Islamic State and other Syria-based terrorists, as well as false flag bombattacks in Ankara and Istanbul. There might be a special forum for journalists to acknowledge the pressure under which they operated and, in some cases, the rewards they received for parroting Erdogan’s lies.

Erdogan’s Grave

Should Erdogan die in office, the new Turkish government will face the question of how to bury him. Atatürk and his successor Ismet Inonu rest in a mausoleum in the heart of Ankara. Many other presidents and prime ministers lie are buried in various cemeteries in Ankara, Istanbul, Isparta, or Bursa. Not every leader, however, remains at rest. While the Iraqi government buried Saddam outside Tikrit in his home village, rumors swirl that militias made off with his body. Mohammad Reza Shah, Iran’s last shah, is buried in Egypt. His father Reza Shah’s body was only recently discovered in an unmarked grave near Tehran. A new regime might leave Erdogan’s grave unmarked to prevent it from becoming a pilgrimage site or simply to keep it safe from those who might wish to take out their animus upon his grave.

Foreign Policy

Not every decision a new Turkish leadership must make will be domestic. Erdogan has fundamentally remade Turkey’s foreign policy, reorienting Turkey away from the democracies of Europe and more toward the rejectionist regimes of the Middle East, and the revisionist countriesin South America and Eurasia. Often, Erdogan incites anti-Americanism to appeal to the dark forces of Turkish conspiratorialism and xenophobia. It will take time before the international community embraces Turkey as a partner rather than a pariah, but a new leadership could signal a sharp break with Erdogan’s unique brand of thuggery by settling with the victims of the Sheridan Circle attack in Washington, DC. A new leader might also reverse the opening of Varosha and cease insisting on a two-state solution for Cyprus. Spurious maritime claims should end, as should overflights and revanchist claims to neighboring state territories.

