Armenian National Committee of America ANCA Calls for Forceful U.S. Response to Turkey’s HDP Arrests

ANCA leads community effort calling on U.S. to forcefully condemn the Turkish Government’s latest crackdown on the HDP party.

ANCA Launches Online Action Portal – anca.org/hdp – calling on Secretary Kerry Condemn Erdogan’s Crackdown

WASHINGTON—In the wake of the November 3rd Turkish government crackdown on the pro-democracy HDP party, the Armenian National Committee of America (ANCA) has registered protests with the U.S. government and launched a nationwide grassroots advocacy campaign calling Secretary of State John Kerry to respond forcefully against Turkish President Recep Erdogan’s attempt to silence the last remaining major pro-democracy voice left in Turkey.

An ANCA action alert – www.anca.org/HDP – provides supporters of a democratic Turkey with the opportunity to ask Secretary Kerry to condemn Ankara’s crackdown and demand the immediate release of imprisoned HDP leaders.  The letter reads, in part: “My request is as simple as it is straightforward: The United States must publicly and forcefully protest Turkey’s crackdown and demand the immediate release of all those imprisoned by the Erdogan regime.”

Commenting on the campaign, ANCA Executive Director Aram Hamparian stressed that “We must break with the failed policies of appeasement that have, for far too long, misguided American policy toward Turkey, allowing Turkish leader and their army of lobbyists to compromise both our country’s interests and our nation’s values.”

Earlier on Friday, ANCA leaders and activists joined with Kurdish Americans and other committed to democracy within Turkey in a protest outside the Turkish Embassy. The demonstration was covered by Armenian, Kurdish, and Turkish media.

ANCA Announces 2016 Congressional Grades And Endorsements

WASHINGTON—With just weeks left until the November 8 elections, the Armenian National Committee of America released its 2016 Congressional grades and endorsements, throwing the Armenian American community’s political and electoral strength behind U.S. House and Senate candidates from more than 30 states with proven track records of support on issues of special concern to Armenian Americans and all friends of Armenia.

“With November 8th just around the corner, the ANCA is pleased, once again, to share comprehensive legislative information and our carefully considered endorsements regarding the Congressional candidates seeking our community’s electoral support,” said Aram Hamparian, Executive Director of the ANCA. “First and foremost, we encourage everyone to vote! And, whether you’ll be voting Republican, Democratic, Libertarian, Green or for candidates from any other party, it’s vital that you go to the polls fully informed. So please consider our carefully compiled information and fact-based insights as a helpful resource as you weigh who to support this November.”

The ANCA endorsements are based primarily on ANCA Congressional Report Cards, a detailed review of each incumbent’s record across a broad range of Armenian American issues. These Report Cards, prepared in consultation with ANCA Regional offices and local chapters across the country, cover issues ranging from securing a just resolution of the Armenian Genocide, to strengthening U.S.-Armenia relations, defending Nagorno Karabakh’s independence, increasing U.S. aid and trade levels with Armenia, and confronting the genocide of Christians and other minorities in the Middle East. Among the grading criteria were each Member’s willingness to advance pro-Armenian American legislative initiatives (resolutions, letters, etc.), including the Armenian Genocide Truth + Justice Resolution, pro-Armenian provisions of the foreign aid bill, support for common sense solutions for Nagorno Karabakh Peace, and advocacy on behalf of beleaguered Armenian and other Christian communities in the Middle East. Other factors include their membership in the Armenian Caucus, attendance at Armenian civic and community events, and their support for human rights issues related to Cyprus.

The 2016 ANCA Report Cards include:

* A point-by-point analysis of each incumbent’s support on key legislation, Congressional “Dear Colleague” letters, participation and leadership in initiatives and events held in the nation’s capital and in local communities.

* Congressional Notes highlighting key initiatives taken by individual House and Senate Members – from Congressional speeches to other undertakings of special concern to the Armenian American community.

