Միջազգային փորձագետները ահազանգում են՝ Ամուլսարի ծրագիրը վտանգում է Հայաստանի ջրային պաշարները

Այս շաբաթ հանքարդյունաբերության ոլորտի միջազգային փորձագետներ Էնն Մաեստը և Անդրե Սոբոլևսկին այցելել են Ամուլսարի ոսկու հանքավայր, հանդիպել հանքը շահագործվող Լիդիան Արմենիա ընկերության ղեկավարների հետ։

Ամերիկահայ Հարութ Բրոնոզյանի պատվերով իրականացվել է Ամուլսարում ոսկու հանքի շահագործման հետևանքով տարածաշրջանի ջրերի աղտոտման խնդիրների վերաբերյալ անկախ հետազոտություն։ Էնն Մաեստը և Անդրե Սոբոլևսկին հետազոտությունն իրականացրած չորս գիտնականներից երկուսն են։ Շուրջ 30 տարվա փորձառություն ունեցող դոկտոր Էնն Մաեսթը ԱՄՆ-ից ու դոկտոր Անդրե Սոբոլևսկին Կանադայից հանդիպումներ են ունեցել էներգետիկ ենթակառուցվածքների ու բնական պաշարների և բնապահպանության նախարարությունների ներկայացուցիչների հետ, իսկ հունիսի 20-ին՝ հանրության հետ։ Հունիսի 21-ին նրանք այցելել են Ամուլսար, հանդիպել Լիդիան Արմենիայի ներկայացուցիչների հետ։ Հանդիպման մասին Լիդիան Արմենիայի տարածած հաղորդագրությանն ի պատասխան՝ հունիսի 23-ին նրանք Երևանում ասուլիսին խոսել են Ամուլսարի ոսկու հանքում առկա ռիսկերի մասին և տարածել են մամուլի հաղորդագրություն։

«Այս շաբաթվա ընթացքում, ինչ մենք Հայաստանում ենք, հանդիպել ենք Հայաստանի կառավարության պաշտոնյաների, Լիդիան Արմենիա ընկերության ներկայացուցիչների հետ, ինչպես նաև այցելել ենք Ամուլսարի ոսկու նախագծի տարածք։ Ամուլսարում հանքարդյունահանման նախագիծ իրականացնելու հարցում մեզ համար առաջնահերթ, թիվ մեկ բնապահպանական մտահոգությունը շարունակում է մնալ տարածքից թթվային դրենաժի խնդիրը»,- ասված է խմբի տարածած հաղորդագրությունում։

Փորձեգտների եզրահանգումներ են ներկայացրել իրենց այցից․

– Մենք շարունակում ենք պնդել մեր համոզմունքը, որ Ամուլսարի նախագիծը ունի մի քանի սերունդների կյանքի տևողությամբ թթվային դրենաժ առաջացնելու մեծ ռիսկ։ Թթվային դրենաժը վտանգի կենթարկի Արփա, Դարբ և Որոտան գետերն ու տարածքի բնական միջավայրը։

– Լիդիան Արմենիա ընկերության և նրա խորհրդատուների հետ մեր հանդիպման ժամանակ մենք տեղեկացանք, որ ընկերությունն ունի թթվային դրենաժը բնութագրելու և մեղմացնելու նոր պլաններ։ Սրանք էական շեղումներ են 2016թ․ ընկերության ներկայացրած Բնապահպանական և սոցիալական ազդեցության գնահատականից (ԲՍԱԳ)։ Նման փոփոխությունները պետք է ներկայացվեն Հայաստանի կառավարությանը, վերջինս պետք է ուսումնասիրի դրանք, համապատասխանաբար տա իր թույլտվությունը նախքան արդյունահանման սկսվելը։

– Լիդիանից մեզ տեղեկացրին, որ իրենք վերանայել են իրենց մոտեցումները՝ մասնակիորեն հիմնվելով մեր վերլուծությունների վրա։ Փոփոխություններ մտցնելը նրանց կողմից նշանակում է ընդունել, որ նախկինում որդեգրված մոտեցումները չեն համապատասխանել այս տարածքում թթվային դրենաժը վերահսկելու անհրաժեշտությանը։

