Politico: Azerbaijan installs checkpoint on road to Nagorno-Karabakh amid fatal clashes

Following a war in 2020, the Lachin corridor has been under the jurisdiction of Russian peacekeeping forces as part of a ceasefire agreement.

Azerbaijan has set up a checkpoint on the only road in or out of the disputed region of Nagorno-Karabakh, sparking fears for its ethnic Armenian population and reports of new firefights along the shared border.

In a statement issued on Sunday, the Azerbaijani Foreign Ministry said that work had begun to “establish control” along the Lachin corridor, the sole highway that links the breakaway territory to Armenia.

According to officials, the move is intended to stop “the rotation of personnel of Armenian armed forces that continue to be illegally stationed in the territory of Azerbaijan, the transfer of weapons and ammunition, entrance of terrorists, as well as illicit trafficking of natural resources.”

Following a war between the two sides over Nagorno-Karabakh in 2020, the Lachin corridor has been under the jurisdiction of Russian peacekeeping forces as part of a Moscow-backed ceasefire agreement. In December, self-described Azerbaijani environmental activists, with the support of the government in Baku, pushed past the wire fencing and began blocking the road as part of what they claimed was a protest over illegal mining.

Since then, only peacekeepers and aid convoys operated by the Red Cross have been able to get supplies through to the tens of thousands of Armenians who call the region home. Rationing of food and energy has been implemented. Russian troops have been unable or unwilling to restore the flow of civilian traffic, and appeared to take no action against the installation of the checkpoint on Sunday. According to Baku, its personnel will take control of the road “in interaction” with Moscow’s forces.

Armenia’s Foreign Ministry said the move was a “flagrant violation” of the 2020 ceasefire, in which Baku agreed to “guarantee safe movement of citizens, vehicles and cargo in both directions along the Lachin corridor.” According to Yerevan, the checkpoint also breaches a call from the International Court of Justice for Azerbaijan to “take all measures at its disposal” to ensure the “unimpeded” flow of traffic.

In a statement, the U.S. State Department said it was “deeply concerned” by the development and urged Azerbaijan to ensure “free and open movement of people and commerce on the Lachin corridor.”

Inside Azerbaijan’s internationally recognized borders, Nagorno-Karabakh has been under Armenian control since a war that followed the collapse of the USSR.

However, the installation of a checkpoint on the Lachin corridor would effectively end its de facto autonomy, which Armenia has warned could be a precursor to “ethnic cleansing.” 

Baku insists it has the right to exert control over the territory, and has called on Armenians living there to lay down their weapons and accept being governed by Azerbaijan.

Later on Sunday, the two former Soviet republics accused each other of launching attacks along the border, close to the Lachin corridor. At least one Armenian serviceman was reported to have died. 

Azerbaijan insists its troops took “adequate retaliatory measures.”

“On April 24, 1915, Ottoman authorities arrested Armenian intellectuals and community leaders in Constantinople—the start of a systematic campaign of violence against the Armenian community. In the years that followed, one and a half million Armenians were deported, massacred, or marched to their deaths—a tragedy that forever affected generations of Armenian families.

“As we join nations around the world in remembering this painful history, we also reflect on the resilience and resolve of the Armenian people. So many of those who survived were forced to begin new lives in new lands—including the United States. Here and around the world, the Armenian people have met the evil of hate with hope. They rebuilt their communities. They nurtured their families and preserved their culture. They strengthened our nation. They also told their stories—and those of their ancestors—to remember and to ensure that genocide like the one that happened 108 years ago is never again repeated. 

“Today, let us renew this pledge. Let us recommit to speaking out against hate, standing up for human rights, and preventing atrocities. And together, let us redouble our efforts to forge a better future—one where all people can live with dignity, security, and respect.”

BREAKING NEWS: Azerbaijan accomplishes another Pashinyan Turkish Dream establishes checkpoint on Lachin-Stepanakert road

The State Border Service of Azerbaijan has officially announced the installation of a checkpoint in the Berdzor (Lachin) corridor, as stated by the command of the Russian Peacekeeping Contingent.

This latest blockade is a gross violation of the 2020 trilateral agreement between Azerbaijan, Armenia, and Russia, as well as a human rights violation. Since December 12, 2022, Azerbaijan has blockaded 120,000 people in Artsakh. As part of the agreement, the Hakari Bridge was located in the Russian peacekeeping contingent’s area of responsibility, meaning Azerbaijan does not have the right to close it. The authorities of the Republic of Artsakh strongly condemn this latest provocation by Azerbaijan, considering it a criminal step aimed at deepening the blockade of Artsakh and ethnic cleansing. This action violates not only the tripartite statement but also the binding decision of the International Court of Justice of the United Nations and other fundamental norms of international law. The Hakari Bridge serves as a vital link connecting the villages of Lisagor, Mets Shen, Hin Shen, and Yegtsahogh in Armenia and Artsakh, but it is currently closed due to the blockade. President of Artsakh, Arayik Harutyunyan, has called for an urgent meeting of the Security Council to discuss the latest developments and the relevant actions of the authorities of Artsakh. The Artsakh Info Center stated that they will provide further details on the events and urged everyone to follow official information and refrain from spreading unverified information.

