Armenia ready to establish diplomatic relations with Turkey without any preconditions – PM

Armenian Prime Minister Nikol Pashinyan deems as strange Turkey’s stance to link the relations with Armenia with those of a third country. Pashinyan’s comments came at a meeting with number of culture representatives and artists in St. Petersburg, when asked to comment on Turkey’s refusal to normalise relations with Armenia unless the conflict around Nagorno Karabakh is solved.

“Turkey was the one who closed the border with Armenia. We can say the border is not closed on the Armenia side. We attach high importance to the international recognition of the Armenian Genocide, and our country is one of the frontrunners in the struggle against the crime of genocide,” Pashinyan stressed, pointing the issue [genocide recognition] should not be viewed in the context of the Armenian-Turkish relations but rather in the global struggle against genocides.

“We are ready to establish diplomatic relations with Turkey without any preconditions,” concluded the PM.

New Armenian Authorities Must Go Through Long And Difficult Path Of Reforms – Analysis

Armenia is a close ally of Moscow and hopes for further development of relations with both Russia and the Western countries, Armenian Prime Minister Nikol Pashinyan told Euronews July 12.

“We will stay a close ally of Russia and we hope to develop our relations with Russia – but with NATO and Western countries and European Unions and United States as well. So we aren’t going to make a U-turn in our foreign policy,” he said.

“Armenia is a partner country for NATO. We are participating in two NATO missions – one in Kosovo, another in Afghanistan. This gives us [the] opportunity to participate in providing the international security. But we are member of the Organization of Collective Security treaty and we see in general Armenia in this organisation and this security system,” Nikol Pashinyan added.

Commenting on the preservation of the country’s foreign policy course, despite the earlier change of power, Tigran Balayan, Spokesman of the Foreign Ministry of the Republic of Armenia, reminded that “the principles and priorities are formulated in the government program approved by the parliament.”

“Among the priorities is further strengthening of allied interaction and strategic partnership with the Russian Federation, increasing cooperation in multilateral formats, deepening involvement in the Eurasian Economic Union (EAEU) and the Collective Security Treaty Organization (CSTO),” he said, responding to the request by PenzaNews.

At the same time, a number of observers note that the leader of the Velvet revolution lacks the experience of political leadership, which, according to them, could adversely affect the further development of the situation in Armenia and enable the West to strengthen its influence in the region.

For example, American journalist and writer, the author of “Flashpoint in Ukraine: How the US Drive for Hegemony Risks World War III” Stephen Lendman compared the change of power in Armenia to the events in Ukraine.

“Sargsyan’s forced April 23 resignation was similar to democratically elected Ukrainian President Viktor Yanukovych’s ouster on February 22, 2014 – a triumph for Washington in both cases, a defeat for Russia, losing allies in both countries. Pashinyan’s self-described ‘velvet revolution’ was all about Western-supported regime change,” the analyst told PenzaNews.

In his opinion, Nikol Pashinyan “will either serve US interests or be replaced by someone else who will.”

“Pashinyan is a small-time oligarch with ambitions to be a bigger one, profiting from Western-supported political leadership – like Trump with no experience qualifying him for what’s involved as head of state. I wrote an earlier article calling what happened in Armenia Maidan 2.0,” Stephen Lendman noted.

From his point of view, Washington is hostile to all sovereign independent governments, wanting them replaced with pro-Western vassal states.

“Especially this applies to Russia, China and Iran. Longstanding US strategy is all about marginalizing, weakening, containing and isolating Russia, including by surrounding its territory with US military bases. […]Shifting the country from membership in Russia’s Eurasian Economic Union to the West, likely making it another NATO member, would be hostile to Russia’s security – giving Washington the ability to establish more hostile military bases near its border. None of the latest changes in Armenia bodes well for Russian security and world peace,” the American analyst said.

In turn, Paul Stronski, Senior Fellow, Russia and Eurasia Program, Carnegie Endowment for International Peace, called the changes in Armenia positive.