* A detailed accounting of Turkish and Azerbaijani Government lobby efforts targeting Senators and Representatives during the 114th Congress, as reported by the U.S. Department of Justice Foreign Agent Registration division (www.fara.gov).

WASHINGTON: Catholicos Aram I Salutes ANCA Advocacy for the Armenian Cause

WASHINGTON—His Holiness Aram I, Catholicos of the Great House of Cilicia, recognized the Armenian National Committee of America’s (ANCA) leadership in advancing the Armenian Cause, bestowing the Knight of Cilicia Medal on Executive Director Aram Hamparian, in honor of the ongoing and tireless work of the ANCA Board, staff, volunteers and supporters across the United States.

“The advocacy, the enhancement, the promotion of the Armenian Cause has been a priority item on the agenda of the Catholicosate of Cilicia and its Prelacies,” explained His Holiness during a special visit to the ANCA offices on Wednesday, noting that the work of the ANCA is “very close to our hearts, to our minds, and to our mission as a church.”

Thanking the ANCA Board, staff, volunteers, and donors across the U.S., His Holiness noted, “All of us, in different ways, in different forms, in different levels to different degrees should participate in the work of such centers because what you are doing is part of the agenda of our nation – strengthening the independence of Armenia, strengthening the self-determination of the Armenians in Karabakh and all the things that you are doing in the form of advocacy – the promotion of the Armenian Cause.”

Bestowing the Knight of Cilicia medal, His Holiness explained, “in decorating Aram, I decorate all of you, your colleagues, your assistants, all of you, who together – I would like to underscore ‘together’ – engage in this sacred mission. And I am sure, now that Aram becomes Knight, he will continue this mission with renewed engagement – with the spirit of a Knight of Cilicia.”

Hamparian humbly accepted the award on behalf of all who strive to realize the just national and democratic aspirations of the Armenian nation, including those who work in the public spotlight and, of course, the many more whose devotion and hard work remain largely unheralded.

His Holiness Aram I’s delegation visiting the ANCA included Archbishop Oshagan Choloyan, Prelate of the Prelacy of the Armenian Apostolic Church of Eastern US; Very Rev. Housig Mardirossian, Director of Ecumenical Relations; Rev. Bedros Manuelian, Director of the Audio Visual Department and staff-bearer; and Dr. Dertad Manguikian, a member of the Catholicosate of Cilicia Central Committee.

The ANCA team was joined by Soorp Khatch Armenian Church Board of Trustees members Hrant Jamgochian and Jemma Simonian; local representatives of the Armenian Revolutionary Federation and Armenian Relief Society; and community advocates, who engaged in a lively discussion with His Holiness on a broad range of topics, from the Catholicosate’s efforts to secure the return of its historic seat in Sis from Turkish authorities, to the challenges facing Armenian American communities in expanding Armenian language and cultural education and broadening community participation.

Glendale: ABC7, ANCA, AYF Community Town Hall Set for August 30

ABC7-ancGLENDALE—In partnership with ABC7 television news, the Armenian National Committee of America-Western Region (ANCA-WR) and the Armenian Youth Federation Western US (AYF-WUS) will host a public Town Hall on Tuesday, August 30th, at 6:30pm at the Krikor and Mariam Karamanoukian Glendale Youth Center (211 W. Chestnut St., Glendale, CA 91204). The first of its kind, the effort is aimed at cultivating a positive relationship between the news station and Armenian community members that reside in Southern California.

“We are delighted to partner with ABC7 on what will surely be a productive event aimed at facilitating dialogue between a major local news station and our community, and we are grateful to the station’s leadership for working with us and the AYF by providing a medium for our community members to express the issues that are important to them, including coverage of our community and its activities,” stated ANCA-WR Executive Director Elen Asatryan.

