Yerevan: Soon you may see considerable changes, President Sargsyan’s remarks at the RPA Council meeting

Good afternoon.
The 2015 constitutional changes were perceived by some as just another political event, conditioned first of all by the political situation and need to solve some personal issues but not by the imperative to solve fundamental problems facing the country.

Our arguments brought during the constitutional changes campaign, figures, which unequivocally prove the advantages of the parliamentary system of governance for the stability of the country, its economic development as well as from the viewpoint of the reliability of the political system, were viewed by many as simply campaign ruses.

The situation would really remain the same had we limited ourselves to the simulation of reforms, had we not seriously pursued the goal of giving flesh and blood to the ideas, which lie in the base of our Constitution.

On February 12, I spoke about the implementation of the constitutional changes, therefore about the vision for the development of our country.

Years preceding the economic reforms were in the center of our attention, while we had left political reforms for somewhat better times with the understanding that economic reforms would create more favorable conditions for the political reforms. It’s been evident for a long time now that without political reforms the results of the economic reforms will not fully satisfy us. Today, everyone understands the necessity of political reforms.

Political reforms first of all imply political culture: new approaches for the resolution of political disputes and problems facing the country, ability to refrain from talking to political opponents from the position of force, a free entry into power of decisive and full of ideas people, making the Parliament the number one platform in the country, ability to unite ideas and notions of all able forces irrespective of their political standing, etc. Political changes are not ends in themselves; they are not done through the urge of this or that international organization, moreover through their demand; these are reforms made to have a better homeland, a safer homeland; they are made to ensure millennia-long life and work on the land of our predecessors.

I repeat all this is provided for in the newly amended Constitution.

The constitutional changes were preceded by complicated, complex works, which were demanding professional activities and which not always were public. One example of that is the unprecedented cooperation with the representatives of the opposition and civil society on the Electoral Code, which has been going on in recent months, and we hope that in two or three days it will be successfully concluded.

The preliminary works were unfortunately stalled or rather to say were pushed into the background after the April war. We as usual learn from the war lessons: significant works continue and they will go on regardless of any process. The recent events have also slowed us down, however there is no more time to lose.

Dear Party members, dear friends, I repeat – we have no right and no time to slow down.

I am confident that each of those present here understands that a speedy resolution of the problems facing our country is more important and principal than the role or position which each of us is holding or may hold in the state structure.

Our Party is multilayered: every stratum of the society is represented here. We have proved that we possess the necessary potential to solve any historically created problem. At the same time, I believe we may not limit ourselves to the potential, which exists, in our Party and for the resolution of the problems facing us we need to find a person or persons who are able and ready to assume that difficult and responsible task – no matter where in the world they are now.

I would like to note that soon you may see considerable changes. I mean first of all the existing policies, the priorities, style, objectives also having in mind the compliance with the requirements of the amended Constitution. As a result there certainly will be also personnel changes. There will be changes in almost every area – from the Presidential Administration to the legal and judicial system. Today, however we will speak about the government.

You know that today Prime Minister Hovik Abrahamian presented his resignation. Moments ago, the executive body of our Party upon my proposal has adopted a decision to endorse the candidature of Karen Karapetian for the position of Prime Minister of Armenia.

We all know very well Mr. Karapetian’s abilities and style. He is really capable of spearheading the wave of reforms in Armenia, to lead the society towards new economic and political freedoms, to break the stereotypes, to provide new flexibility to the economy, etc. I am confident that working efficiently, Karen Karapetian will be able to become a symbol of changes in Armenia; he will be able to put our future development on the path preset by the RA Constitution, which means a modern path.

Recently, I have had long conversation with Mr. Karapetian. We have discussed numerous issues ranging from boosting the economy up to breathing a new life into the Republican Party of Armenia which means we have spoken about almost everything. I have received a positive response from the person who is ready to move forward decisively with the rising tide of the reforms. I have seen determination and most importantly a strong belief that the preset goals are realistic and achievable.

Obviously, the new Government under the amended Constitution should work with the totally different philosophy. It should not hesitate to assume the responsibility, should not fault the outsiders for its failures, and should be open for criticism and cooperation but also resolute in its objectives.