“About every ten years, the Armenian population gets restless and we traditionally have seen a change of leadership in the country at around the ten year mark: in 1997, 2008, and 2018. All in all, I think leadership change is a healthy thing, as it brings new ideas into government. And, this happened peacefully. I wish Armenia would move from democracy of the street to democracy at the ballot box, which I think is a much more stable way of promoting change. But, perhaps Armenia will get there,” the analyst said.

The new government, however, has big challenges, he believes.

“The population is calling for systemic change, including reducing corruption, promoting political transparency, and jumpstarting the economy. The government is working hard at the transparency aspect, and it winning a lot of points from the population from that. However, tackling corruption and jumpstarting the economy are bigger challenges. The previous government didn’t have a good track record on this, which contributed to the anger and discontent felt in society towards it. The new government has no easy answers for these issues either, so the population could become disillusioned,” Paul Stronski explained.

Answering the question about Armenia’s potential entry into the orbit of Western influence, the expert suggested that the importance of the country for the United States is overestimated.

“There is little threat to this. There is very little interest in Washington on Armenia. Europe may have slightly more interest, but Europe is focusing on its own internal problems: refugee crisis, Brexit, rise of populism; and Armenia is not a priority issue there. In addition, Pashiniyan has made it clear than Armenia will remain a strategic partner of Russia and that its security depends on Russia. Like former President Sargsian, he will try to balance that with outreach towards the West. Many people around him have ties to the West, but all Armenians know that Russia is their security guarantor. Pashiniyan recognizes that, which is why he has toned down his criticism of Russia and the Eurasian Union,” the expert said.

In his opinion, the new Prime Minister will have a hard time meeting public expectations.

“There could be some societal disappointment with him over the coming years. However, the anger in society about how the previous government ran the country is real, so that will buy Pashiniyan some time. He appointed qualified long-term civil servants to his cabinet in the Ministry of Defense and Ministry of Foreign Affairs. That suggests to me that the country’s foreign policy and security trajectory will not change much. Pashiniyan is a hardliner on the Karabakh issue and will need to prove himself as decisive on that issue. So, I do not see any breakthroughs in the Minsk Group format to resolve the conflict between Azerbaijan and Armenia. But, I think Russia and the United States should keep working together on conflict management between the two countries,” Paul Stronski added.

Meanwhile, Ilgar Velizade, Head of the Baku-based South Caucasus Club of Political Scientists noted that today the reforming of the political field is taking place in Armenia.

“The new leadership, on the one hand, aims to strengthen the dividends received as a result of the change of power, and raise its authority among the people. On the other hand, it badly needs economic resources [for implementing the announced reforms]. For a long time in the country there were serious corruption schemes for redirecting finances intended for the social or defense sphere to the needs of personal enrichment of the ruling regime. And today, representatives of the new government are trying to return money to the treasury. […] In the near future one should expect even more revelations – representatives of the Armenian generals are involved in the case. It’s not a secret that military spending was considered the main black hole of the state budget,” Ilgar Velizade explained.

In his opinion, the power in Armenia is now represented by pro-Western politicians “compelled to reckon with the country’s exclusive dependence on Russia.”

“In this situation, the state’s foreign policy will inevitably be characterized by an abundance of contradictory moves and statements, which will make it increasingly less stable and less predictable,” the expert stressed.

In turn, Andrei Areshev, leading expert on the South Caucasus for the Institute of Oriental Studies of the Russian Academy of Sciences, paid attention that the changes in Armenia are far from over.

Այս շաբաթ հանքարդյունաբերության ոլորտի միջազգային փորձագետներ Էնն Մաեստը և Անդրե Սոբոլևսկին այցելել են Ամուլսարի ոսկու հանքավայր, հանդիպել հանքը շահագործվող Լիդիան Արմենիա ընկերության ղեկավարների հետ։ 

