Yesterday the opposition put another test to the authorities. They put on the agenda of the sitting of the Standing Committee on Foreign Affairs of the National Assembly a draft statement condemning the “Shushi Declaration” ratified by the parliaments of Azerbaijan and Turkey and offered the CP to join and adopt it. The bill was presented by the NA “Armenia” opposition faction, which was also joined by the “I have honor” faction.

The text of the announcement states ․ “The Shushi Declaration, with its provocative and destructive nature, is unacceptable for the Republic of Armenia. “It is a serious challenge to regional and global security, does not contribute to the peaceful development of our region, contradicts the normalization of Armenian-Turkish relations on the principle of ‘without preconditions’ and raises serious doubts about the real behavior and intentions of official Ankara.”

The representatives of the government that handed over Shushi, however, could not condemn the “Shushi Declaration” adopted by the Turkish-Azerbaijani tandem. In order to express their pro-Turkish position and substantiate it, Gurgen Arsenyan, who has changed various political forces and eventually joined the CP team, who has been very active lately and has assumed the role of the first violin of the Armenian-Turkish propaganda, was brought to the forefront.

He noted that the deputies of the CP faction will not join the proposal of the “Armenia” faction for the following reasons: “Eight months ago, in 2021. On June 15 and 17, the RA Ministry of Foreign Affairs addressed the issue in the form of a public statement and comments. “The justification that the Republic of Armenia should respond to the ratification of that declaration in the form of a statement with the same content of the National Assembly is not logical, as the Parliament of the Republic of Armenia and the Ministry of Foreign Affairs pursue and must pursue a common foreign policy.” The substantiations presented by him, naturally, did not seem logical to the opposition deputies.

Armen Rustamyan from the “Hayastan” faction directly asked Arsenyan whether, in the end, they consider the “Shushi Declaration” acceptable or inadmissible. “We register the fact that as the government of the Republic of Armenia, which has received support from the people of the Republic of Armenia, that our neighboring countries have their goals, and those goals do not always coincide with the goals of Armenia. However, after the National Assembly elections, as well as during our pre-election program, we offered the people of Armenia our vision that we are on the path to establishing lasting and lasting peace.

The Republic of Armenia is sovereign, the people of the Republic of Armenia have given us a vote of confidence to implement that program. In case of implementing that program, we have declared a peace program, a peace agenda, and in the process of serving and implementing that agenda, we have our tactical approaches as the responsible government of the Republic of Armenia. “Based on those approaches, we carry out the processes that we carry out,” Arsenyan presented the excuses, avoiding the main answer to the question. Armen Rustamyan responded whether the people of the Republic of Armenia had given them the right to agree to the “Shushi Declaration” or not. “And who said that our agreement or disagreement with the agreement between the two countries is necessary?” Arsenyan again avoided answering the question directly, repeating,

Armen Rustamyan stated that if the CP does not join the text of this statement now, they will simply give an opportunity for all Armenians to come to the conclusion that they really serve the interests of the Turkish-Azerbaijani tandem. Andranik Tevanyan, for his part, added that they are dealing with the service of Turkish-Azerbaijani interests, and stated that our statehood is endangered. Anna Grigoryan reminded Arsenyan that by saying “peace” several times in one sentence, they do not achieve peace. “When you say that you are pursuing a peace agenda and you are in fact trying to assert that this condemning statement or this resolution of ours, which is deeply concerned, is in fact going to disturb the peace, in your opinion, is it not in that context?” whether

Arsenyan again reminded the reaction of the Ministry of Foreign Affairs to the declaration and added that so far nothing significant has happened with that declaration, except for the ratification. Anna Grigoryan also noted that if Arsenyan did not have some experience in politics, he would say that he simply does not understand what ratification means.

In the end, this discussion did not prevent the CP members from unanimously rejecting the pro-Armenian resolution proposed by the “Armenia” bloc. But in order to show that they are not in favor of that declaration, they did not vote “against” the approval of the draft, but “abstained”. The opposition also stated that the government once again proved that they serve the interests of the Turkish-Azerbaijani tandem, going against the Armenian and our state interests, as the “Shushi Declaration” is a document aimed at anti-Armenian propaganda, the condemnation of which was rejected by the CP.

Human Rights Defender Arman Tatoyan said on Monday, February 21 that his staff has completed research on new evidence of Azerbaijani war crimes and crimes against humanity committed during the 44-day war unleashed against Nagorno-Karabakh (Artsakh) in fall 2020.

Tatoyan said special reports will be sent to the Ministries of Foreign Affairs, prosecutor’s offices and police of states with general jurisdiction.

“To clarify the scale of the work, I emphasize that only from objective evidence we are have included 245 videos containing scenes of torture, murder, and cruelty, as well as 120 photos – 365 items in total,” the Ombudsman said.