Utilizing the entire potential of the Armenian nation, the new Government should reinstate broad trust towards the authorities, find unconventional solutions for our economic and social problems which will ensure the state’s sustainable development and will strengthen Armenia’s position in the region.

The amended Constitution is based on the notion of an efficient utilization of the entire potential of our country, institutional guarantees for the involvement of the broad strata of our society in all areas. Without open governance it is impossible to provide for a broad public trust which means it is impossible to provide for a qualitatively new development of the country. I see the basic task of the Government in ensuring transparency and implementation of economic reforms in the open way which will reinforce the base for having a stable, free competition economy which will allow all entrepreneurs to fully realize their potential without bureaucratic red tape.

True to the spirit of constitutional changes, the new government will certainly have a greater freedom to act and develop, hence to assume a greater responsibility. The tempo is important, as well as the speed and efficiency. I have no doubt that everything will be fine.

Allow me on behalf of us all to thank Prime Minister Hovik Abrahamian for leading the Government of the country in this critical period of time. For the new political culture it is pivotal that an official is decent enough not to cling to his position when he has done his best at the position.
I highly value this step of Prime Minister Hovik Abrahamian: under his leadership the Government in the last two years has been able to ensure economic stability, to keep the country immune from the possible negative repercussions of the shocks coming from outside, and as a result of the implemented policies to ensure economic indicators which would make happy many countries. However, he was never complacent with the results and was constantly pointing out that Armenia needs a greater, more stable and long-term growth. Prime Minister Abrahamian tried to talk to the citizens of our country in a plain, simple language, listened to the people and was heard by them. The Government did its best to prepare the country for the entry into a new stage of reforms: it was a huge work, and he accomplished it successfully. Thank you very much, Mr. Abrahamian.

Also, Hovik Abrahamian is getting ready to participate actively at the upcoming parliamentary elections, which means of course that our mutual work will continue.

I congratulate Karen Karapetian on assuming the position of the Head of the Government of the Republic of Armenia. We are entering a critical phase, the responsibility is great and expectations are large. I am confident that we all will unconditionally support his initiatives. I congratulate and wish success to us all.

Karabakh President: There is no return to past for us

no-returnSTEPANAKERT. – A festive reception on occasion of the 25th anniversary of the Nagorno-Karabakh Republic (NKR/Artsakh) independence took place on behalf of NKR President Bako Sahakyan on Thursday.

In his speech, President Sahakyan noted that the declaration of the Artsakh Republic’s independence was an important and groundbreaking event, which opened new and glorious pages in the history of Armenian people.

“The establishment of the Artsakh Republic was the common achievement of the Armenian people, one of its biggest victories. Its independence and security are absolute values, which are not subject to speculations and haggling. No return to past exists for us. Any such attempt is fraught with unprecedented consequences and is doomed to failure. We are looking only into the future, which will definitely be bright for our people and state,” Sahakyan stressed in his speech.

The reception was also attended by the Armenian President Serzh Sargsyan, NKR ex-president Arkadi Ghukasyan, leader of the Artsakh Diocese of the Armenian Apostolic Church Pargev Archbishop Martirosyan, NKR National Assembly Speaker Ashot Ghoulian, Prime Minister Arayik Harutyunyan, as well as high-ranking officials from Artsakh and Armenia, Diaspora representatives and foreign guests.

Brazil’s Senate Votes to Impeach President Dilma Rousseff

BRASÍLIA — The Senate on Wednesday impeached Dilma Rousseff, Brazil’s first female president, and removed her from office for the rest of her term, the capstone of a power struggle that has consumed the nation for months and toppled one of the hemisphere’s most powerful political parties.

The Senate voted 61 to 20 to convict Ms. Rousseff on charges of manipulating the federal budget in an effort to conceal the nation’s mounting economic problems.

But the final removal of Ms. Rousseff, who was suspended in May to face trial, was much more than a judgment of guilt on any charge. It was a verdict on her leadership and the slipping fortunes of Latin America’s largest country.

The impeachment puts a definitive end to 13 years of governing by the leftist Workers’ Party, an era during which Brazil’s economy boomed, lifting millions into the middle class and raising the country’s profile on the global stage.

