Hundreds of European rabbis from across the continent will be gathering in Azerbaijan this fall to discuss Jewish affairs in the first such convention in a Muslim nation.

The planned event comes amid burgeoning relations between Israel and Azerbaijan that developed from a centuries-long affinity between the two nations into an unprecedented strategic partnership.

The biennial convention of the Conference of European Rabbis is scheduled to take place in Baku between Nov. 12-15 at the invitation of Azerbaijan President Ilham Aliyev, who will serve as the honorary host, with about 500 rabbis expected to attend the event.

The primary Orthodox rabbinical alliance in Europe, the organization unites more than 700 religious leaders from communities across Europe. Founded in 1956, it works to defend the rights of Jews in Europe, with freedom of religion and matters related to the Jewish communities expected to be front and center at the conference.

“Azerbaijan is a place with a special memory for the Jewish people, and is home to one of the most unique Jewish communities in the world,” said Rabbi Pinchas Goldschmidt, president of the Conference of European Rabbis who met with Aliyev earlier this year.

“The developing ties between Israel and Azerbaijan are of great importance in today’s Middle East,” he added.

The Zurich-born Goldschmidt, who served as chief rabbi of Moscow for nearly three decades, left Russia last year following the invasion of Ukraine and then resigned from his position. His subsequent public criticism of the war led him to be branded by Russia as a “foreign agent.”

Breaking News: thanks to the ANCA’s tireless work Disney+ announce reportedly made the decision to cancel the Turkish series “Atatürk”.

BREAKING: We are happy to announce, Disney+ has reportedly made the decision to cancel the Turkish series “Atatürk”. Despite announcing the broadcast which was a six-part series scheduled to air on October 29, 2023, and reportedly spending $8 Million including casting Emma Wattson, the platform wisely chose not to air it.

The series, which was produced by “Disney Plus” and was dedicated to the 100th anniversary of the Turkish Republic, will now be transformed into a feature film and exclusively shown in Turkish cinemas on November 3.

The decision to cancel the series’ broadcast on the platform was reportedly influenced by the pressure from the Armenian community and the demands of the Armenian National Committee of America (ANCA), which made it clear, Disney’s series portrayal of a war criminal unacceptable. Artsakh’s status as an internationally unrecognized state is often discussed in relation to its recognition by UN resolutions, which call for either territorial integrity or the right to self-determination. However, many people, including myself, may not fully grasp the implications of international law and how it interprets these terms, which sound quite weighty and significant. To shed some light on this matter, I’ll explain the key points briefly.

Firstly, let’s understand what constitutes an internationally recognized state according to international law. States are entities that are members of the United Nations and have been acknowledged and approved by existing member states. The criteria for statehood are outlined in Article One of the 1933 Montevideo Convention on the Rights and Duties of States. This convention, now considered international law, is applicable to all nations and defines the necessary qualifications for statehood:

  1. A permanent population,
  2. A defined territory,
  3. A government, and
  4. The capacity to enter relations with other states.

The first criterion requires a state to have a stable and enduring population within a specific geographical area. There is no minimum number of inhabitants required. For instance, the Republic of Nauru, which had a population of only 6,500 when it gained independence in 1968, met this criterion. In comparison, when Artsakh declared independence in 1991, it had a population of approximately 189,000, predominantly Armenians, thus fulfilling the first qualification.

The second criterion demands a state to possess a generally defined territory, though precise borders are not necessary. Several states, including Israel, were admitted into the UN without having their final borders defined after World War Two. Artsakh declared its independence within the defined territory of the so-called Nagorno Karabakh autonomous oblast, which was part of the Azerbaijani Soviet Republic. Today, Artsakh covers an area of about 4,400 square kilometers, demonstrating a generally defined territory since its independence, fulfilling the second qualification.