Ամերիկահայ Հարութ Բրոնոզյանի պատվերով իրականացվել է Ամուլսարում ոսկու հանքի շահագործման հետևանքով տարածաշրջանի ջրերի աղտոտման խնդիրների վերաբերյալ անկախ հետազոտություն։  Էնն Մաեստը և Անդրե Սոբոլևսկին հետազոտությունն իրականացրած չորս գիտնականներից երկուսն են։  Շուրջ 30 տարվա փորձառություն ունեցող դոկտոր Էնն Մաեսթը ԱՄՆ-ից ու դոկտոր Անդրե Սոբոլևսկին Կանադայից հանդիպումներ են ունեցել էներգետիկ ենթակառուցվածքների ու բնական պաշարների և բնապահպանության նախարարությունների ներկայացուցիչների հետ, իսկ հունիսի 20-ին՝ հանրության հետ։ Հունիսի 21-ին նրանք այցելել են Ամուլսար, հանդիպել Լիդիան Արմենիայի ներկայացուցիչների հետ։ Հանդիպման մասին Լիդիան Արմենիայի տարածած հաղորդագրությանն ի պատասխան՝ հունիսի 23-ին նրանք  Երևանում ասուլիսին խոսել են Ամուլսարի ոսկու հանքում առկա ռիսկերի մասին և տարածել են մամուլի հաղորդագրություն։

«Այս շաբաթվա ընթացքում, ինչ մենք Հայաստանում ենք, հանդիպել ենք Հայաստանի կառավարության պաշտոնյաների, Լիդիան Արմենիա ընկերության ներկայացուցիչների հետ, ինչպես նաև այցելել ենք Ամուլսարի ոսկու նախագծի տարածք։ Ամուլսարում հանքարդյունահանման նախագիծ իրականացնելու հարցում մեզ համար առաջնահերթ, թիվ  մեկ բնապահպանական մտահոգությունը շարունակում է մնալ տարածքից թթվային դրենաժի խնդիրը»,- ասված է խմբի տարածած հաղորդագրությունում։

Փորձեգտների եզրահանգումներ են ներկայացրել իրենց այցից․

– Մենք շարունակում ենք պնդել մեր համոզմունքը, որ Ամուլսարի նախագիծը ունի մի քանի սերունդների կյանքի տևողությամբ թթվային դրենաժ առաջացնելու մեծ ռիսկ։ Թթվային դրենաժը վտանգի կենթարկի Արփա, Դարբ և Որոտան գետերն ու տարածքի բնական միջավայրը։

– Լիդիան Արմենիա ընկերության և նրա խորհրդատուների հետ մեր հանդիպման ժամանակ մենք տեղեկացանք, որ ընկերությունն ունի թթվային դրենաժը բնութագրելու  և մեղմացնելու նոր պլաններ։ Սրանք էական շեղումներ են 2016թ․ ընկերության ներկայացրած Բնապահպանական և սոցիալական ազդեցության գնահատականից (ԲՍԱԳ)։ Նման փոփոխությունները պետք է ներկայացվեն Հայաստանի կառավարությանը, վերջինս պետք է ուսումնասիրի դրանք, համապատասխանաբար տա իր թույլտվությունը նախքան արդյունահանման սկսվելը։

– Լիդիանից մեզ տեղեկացրին, որ իրենք վերանայել են իրենց մոտեցումները՝ մասնակիորեն հիմնվելով մեր վերլուծությունների վրա։ Փոփոխություններ մտցնելը նրանց կողմից նշանակում է ընդունել, որ նախկինում որդեգրված մոտեցումները չեն համապատասխանել այս տարածքում թթվային դրենաժը վերահսկելու անհրաժեշտությանը։

– Նրանց որդեգրած նոր մոտեցումները քննարկել ենք ու հանգել այն եզրակացությանը, որ դրանք ոլորտում արտասովոր, չապացուցված մոտեցումներ են, որոնք չեն համապատասխանում միջազգային լավագույն պրակտիկաներին։ Տարածքի զգայուն բնույթը պահանջում է մեծ երաշխավորում, որ ոչ մի թթվային դրենաժ չի հոսի ո՛չ հանքի շահագործման ընթացքում, ո՛չ էլ դրանից հետո։ Նոր որդեգրված միջոցառումների էքսպերիմենտալ բնույթը նման երաշխավորում չի հաղորդում։