Although the pain of the parents of the boys who died in the 44-day war has somewhat dulled in two and a half years, it would be right if they joined the struggle of the parents of the boys who died in Azat Village. And they supported it with their numbers and directed it with their experience of struggle. In that case, their united struggle could have been more effective. Which could also give hope that many other Armenians will join the struggle. Amid stalled NATO accession talks—and in an apparent effort to avoid upsetting Turkey more than it already has—the Swedish Ministry of Foreign Affairs, led by Tobias Billstrom (M), is said to have exerted pressure on the Swedish-Armenian friendship group in the Riksdag—the Swedish parliament, asking senior government officials in private to cancel this year’s annual commemoration of the Armenian Genocide, The European Conservative reported.

Sweden Democrat MP Bjorn Soder, the chairman of the Swedish-Armenian friendship group, says that group leaders from each party in the coalition government—the Moderates, the Sweden Democrats, and the Christian Democrats—were asked by the foreign ministry to consider canceling the commemoration event since it could potentially harm Sweden’s prospects of joining NATO, Samnytt reports.

“We have been asked internally in our parties not to hold a celebration in the Riksdag this year,” Soder told the Stockholm-based newspaper Svenska Dagbladet (SvD).

It is inexorable to tolerate the words that are heard from the NA podium, de facto recognizing Artsakh as a part of Azerbaijan. Leaving 120 thousand Artsakh Armenians alone is the greatest immorality and ruthlessness. I, as the chairman of the commission of the MHRD, have sent more than 650 letters to my international colleagues in the last 4 months, alerting them to the humanitarian crisis in Artsakh.

After all these records, I am carrying out a political action and, as a sign of protest, I will not get off the podium, I will not allow you to tell lies again from the country’s number one podium, to question the Armenianness of Artsakh or the history of the Armenian people in general. Dear colleagues, if you agree with my observations, you can join my campaign. I can’t tolerate lies, falsehoods, backbiting, calling people names from this high pulpit: enough is enough. Sober down, understand what you are doing, and realize the extent of your responsibility.”

After these words, a scuffle started in the NA hall and the Speaker of the National Assembly invited the security officers to the hall, who forcibly removed the deputies. The course of the session was disrupted.

“There we have two parts: before the Madrid Principles, and after that. Before the Madrid Principles, the position of the Armenian parties was that Nagorno-Karabakh was never part of independent Azerbaijan and exercised its right to self-determination in the context of the collapse of the USSR. Just as other subjects of the USSR, exercising the right to self-determination which is recorded in the Almaty Declaration [of December 1990], received independence, so did Nagorno-Karabakh received that right. Consequently, Nagorno-Karabakh became independent from the USSR.

“In 2007, during the period of transformation or transfer of power [in Armenia] when Serzh Sargsyan was the Prime Minister and Robert Kocharyan was holding the office of the President of the Republic of Armenia, the Madrid Principles emerged at that time, where the principles of territorial integrity and the right to self-determination were being emphasized. It was recorded that the status of Nagorno-Karabakh should be adjusted by some mechanism, and that mechanism should, in fact, be agreed upon by Azerbaijan as well.

“A very serious, conceptual change has taken place here. If before the Madrid Principles, the position of the Armenian parties was that Karabakh was never part of Azerbaijan and is not now either, therefore, there may not be a need to agree on the future status because Nagorno-Karabakh has already self-determined, the Madrid Principles record that an agreement should be reached with Azerbaijan regarding the status of Nagorno-Karabakh. Moreover, according to reliable information, the author of those principles was the Armenian side itself,” said the Armenian PM.

According to him, a question arises here that if we do not consider Nagorno-Karabakh to be a part of Azerbaijan, why the issue of its status should be agreed with Azerbaijan.

“This logic that they have placed, in the case of paraphrasing, means that Nagorno-Karabakh must be a part of Azerbaijan to be self-determined. Otherwise, from whom is it self-determined? This is the actual content of that policy. This is our greatest shortcoming, that we have not come forward with all this since 2018, and have not explained [it] to our people,” said Pashinyan.

Also, he emphasized that after leaving Nagorno-Karabakh out of the negotiations, Armenia has come and said: “I have come to exercise the right of Nagorno-Karabakh to self-determination.”

“But wait a minute, who are you, dear friend? It says, ‘We are Armenia.’ But self-determination is about it [i.e., Nagorno-Karabakh] should be at the [negotiating] table, it’s not someone else’s decision, it’s self-determination. Armenia has come, said, ‘I have come to protect the right of self-determination of Nagorno-Karabakh by leaving Nagorno-Karabakh out of the negotiation process.’ They said, ‘If you are talking, then this is a territorial dispute, a territorial demand.’ And the whole essence of the Nagorno-Karabakh issue has been deformed.

“If before the Madrid Principles, the place from which Nagorno-Karabakh was to self-determine was the Soviet Union, then after the Madrid Principles, as a result of the ‘genius’ diplomacy of the Armenian side, the place from which Nagorno-Karabakh had to self-determine became Azerbaijan. According to the Madrid Principles, Armenia recognized Nagorno-Karabakh as a part of Azerbaijan. We may be lazy most of the time from that record, but we are reaping its ‘fruits’ today. It is very important that all this is said. It is our fault that we did not say this in May 2018. We thought that somehow we can get out of this trap, or at least it is our duty to do what is up to us to get out of that trap. But since the trap was internationally agreed upon, we could not do it,” emphasized the Armenian premier.
