Turkey developed a plan for a possible invasion of Greece named after an 11th-century Turkish military commander, Nordic Monitor reported citing secret documents. The documents were part of a PowerPoint presentation that was supposedly planned by the Turkish general staff for an internal planning review. Titled “TSK Çakabey Harekât Planlama Direktifi” (Turkish Armed Forces Çakabey Operation Planning Directive), the presentation was dated June 13, 2014. According to the Nordic Monitor report, this suggests the plan was likely updated and finalized after a review of some earlier draft, and that the plan could still be active.

Also included in the same document were plans to invade Armenia, the operation in this case being titled “TSK Altay Harekât Planlama Direktifi,” which was dated August 15, 2000.The documents were exchanged by top general staff commanders via a secure internal email system, the news portal reported. They appear to have been accidentally leaked in a court case file in Ankara that prosecutor Serdar Coşkun submitted to the court as part of an investigation into the failed military coup against Turkish President Recep Tayyip Erdoğan in July 2016. All of the general staff’s emails from the two months preceding the coup were seized by the prosecution.The general staff had panicked over the possible leaking of the classified documents and urged the court to allow the documents to be screened before being presented. It appears, however, that the prosecutors ignored these concerns, the Nordic Monitor reported.However, while the plans were named in the document, any specific details were omitted, likely being classified and therefore not shared through the network.

The inspiration for the operation’s name, Çaka Bey, better known as Chaka Bey and Tzachas, was a Seljuk Turk military commander and ruler of an independent state based in modern day Izmir. Chaka Bey was originally a commander in the service of the Byzantine Empire, but rebelled and began seizing power through conquest. At one point, he even declared himself Byzantine emperor.

Chaka Bey is a much revered figure in Turkey, with the Turkish Naval Command listing him as the first Turkish admiral and founder of the first modern Turkish navy; there is even a statue of him in their museum in Istanbul, the Nordic Monitor reported.

The revelations also come in the wake of renewed anti-Greek rhetoric on the part of the Erdoğan regime, which according to the report it has been scaling up since 2013, giving the example of a March 2019 announcement publicly supporting calls to convert the Hagia Sophia from a museum back into a mosque – which they announced as a response to US President Donald Trump’s recognition of Israeli sovereignty of the Golan Heights and east Jerusalem. 

The decision sparked a backlash from Greece, with the building has had a long history as a Greek Orthodox cathedral before being converted into a mosque following the Ottoman conquest of the city. It was converted into a museum in 1935.

Greek Foreign Minister George Katrougalos criticized Erdoğan’s remarks at the time, saying: “Any questioning of this status is not just an insult to the sentiments of Christians, it is an insult to the international community and international law,” according to the Middle East Eye.

They also come amid Turkey’s attempts to increase its sphere of influence in the region, including its involvement in conflicts in Syria and Libya.

Footage circulating online appears to show the mutilation of a female Armenian soldier by Azerbaijani troops during fighting this week.

On Friday, the Armenian Ministry of Defence confirmed that the woman in question was killed during the clashes on 13–14 September along the Armenia-Azerbaijan border.

The footage, ostensibly filmed by an Azerbaijani soldier, shows a number of bodies of Armenian soldiers, including two women.

One of the women has been stripped naked with text written across her breasts and stomach. A stone has been placed in her eye socket and a severed finger in her mouth.

The man filming the scene comments in Azerbaijani: ‘look at the bitch, there are two women. She became a rock.’

The Chief of the General Staff of the Armenian Armed Forces spoke about the footage during a visit by foreign diplomats to the resort town of Jermuk in the southern Vayots Dzor Province on Friday. The town was subject to Azerbaijani shelling, with Azerbaijani troops taking control of positions near the town during the fighting.

Fighting erupted on the Armenia–Azerbaijan border at around midnight on the night of 12–13 September, as Azerbaijani forces launched strkes and ground assaults into Armenia, targeting military positions and civilian settlements across much of their shared border. Azerbaijan claimed the attacks were a response to Armenian ‘provocations’. 

It came to an end after Armenia announced that a ceasefire had been agreed. Yerevan has claimed that the US government ‘played a huge role’ in bringing an end to the fighting. The Azerbaijani side has not officially acknowledged the agreement.

The two-day war differed from many previous battles between the two countries in that it did not involve Nagorno-Karabakh. Unlike in previous clashes, much of the international community, particularly Western countries, also appeared to single out Azerbaijan as being responsible, calling on them to cease their attacks.

As the fighting continued Wednesday, US Secretary of State Antony Blinken called for Azerbaijani President Ilham Aliyev to ‘cease the hositilites’ and ‘disengage military forces’, condeming the attacks inside Armenia.

In a phone conversation with Armenian Prime Minister Nikol Pashinyan, Blinken promised to ‘deal with the issue’ personally and help to normalise the situation. 

Another high-ranking US official, House Speaker Nancy Pelosi, will also reportedly visit Armenia this weekend to ‘express support’ to the country. She has not announced any other visits in the region. 

France has also criticised Azerbaijan. At a meeting of the UN Security Council on Thursday, the French representative urged Azerbaijan to withdraw its troops from Armenian territory and ‘respect Armenia’s territorial integrity’. 

Armenia’s Deputy Foreign Minister Paruyr Hovhannisyan told Armenpress that the adoption of a Security Council resolution was currently being discussed.

Armenia’s traditional strategic ally, Russia, remained more muted in their response, urging ‘both sides’ to cease hostilities.

Russia is treaty-bound to assist Armenia militarily in the event of an attack on its territory, both under a bilateral treaty as well as through their membership of the Collective Security Treaty Organisation (CSTO). Despite Armenia’s call for aid, the CSTO sent only a fact-finding mission, which arrived in Armenia on Friday. 

