Syria begins implementation of state program to restore Aleppo governorate

Syria’s authorities have begun implementation of the state program for the restoration of populated localities in the Aleppo governorate that were liberated from militants, deputy governor of the province, Hamid Kenno, said on Thursday, TASS reports.

“The state program includes three stages. First, we must restore infrastructure, as people cannot live without water and electricity. Stage two provides for targeted assistance – we collect information about the needs of each family. Stage three is to encourage people to return to their homes. We must explain to them that now it is safe here,” he said.

By now, more than one million people have returned to the governorate, both from other Syrian governorates and from neighboring countries – Lebanon, Jordan and Turkey.

The Aleppo governorate was liberated from militants in late 2016. More than six million civilians fled the governorate when it was controlled by militants.

Russian military to concede key town in Aleppo to Turkish-backed forces

According to yet unconfirmed reports from various sources, Russian military personnel stationed at a small base in the town of Tal Riffat – located in northern Aleppo province – are to withdraw and leave it to Turkish-backed forces, Al-Masdar News reports.

The unconfirmed claims come after days of talks between Moscow and Ankara over the future of Tal Riffat; during this time US-backed forces currently in control of the town have proven uncooperative insofar as not granting Turkish president Recep Tayyip Erdogan’s request to allow its displaced Arab residents to return, the news agency says.

Tal Riffat was captured by Jaysh al-Thuwar (an Arab faction within the US-backed Syrian Democratic Forces) in February 2016.

If the reports are true, it is unclear whether or not US-backed fighters will remain in Tal Riffat “to defend the town from an inevitable storming operation by Turkish-led coalition forces to capture it,” the website says.

Christmas trees in Aleppo? Jerusalem? and centuries-old Surp Giragos Armenian Church in Diyarbakir?

The Trump administration’s decision to recognize Jerusalem as the capital of Israel, which led to the United States being scolded by 128 countries at the UN General Assembly last week, has constrained some, but not all, of the joy of Christmas for Christians in the Middle East.

In addition to the calamitous diplomatic fallout, which we assessed here last week, Pope Francis, the archbishop of Canterbury and the leaders of Christian churches and communities in Jerusalem and throughout the region all opposed the decision. As Amr Mostafa reported from Cairo, Egypt’s Muslim, Coptic and secular groups united in opposition to the Jerusalem decision. US Vice President Mike Pence, an evangelical Christian, who had to postpone his travel to the region because of congressional action on tax reform, would have been poorly received, if received at all, by representatives of Christian communities.

Despite the developments on Jerusalem, there was still joy in Bethlehem, where, as Ibrahim Abdelhadi reported, the “Al-Mahd Church, better known as the Church of the Nativity, is greeting Christmas with a fresh face this year following a major rehabilitation of its roof and ancient mosaics.”

A UNESCO World Heritage site and, Abelhadi said, reportedly the world’s oldest church in daily use, “Al-Mahd’s original basilica was built in the fourth century by Roman Emperor Constantine I above a cave where Virgin Mary is said to have given birth to Jesus. In the early medieval period, other ecclesiastical buildings were incorporated into the original site. Consequently, today the Church of the Nativity is overseen by members of the Greek Orthodox Church, the Custody of the Holy Land and the Armenian Church. It’s considered one of the most important Christian churches in the world after the Church of the Holy Sepulcher.”

Unfortunately, one of the most revered churches in Turkey has fallen upon harder times. Mahmut Bozarslan reported that the centuries-old Surp Giragos Armenian Church in Diyarbakir, which had been restored after years of disuse and abuse in 2012, only to be damaged and desecrated as a result of the fighting in 2015 between Turkish security and Kurdistan Workers Party forces, has suffered subsequent vandalism and desecration. Bozarslan wrote that for church board member Gaffur Turkay, “The fact that hammer-wielding vandals could enter and damage the house of worship while members of the church board could only go there after receiving permission is a bitter pill to swallow.”

The defeat of the Islamic State in Iraq and Syria offers some welcome good news, allowing those displaced by the war to return and rebuild their cities, towns and villages. In Iraq, as Omar Sattar reported in October, there are about 450,000 Christians with varying political alignments. Sattar wrote, “Iraqi Christians’ pursuit of living in security and having their civil rights safeguarded exceeds their search for a political and administrative independence. This is due to the harassment they have suffered at the hands of armed groups and militias, as well as their political exploitation by various Iraqi parties that view the minority card to be of a major importance in acquiring land and obtaining international support and sympathy.”