– Մեր եզրահանգումը մնում է նույնը, որ Ամուլսարի ապարների մեծ մասը կարտադրի թթվային դրենաժ, սակայն Լիդիանը պատրաստվում է քիմիական նյութեր ավելացնել կոշտ թափոնների միայն մի փոքր հատվածի վրա, որպեսզի կանխի թթվային դրենաժը։

– Մենք գնահատեցինք թթվային դրենաժը չեզոքացնելու՝ Լիդիանի մոտեցումը, ու շարունակում ենք թերահավատ լինել, որ այն արդյունավետ կլինի։ Լիդիանը մեզ հավաստիացրել է, որ հաշվի կառնի թթվային դրենաժի հարցում մեր առաջարկած և ոլորտում տարածված մոտեցումը, այն է՝ կրով մաքրման կայանի գործարկումը, եթե իրենց առաջարկած թթվային դրենաժի չեզոքացման համակարգը ձախողվի։

– Լիդիանի առաջարկած ֆինանսական երաշխիքը չի ծածկում կրով մաքրման կայանի կառուցման ու գործարկման ծախսերը։ Մեր առաջարկն է Հայաստանի կառավարությանը՝ պահանջել ֆինանսական ավելի մեծ երաշխիք, որը կծածկի այս ծախսերը։

– Հայաստանի կառավարությանն առաջարկում ենք Լիդիանից պահանջել այնպիսի նախագծի հրապարակում, որը թույլ կտա կետ առ կետ տեսնել այն գործողությունները, որոնք կձեռնարկվեն բնական միջավայրի վրա ազդեցության ի հայտ գալու դեպքում։ Նման նախագիծը պետք է հստակորեն սահմանի, թե որոնք են այն ազդակները, որոնք ցույց կտան առաջացած ազդեցությունները և առաջ եկած խնդիրները լուծելուն ուղղված գործողությունները։ Այս ծրագիրը պետք է անցնի Հայաստանի կառավարության կողմից գնահատում ու այնուհետև ստանա թույլատվություն նախքան արդյունահանման սկսվելը։

– Հայաստանի կառավարությունը պետք է Լիդիանի նկատմամբ սահմանի խիստ ժամկետներ, որոնց սահմաններում վերջինս պետք է ապացուցի, որ ոլորտում տարածում չունեցող իրենց մոտեցումները արդյունավետ կլինեն Ամուլսարի տարածքում ջրերի աղտոտումը կանխելու հարցում։ Եթե Լիդիանը չկարողանա այս մոտեցումների կենսունակությունն ապացուցել, ապա Հայաստանի կառավարությունը Լիդիանից պետք է պահանջի ընդունել ոլորտում տարածում գտած միջազգային լավագույն պրակտիկաները։

– Ամուլսարում ոսկու արդյունահանման ծրագրի իրականացումը վտանգում է Հայաստանի ջրային ռեսուրսները։ Հայաստանի այս զգայուն ու մեծ արժեք ունեցող հատվածը չի կարող Լիդիանի էքսպերիմենտալ մեթոդների համար փորձադաշտ լինել։ Մենք հույս ունենք, որ Հայաստանի կառավարությունն հանձնառու է պաշտպանել այս տարածքը Ամուլսարի հանքարդյունաբերական ծրագրի հնարավոր ազդեցությունից։

Vardavar festival in Armenia

If you are a foreigner and you are planning to visit Armenia in summer then be ready for the situation when you walk along the street and a group of children or teenagers run to you and pour pails of water over you. This is the festival of Vardavar.

Yes, it may sound weird if you don’t know the meaning of this tradition.

So, where does it come from? Why do Armenians call it Vardavar and how they celebrate? All the answers are below.

Goddess Astghik

Vardavar’s history dates back to the pagan times. Armenians believed in many gods before adopting Christianity. Astghik was the goddess of water, beauty, love, and fertility. The celebrations of the religious observance of Astghik people named “Vartavar”. In Armenian vart (vard) means “rose” and var means “rise”. Astghik was pouring roses over the people spreading the love.