The Secretary of the Armenian Security Council, Armen Grigoryan, said the country ‘does not have any more hope that the defense mechanisms of the treaty would be activated to help Armenia.

The famous British-Armenian showman Kev Orkian continues to share the events taking place on the borders of Armenia on his Instagram. He published a new video in which he commented on the atrocities of Azerbaijani soldiers.

Anyone with long-term experience in the negotiation process, seeing today’s events, can very clearly imagine the answer to the question that has been troubling the Armenian society for two years: what was discussed on November 9-10, 2020.

There is no doubt that Aliyev was the main dictator of the agenda on that day, at those hours. After entering Shush, he had the opportunity to occupy all of Artsakh within hours. It is not difficult to understand that in those positions, that night, Aliyev put his maximum demands on the table: Karabakh as part of Azerbaijan, a corridor in Zangezur, and a solution to the demarcation of borders in favor of Azerbaijan, including the enclaves. In the negotiation process, even in the weakest positions, the party is given an opportunity to save face. My guess is that those three issues were left out of the written cease-fire declaration, but a verbal agreement was reached, of which Putin was the witness and also the guarantor.

Now, when the implementation of these agreements is delayed, Aliyev is resorting to forceful methods. If we proceed from this reasonable assumption, Pashinyan has no room to maneuver in this situation, and Russia’s silence becomes, if not justified, then at least explainable. Putin’s hands are tied not only by his weakened geopolitical position but also by being a witness to the verbal promise given on November 9. Therefore, the appearance of a new negotiator, i.e. a new leader of the country, becomes the imperative of the day.

If we put emotional labels aside and start from the assumption that the situation created for Pashinyan is not pleasant and desirable, then he should either deny this thesis, say that he did not promise anything verbally, and with his direct steps, that is, by drastically changing the logic of politics, prove it or resign.

Recent events have shown that a military solution is not the easiest and most desirable for Azerbaijan, so Pashinyan has a chance to maneuver here. If he doesn’t do that, then it remains to assume that there are bonds of promise.

The appearance of a new negotiator will not only free Armenia from that shackle but also free Russia’s hands to start a new round of negotiations instead of hasty and unprofitable solutions.

As for the West, it is obvious that it sees the tendency to abandon Karabakh in the policy of the Armenian government, and sees in it the shortest way to achieve peace, which will contribute to the weakening of Russia’s presence and its gradual withdrawal from the region. This can perhaps explain the positive role played by the West during the Azerbaijani aggression, the pressure on Azerbaijan as a result of the fragile ceasefire achieved.

However, the West is also a hostage of the promise made by the Armenian authorities. In the end, it is obvious that Erdoğan’s belligerent statements against EU member Greece and many other circumstances should not make anyone doubt that the West also has no goal, desire and reason to want the complete victory of the Turkish-Azerbaijani side.

Therefore, under the conditions of a new negotiator and with the new approaches and diplomatic team formed around him, the pursuit of Armenian interests will undoubtedly create an opportunity to change the approaches of the West in this matter in a short time, and the West will also be interested in starting negotiations for a more balanced solution instead of quick solutions. But for this, again, a new negotiator is needed, who will formulate a new negotiation agenda for both Russia and the West.

What should be the foreign policy support of the new negotiator?

A) Complementary policy. There are people who claim that this is not possible today, given the contradictions between Russia and the West. But here they forget at least two circumstances.

First, the conflict between East and West today is not a conflict of blocs, but of individual countries. Russia – West, China – USA. It does not imply and does not oblige the countries with good relations with one or the other side to make a choice. And, by the way, Turkey and Azerbaijan benefit the best from this.

Second, that today Armenia can establish cooperation of any depth with this or that partner. Regardless of the reasons or circumstances, it is a fact that after the 44-day war and recent events, widespread disillusionment with Russia has developed in Armenia. Armenia, taking care of its interests and maintaining the quality of its relations with Russia, has the opportunity to make the best use of all kinds of opportunities provided to it by other countries without hesitation.

B) The new negotiator and his team do not need to completely abandon the prospect of concluding a contract. It is simply necessary to change the existing context created around it and perceived by others. For Azerbaijan, this document is a means for the legalization and international recognition of the military spoils acquired and expected as a result of the war.

Armenia’s approach should be the same. For Armenia, this document should be the means by which it will be able to achieve recognition and start of a serious negotiation process by including provisions with logical, non-extremist wording. It is necessary to include in the document the provisions on which there will be a need for real negotiations: the withdrawal of the Azerbaijani armed forces from the territory of the Republic of Armenia; the issue of the future status of Nagorno Karabakh; the return of captives; the negotiated, not hasty, implementation of border demarcation that satisfies only the Azerbaijani side.

Otherwise, what is happening today is not a negotiation, but coercion on Armenia to give up Artsakh, which it will have to accept only if there is peace. And both Russia and the West do not oppose this wording for different reasons, mainly due to the above-mentioned inability of the Armenian side to give another wording.

Ando Kocharyan is the official who is obliged to know by heart the events that took place from the first minute of military operations to the last minute of their termination and the processes that followed them. In particular, he is obliged to request a report from the Ministry of Defense and have a clear idea about all types of losses: human, equipment, buildings, fortifications, positions, etc. Ando Kocharyan must also master a certain lexicon and realize that when talking about the victims or the missing, the word quantity cannot be used, let alone the expression “X amount”. Mr. Kocharyan, it’s time to understand that with X number of CP-dogs, you are not in your place and positions and you simply have no right to comment on such things that require a human attitude towards society.

I was not personally present at the briefing of Kocharyan Ando and another scientist in the National Assembly and I could not ask them my questions about the aggression undertaken by Azerbaijan on September 13 and its consequences.
