Former Armenian Prime Minister Vazgen Manukyan has called on the people in Armenia’s Syunik region to arm themselves and protect the country given the imminent threat that Azerbaijan will pose after it is done with the Nagorno-Karabakh.

Addressing thousands of protesters gathered on Republic Square in Yerevan, he said that we are now in a period when the Armenian people understand that Nagorno-Karabakh is being destroyed and the same will happen to Armenia soon.

“They [Azerbaijan] will say that the enclaves are ours and whoever is there is an aggressor, a separatist, they will bring in the army for those “bad” people, they will try to take Syunik. And I would call on the people of Syunik to arm themselves. Arm yourself, form squads, don’t just rely on the army. The army is strong, but it is in the hands of a man who uses it as he pleases. Arm yourself, defend your country, and let us try to protect our country by replacing the government here,” he said.

Azerbaijan launched a large-scale attack against Nagorno-Karabakh on September 19, among the casualties and wounded are civilians. On September 20, it became known that the authorities of the Republic of Artsakh accepted the proposal of the command of the Russian peacekeeping mission regarding the cessation of fire.

Proposal by Azerbaijan envisages the withdrawal of the remaining units and servicemen of the RA Armed Forces from the deployment zone of the Russian peacekeeping troops and the dissolution of the Nagorno-Karabakh armed formations, the complete disarmament of the Defense Army, as well as the withdrawal of heavy equipment and weapons from the territory of Nagorno-Karabakh in order to quickly eliminate them.

In addition, on Thursday, the representatives of Artsakh and Azerbaijan will meet in Yevlakh, a city in Azerbaijan located about 100 km northeast of Stepanakert, and the issues of ensuring the security of Nagorno-Karabakh Armenians will be discussed.

The Republic of Artsakh authorities have agreed to a Russian peacekeeper proposal for a ceasefire starting today at 1 pm. The Artsakh President’s office stated that Azerbaijani forces have been trying to divide Artsakh and cause significant harm.

Despite facing a stronger enemy, Artsakh’s Armed Forces bravely defended themselves during two days of intense battles, resulting in significant losses on both sides. Some Armenian casualties occurred, and the enemy gained control of certain strategic positions.

Given the inadequate international response, Artsakh authorities have accepted the Russian peacekeeping mission’s ceasefire proposal.

The Russian peacekeepers have confirmed a complete cessation of hostilities starting at 13:00 on September 20, 2023. This agreement includes the withdrawal of Armenian Armed Forces from the Russian peacekeeping zone, disbandment, and disarmament of Nagorno-Karabakh Defense Army units, and the removal of heavy equipment and weapons from Nagorno-Karabakh for disposal.

Discussions regarding the rights and security of Armenians in Nagorno-Karabakh will take place at a meeting between local Armenian representatives and Azerbaijani authorities in Yevlakh on September 21, 2023, and in subsequent meetings.

Because of the Azerbaijani military aggression in Nagorno-Karabakh, there are wounded people both civilians and military and the patients in extremely serious condition have been transferred to Stepanakert, Hrayr Aghabekyan, one of the doctors of the hospital in Martuni region told NEWS.am.

“There are many wounded, both among civilians and military personnel. There are no children or women among the wounded, they are in shelters,” said the doctor.

According to him, now it is mainly the bodies of the casualties that are brought to the hospital. “There are many casualties,” he added.

Hrayr Aghabekyan explained that the wounded mostly have shrapnel and gunshot injuries. “It’s mainly those who are in a mild condition that are in our hospital.”

Nagorno-Karabakh has reached an agreement with Azerbaijan with the mediation of Russian peacekeepers to completely stop the fire from 1 p.m. on Wednesday.

The Public Voice Party, which garnered 9,68% votes in the Yerevan elections and won seats in the City Council, has announced its willingness to cooperate and form a coalition with the National Progress Party and Mother Armenia bloc, which garnered 18,89% and 15,43% votes respectively. 

The Public Voice Party said it has one condition for the cooperation – any cooperation with Civil Contract or the Republic (Hanrapetutyun) parties must be ruled out and it must be given control over the oversight departments at city hall.

Civil Contract garnered most votes -32,57%, while Hanrapetutyun garnered 11,32%. None of the parties was able to take over 50% of votes which means that they will most likely have to form coalitions to be able to install a mayor.

“We’d announced from the very beginning that we’d never under any circumstances cooperate or form a coalition with Civil Contract, neither with its satellite parties,” Public Voice Vice President Vahan Avagyan told ARMENPRESS. “Regarding future steps, our honorary chairman [Vardan Ghukasyan] has already announced in a live broadcast that he is ready to unite with the National Progress Party and Mother Armenia bloc, and he mentioned the conditions, which are the following, all oversight departments at City Hall must be controlled by the Public Voice Party. We are lending a hand with our conditions, we are not fighting for the mayor’s seat, our goal is to change the government not only in Yerevan but in Armenia,” Avagyan said. He ruled out cooperation with the Hanrapetutyun party.

The September 17 Yerevan City Council election was marked by record-low voter turnout. Only 234,553 (28,46%) of the 824,250 eligible voters cast their ballots.

Still in the euphoria of the seizure of power, they tried to connect it with the nonsense called Citizen’s Day. Anyway, it passed, but I think that the museum should definitely be created. This will happen, naturally, after removing the “velvet, non-violent, and peaceful” revolutionaries from power. That museum should show schoolchildren what a bad thing the phenomenon called revolution is. Above the entrance of the museum should be written the phrase “We are neither Russian agents nor Turkish dogs”. Another room of the museum should depict the Armenian disgrace, the open-air museum of post-war Baku. It must be done so that our generations never repeat it.