But sweeping corruption scandals, the worst economic crisis in decades and the government’s tone-deaf responses to the souring national mood opened Ms. Rousseff to withering scorn, leaving her with little support to fend off a power grab by her political rivals.

“She lacked it all,” said Mentor Muniz Neto, a writer from São Paulo who described Ms. Rousseff’s final ouster as a “death foretold,” asserting that she lacked charisma, competence and humility. “We deserved better.”

To her many critics, the impeachment was a fitting fall for an arrogant leader at the helm of a political movement that had lost its way. But Ms. Rousseff and her supporters call her ouster a coup that undermines Brazil’s young democracy.

Sargsyan’s direct message in Moscow: Issue cannot be resolved without Karabakh’s participation

armenian-moscow-messageYEREVAN. – During the meeting with the Russian president in Moscow Armenian President sent a direct message that Karabakh issue cannot be resolved without participation of Stepanakert, Vice-Speaker of the Armenian parliament Eduard Sharmazanov told reporters on Thursday.

According to him, Serzh Sargsyan delivered a number of important messages in Moscow. “Message number one – Azerbaijan distorts the essence of the Karabakh issue. The heart of the problem is not elimination of consequences- the issues of refugees and other issues, but the task number one is a full realization of the right of the people of Nagorno-Karabakh for self-determination. That is, if we want to change the status quo, if we want lasting peace and stability in the region, then all parties, first and foremost, Azerbaijan, as well as the mediator countries, should realize that the Nagorno-Karabakh people should determine their own fate, there is no other option”, Sharmazanov emphasized.

He added that, unlike the president of Azerbaijan who said one thing at the negotiation table and another thing in Baku, Armenia President expressed the same thoughts in Yerevan and in Moscow: the referendum should be held and  Karabakh cannot be a part of Azerbaijan.

“In 1988, our people took to the streets for the sake of a fair fight.  And Armenia’s President showed in Moscow that the authorities will do everything possible to win in Karabakh fair fight”, Eduard Sharmazanov noted.

The second message of the Armenian President, in his opinion, was also directed to the President of Azerbaijan as the latter distorted the essence of the talks after the meeting in St. Petersburg, and “forgot” that trust mechanisms should be established.

“The president noted that the agreements reached in St. Petersburg and Vienna must be implemented. He emphasized that the Ceasefire Agreement of 1994 was tripartite. If we take the truce agreement as a basis, the number one matter is a format of the agreement which is broken today. That is, if we speak about the truce, then should remember that the truce was concluded by Armenia, Azerbaijan and Nagorno-Karabakh”, the Vice Speaker emphasized.

He also added that with readiness to execute all reached agreements, Armenian side also recorded that Armenia is reliable partner for the international community.

Armenia president speaks about seizure of police headquarters

armenian presidentYEREVAN. – President of Armenia Serzh Sargsyan on Friday chaired consultations with the participation of national security service, police, justice ministry representatives and investigators to discuss seizure of the police regiment in Yerevan.

President Sargsyan noted importance of doing everything for a peaceful solution to the crisis. The Armenian leader called to draw lessons from the difficult situation we are all faced with.

During the meeting, he expressed condolences to the family of killed Colonel Arthur Vanoyan.

The Armenian leader added that the idea to solve problems through violence and force is very dangerous and is fraught with serious consequences for the entire country.

“I call on the militia who seized the police regiment to display restraint and not to threaten others’ lives by their provocative actions,” he said, calling to release the hostages and to surrender their weapons.

The President warned all those who are dissatisfied with the reality against “undermining the foundations of our statehood.”

“I urge all members of our society to exercise their political and civil rights exclusively in a peaceful way and within the law,” Sargsyan said.

Everyone must realize the real threats that provocations and extremal steps may contain.

President urged the representatives of the law enforcement agencies to exercise restraint and act “within the rule of law”.  He assured that the government would act patiently “without making society a hostage”, and would not act “in a traditional way for such situations”.

Armenian President Holds Security Meeting Amid Hostage Situation

emergency meetingArmenian President Serzh Sargsyan held a meeting on Sunday with the heads of law enforcement agencies amid the hostage situation in the country’s capital, the press service of the Armenian leader said.