It is perhaps fitting that we close our column with a return to Aleppo, where there have been Christmas celebrations and a proliferation of Christmas trees, as citizens of different faiths use the holiday to express hope for an end to war and a return to normalcy. Last month, parts of the ancient souk reopened. The slow turnaround in Aleppo, while fragile (there was an attack by armed groups this week), reminds us of what we wrote here almost two years ago, at the height of the war: “A Syrian government victory in Aleppo could be the beginning of the end of the sectarian mindset that would have been alien to the city prior to 2011. There is no more appropriate city to begin Syria’s healing. A Syrian government victory in Aleppo will make it harder to rationalize Western backing for jihadi groups who want to keep up the fight against long odds in the rest of the country. IS and al-Qaeda may prefer, over time, to begin to relocate to Libya and other countries where they can avoid the pounding from the US-led anti-IS coalition and Russian- and Iranian-backed Syrian forces. This may already be happening, and if so, it is to be cheered by those who seek a unified, secular and nonsectarian Syria, as outlined in the Vienna Communique, and as is Aleppo’s tradition.”

Pope Francis’ Christmas greetings this week offered a sense of hope for the Middle East based on shared respect and compassion, when he said, “Those who are different, either culturally or religiously, should not be seen or treated as enemies, but rather welcomed as fellow travelers, in the genuine conviction that the good of each resides in the good of all. Sincerity of intentions, because dialogue, as an authentic expression of our humanity, is not a strategy for achieving specific goals, but rather a path to truth, one that deserves to be undertaken patiently, in order to transform competition into cooperation.”

Thousands crowd the streets of Aleppo to celebrate city’s liberation anniversary

BEIRUT, LEBANON (4:40 P.M.) – Thousands of people took to the streets of Aleppo, today, to celebrate the first anniversary of the city’s liberation from terrorism.

Civilians commemorated this anniversary by waving the flag of the Syrian Arab Republic, holding up pictures of fallen soldiers, and passing out candy.

In addition to the civilian celebration, the Syrian Army held a service inside Aleppo to commemorate their efforts to retake the city from the jihadist groups.

Ancient Armenian church being restored in Aleppo

The ancient Forty Martyrs Armenian Cathedral of Aleppo, Syria, and which was repeatedly attacked by militants, has begun to be restored.

But a large-scale restoration is needed, and this work is expected to take at least two years.

Solely the bell tower of the church was not damaged in the fighting.

The building materials needed for the restoration have been brought.

Local residents—moreover, both the Christian and Muslim communities—have collected some of the money needed for the restoration  of this Armenian church.

ISIS withdraws from Syria’s Aleppo

ISIS withdraws from Syria's Aleppo The Islamic State group no longer has a presence in Syria’s Aleppo province after withdrawing from a series of villages where regime forces were advancing, a monitor said on Friday, Al-monitor.com reports.

“IS withdrew from 17 towns and villages and is now effectively outside of Aleppo province after having a presence there for four years,” said Rami Abdel Rahman, head of the Syrian Observatory for Human Rights. Regime forces had been advancing on a sliver of southeastern Aleppo province around a key highway linking Hama province to the southwest and Raqa province further east. Abdel Rahman said regime forces seized control of the road late Thursday night, prompting the remaining IS fighters to flee. A Syrian military source in rural Aleppo confirmed the withdrawal.

“The military operation is ongoing and Daesh withdrew from the Aleppan countryside towards rural territory in Hama and Raqa,” the source told AFP, using the Arabic acronym for IS. “The Syrian army is clearing out the last few metres,” the source added.

Since early 2015, multi-front offensives against IS have eaten away at territory the group held in Aleppo province.

US-backed Kurdish and allied Arab fighters ousted the jihadists from Kobane on the Turkish border in 2015 and from the key city of Manbij last year. Rebels backed by Turkey seized the town of Al-Bab in February, and Syrian government troops have steadily chipped aw ay at IS towns in the south of the province. In neighbouring Raqa province, a US-backed offensive is bearing down on the provincial capital of the same name, which has served as the jihadists’ de facto Syrian capita

Many Syrian-Armenians back to Aleppo as the situation returns to normal – Shahan Gantaharyan

Syrian-Armenians back to AleppoThese days the situation in Syria is relatively calm as the population, mainly from Lebanon, are gradually moving to their places of residence, especially to Aleppo, Shahan Gantaharyan, Editor-in-Chief of the Lebanon-based “Azdak” Daily told a press conference in Yerevan on Thursday.

Gantaharyan noted that Syrian-Armenians constitute significant number among the repatriates. Although the process is far from naming a mass migration, the trend is underway with many people decisive to get established in their homeland.

