Armenia, Qatar discuss possible visa liberalization President Serzh Sargsyan on Monday, May 15 discussed the possibility of visa liberalization between Armenia and Qatar with the State’s Emir, Sheikh Tamim bin Hamad al-Thani.

At a meeting with the Emir, Sargsyan said Armenia is interested in strengthening high-level political dialogue with Qatar and deepening cooperation in various sectors.

The Armenian side proposed several investment projects for consideration, highlighting the country’s role as a transit zone for establishing communication with the member states of the Eurasian Economic Union.

In this context, the Emir of Qatar instructed the state’s economy minister to organize a meeting with his Armenian counterpart to discuss prospects of developing bilateral trade and economic relations.

Kuwait imposes visa ban on five Muslim-majority nations, including Pakistan

“The Kuwaiti Government has asked would-be migrants from the five banned nations not to apply for visas, as Kuwait City is worried about the possible migration of radical Islamic terrorists.”

But the U.S. is not allowed to have a similar concern. That would be racist! Islamophobic! Hateful!

This action by the Kuwaiti government neatly reveals the absurdity of such objections.

Following the Muslim ban in the U.S., Kuwait has now suspended the issuance of visas for travellers native to Syria, Iraq, Pakistan, Afghanistan and Iran.

Tourism, trade, and visitor visas from the above mentioned nations have been restricted following an order from the Kuwaiti Government to slap a “blanket ban” on possible migrants, according to Sputnik News.

The Kuwaiti Government has asked would-be migrants from the five banned nations not to apply for visas, as Kuwait City is worried about the possible migration of radical Islamic terrorists.

Human Rights Watch report: EU and USA should impose visa bans on senior Azerbaijani officials

human-rightThe Azerbaijani government has renewed its vicious crackdown on critics and independent groups. The European Union and international financial institutions have a rare opportunity to insist on human rights reforms, as Azerbaijan actively seeks financial and other partnerships to offset a recent economic downturn, international organization Human Rights Watch said in a new 75-page report.

According to the report, the Azerbaijani government concerted efforts to undermine civil society.In 2016, the authorities used false, politically motivated criminal and administrative charges to prosecute political activists, journalists, and others.The government has built a restrictive legal and policy framework to paralyze the work of independent groups.Lawyers willing to defend critics have faced retaliation and disbarment. Although the authorities released several human rights defenders and others in early 2016, many others remain in prison or fled into exile.

“With the release of some wrongfully imprisoned activists earlier this year, there were high hopes that Azerbaijan was turning a corner,” said Giorgi Gogia, South Caucasus director at Human Rights Watch and author of the report. “But optimism is fading fast as the government relentlessly pursues critics and tries to shut down independent groups.”

Human Rights Watch interviewed more than 90 human rights defenders, leaders of independent organizations, journalists, lawyers, and political party activists.

It is reminded that in April 2015, the Extractive Industries Transparency Initiative (EITI), which promotes government openness in natural resource development, downgraded Azerbaijan’s status in the group because of its crackdown on independent groups. However, it is highlighted in the report that the Azerbaijani government has not taken any meaningful steps to carry out the EITI requirements on civil society.

The government prosecuted at least 20 political and youth activists in 2016 on a range of spurious charges, including drug possession and illegal business activity. Officials also arrested activists for alleged links to FethullahGulen, the United States-based cleric whom Turkey accused of organizing the failed July coup attempt there. Authorities have ill-treated some detainees, including with beatings, rape threats, threats of violence against relatives, and solitary confinement to coerce confessions or as punishment.

Arrests in Azerbaijan increased sharply as activists and other citizens spoke out about the economic downturn, currency devaluation, and inflation in early 2016, and ahead of a September constitutional referendum that expanded presidential powers.

Azerbaijan’s authorities also regularly used questionable misdemeanor charges, such as “swearing in public” or “hooliganism,” to detain political activists, including peaceful demonstrators. Officials have often targeted activists using Facebook and other social media to criticize government policies or support peaceful protests.

Among those detained were two youth activists, GiyasIbrahimov and BayramMammadov, who were arrested in May for painting graffiti on a statue of former President Heydar Aliyev. Police ordered the men to apologize on camera in exchange for their release. When they refused, police beat them and threatened to rape them. The men finally signed confessions falsely admitting to drug possession and face up to 12 years in prison.