The “luxury” and misery of the Armenian intelligentsia. Ruben Melkonyan

“Hraparak” writes: A recent real incident at YSU forced me to reflect once again on one of the main disasters of our society: the behavior of a part of the so-called intelligentsia, which cannot be described as shameful. “Why are you brave?” one of YSU’s long-time professors asked me this question. In response to my stunned look, he continued that one should not speak boldly, criticize the government, be careful, “mind your own business”, not engage in politics, etc., etc. As he said all this, he combined them with visual representations of caution and cowered, shrank, doubled over, bent, folded, etc. before my eyes. At the end, he said that he was afraid for me, that “something might suddenly happen to me” because of my boldness. I hardly restrained myself from saying that I had no need to be afraid, but here I am afraid, not for himself, but for himself, for his kind, because they are many, too many, and in consequence of the greatest injustice, that accommodating, careful, caressing , the slavish part, for some reason, is called the intelligentsia. The term “intellectual” implies that having a higher level of education, a stock of knowledge and understanding, these people should not be afraid to adhere only to objectivity, and if they see mistakes, shortcomings, unacceptable behavior, they should speak out about it, criticize, reprimand, call for vigilance, and also in cases where these mistakes are made by the authorities of the moment. In short, this is the main social function of the intelligentsia. However, both in the Soviet period and in the first years of independence, and now, there is a problem with this issue, because not all representatives of the stratum called intelligentsia are carriers of the above-mentioned behavior. The problem is aggravated even more and turns into a crisis, when the bearers of this behavior in the ranks of the intelligentsia of the given moment either reach a critical minimum, or simply do not exist. I think this is the situation in Armenia now and the number of real intelligentsia is below the critical minimum and it is visible. However, parallel to this, there is a large group of persons with a nominal presence in the stratum of the intelligentsia, “intellectuality”, which even today continues to “heroically” avoid addressing the existential problems facing our country and do everything to show an adaptive attitude towards the authorities of the time, and if possible, coddle for: And today, in Armenian universities, in public life, in the press, you can meet men and women of different ages with a noble, earthly and uncommunicative “intellectual” look on their faces, and many wrinkles are formed on their faces, which are not so much wrinkles brought by age, but by years of hard life. “Brave” characters who put themselves in the place of a real intellectual or believe in it, who are brave in only one issue: to flatter the power of the time, regardless of what they do, what they say, what ideology they are a bearer of. With a concerned and serious expression on their face, which is only intended to mask the unbridled passion for adaptation and pampering etched on their faces, these “intellectuals” appear at official events, remain silent about the real problems of the crumbling country and convince themselves that by remaining silent and adapting, they are supporting the state. No, ladies and gentlemen, you just fit in and cuddle out of habit. Dear “intellectuals”, the problem here is not so much to praise or criticize this or that government, but that you praise all times and all governments; there are even people among you who praised the authorities of Brezhnev, Gorbachev, and then the first, second, and third presidents of RA one by one. Do you remember the scene from the movie “The Golden Calf” when one of the characters said: “I sat still during the reign of Alexander the Liberator, during the reign of Nicholas II…” Now you can calmly say to yourself. “I flirted under Karen Demirchyan and Levon Ter-Petrosyan.” That type of “mentality” shuts up in transitional or uncertain times and starts looking for bridges with all parties, waiting to see who will win and become the power, so that with an earthly look on the face, it can once again engage in its favorite activity – pampering. A more vulgar description of such behavior is given by folklore: “Who is a donkey, we are a donkey.” And here those “palans”, unfortunately, have to come to all the authorities and it is the shortest and surest way of those authorities’ self-deception, disconnection from reality. Those coddling “intellectuals” are really dangerous for our society, our state and especially our young generation, because they encourage and preach to young people not to think, not to make healthy judgments, but only to adapt. This is especially visible among “mt.” working in the university system in the case of “Avorites”, however, this approach will not be able to register a great and significant success among young people. A separate and serious disaster is the layer of “intellectuality” that supports the current authorities of Armenia and their anti-state moves based on ideological beliefs and repeats “Artsakh was given 30 years ago”, “let them go and hold a rally in the corridor of Lachin” and other similar “insulting to the intellect” ” phrases that fill the single-minded and fake segment of the Internet. The only difference is that these “intellectuals” express such thoughts more competently in Armenian, and when writing on social networks, they observe the rules of spelling and punctuation. Current authorities, I don’t know how long your stateless government will last, but it is a fact that you are not able to solve either the Artsakh issue, or to restore Armenia’s subjectivity, international credit, the fact of being a factor, etc. Before your inevitable departure, at least take a moment to sober up and realize that you have become the darling of the “intellectuals” you once criticized and your love is mutual. At least stop encouraging those “intellectuals”, don’t delve into the quagmire of self-deception, cut off the power source of those with a “permanent card” to caress, don’t believe those who call you Socrates, because you are certainly not Socrates, not at all. «Հրապարակ»-ը գրում է․ Վերջերս ԵՊՀ-ում տեղի ունեցած իրական մի դեպք ինձ ստիպեց ևս մեկ անգամ անդրադառնալ մեր հասարակության գլխավոր աղետներից մեկի՝ այսպես կոչված, մտավորականության մի մասի պահվածքին, որն այլ կերպ քան ամոթալի որակել ուղղակի հնարավոր չէ: «Ինչո՞ւ ես համարձակ»,- այս հարցն ինձ ուղղեց ԵՊՀ երկարամյա պրոֆեսորներից մեկը: Իմ ապշած հայացքին ի պատասխան՝ նա շարունակեց, թե պետք չէ համարձակ խոսել, քննադատել իշխանությանը, պետք է զգույշ լինել, «զբաղվել քո գործով», չզբաղվել քաղաքականությամբ և այլն և այլն:

Այս ամենն ասելիս՝ նա դրանք զուգակցում էր զգուշության վիզուալ պատկերավորումներով և իմ աչքի առաջ կուչ էր գալիս, փոքրանում, երկտակվում, կռանում, ծալվում և այլն: Վերջում էլ ասաց, որ վախենում է ինձ համար, որ համարձակ խոսելու պատճառով «ինձ հետ հանկարծ մի բան չլինի»: Ես դժվարությամբ ինձ զսպեցի և չասացի, որ ինձ համար վախենալ պետք չէ, բայց ահա ես վախենում եմ ոչ թե իր համար, այլ իրենից, իր տեսակից, քանի որ նրանք շատ են, չափից ավելի շատ են և մեծագույն անարդարության հետևանքով այդ հարմարվող, զգույշ, քծնող, ստրկամիտ հատվածին, չգիտես ինչու, ընդունված է անվանել մտավորականություն:

Մտավորական տերմինը ենթադրում է, որ ունենալով ավելի բարձր կրթական մակարդակ, գիտելիքների և իմացության պաշար՝ այդ մարդիկ չպետք է վախենան հավատարիմ մնալ միայն օբյեկտիվությանը և սխալներ, թերացումներ, անընդունելի պահվածք տեսնելու դեպքում այդ մասին պետք է բարձրաձայնեն, քննադատեն, սաստեն, զգոնության կոչ անեն և նաև այն դեպքերում, երբ այդ սխալներն արվում են պահի իշխանության կողմից: Եթե կարճ, ապա սա է մտավորականության հիմնական հասարակական գործառույթը: Սակայն մեզանում և՛ խորհրդային շրջանում, և՛ անկախության առաջին տարիներին, և՛ հիմա այս հարցի հետ կապված առկա է խնդիր, քանի որ մտավորականություն կոչվող շերտի ոչ բոլոր ներկայացուցիչներն են այդ վերը նշված պահվածքի կրող: Խնդիրն էլ ավելի է սրվում և վերածվում ճգնաժամի, երբ տվյալ պահի մտավորականության շարքերում այս պահվածքի կրողները կամ հասնում են կրիտիկական նվազագույնի, կամ ուղղակի չեն լինում: Հիմա Հայաստանում կարծում եմ այդպիսի վիճակ է և իրական մտավորականության թիվը կրիտիկական նվազագույնից էլ ներքև է ու դա տեսանելի է:

Սակայն սրան զուգահեռ մտավորականության շերտի մեջ նոմինալ ներկայություն ունեցող անձանց մի հոծ բազմություն կա՝ «մտավորականություն», որն այսօր էլ շարունակում է «հերոսաբար» խուսափել մեր երկրի առջև ծառացած գոյութենաբանական խնդիրներին անդրադառնալուց և ամեն ինչ անել ժամանակի իշխանությունների հանդեպ հարմարվողական կեցվածք դրսևորելու, իսկ հնարավորության դեպքում քծնելու համար: Եվ այսօր Հայաստանի բուհերում, հանրային կյանքում, մամուլում կարելի է հանդիպել դեմքի վեհ, վերերկրային և անհաղորդ «մտավորականական» հայացքով տարբեր տարիքի տղամարդկանց ու կանանց, որոնց դեմքերի վրա բազում կնճիռներ կան ձևավորված, որոնք սակայն ոչ այնքան տարիքի բերած կնճիռներ են, որքան տարիների քծնալից կենցաղի: Իրենց իրոք մտավորականի տեղ դրած կամ դրան հավատացած «համարձակ» կերպարներ, որոնք համարձակ են միայն մեկ հարցում՝ քծնել ժամանակի իշխանությանը՝ անկախ նրանից, թե դրանք ինչ են անում, ինչ են ասում, ինչ գաղափարախոսության կրող են: Դեմքի մտահոգ և խորիմաստ արտահայտությամբ, որը միտված է զուտ քողարկելու նրանց դեմքին դաջված հարմարվողականության և քծնանքի անզուսպ կիրքը, այդ «մտավորականները» հայտնվում են պաշտոնական միջոցառումներին, լռում կործանվող երկրի իրական խնդիրների մասին և իրենք իրենց համոզում են, թե լռելով ու հարմարվելով նրանք սատարում են պետականությանը: Ո՛չ, պարոնայք և տիկնայք, դուք ուղղակի սովորության համաձայն հարմարվում եք և քծնում:

Ոչ հարգելի «մտավորականներ», այստեղ խնդիրը ոչ այնքան այս կամ այն իշխանություններին գովելը կամ քննադատելն է, որքան այն, որ դուք գովում եք բոլոր ժամանակների և բոլոր իշխանություններին. ձեր մեջ կան անգամ մարդիկ, ովքեր գովել են Բրեժնևի, Գորբաչովի, հետո հերթով ՀՀ առաջին, երկրորդ, երրորդ նախագահների իշխանություններին: Հիշո՞ւմ եք «Ոսկե հորթը» ֆիլմից մի դրվագ, երբ կերպարներից մեկը ասում էր. «Ես նստել եմ դեռ Ալեքսանդր Ազատարարի օրոք, Նիկոլայ Երկրորդի օրոք…»: Հիմա դուք կարող եք հանգիստ ինքներդ ձեզ ասել. «ես քծնել եմ դեռ Կարեն Դեմիրճյանի, Լևոն Տեր-Պետրոսյանի օրոք»: «Մտավորականության» այդ տեսակը անցումային կամ անորոշ ժամանակներում լռում է և սկսում կամուրջներ փնտրել բոլոր կողմերի հետ սպասելով, թե ով է հաղթելու և դառնալու իշխանություն, որպեսզի դեմքի վերերկրային հայացքով կրկին լծվի իր սիրելի գործին՝ քծնելուն: Նման պահվածքի ավելի գռեհիկ բնութագրումը ժողովրդական բանահյուսությունն է տվել՝ «ով էշ՝ մենք փալան»: Եվ ահա այդ «փալանները», ցավոք սրտի, պետք են գալիս բոլոր իշխանություններին և դա հենց այդ իշխանությունների ինքախաբեության, իրականությունից կտրվելու ամենակարճ և հաստատուն ճանապարհն է:

Այդ քծնող «մտավորականները» իրոք վտանգավոր են մեր հասարակության, մեր պետության և հատկապես մեր երիտասարդ սերնդի համար, քանի որ նրանք խրախուսում են, քարոզում են երիտասարդներին չմտածել, առողջ չդատել այլ միայն ու միայն հարմարվել: Սա հատկապես տեսանելի է բուհական համակարգում աշխատող «մտ

ավորականների» պարագայում, սակայն, միևնույնն է, այդ մոտեցումը չի կարողանալու երիտասարդների շրջանում մեծ և էական հաջողություն գրանցել: Առանձին և լրջագույն աղետ է «մտավորականության» այն շերտը, որը Հայաստանի այս պահի իշխանություններին և նրանց պետականաքանդ քայլերը սատարում է ելնելով գաղափարական համոզմունքներից և կրկնում «30 տարի առաջ էր Արցախը տրված», «թող գնան Լաչինի միջանցքում միտինգ անեն» և այլ նմանատիպ «ինտելեկտը վիրավորող» արտահայտություններ, որոնցով լցված է համացանցի միաբջիջ մտածողության և ֆեյքային սեգմենտը: Միակ տարբերությունը այն է, որ այդ «մտավորականները» նման մտքեր արտաբերում են առավել գրագետ հայերեն, իսկ սոցցանցերում գրելիս պահպանում են ուղղագրական և կետադրական կանոնները:

Ներկա իշխանություններ, չգիտեմ դեռ ինչքան կտևի ձեր պետականաքանդ իշխանությունը, սակայն փաստ է, որ դուք ի վիճակի չեք լուծել ո՛չ Արցախի հարցը, ո՛չ վերականգնել Հայաստանի սուբյեկտայնությունը, միջազգային վարկը, գործոն լինելու հանգամանքը և այլն: Ձեր անխուսափելի հեռացումից առաջ գոնե մի պահ սթափվեք և գիտակցեք, որ դարձել եք նախկինում ձեր իսկ կողմից քննադատված «մտավորականների» սիրելին և ձեր սերը փոխադարձ է: Գոնե դադարեցրե՛ք խրախուսել այդ «մտավորականներին», մի՛ խորացեք ինքնախաբեության ճահճուտում, անջատե՛ք քծնելու «մշտական քարտ» ունեցողների սնուցման աղբյուրը, մի՛ հավատացեք ձեզ Սոկրատ ասողներին, քանի որ դուք Սոկրատ իհարկե չեք, ընդհանրապես չեք:

Armenia: A meeting of opposition political forces took place