YEREVAN (Sputnik) — Earlier in the day, an armed group took six police officers hostage at a patrol police station in the capital’s district of Erebuni, killing one officer and injuring three. The hostage takers are demanding the release of Jirair Sefilian, an opposition politician and the founder of the New Armenia Public Salvation Front. Sefilian, who took part in the 1988-1994 Nagorno-Karabakh conflict with Azerbaijan, is accused of the illegal acquisition and possession of arms.

“The meeting participants reported to the President about the situation following an armed incident that took place this morning, and on the details of measures taken by the law enforcement agencies,” the press service said in a statement.

The press service added that “law enforcement officials are fully in control of the situation and are taking all the necessary measures to reach the solution.”

“They have six hostages, all of them are the members of the police. They [members of the group] are armed, and we have once again called on them to refrain from any provocations, crimes, murder and bloodshed,” deputy chief of the Armenian Police Hunan Poghosyan told reporters.

He added that the hostage takers’ demands have not change — they are demanding the release of Jirair Sefilian, an opposition politician and the founder of the New Armenia Public Salvation Front. Sefilian, who took part in the 1988-1994 Nagorno-Karabakh conflict with Azerbaijan, is accused of the illegal acquisition and possession of arms. According to Poghosyan, the police have refused to answer the demand.

Earlier, Armenian member of parliament Nikol Pashinyan told local media that seven police officers remained in the police building after one was allowed to leave due to health problems. The hostage takers told Pashinyan that they also demand the resignation of the country’s president Serzh Sargsyan.

Informed sources told Sputnik that the killed police officer has been identified as Col. Artur Vanoyan. Three more were injured, they have been identified as Col. Aram Ovannisyan, Lt. Col. Grach Hotegyan, Subaltern Gagik Mkrtchyan.

Armenia and Karabakh presidents visit frontline

President visitPresident of Armenia Serzh Sargsyan arrived in the Nagorno-Karabakh Republic (NKR/Artsah) Wednesday.

The Armenian President, his NKR counterpart Bako Sahkyan and NKR second President Arkady Ghoukasyan visited a number of borderline sections on the southern border, where they got familiarized on the ground with the soldiers’ service and the current situation.

On the same day, the heads of the two Armenian states held a consultation with the supreme command staff of the NKR Defense Army in Karabakh, during which they discussed a wide range of issues concerning army building.

Czech Rep. President: Ottomans committed genocide against Armenians

Czech presidentThe Ottomans committed a genocide against the Armenians, and I urge the Czech parliament to capitalize on the example of German’s Bundestag, which recognized the Armenian Genocide in the Ottoman Empire, President of the Czech Republic, Miloš Zeman, said in an interview with Parlamentní listy.

Zeman noted that he will discuss the aforementioned issue with the Czech Republic FM Lubomír Zaorálek after returning from Armenia.

He also recalled that the mass killings of the Armenians in the Ottoman Empire have been recognized by Russia, Germany, France, Poland, Slovakia and other countries.

Miloš Zeman will arrive in Armenia Tuesday. The official part of his visit will start Wednesday and with the visit to the Armenian Genocide Museum. Following this, the Czech leader will be received by his Armenian counterpart Serzh Sargsyan.

Armenia President thanks German President, Chancellor and Bundestag President

sargiyan and merkel 400YEREVAN. – President of Armenia Serzh Sargsyan sent letters of thanks to the President of Federal Republic of Germany Joachim Gauck, Chancellor of Germany Angela Merkel and Bundestag President Norbert Lammert on occasion of the adoption of the resolution recognizing the Armenian Genocide.

The President expressed gratitude to them, as well as all the political and public forces of Germany which had their final word in this issue. Sargsyan expressed conviction that the resolution will play its unique role in the recognition and prevention of genocides.

“The recognition of the Armenian Genocide by German’s Bundestag was indeed a historic step not only for Armenia and Armenian people, Germany and German people, but also  the entire civilized world. It symbolizes democracy and supremacy of universal values, stressing the consistent role of Germany in maintaining those values. It is a message to the entire world on that the 100-year-old crimes are not only not forgotten, but also condemned and with accurate description,” the President’s letter reads.