The third criterion mandates the presence of a government with some level of control over the state and its citizens. There is no requirement for a specific form of government structure. Artsakh has its own fully functional government, established just 20 days after the independence referendum. As of 2020, it has a constitution, a ministry of foreign affairs, a police force, and regularly holds presidential and legislative elections in a democratic manner, thereby fulfilling the third qualification.

In summary, Artsakh meets the criteria set forth by the Montevideo Convention for statehood. It has a permanent population, a defined territory, and a functioning government, thus satisfying the essential prerequisites to be considered an internationally recognized state, irrespective of its formal recognition by other countries.

In 2020, Freedom House, an independent organization, ironically gave Azerbaijan a political rights score of two out of 40, while Nagorno-Karabakh, a region included in the same report, scored 13 out of 40. This difference in scores indicates a significant contrast in their political freedom, with Nagorno-Karabakh appearing 6.5 times more politically free than Azerbaijan.

Despite not being internationally recognized as a state, Artsakh, as Nagorno-Karabakh is also known, fulfills the criteria for statehood according to the Montevideo Convention. It boasts a stable and effective system of government since declaring independence. Moreover, it meets the third criteria by having the capacity for relations with other states, demonstrated by maintaining permanent representative offices in several countries.

The final criteria for statehood involve the ability to act independently as a state without reliance on other states. Artsakh has a self-defense army and demonstrated its capability to enter into international relations by being a signing party in the 1994 ceasefire agreement.

However, the lack of international recognition poses challenges for Artsakh’s interactions with other states, as it hinders formal acknowledgment and membership in international bodies like the UN. Despite this, according to Article 3 of the Montevideo Convention, Artsakh still has the right to defend its integrity and independence, even before recognition.

International recognition is crucial for Artsakh to fully exercise its international rights and duties. It should be noted that the recognition of a new state is purely a political decision and depends on the interests of existing states. The criteria for statehood must be met before any recognition, and it is not compulsory for existing states to recognize new ones.

The process of recognition involves considering factors such as the means by which the state came into existence, whether through force, territorial acquisition, racial discrimination, etc. Self-determination is a guiding principle that legitimizes the use of force in pursuit of people’s right to determine their own political status, as demonstrated in the case of Bangladesh in 1971.

In summary, Artsakh fulfills the criteria for statehood, operates as a de facto state, and has the right to act as a state even without international recognition. However, recognition by other states remains essential for it to fully exercise its international rights and responsibilities.

The acceptance of the independence of Bangladesh was based on the exercise of their right to self-determination. This right, recognized by international law and the UN Charter, is frequently mentioned in the conflict. Advocates argue for the legitimacy of Bangladesh as an independent state, highlighting the historical presence of the Bengali people in the region.

Throughout history, the Bengali people have faced foreign domination but maintained some level of autonomy under various empires, including during their time within the Soviet Union as an administrative division or oblast. However, their rights were restricted, and discrimination persisted under Azerbaijani and Soviet authorities. This situation worsened when Azerbaijan imposed economic blockades, depriving the people of essential resources.

The concept of self-determination is permissible for a population living under foreign rule and enduring gross human rights violations. However, this right is constrained by the principle of territorial integrity, which also holds legal significance in international law and is recognized by the UN Charter.

Azerbaijan claims territorial integrity, including over the Artsakh region. Still, this claim lacks a legal basis because when Azerbaijan separated from the Soviet Union, autonomous oblasts like Artsakh had the right to decide their future, including the possibility of independence. The Nagorno Karabakh Republic exercised this right by proclaiming independence two days after Azerbaijan’s Declaration of Independence. A referendum held in December 1991 resulted in an overwhelming vote for independence, making Artsakh’s Declaration of Independence lawful and valid.

Furthermore, Azerbaijan’s historical claim to the Artsakh territory during its initial independence request in 1991 lacks legitimacy, as the region was disputed between Armenia and Azerbaijan at the time. This further supports the notion that Azerbaijan has no legitimate territorial rights over Artsakh.