“ABC7 thanks the Armenian National Committee of America-Western Region and the Armenian Youth Federation-Western US for hosting our next ‘ABC7 Listens’ Town Hall meeting.  For the last 11 years these meetings have provided people in communities around Southern California a unique and personal opportunity to share their stories. We are pleased to be holding this meeting in Glendale, where ABC7 is located,” said Cheryl Fair, President & General Manager of ABC7.

Station President Cheryl Fair will be joined at the Town Hall by representatives from ABC7’s News, Programming and Public Affairs Departments to meet with community leaders and residents and to hear about local issues and stories that affect the community. Information will also be available on how to access the television station for news stories, how to promote non-profit events, and how to secure job opportunities. The event will begin with a reception and registration at 6:30pm, followed by a listen-in at 7:00pm.  Translation will also be provided in Armenian to community members with language barriers. The public Town Hall is a direct result of a meeting that took place between the ANCA-WR, AYF WUS, the Armenian Bar Association and KABC–TV’s leadership following a news report on the April 24th Rally for Justice protest during which the station included a known Armenian Genocide denier on air and the cameraman was caught on tape making bigoted anti-Armenian comments. At the time, the Armenian-American community expressed its outrage by reaching out to ABC7 by phone, email and social media to register its complaints and grievance. The station took immediate action confirming that the cameraman’s services will no longer be utilized, and issuing a statement of apology following the meeting along with a promise to work closely with the community in the future.

“We are hopeful that with continued communication, we can work with our respective local news and media outlets to ensure that our community’s issues are covered accurately with respect to the hundreds of thousands of Armenian Americans living in the region,” stated AYF-WUS Chairperson Gev Iskajyan.

Founded in 1933, the Armenian Youth Federation is the largest and the most effective Armenian-American youth organization in the United States, working to advance the social, political, education and cultural awareness among Armenian-American youth.

The Armenian National Committee of America-Western Region is the largest and most influential Armenian American grassroots advocacy organization in the Western United States. ANCA launches new White House campaign for Karabakh peace

karabakh-madridWASHINGTON, DC – Building on the momentum of last week’s grassroots campaign to members of the U.S. Senate and House, the Armenian National Committee of America (ANCA) is expanding the Armenian American community’s efforts against the flawed “Madrid Principles” to include targeted calls upon the White House for a more balanced and sustainable approach to ensuring a lasting peace for Nagorno Karabakh (Artsakh).

“As an advocate for peace, I cannot accept – and urge you to oppose – any resolution that runs counter to our American belief in self-determination or that would force a Christian nation under a violent Azerbaijani regime that has recruited extremists (including Afghanistani Mujahideen and ISIS militants from Syria) to fight its anti-Armenian wars,” begins a letter to President Obama and Vice-President Biden. “Today, Artsakh – despite decades of Azerbaijani aggression – remains dedicated to strengthening its democracy, further developing its open economy, and working with in partnership with regional powers, the OSCE, and the international community toward a fair and enduring regional peace.”

“At its heart, Nagorno Karabakh is a very American story, representing the victory of a free people over foreign rule. A democratic, Christian-majority, pro-Western society that stands strong against the forces of intolerance deserves our support,” continues the letter to President Obama.

WASHINGTON—The Armenian National Committee of America (ANCA) has launched a renewed drive to educate U.S. legislators and senior policymakers regarding the dangers that the proposed “Madrid Principles” present to international efforts to check Azerbaijani aggression and peacefully negotiate a sustainable and democratic resolution of status and security issues related to the independent Republic of Nagorno-Karabakh (Artsakh).

“The peace we all seek, if it is to be sustainable, must rest upon democratic foundations – the right of all to live in liberty, free from foreign rule,” said ANCA Executive Director Aram Hamparian. “And today, more than ever, it’s clear that reaching a real and lasting resolution requires that the OSCE abandon its deeply flawed Madrid Principles and rethink its approach to this peace process based upon the universal value of democratic self-determination, our shared commitment to fundamental human rights, and the right of the citizens of Artsakh to security against foreign aggression.”