– Նրանց որդեգրած նոր մոտեցումները քննարկել ենք ու հանգել այն եզրակացությանը, որ դրանք ոլորտում արտասովոր, չապացուցված մոտեցումներ են, որոնք չեն համապատասխանում միջազգային լավագույն պրակտիկաներին։ Տարածքի զգայուն բնույթը պահանջում է մեծ երաշխավորում, որ ոչ մի թթվային դրենաժ չի հոսի ո՛չ հանքի շահագործման ընթացքում, ո՛չ էլ դրանից հետո։ Նոր որդեգրված միջոցառումների էքսպերիմենտալ բնույթը նման երաշխավորում չի հաղորդում։

– Մեր եզրահանգումը մնում է նույնը, որ Ամուլսարի ապարների մեծ մասը կարտադրի թթվային դրենաժ, սակայն Լիդիանը պատրաստվում է քիմիական նյութեր ավելացնել կոշտ թափոնների միայն մի փոքր հատվածի վրա, որպեսզի կանխի թթվային դրենաժը։

– Մենք գնահատեցինք թթվային դրենաժը չեզոքացնելու՝ Լիդիանի մոտեցումը, ու շարունակում ենք թերահավատ լինել, որ այն արդյունավետ կլինի։ Լիդիանը մեզ հավաստիացրել է, որ հաշվի կառնի թթվային դրենաժի հարցում մեր առաջարկած և ոլորտում տարածված մոտեցումը, այն է՝ կրով մաքրման կայանի գործարկումը, եթե իրենց առաջարկած թթվային դրենաժի չեզոքացման համակարգը ձախողվի։

– Լիդիանի առաջարկած ֆինանսական երաշխիքը չի ծածկում կրով մաքրման կայանի կառուցման ու գործարկման ծախսերը։ Մեր առաջարկն է Հայաստանի կառավարությանը՝ պահանջել ֆինանսական ավելի մեծ երաշխիք, որը կծածկի այս ծախսերը։

– Հայաստանի կառավարությանն առաջարկում ենք Լիդիանից պահանջել այնպիսի նախագծի հրապարակում, որը թույլ կտա կետ առ կետ տեսնել այն գործողությունները, որոնք կձեռնարկվեն բնական միջավայրի վրա ազդեցության ի հայտ գալու դեպքում։ Նման նախագիծը պետք է հստակորեն սահմանի, թե որոնք են այն ազդակները, որոնք ցույց կտան առաջացած ազդեցությունները և առաջ եկած խնդիրները լուծելուն ուղղված գործողությունները։ Այս ծրագիրը պետք է անցնի Հայաստանի կառավարության կողմից գնահատում ու այնուհետև ստանա թույլատվություն նախքան արդյունահանման սկսվելը։

– Հայաստանի կառավարությունը պետք է Լիդիանի նկատմամբ սահմանի խիստ ժամկետներ, որոնց սահմաններում վերջինս պետք է ապացուցի, որ ոլորտում տարածում չունեցող իրենց մոտեցումները արդյունավետ կլինեն Ամուլսարի տարածքում ջրերի աղտոտումը կանխելու հարցում։ Եթե Լիդիանը չկարողանա այս մոտեցումների կենսունակությունն ապացուցել, ապա Հայաստանի կառավարությունը Լիդիանից պետք է պահանջի ընդունել ոլորտում տարածում գտած միջազգային լավագույն պրակտիկաները։

– Ամուլսարում ոսկու արդյունահանման ծրագրի իրականացումը վտանգում է Հայաստանի ջրային ռեսուրսները։ Հայաստանի այս զգայուն ու մեծ արժեք ունեցող հատվածը չի կարող Լիդիանի էքսպերիմենտալ մեթոդների համար փորձադաշտ լինել։ Մենք հույս ունենք, որ Հայաստանի կառավարությունն հանձնառու է պաշտպանել այս տարածքը Ամուլսարի հանքարդյունաբերական ծրագրի հնարավոր ազդեցությունից։