The videos were translated from Azerbaijani or Russian, and then subtitles were added in English or Russian.

“We have shown that these crimes are the result of Azerbaijan’s long-term policy of hatred and enmity against Armenians, the result of ethnic cleansing, and this threat has not gone away even today,” Tatoyan said.

All the materials, he added, will also be sent to international organizations, such as the UN, Council of Europe, the European Union and others.

STEPANAKERT, FEBRUARY 22, President of the Republic of Artsakh Arayik Harutyunyan welcomed the decision of Russian President Vladimir Putin to recognize the independence of the Donetsk and Lugansk People’s Republics.

President Harutyunyan made a statement on this occasion which says:

“On behalf of the authorities and people of the Republic of Artsakh, I welcome the decision of President of the Russian Federation Vladimir Putin to recognize the independence of the Donetsk and Lugansk People’s Republics.

The right of nations to self-determination and building one’s own state is inalienable for every people and is a fundamental principle of international law.

The establishment of an independent state and its international recognition becomes imperative especially in the face of existential dangers, as it is the most effective and civilized means of preventing bloodshed and humanitarian disaster.

The Republic of Artsakh has been fighting for its freedom, security, and state-building for decades and has been exposed to many trials and genocidal actions. Thus, we hope that the Republic of Artsakh, which has relevant indisputable historical, political, legal, and moral bases, has earned them international recognition of its sovereign state.

Congratulations to the people of Donbas on this historic event! We hope that steadfast peace and stability will be restored in this once prosperous country”.

On February 21 Russian President Vladimir Putin announced about the recognition of the sovereignty of Donetsk and Lugansk. Putin made this statement while addressing the people of Russia. Following the address, the Russian President signed the decrees recognizing the independence of Lugansk and Donetsk, as well as the agreements on friendship and mutual assistance with the leaders of Donetsk and Lugansk.

Today Nikol Pashinyan met with the deputies of the Azerbaijani Parliament who arrived in Armenia within the framework of the Euronest Parliamentary Assembly.

Earlier, NA deputy, head of the Armenian delegation Maria Karapetyan stated that two deputies of the Azerbaijani parliament had arrived in Armenia.

It should be reminded that protest action was launched in front of the Marriott Hotel against the visit of the Azerbaijani delegation to Armenia, which was initiated by the former Chief of Staff of the Constitutional Court Edgar Ghazaryan.

The Armenian government must take two important steps prior to opening the border with Turkey: 1) Forbid Turkish citizens from buying real estate in Armenia; and 2) Place tariffs on the import of products from Turkey.

Obviously, Turkish citizens do not have to cross the Armenian border to be able to buy real estate in Armenia. But, with the opening of the mutual land border, more Turkish citizens will be able to come to Armenia, thus increasing the flow of people and products from Turkey.

Allowing the citizens of a hostile country like Turkey to purchase real estate in Armenia is a serious national security threat, particularly if these properties are located near sensitive border areas.

There is a big contradiction between what the Constitution and laws of Armenia stipulate regarding the purchase of real estate by foreigners and what is actually practiced. Now that a Constitutional Committee has been set up to reform the existing Constitution, last amended in 2015, this is the right time to reconsider the existing provisions as to who can buy real estate in Armenia. There should be a ban on foreigners’ purchase of properties near Armenia’s border. In addition, citizens of Azerbaijan and Turkey should not be allowed to purchase any kind of property anywhere in Armenia.

This problem is particularly urgent because several years ago the Turkish government adopted a law that forbade the purchase of property in Turkey by citizens of four countries: Armenia, Cuba, North Korea and Syria. Citizens of another 35 countries are restricted to purchase property in Turkey based on the nature and location of the land. One would think that since the Turkish government has forbidden Armenian citizens from buying land in Turkey, Armenia should have reciprocated by banning the purchase of land in Armenia by Turkish citizens.

I wrote an article in 2012, informing Armenian officials of the Turkish law that banned the citizens of Armenia from buying land in Turkey and urged “the Armenian Parliament to consider adopting retaliatory measures against citizens of Turkey interested in purchasing Armenian properties.” Regrettably, my suggestion was ignored.

The 1995 Constitution prohibited foreigners from purchasing land in Armenia. However, this was contradicted by the Armenian government’s subsequent report to the World Trade Organization: “foreigners have the right to own real estate properties built on Armenian land.” The report also stated that “the [Armenian] legislation grants the Government the power to limit and prohibit foreign investment for national security concerns.”

In line with the Constitution of 1995, the subsequent Armenian Constitutions of 2005 and 2015 also stated that “Foreign citizens and stateless persons shall not enjoy ownership right over land, except for cases provided for by law.”