The Azerbaijani government has also made it virtually impossible for independent groups to function. Laws and regulations adopted since 2014 require both donors and grantees to separately obtain government approval of each potential grant. The authorities have broad discretion to deny grant approvals. A foreign donor organization now must also register an office in Azerbaijan and receive government approval to make grants.Numerous activists interviewed by Human Rights Watch reported closing their organizations or severely reducing staff and programming as a result of the government’s policies.

Summing up, the authors of the report highlight that the EU and the US should impose visa bans on senior officials responsible for the unjust prosecution and imprisonment of critics as retaliation for peacefully exercising their rights.

In the World Report 2016, Giorgi Gogia, South Caucasus director at Human Rights Watch, said that the government’s crackdown in Azerbaijan is unprecedented in the country’s post-Soviet history, and that although the government is opening the country for international sporting and other events, it is closing the country to human rights scrutiny.

Iran government endorses agreement on visa-free regime with Armenia

visa freeA session of Iran’s Cabinet made decisions on lifting of visa requirements between Armenia and Iran.

The members of Iran’s Cabinet on Sunday reached decisions with respect to setting regulations for abolition of visas for holders of diplomatic and ordinary passports as well as holders of travel documents (leaf of travel) between Iran and Armenia, according to Mehr News Agency of Iran.

On June 16, Iranian Foreign Minister Mohammad Javad Zarif and Armenian Foreign Minister Edward Nalbandian had signed an agreement on lifting visas between the two states.

The agreement, which was approved earlier by the Armenian government, is now also endorsed by the Iranian government.

Accordingly, Armenian and Iranian citizens holding ordinary or diplomatic passports are allowed to stay a maximum of 90 days in the other country, without a need to obtain a visa.

Armenia to Remove Visa Requirement for Iranians

YEREVAN (RFE/RL) —The Armenian government moved on Thursday to lift visa requirements for Iranian nationals, saying that the measure will strengthen Armenia’s relations with Iran and attract more Iranian tourists to the country.

The government formally approved a draft on visa-free travel between the two neighboring states. It did not specify when the deal will be signed.

A government statement said that visa liberalization “stems from the need to boost mutually beneficial commercial and other links between Armenia and Iran.” In particular, it will create “more favorable conditions” for tourism, added the statement.

The number of Iranians visiting Armenia has increased sharply over the past decade. According to data from the Armenian government, it reached to 144,000 visitors in 2015, up by 24 percent from 2014.

Many Iranians travel to Armenia during annual celebrations in March of Nowruz, the ancient Persian New Year that has long been their country’s most popular and longest holiday. The number of visitors more than doubled this year.

Iranian citizens are currently able to receive Armenian visas at Yerevan’s Zvartnots airport and the sole Armenian-Iranian overland border crossing. They are charged 3,000 drams ($6.30) for a single-entry short-term visa.

The planned Armenian-Iranian deal would allow Iranians to stay in Armenia visa-free for up to 90 days. The same arrangement will also apply to Armenians visiting the Islamic Republic.

Mekhak Apresian, the head of a tourism department at the Armenian Ministry of Economy, insisted that the scrapping of visa requirements will give a further significant boost to the influx of Iranian tourists. “It’s not just about money; it’s also a matter of treatment. It takes time to get a visa at the border,” he said.

Some Iranian tourists visiting Armenia agreed. “The visa price doesn’t really matter, but if the visas are abolished Iranians will feel at home in Armenia,” an Iranian tourist named Hossein said.

“We won’t waste time at the border,” said one of Hossein’s friends, Amir. “Besides, I view visa liberalization as a sign of closeness between the two countries.”

But another Iranian tourist disagreed, saying that he needed only 5 minutes to get his Armenian visa.

Armenia has maintained close political and economic relations with Iran ever since it gained independence. The two states agreed to expand bilateral commercial ties following last year’s lifting of international sanctions against Tehran.

EU: no visa exemption for Turks if all the conditions are not met (Juncker)

Sources from the EU say that the political debate on this issue is important. But it can lead to the introduction of bilateral visa regime.