The speaker pointed out that Lebanon was the first destination for the Syrian refugees fleeing the country amid the deadly conflict, saying it provided safe haven to around 10 thousand Syrian Armenians.

“The situation is calm in Syria. Terrorist attacks has moved to neighboring Iraq, Egypt, and even Iran. The world major powers – Russia and the U.S. – has started the operation to liquidate the ISIS terrorists,” Gantaharyan said.

Two Armenian soldiers killed Today one defending Aleppo the other defending Karabakh

Syrian Armenian servicemen Jano Gorachyan, 20, was killed in a fierce fighting on the outskirts of Aleppo city. Arevelk Daily reports, Jano was serving in the Syrian Army along with his brother Remo.

The Syrian Sana Agency earlier reported that seven persons were killed, including a girl, in a terrorist attack with a rocket shell on Salah Eddien neighborhood in Aleppo.

A source at Aleppo Police Command told SANA reporter that terrorist organizations fired a rocket shell on Salah Eddien neighborhood in Aleppo, injuring 7 persons, including a girl, and causing material damage to public and private properties.

Armenian serviceman killed by Azerbaijani fire

The Azerbaijani forces have violated the ceasefire along the Line of Contact between Nagorno Karabakh and Azerbaijan for 55 times on the night of January 22-23, firing around 430 shots toward the Armenian positions from firearms of different calibers.

As Defense Army of the Nagorno Karabakh Republic (NKR) reports, the Azerbaijani forces intensively violated the ceasefire on the eastern direction f the Line of Contact using sniper rifles (92 shots) as well as 82mm mortars (2 shells).

As a result of Azerbaijani shooting, Karabakh Defense Army serviceman, Karen Marat Ulubabyan, 1995, received a fatal gunshot wound on January 22, at 23:25, on the combat position of a military unit in the eastern direction of the Nagorno-Karabakh Defense Army.

According to the source, an investigation is underway to look into the circumstances. “NKR Defense Army shares the grief of the irreparable loss and conveys its support to the soldier’s family, relatives and fellow soldiers,” reads the statement.

“NKR Defense Army frontline units have retaliated to suppress the adversary’s activeness and continued carrying out their combat duties,” the ministry said in a release.

Aleppo liberation victory for Syria, Iran, Russia: President Assad

Syrian President Bashar al-Assad says the recent recapture of the strategic northwestern city of Aleppo from foreign-backed terrorists is a victory not just for his country, but also for its Russian and Iranian allies.

Assad made the remarks in a meeting with Iranian Deputy Foreign Minister for Arab and African Affairs Hossein Jaberi Ansari and his accompanying delegation in Damascus on Thursday.

Aleppo’s liberation “is also a relapse for all the countries that are hostile towards the Syrian people and that have used terrorism as a means to realize their interests,” he said

The Syrian head of state also hailed the battlefield successes as a “basic step on the road to ending terrorism in the whole of Syrian territory and creating the right circumstances for a solution to end the war.”

Jaberi Ansari, for his part, briefed Assad on the ongoing diplomatic efforts aimed at ending terrorism in Syria, particularly the recent trilateral meetings between Iranian, Russian and Turkish officials.

He further noted that the strategic Tehran-Damascus relations have helped reinforce the two countries as well as other regional nations in the face of foreign plots.

The senior Iranian diplomat also highlighted Tehran’s determination to further strengthen relations with Syria and help the Arab nation stand against terrorism.

Syria announced the full liberation of Aleppo on December 15, with Assad praising the victory as “history in the making and worthy of more than the word ‘congratulations’.”

‘Assad’s fate not under discussion’

In another development on Thursday, Russian Deputy Foreign Minister Sergei Ryabkov said Moscow was not discussing the future of President Assad in its talks with Iran and Turkey.

After the mid-December liberation of Aleppo, Tehran, Moscow and Ankara held a round of trilateral discussions in Moscow, where the trio agreed to help find a political solution to the crisis in Syria.

In a joint statement issued following the talks, the three sides welcomed concerned efforts in eastern Aleppo, which had been controlled by foreign-backed militants since 2012, allowing for voluntary evacuation of civilians and organized departure of the armed opposition.

Iran and Russia support the Syrian government in the fight against terrorism. Moscow has been providing air cover for the Syrian army’s counterterrorism operations on the ground since September 2015.

Tehran has also been offering advisory assistance to Syrian armed forces.

This is while Ankara, along with its Western and regional allies, is a staunch supporter of the militants operating to topple the Damascus government since March 2011.

Ankara and its partners have long been seeking the ouster of Assad as part of any solution to the conflict in Syria.