Though Armenians adopted Christianity they kept the tradition associating it with Jesus Christ. They celebrate it now as a holiday devoted to the event of Jesus Christ’s transfiguration when he appeared to his disciples on the Mount Tabor.

Noah

Some specialists relate the Vardavar to the Flood and Noah’s descent from the Ark. According to the tradition, when Noah finds his refuge on Mount Ararat during the Flood, he orders his sons to pour water over each other for the memory of the Flood.

In ancient times people were gathering the wheat-ears in the fields and took them to the church for a blessing to keep the fields away from damages.

The most important traditions of Vardavar was the ceremony of making doves fly. They were flying in the sky and admiring people.

European Parliament votes in favor of Armenia-EU Comprehensive and Enhanced Partnership Agreement

The European Parliament has voted in favor of the consent of Armenia-EU Comprehensive and Enhanced Partnership Agreement (CEDPA) and the resolution relating to the Armenia-EU relations, MP Armen Ashotyan said on Facebook, reports Armenpress.

He informed that 573 MPs voted in favor of the CEPA’s consent, 50 voted against and 45 abstained. “598 MPs voted in favor of the resolution relating to the Armenia-EU relations, 52 voted against and 27 abstained”, Ashotyan said.

The lawmaker said that during the July 3 session the European Parliament discussed giving consent to the CEPA.

“The agreement was assessed as a success story and a historic opportunity, it was stated that it became possible and was signed under the previous government, Mogherini stated that it has no geopolitical nature and is not a confrontation.

The session also touched upon Armenia’s domestic political life, the recent developments, specific attention was paid to the peaceful and constitutional nature of the power change, importance was attached to ensuring the inclusive mechanism of reforms of the Electoral Code, the engagement of opposition in the process of reforms and the implementation of the OSCE/ODIHR recommendations. The European Parliament also expressed readiness to send observer mission in possible elections”, Ashotyan said.

The issue of visa liberalization was also discussed. Federica Mogherini linked the solution of this issue with the full implementation of Visa facilitation and readmission agreement, expressed satisfaction over the process and stated that the respective decision to launch dialogue on visa liberalization must be made by the European Council.

The peaceful and quick settlement of the Nagorno Karabakh conflict was highlighted.

Medical supplies and equipment from Fresno headed to Armenia

Boxes and bags and pallets of heavy equipment are being loaded with love.  They’re medical supplies- not needed by local hospitals- but still very usable, Your Center Valley reports.

Medical Ministries International-  a 20 year Fresno non-profit collects these supplies and ships them free of charge to hospitals and clinics throughout the world.  This load is going to Armenia providing life-saving care.  Care that we take for granted.

Like a birthing table going to a hospital that delivers 40 babies every day.   “We were blessed to have a birthing table here.  It will be the first really nice one they will ever have.  We’re sending incubators, we’re sending warmers,” says MMI board member Angelica Gonzalez.

Dr. Jeffrey Thomas will make his 4th trip to Armenia in the fall.  He’s seen the need first hand the difference each mission makes.  “The healthcare environment is rather primitive and sometimes the smallest thing they don’t have can be instrumental in how they deliver care,” Thomas says.

Armenia not to join BSEC Secretary-General’s election in Baku

Armenia will not attend the Black Sea Economic Cooperation Organization’s (BSEC) upcoming meeting in Baku to participate in the election of its Secretary-General, says the head of the National Assembly’s delegation.In a speech addressig the parliament, Gagik Minasyan noted that the delegation had earlier warned the BSEC leadership of such a decision in case of a choice for the Azerbaijani capital.

“We said was that the [BSEC] Bureau would deprive Armenia of participation in its president’s election in case they hold [the meeting] in Baku. But they opted for an unbalanced decision,” he noted.Armenia took over the organization’s six-month chairmanship last week on the sidelines of its plenary session held in Tirana, Albania.