Despite Artsakh’s legal basis for independence and its current de facto state, the international community has been hesitant to recognize the Republic of Artsakh. The reasons for this reluctance remain complex and multifaceted.

Recognition depends solely on the self-interest of the international community. This reveals a significant flaw in the legal aspect of international relations. The world, as we all know, often prioritizes financial gains over justice. Consequently, oil-rich Azerbaijan enjoys greater financial value compared to a small state seeking to live peacefully and exercise its rights. Moreover, the pressure from involved parties, such as Turkey siding firmly with Azerbaijan due to historical aggression against anything Armenian, further complicates the quest for independence for the state of Artsakh.

The Armenian people have learned from this situation that despite Azerbaijan’s illegitimate reasons for aggression, violation of human rights, and perpetration of war crimes, including heinous acts like beheading prisoners of war and targeting religious and medical facilities, the international response remains insufficient. Azerbaijan resorts to using lies and deception to shape a media narrative, even with evidence from reputable organizations like Amnesty International and Human Rights Watch pointing to their use of cluster bombs.

Regrettably, no state in the world has taken substantial action to protect the Armenian people from the threat of genocide, except for the Republic of Armenia itself. Consequently, it falls upon each individual to pray and pressure their leaders to prioritize justice over financial interests. This is a clear-cut case, and Armenians worldwide have voiced their concerns loudly, but they should not have to face this struggle alone. The Republic of Artsakh and its people have the rightful claim to live peacefully in their homeland, as supported both legally and historically, for Artsakh is Armenia.

Endless Crime by Ruthless Dictators: #Lukashenko and #Aliyev

Endless Crime by Dictators:

Lukashenko went a step further by extraditing Alexander Lapshin, an Israeli citizen, to Azerbaijan where he was subjected to torture under the orders of President Aliyev. It seemed like a death sentence for Lapshin, but fortunately, being an Israeli citizen offered some protection. Such actions demonstrate how dictators share similar oppressive tactics.

In May 2021, Lukashenko forced a Ryanair flight to land and abducted journalist Protasevich from @nexta_tv.

Similarly, in July 2023, Aliyev halted a Red Cross vehicle in Nagorno-Karabakh and kidnapped an elderly citizen (source: twitter.com/anigrig_j/status…). Dictators like Lukashenko and Aliyev continue to exhibit reckless and authoritarian behavior.

Ambassador Mkrtchyan: World leaders must stop Azerbaijan’s genocide in Nagorno-Katrabakh! Act Now! –

A creeping genocide is unfolding slowly before our eyes. For more than seven months now, 120,000 Armenians in Artsakh (commonly known as Nagorno-Karabakh) continue to remain under complete blockade:

with no food, medicine, fuel, gas or electricity. The only lifeline connecting Artsakh to Armenia was initially blocked by government-sponsored Azeri “peace-advocating” fake “eco-activists” on December 12, 2022. Azerbaijan officially institutionalized the blockage of the road by an illegal checkpoint installation on April 23, 2023, grossly violating its international obligations.

Azerbaijan continues to demonstrate a willful disregard for the provisions of the Trilateral Statement of November 9, 2020, the ECHR ruling of December 21, 2023, as well as ICJ orders issued on February 22 and July 6, 2023, calling on Azerbaijan to urgently “take all measures at its disposal to ensure unimpeded movement of persons, vehicles and cargo along the Lachin Corridor in both directions.”

Moreover, Baku is presenting the latter decisions of the international courts willfully to delude the international community and continue its policy of starving to death the population of Nagorno Karabakh.

It blatantly ignores the calls by the UN High Commissioner for Human Rights, Amnesty International, Human Rights Watch, Parliamentary Assembly of Council of Europe, the European Parliament, other international organisations and numerous states. Azerbaijan’s illegal actions persist despite those demands and appeals.