If foreigners are not allowed to purchase land or real estate in Armenia, then how were they able to buy them? In 2019 alone, foreigners, contrary to the Armenian Constitution, purchased 186 apartments, 72 houses, two factories, nine public properties and even 121 plots of land. How was this possible?

Much more concerning is that citizens of the enemy states of Azerbaijan and Turkey have been buying properties in Armenia without any objection. According to the figures released last week by the Armenian government’s cadastre or official registry of real estate, from 2010 to 2021 citizens of Azerbaijan purchased six properties in Armenia, which included five apartments and one public property. During the same period, citizens of Turkey bought 71 pieces of real estate, including 55 apartments, five houses, one garage, seven public properties and three plots of land in Armenia.

I assume that many of the Turkish citizens who purchased real estate in Armenia are of Armenian origin. I suggest that the Armenian government make an exception for those who are of Armenian origin, if and when the purchase of real estate by Turkish citizens is banned.

Finally, turning to the import of products from Turkey and other countries, the Armenian government must impose tariffs to protect the viability of domestic production. Since Turkey has a very large population, it is able to produce items much cheaper due to mass scale. Armenian producers, unable to compete with them, will go out of business. Already the Armenian market is flooded with Turkish products. After opening the border, Turkish products will no longer have to go through the expense of importing them via Georgia, which means that they will be even cheaper creating a bigger problem for domestic producers. Making matters worse, the collapsing value of the Turkish Lira has made the prices of imported products from Turkey cheaper.

Before several sectors of Armenia’s economy are completely devastated, the Armenian government must place tariffs on imported Turkish products to protect Armenia’s vulnerable producers.

Vladimir Putin recalled that Russia is told that some NATO countries are against Ukraine becoming a member of the alliance

MOSCOW, February 21. /TASS/. Threats to Russia’s security will increase significantly in the event of Ukraine’s admission to NATO, Russian President Vladimir Putin said on Monday.

“If Russia faces such a threat as Ukraine’s admission to the North Atlantic Alliance, to NATO, then the threats to our country will increase many times,” Putin said and recalled Article 5 of the North Atlantic Treaty “from which it is clear that all the countries of the alliance must fight on the side of one of their members if one Ally is considered as under attack.”

Putin recalled that Russia is told that some NATO countries are against Ukraine becoming a member of the alliance. However, a memorandum was inked earlier that opened the doors to NATO for Ukraine and Georgia. “There is no answer to my question “why have you done it?” Under pressure from the US – that’s the answer,” Putin concluded.

Singer, Anush Aramayis Avakyan (June 3, 1991) was born in the city of Yessentuki, Stavropol Territory, Russia.

There, her father, Aramayis Avakyan, founded an Armenian community, organized various events and concert programs.

Anush’s mother Susanna Mkrtchyan and sister Eleonora Avakyan, who are professional singers, also took part in the concerts.

Anush first performed on stage, when she was only 4 years old․

At the age of  7, she entered the music school in the city of  Yessentuki. During her school years, she participated in and won a number of regional competitions.

In 2007, Anush participated in and won the “Crystal Shaw” contest in Pyatigorsk.

When Anush was 18 years old, her family decided to move to Armenia. Anush was admitted to the State Song Theater. In the same year, she entered the Komitas Conservatory, where her vocal teacher was Raisa Mkrtchyan.

Soon Anush and her sister Eleonora founded the band “Elana”, under the auspices of which their father was engaged in production. The band released two pop songs.

In 2010, Anush participated in the “Delphic Games” contest in the category of pop singing.

 In 2014, Anush graduated from the Komitas Conservatory with honors. During these years, Anush managed to appear in a number of TV series broadcast on the Armenia tv channel

In 2018, Anush was invited to the “Costa Blanc fashion” week competition held in Spain

There, she represented Armenia winning the “Best photo model” award

In 2019, Anush launched cooperation with Armenian-American production “Global Arts”, the founder of which is Garbis Titizyan.

The collaboration started with 4 Armenian pop songs, based on which videos were shot in Moscow.

In one of my previous articles, I presented the phenomenon of government officials being silent on March 1, 2008. The event is really abnormal. Even officially, in the case of 4,000 victims and missing persons, only those who have moral problems can speak of 10 victims. The second phenomenon is no less abnormal. Demonstrate behavior in 2022 that could have been natural in April 2018. I would call the “heroes” of that show silent in the spring of 2018. This phenomenon is especially unnatural after the disgraceful defeat. These “heroes” (actually, anti-heroes) do not want to perceive that the spring revolution of 2018 ended in the fall of 2020 with a final defeat. And after that, they have no moral right to be guided by the spring mood of 2018. And in that case, 2021 does not matter. The victory of June 20, 2006 with the slogan “There is a future”, because it was a victory over the future of one’s own nation-state. Only those stateless creatures who have received a mandate at the expense of the votes of ignorant “poles” can not understand that.
Victory (Nikolism) with the slogan “There is a future” gives us new defeats. It brings new humiliations and insults to our heads.