 

The organization is to hold a ministerial session in Yerevan on June 27. The event will bring together delegations from all the BSEC member-states, including Azerbaijan and Turkey. In comments to Tert.am eaerlier today, the Foreign Ministry’s press secretary, Tigran Balayan, said the countries will participate in the meeting on the level of a deputy foreign minister and a senior foreign ministry representative, respectively.

YEREVAN, JUNE 22, ARMENPRESS. High Representative of the European Union for Foreign Affairs and Security Policy and Vice President of the European Commission Federica Mogherini has praised the EU’s visa facilitation and readmission process with Armenia.

Mogherini was speaking at a joint press conference with Armenian FM Zohrab Mnatsakanyan in Brussels.

“We discussed the launching of visa liberalisation dialogue during our Council, and I know how important this is for not only the government, but for the citizens of the country, and I understand it fully.

As you know very well, we have two different phases. Today, we discussed the implementation of the visa facilitation and readmission that we have in place. This is a technical requirement to more forward to the next step. This was a good and useful exercise we did today, in presence of all the Member States that joined – as always – for our Council meetings.

That technical precondition then could lead to start a visa liberalisation dialogue with visa-free regime as the final goal. This is a decision in the hands of the Council that requires a Council decision as you know, it is a question to be put more to Member States than to myself.

What I can say is that, again, the visa facilitation and readmission with Armenia is being well implemented; there are always margins for improvement – we discussed them today – and overall, I think that this is a positive area for our cooperation”, she said.

UAE hails Armenia as attractive investment country

UAE hails Armenia investment

YEREVAN, JUNE 21, ARMENPRESS. The United Arab Emirates is interested in making investments in Armenia’s different sectors, Ambassador Jassim Mohamed Al Qasemi told reporters on June 21 in the UAE embassy in Yerevan.

According to the Ambassador, the investment field is rather attractive in Armenia, stability exists, as well as economic development is seen, and there are good opportunities to make investments, which the embassy supports in all ways.

“Trade turnover between the two countries has grown. In 2016 it was 119,3 million [dollars], and in 2017 in already reached 149,3 million [dollars],” the Ambassador said.

The Ambassador said that the economic field has its unique role between the two countries.

“Investments in Armenia are mostly in the energy field, they can be either direct or through cooperation with Armenians. We also have investments in the tourism sector, trade sector, a bright example of which is Carrefour in Armenia and soon new sectors will also open for investments,” the Ambassador said, adding that Armenians are also centralized in several sectors in the UAE, since the UAE is also a good country for investments, like Armenia.

The UAE Ambassador labeled the relations between Armenia and the UAE as “excellent and developed”.

Speaking about political relations between the two countries, the Ambassador said that these relations are developing continuously.

“Mutual visits are taking place between officials of the two countries. We are very interested in the Francophonie summit, which will take place in Yerevan this October. We have chosen this very summit, which will take place in this country, to declare that the UAE wants to become a permanent member of La Francophonie,” he said.

“Important sectors of cooperation are the cultural and economic sectors. We, certainly, are interested in the investment opportunities of both countries, tourism and energy sectors are also very important,” the Ambassador said when asked by ARMENPRESS in which specific sectors the countries will actively further cooperate.

Here you will find the Surb Astvatsatsin, or Holy Mother of God Church. Numerous tourists come here every year, and it is considered a holy place due to the story attached to it. It is said that God protected the monastery when Armenia was conquered by Mongols.

Jermuk A spa town for those who would like to experience something extraordinary, Jermuk is known for its mineral water. Located 2080 m above sea level, it is much in demand during summer months. Winters here are crowded because people come here for skiing. Hiking is also pretty popular in Jermuk. You should come here and enjoy the hot springs and mineral-water treatments, the author says.

Vagharshapat The 4th largest city in Armenia, the most defining structure here is the Etchmiadzin Cathedral, and it is worth the trip, especially for history buffs. The cathedral is considered the oldest in the world, and it is said that this was the first cathedral built in Armenia during those times. It is said that after Christianity was first introduced as the official religion, the cathedral was built to replace the then existing temple. So, this marked the move from pagan to Christian religion.