Encircled and sieged by Azerbaijan, the 120,000 Armenians, among which 30,000 children and 20,000 elderly, survive merely on scarce local produce. No single consignment of goods or medicine has been allowed to enter the region for over a month. Healthcare, public transport and public and business offices have been paralysed.

Agricultural fields cannot be harvested because of the lack of fuel. Pregnant women and children are malnourished. No fruits or vegetables can be imported to Artsakh. Death rates are higher than ever.

Europe is watching; sometimes, statements are made. It tries hard to maintain “parity”. It calls “on both sides” to contribute to peace. It describes the situation as unsustainable and in “no one’s interest”.

In the meantime, the total blockade continues by a country that some have labelled as a “reliable energy partner”. At the same time, international non-governmental organisations have a consensus that it is a “consolidated authoritarian regime.” A “sustainable blockade” is making the lives of Armenians living there more and more unbearable.

Moreover, some are considering the Baku proposed “integration” as a solution to the problem. The PROBLEM encompasses three wars imposed by the “Integrator”. Three battles were unleashed to eliminate Armenians, leaving thousands dead, tortured, and many POWs still illegally held in Azerbaijani prisons. Add to that the massacres and forced displacement of all Armenians living in Azerbaijan in 1988-1991.

Has anybody ever asked why Azerbaijan has no ” integrated” Armenians? How many integrated Armenians has anyone met in Baku, Sumgait, Kirovabad or Nakhijevan? Not only Armenians but even the graves of their dead have been harassed – demolished and erased. The destruction of thousands of cross-stones in Nakhijevan’s medieval cemetery proves that. The deliberate and planned destruction of cemeteries and churches in the territories Azerbaijan currently controls speak for themselves. Any Armenian trace is being erased. It is part of the creeping genocide in action.

True, we are talking about providing the rights and security of the Armenians of Nagorno-Karabakh as one of the critical elements of the ongoing negotiations. So far, though, there are no signs that Azerbaijan is ready to respect these very fundamental human rights. The conflict can not have an enduring and just solution by such means.

Enduring peace is equivalent to conciliatory peace and not punitive, which has historically proven to be short-term. Humiliation, subjugation and ethnic cleansing merely postpone the vicious cycle of violence. Azerbaijan has juxtaposed its perilous “quest for domination” (power to coerce and destruction) against the Armenian side’s understandable “quest for security”.

Azerbaijan is not ensuring its security interests by attempting to ethnically cleanse Armenians in Nagorno-Karabakh, occupying territories of the Republic of Armenia and making further territorial claims against the sovereignty of Armenia.

This attempt of self-aggrandisement and self-extension to the detriment of Armenia will enmesh the Caucasus region into long-term instability and catastrophe with very unpredictable results. This is not in the interest of any major international player.

Azerbaijan objects to any international humanitarian assistance to be delivered to Nagorno-Karabakh. For Azerbaijan, statements demanding the opening of the Lachin Corridor ring hollow: background noise as it proceeds undeterred and with impunity to employ measures of obscene inhumanity to subjugate the people of Nagorno-Karabakh to Azerbaijan forcefully, expel them from their native homeland, or destroy them wholesale.

The evidence is overwhelmingly clear: the ongoing blockade of Artsakh and intentional disruption of vital infrastructure by Azerbaijan, as well as the regular and consistent armed attacks against the Artsakh Armenians, are specifically engineered to ethnically cleanse Nagorno-Karabakh of its indigenous Armenians through physical and psychological intimidation and unbearable, indeed inhumane, living conditions.

Please do not be hoodwinked: Azerbaijan’s rhetoric of “integration” is actually one of abject subjugation. In this reality, it is absurd to demand that a victim of a targeted and total blockade—to boot, a malnourished and starving victim—negotiate tete-a-tete with its very torturer without any international mechanism, international presence or international guarantees.

Realpolitik in an international context is about states pursuing their interests. Most of the time, morality and human rights outside their nations are seen in the context of their national interests.