First discussed in 2007 with the specifics largely kept secret until recently, the “Madrid Principles” set forth a proposed formula which purportedly calls for Artsakh’s up-front surrender of 7 regions of its sovereign territory in return for only a vague promise that Azerbaijan will allow a future “expression of will” that would determine its status, setting the stage for continued conflict and increased regional instability. “A phased agreement that envisions Azerbaijan honoring its future commitments is simply not a sound basis for peace, particularly when we consider that Baku’s track record of constantly and flagrantly violating its own signature on the cease-fire agreement it signed in 1994,” explains the letter to Congressional leaders.

The letter goes on to urge legislators to support a range of policy priorities for Karabakh peace and freedom, including:

—  Supporting a Balanced and Sustainable Approach to Peace: The OSCE should come back with a more balanced and sustainable approach than the deeply flawed Madrid Principles, which are little more than a recklessly asymmetrical attempt to force Nagorno-Karabakh to make strategic security concessions in return for only vague Azerbaijani promises regarding its future status.

— Saving Lives and Averting Renewed War: The Obama Administration should openly pressure Azerbaijan to accept the Royce-Engel peace proposals (which have already agreed to by both Armenia and Artsakh), to 1) withdraw all snipers and heavy arms, 2) add international observers, and 3) deploy gunfire locators along the line of contact.

— Challenging Azerbaijan’s Aggression: The United States and the OSCE should openly challenge Azerbaijan’s aggression, ending a pattern of silence in the face of aggression that has only emboldened Azerbaijani President Ilham Aliyev.

— Returning Karabakh to the peace talks: The Nagorno-Karabakh Republic should be restored to the negotiating table as a full participant in all OSCE talks regarding its future security and status. The exclusion of Artsakh from talks about its own future is both highly immoral and ultimately counterproductive.

— Continuing aid to Nagorno-Karabakh:  The United States should increase direct aid to Nagorno-Karabakh, providing at least $5 million annually for a humanitarian assistance program (including rehabilitation programs for children and adults with disabilities) that has been in place since 1998.

— Cutting military aid to Azerbaijan: Congress should cut off all military aid to Azerbaijan until it ceases all threats and acts of aggression and commits to a peaceful resolution, and the Administration should cease issuing waivers of the Section 907 restriction on direct aid to the Azerbaijani government.

ACTION ALERT: ANCA Launches Grassroots Campaign to Protect Garo Paylan

protectpaylan_graphicWASHINGTON—Citizens concerned about the safety of Garo Paylan, a member of the Turkish Parliament who has come under violent attack due to his Armenian identity and the free expression of his views, can now call upon the State Department, Amnesty International, and Human Rights Watch to speak out in his defense, using the Armenian National Committee of America’s dedicated portal: www.anca.org/Paylan.

Videos of attacks on Mr. Paylan, in the Turkish Parliament and Constitutional Commission, have gone viral, and have been featured on major media outlets.With one click, advocates can write to Tom Malinowski, State Department Assistant Secretary, Bureau of Democracy, Human Rights, and Labor; Ken Roth, Executive Director of Human Rights Watch; and Margaret Huang, Interim Executive Director of Amnesty International – USA. In their letters addressed to these three officials, supporters of Garo Paylan’s safety call for “public alarms” to be raised over the escalating threats and acts of violence directed against him. The letters specifically call for a forthright condemnation of those who seek to intimidate and incite hatred against Paylan.

Earlier this week, the ANCA called upon U.S. Ambassador to Turkey John Bass to publicly voice official U.S. concern regarding the safety of Garo Paylan. In the May 3rd letter, ANCA Executive Director Aram Hamparian compared Paylan’s persecution to that of noted Armenian journalist Hrant Dink, who was gunned down in broad daylight in 2007. “Prior to his [Dink’s] cold-blooded murder, the ANCA had called for an open expression of U.S. concern for his safety. Sadly, none was forthcoming. The only public words raised in his defense were those eulogizing him after his death,” noted Hamparian.