Washington and Ottawa demand visas from citizens of Romania and Bulgaria. Both countries joined the European Union in 2007. The Croats, Cypriots and Polish also can’t use the program of free entry into the US and Canada.

The new rules of entrance may complicate free trade negotiations between Brussels and Washington. Both parties believe that it will be easier to conclude an agreement before US President Barack Obama leaves the post.

Karabakh Abkhazia remove visa requirements for citizens of Artsakh

Russia has however not recognized Nagorno Karabakh any more that Armenia itself, which nevertheless supports the independence of Karabakh Armenians. The Abkhaz authorities plan to set up new border posts where visas will be issued, strict visa regime being provided to all countries that refuse to recognize the independence of the territory. The Abkhaz authorities believe that the new visa regime will help to regulate immigration.

At the same time, the press officer of the President of the Republic of Nagorno Karabakh David Babayan, said that Artsakh welcomed the decision of Abkhazia. “I think this issue should not be politicized. I can say that we support the decision of Abkhazia. We want our citizens to have the opportunity to visit as many countries without having to carry a visa, “said Mr. Babayan, adding that this will help to strengthen and develop bilateral relations in the political, economic , culture and tourism.

M.Babayan took the opportunity to denounce Azerbaijan’s policy. “I would ask the authorities of Baku if they have introduced a visa regime with the Turkish Republic of Northern Cyprus and if Azerbaijani citizens need visas to get there. The representative of the Ministry of Foreign Affairs of Azerbaijan Hikmet Hajiyev reacted to this statement by saying that Azerbaijan supports the territorial integrity and sovereignty of Georgia. He also said his ministry called its citizens not to travel to the areas concerned, which are not under the control of the authorities of Georgia without the permission of the competent authorities of that country.

U.S. Embassy announces an important change to visa application procedures

visa-usStarting November 9, 2015, the U.S. Embassy in Armenia will be changing its visa procedures to make it easier for approved visa applicants to pick up their visas and for certain current visa holders to renew their visas. There is no additional cost for this improved service, according to the press and media section of the U.S. Embassy

Starting on November 9, approved visa applicants will no longer have to return to the Embassy to pick up their passport containing their visa. Rather, all approved applicants will pick up their passports with their visas from UMAKS, the DHL representative in Armenia, located at 27 Amiryan St. in Yerevan. Applicants told during their visa interview that they were approved, will later receive an e-mail notification that their visa is ready for pick up at the Amiryan location. Applicants can also designate third parties to pick up their passports for them. More details will be available at www.usvisa-info.com.

“We know it can be difficult to get to the Embassy,” Consul Frank Tu said. “We hope our visa applicants will find this process easier. For no additional fee, they will be able to stroll over to the DHL office on Amiryan and pick up their approved visas. We aim to make the visa application procedure as simple and easy as possible.”

Some individuals, those who have previously had visas and meet certain requirements for interview-free visa renewal, will also be able to renew their visas by dropping their application packets off at the Amiryan DHL office after submitting the on-line application and paying the regular visa application fee. If approved, these applicants will receive a notification e-mail to return to DHL to pick up their new visas. For more information on who qualifies for interview-free visa renewal, visit the Embassy website: http://armenia.usembassy.gov/interview_waiver.html.

Even those applicants who come to the Embassy for an interview and are asked to provide additional documents, will be able to submit those documents via the DHL location, eliminating the need for additional trips to the Embassy.

This change affects all applicants scheduled for interviews after November 9. No additional fee is required to be paid at the DHL office, as the service is covered by the regular visa application fee, which is not changing.

EU aims at reaching free visa regime with Armenia – Donald Tusk

“We have successfully completed the first stage of the discussions on the new comprehensive agreement of the bilateral relations and outlined the sectors of the further cooperation. The states of the European Union are already discussing mandate provision”, ¬ said Tusk, strictly highlighting the progress between the two sides in mobility, adding that the final objective is the free visa regime.

“Quite an important part of our cooperation is the facilitation of travelling. I welcome Armenia’s progress in the issues of mobility facilitation. The efficient implementation of the readmission and visa facilitation agreement is a decisive condition to start the visa liberalization dialogue. The free visa regime is a final objective. I hope that the next step will be made during the further months”, stressed the President of the European Council Donald Tusk.