Energy is important. How about responsibility? The Responsibility to Protect – R2P- is an international norm that seeks to protect populations from genocide, war crimes, crimes against humanity, and ethnic cleansing. Indifference to the fate of others, under the pretense of neutrality, is an obsolete idea.

Moreover, it is a short-sighted and immoral approach. When profit and power have driven policies at the cost of the most fundamental and preached values, the result has always been more instability, destruction, and lives lost.

Breaking: Artsakh Invokes Remedial Secession, Urges United Nations Member States To Recognize Its Independence To Prevent Genocide

The Artsakh Parliament has appealed to United Nations member states to recognize the independence of the Artsakh (Nagorno-Karabakh) Republic based on the principle of Remedial Secession,

with all the norms of international law, to save it from the threat of genocide by Azerbaijan, in a statement released today. Artsakh lawmakers said that recognition of Artsakh’s independence by UN member states would be a reliable guarantee of security for its people & would create conditions conducive to the normal life of the Artsakh people in its homeland, as well as ensure stability & long-term peace in the region. The Parliament referenced the UN Charter,

the 1948 UN Universal Declaration of Human Rights, the 1948 UN Convention on the Prevention & Punishment of the Crime of Genocide, the 1950 European Convention for the Protection of Human Rights & Fundamental Freedoms, and other international treaties as a basis for the international recognition of the NKR’s independence. The Parliament argues the people of Artsakh voted in favor of their independence in the September 21, 1991 referendum & that the NKR Supreme Council declared the country’s independence on January 6, 1992. The statement reads: “It is undeniable that there are all the necessary grounds for recognition. The Republic of Nagorno-Karabakh (Artsakh) exercised its right to self-determination without violating the territorial integrity of Azerbaijan, without violating the relevant provisions of the USSR Constitution, the definition of the Law of April 3, 1990, On the Withdrawal of Union Republics from the USSR, according to which Autonomous republics & autonomous entities have the right to decide independently the issue of staying in the union or in the union republic leaving its composition, as well as to regulate the issue of their own state legal status, all the norms of international law.”

Pashinyan Turning Azerbaijan into Angel State, Sumgait, and Maragha genocides was removed from the RA Prosecutor’s Office

The Sumgait section, which contained very valuable and factual materials about Azerbaijani crimes against humanity, was removed from the official website of the RA Prosecutor’s Office.

The department was opened back in 2010, where the materials of the criminal cases initiated in connection with the massacres of Armenians in the territory of Soviet Azerbaijan in the late 1980s and Nagorno Karabakh in the early 1990s were published. The “Sumgait” page had 4 sections with its subsections according to the types of committed crimes and administrative areas.

In particular, in the “Sumgait” section, the testimonies of the witnesses, the testimonies of the victims and their successors regarding the murders, rapes, violence and robberies were published, in the “Documents” section, the already declassified references summarizing the materials of the criminal case. In the “Mountain Karabakh” section, the materials of the criminal case were placed according to administrative-territorial units, including the materials related to the Maragha genocide. At that time, the Prosecutor’s Office digitized the criminal case materials in cooperation with the non-governmental organization “Initiative for the Prevention of Xenophobia”, and participation in digitization was voluntary. 3rd President of Armenia sends open letter to Russia, France, US heads

Your Excellencies: 

A few days ago three-year-old Leo and six-year-old Ghita died of suffocation in one of the villages of Mardakert region, Republic of Artsakh. They went out of home in search of their mother, who had earlier left for the city on foot in search for food. 

The siege of Artsakh has been ongoing for seven months. Now it started claiming lives – of both the elderly and children, of common people, whose only guilt is being born on the land of their ancestors and the love for life. We appreciate all those influential states and international organisations who have so far spoken out without ambiguities of the present situation. Such statements are crucial for the people of Artsakh who are fighting for life. However, unfortunately, such statements alone did not save the lives of little Leo and Ghita. It’s most appalling that words alone may fail to save the lives of many more children and the elderly – not in the virtual future, but literally next morning. 