And instead of thinking in that direction, the current government has dared to cut the inside of the country. So much for backpacks in general, their leader, the people who work with them. Today I want to single out one of them, whom I once respected. It is about the former Human Rights Defender, RA Minister of Justice Karen Andreasyan. The latter is not only one of those who remained silent in the spring of 2018, but also on December 9, 2013. Physically, of course, it is impossible, but mentally it is more than possible. The following article will testify about its possibility.

December 9 is known as International Anti-Corruption Day. On that day in 2013, the Human Rights Defender Andreasyan published an extraordinary report in which he questioned the fairness and credibility of the Court of Cassation. The mentioned part of the report was dedicated, according to the authors, to “court bribery tariffs”. Both the assessment of the Court of Cassation and especially the bribe tariffs were unheard of at that time. Of course, the second president of Armenia, Armen Harutyunyan, who held the post of ombudsman before him, called him his worst cadre, but Harutyunyan did not allow himself to do so. As a member of an anti-corruption NGO, its employee, the publication of bribe tariffs was like a thunderbolt for me in the cloudless sky, like the years of the third president of Armenia.

Former ombudsman, and today RA Minister of Justice Andreasyan, in the name of fighting corruption, supports his superior, the head of the executive branch, so that the judiciary is completely subordinated to him. Which, of course, is nonsense in a democratic country, as the current government has declared itself. Moreover, the minister has been engaged in this pro-Nikola case both through legislative and practical work. In the first case, a set of pieces of legislation is used to veto judges who do not obey Nicole’s instructions. In the second case, there is an uninterrupted scheme: the minister applies to the BJC (Supreme Judicial Council) with a proposal to initiate disciplinary proceedings against this or that judge. Which usually ends not with justification, but with punishment. It was not in vain that Jhangiryan was appointed chairman of the BDK, in violation of the law.

The list includes judges who reserve the right to disobey illegal orders from the government and release opposition figures from illegal detention. It turns out that the Minister of Justice, in the name of fighting against the former bribery (according to him, the number of forty) judges, is now trying to “liberate” the judiciary from judges who have maintained their independence following the letter of the law. Can you imagine the development in his case? And I would say, as a typical example of Nicolism, he has been silent in the past.

He says that “achieving our goals requires consistent, prudent, honest work and we must be steadfast in this work.” The most intolerable thing in the world is the stench of hypocrisy. Nikol Pashinyan speaks of prudence and honesty … He will not believe anyone you tell. An honest man would resign after 44 days of war and say judge me so that future generations will not curse my coming into the world. But no, how could Nikol Nikol Pashinyan do such a thing? Who is the Armenian people that the “honest” liar who brought them to the brink of destruction resigned? It divided an entire nation, pitted the old and the new against each other, made Armenians and Artsakhis, Armenians and Diaspora Armenians hostile to each other, and is still talking about some unwavering work towards national goals.

PS I wish you did not vote like a nightmare, Nicole, that the Armenian would finally start healing his wounds. Every day of yours is a new defeat, a new 44-day war.

The ruling majority “Civil Contract” Faction will not support the draft statement proposed by the opposition “Armenia” Faction on the condemnation of the “Shushi Declaration.” Gurgen Arsenyan, an MP of the “Civil Contract” Faction of the National Assembly (NA) of Armenia, stated about this at Monday’s meeting of the NA Standing Committee on Foreign Relations—and during its debates on the draft NA statement in connection with the ratification of the “Shushi Declaration” by the legislatures of Azerbaijan and Turkey.

“The ‘Shushi Declaration,’ with its provocative and destructive nature, is unacceptable for the Republic of Armenia. According to Arsenyan, the Armenian Ministry of Foreign Affairs (MFA) has twice stated its respective position back in June 2021. “In the statements issued on June 15 and 17, the MFA notes virtually all the theses which are reflected in the draft statement initiated by the opposition,” Arsenyan said.

At the same time, he noted that the Armenian foreign ministry and the parliament should take a single position in this regard.

In his turn, the author of the aforementioned draft statement, “Armenia” Faction lawmaker Andranik Tevanyan, again stated that the adoption of this statement will strengthen Armenia’s “red lines” on security issues from which the country does not intend to deviate.

According to the opposition MP, the Armenian parliament is obligated to respond to the ratification of the “Sushi Declaration.”

“This ‘declaration’ is, in fact, a document aimed against the declaration of independence of Armenia,” Tevanyan concluded.