ANCA: Everyone knows it is Aliyev who initiates attacks on Armenia, Karabakh

Hamparian stated:
“The Obama Administration flashes Baku the green light each time it chooses to limit the U.S. response to Azerbaijan’s unilateral aggression to generic calls upon all sides to refrain from violence.”

“Everyone – ranging from the senior officials who run U.S. intelligence agencies to bright 9th graders who follow foreign affairs – knows that it’s Ilham Aliyev who is initiating these attacks. Pretending otherwise is a transparent farce, one that is being perpetrated with deadly consequences.”

“President Obama should abandon this deeply flawed and now demonstrably failed policy of false parity, and instead undertake concrete, common sense steps to avert war and put in place the foundations for a just and lasting peace. Among these are international proposals – already agreed to by Armenia and Artsakh, but not by Azerbaijan – such as agreements on the non-deployment of snipers, the addition of OSCE observers, and the internationally mandated deployment of gunfire-locator systems along the line of contact.”

ANCA Just Graduated? Move to Washington!

If you’re a qualified recent graduate, the Armenian National Committee of America (ANCA) is here to help you find a job. Sounds too good to be true?

For those interested in public policy, government, or the media—and who are open to a move to Washington, D.C.—the ANCA’s Hovig Apo Saghdejian Capital Gateway Program (CGP) is a great place to start. Established in 2003, the CGP has helped young people launch their careers by offering qualified recent college graduates with career-track job placement assistance in the nation’s capital.

The CGP has three main components: three months of free housing at the ANCA Martha Aramian Armenian Cultural Center, a series of enrichment seminars, and a robust mentorship program.

A move to a new city and the search for employment is itself a full-time job. There’s little time to scope out safe, clean living conditions, and perhaps even less money to pay the rent to live there, even on a short-term basis. That’s why the three months of free housing can play such an essential role, by removing the worry of housing expenses for the first three months and allowing the CGP Fellows to focus on what’s most important: finding a job.

Every CGP Session (January and September each year) starts with a robust two-week series of enrichment seminars that cover everything from resume and cover letter preparation to interviewing and networking skills. There are primers on professionalism and advice about life in D.C. Each seminar is provided by an early-career professional who has mastered those skills through real world experience, many of whom are successful alumni of the CGP. All of them are presented in a nurturing, friendly environment with plenty of follow-up to ensure that Fellows have the needed resources to put their best foot forward in the job search front.

To build on all these skills, Fellows are assigned a mentor who can offer ongoing guidance on the job search efforts and who make sure that Fellows stay on track. Mentors have all gone through this process before and know how challenging a job search can be. They are cheerleaders when they need to be, and offer sound, solid guidance when warranted, with the single goal of ensuring career path success.

The program is run through the gracious assistance and volunteer efforts of the Capital Gateway Program Advisory Committee, a talented group of alumni who understand how Washington works and have a strong sense of “paying it forward.”

The Capital Gateway Program is named after Hovig Apo Saghdejian, a 23-year-old youth leader and community activist from Fresno, Calif., who lost his life in a 2004 tragic car accident. His family established the Hovig Apo Saghdejian Memorial Fund in his memory. These funds are held in perpetuity, with all income being used to finance the participation of young Armenian Americans in the Capital Gateway Program.

Housing is provided in memory of the late community leader and philanthropist Martha Aramian of Providence, R.I., whose family has supported a wide variety of ANCA initiatives and is committed to helping our youth pursue their careers and dreams in the nation’s capital.

Since 2003, well over 100 Fellows have come to D.C. through the CGP. The Fall 2015 Session is quickly filling up, with the application deadline set for July 15. For individuals still in school, the CGP offers a robust internship and externship component through which students can get valuable internship experience at the ANCA or leverage college internship opportunities in D.C. with programs like UCDC.