Today the physical survival of 120.000 Armenians in Artsakh is very literally endangered. With each of you we have had many opportunities in the past to talk about what happened to Armenians in 1915, as well as the very consequences of the Armenian Genocide. Now, 108 years later, we are facing the immediate danger of the repetition of the same gruesome events, albeit carried out in modern methods. 

Your Excellencies, Presidents: 

I appeal to you first and foremost as Presidents of the OSCE Minsk Group co-chairing countries, as leaders who have first-hand knowledge of where the Nagorno Karabakh peace process has taken us by 2018. It’s in that year that our society has made an emotional choice and transferred reins of power to a politician who had no idea of what statehood was. I fully realize that many considered that as opportunity to try and resolve the issue of Artsakh by leveraging on that individual’s unreasonable steps that had nothing to do with the real interests of our country. Yet, as a matter of fact, the conflict has not been resolved, and the associated problems have deepened, whereas that very individual no more has the vote of confidence of our people to recognize Artsakh as part of another state. Neither he has any vote of confidence on behalf of the people of Artsakh to singlehandedly decide their destiny. 

I am appealing to you as leaders of countries where you have unquestionable institutional memory pertaining to the issue of Artsakh. Today, in contrast to the incumbent Armenian authorities, there are serious professionals and experts about the Nagorno Karabakh peace process in various institutions of your respective countries, who have knowledge about all nuances and are well aware of all prior phases of conflict resolution.

I am appealing to you as your former counterpart, as someone whose objectives and principles are well known to you. I resorted to this genre given my lack of direct access to you. We exchange no official visits or one-on-one formats, channels of communications through political party formats are either weak or missing, since the relevant opposition party officials have been either persecuted or simply jailed in our country.

I am appealing to tell you what has been happening in Artsakh is a direct route to a terrible catastrophe. 

I am appealing to ask you to give a chance to life to the people in Artsakh. It’s a great personal tragedy for me that years ago we used to negotiate settlements by which the people of Artsakh would live in their own country in dignity, yet now we are talking about merely giving them a chance to life, asking for their right to live.

We have taken note with sense of appreciation all your efforts aimed at resolving this issue. Yet what is happening these days will not lead to any such settlement that you may quite diligently have envisioned. Direct negotiations between an experienced dictator and someone silly and incapable will simply not reach any reasonable point. Every satisfied demand by the dictating party will lead to new ones, much more difficult to satisfy. This will continue forever and will bring large-scale catastrophes. Keeping silence or failing to devote more time to the issue of Artsakh now means that very soon your countries will be forced to take time to address the “the question of Armenia”. This is a very real scenario given the incompetent negotiator we have, moreover having a sizeable portion of the sovereign territories of the Republic of Armenia under occupation for some time. 

I am hereby asking you – before anything else – stop the humanitarian catastrophe in Artsakh. I believe you can do that. Force the dictator to open the “road of life”. The fascist, who has made annihilating Armenians his lifestyle, cannot be allowed to continuously disregard clear messages by most serious international organisations and states. Stop the calamity. Please, secure the most basic life conditions for the people of Artsakh. I am asking you to ensure guarantees for this, and only then transition to efforts of finding diplomatic solutions. Or else it may be late tomorrow.

A Christian Nation in Trouble,

Karabakh Armenians shouldn’t have to sacrifice their safety and autonomy.

Azerbaijan’s blockade of Nagorno-Karabakh, the Armenian enclave within its international borders, is now stretching into its eighth month. By blocking the single road that connects Nagorno-Karabakh to Armenia proper, the kleptocratic regime in Baku seeks to squelch the Karabakhi Armenians’ aspirations to self-determination and to humiliate Yerevan.

The good news is that Team Biden seems closely engaged with the crisis. The bad news is that Washington might be preparing to throw the Karabakhis under the bus, even as the administration has been helpful to Armenia proper in recent months.

On July 3, Kristina Kvien, the American envoy to Yerevan, sparked a justified freakout among the Armenians after she said in an interview that “all parties”—meaning the Azeris included—agree that “the rights and security of Nagorno-Karabakh’s residents must be guaranteed.” The subtext, as the Armenian government protested, was that the Karabakhi Armenians could live safely under Baku’s rule, as ordinary citizens of Azerbaijan.

Kvien later clarified her remarks, noting that “the United States does not presuppose the outcome of negotiations on the future of Nagorno-Karabakh” and “supports an agreement that is durable, sustainable, and lays the foundations for peace.” That’s good enough, so far as it goes. Still, the original remarks revealed an alarming naivete about the realities of the conflict.

Home to 120,000 Armenians, a quarter of them children, Nagorno-Karabakh is where the Armenian alphabet was developed. The Armenian people—the world’s oldest Christian nation—maintained a measure of sovereignty there even as the great empires traded control of the South Caucasus for centuries. Known to the Armenians as Artsakh, Nagorno-Karabakh was also the birthplace of the modern Armenian independence movement inside the Azerbaijani Soviet Socialist Republic (where it had been relegated by ethnicities commissar Stalin).

Amid the breakup of the USSR, the Karabakhis took control of the enclave in a war with Azerbaijan that saw both sides commit atrocities, including population transfers. Not even Armenia proper recognized the self-declared Republic of Artsakh, however, and the dispute soon emerged as one of the world’s most intractable “frozen conflicts.” In 2020, however, the Azerbaijanis managed to recapture much of the territory, and more recently, the Baku regime has made military incursions into Armenia proper, even leaking “torture porn” showing Armenian troops enduring unspeakable crimes.

It’s conduct like that that makes the Armenians gasp when they hear statements like Kvien’s. The regime in Baku doesn’t even respect the rights of its own population, let alone Armenian Christians whom it views as interlopers, whose ancient cross stones and cemeteries it destroys, and who have been the subject of decades of ethno-sectarian animus from official organs. The notion that the Karabakhi Armenians can “integrate” into Azerbaijan, or that Baku has already agreed to recognize their rights in any meaningful sense, is a dangerous fantasy.

The Azeris’ goal, as the Armenian analyst Eric Hacopian told me during a reporting trip last year, is to conduct ethnic cleansing of Nagorno-Karabakh, establish a sovereign corridor across Armenia proper to their exclave of Nakhichevan, and ultimately to bring about the “Gaza-faction” of Armenia: a rump state with which the Azerbaijanis (and their Turkish allies) can do as they please.

The moment is golden, from their point of view. Russia, Armenia’s historic protector, is distracted in Ukraine, and the 2,000 or so Russian troops tasked by the “international community” to protect the corridor between Nagorno and Armenia proper are sitting on their hands. The Azeri fisc, meanwhile, is flush with petrodollars for Western lobbying. Baku promises more gas than it can deliver to a desperate European Union, and sells itself as an anti-Iran spear tip to the Israelis and American hawks.

Even so, the P.R. and political tide may be turning in Western capitals. Notwithstanding Kvien’s naive remarks, the Biden administration and congressional Democrats have been quite strong in their support of Armenia; many officials in Yerevan credit Nancy Pelosi for putting a stop to the Azeris’ latest assault by taking a solidarity delegation. Sens. Marco Rubio and Bob Menendez, meanwhile, are making a bipartisan push to stop American military assistance to Baku. That pairing is especially notable, since both are normally hawkish on Russia and Iran but have clearly had it with the Azeris’ behavior.

Friends of Armenia, Democratic and Republican, must make it clear to the Biden administration that the safety and autonomy of the Karabakh Armenians, and their preferences, can’t be sacrificed in any push for a negotiated settlement to the conflict. Otherwise, America risks replicating the kind of border redrawing from on high that gave rise to the Nagorno-Karabakh problem in the first place.
