Nikol Pashinyan, Ilham Aliyev agree to de-escalate

Prime Minister of Armenia Nikol Pashinyan and Azerbaijani president Ilham Aliyev met in Dushanbe and agreed to de-escalate the situation on the border line and prevent incidents, ARMENPRESS reports PM Pashinyan announced in a live broadcast on Facebook.

“This time we had more practical conversation based on which we recorded a number of important points. We agreed that we will task our defense ministers to take measures to de-escalate the situation and to prevent border incidents. I think this is an important agreement”, Pashinyan said.

According to him, President of Artsakh Bako Sahakyan has also been informed about this agreement. “I have given relevant instructions to our Armed Forces and I can say that the previous night was the most peaceful since I was elected Prime Minister”, the PM said.

Nikol Pashinyan also emphasized that during the conversation the commitment to the negotiation process was recorded. “We agreed to establish operative communication channels but we have not agreed about its technical implementation”, Pashinyan said, adding that there were no other discussions.

“I am happy and hope that those agreements will be respected, since they are extremely important”, PM Pashinyan said.

Aliyev: Baku Wants Peaceful Resolution On Nagorno-Karabakh But ‘War Not Over’

rferl.org BAKU — Azerbaijani President Ilham Aliyev has talked tough at a military parade, calling the breakaway Nagorno-Karabakh region “primordially Azerbaijani territory” and saying Baku will never accept its “occupation.”

As he has in the past, the long-ruling Aliyev vowed on June 26 that Azerbaijan will “reinstate its control” over Nagorno-Karabakh and adjacent territory that is also held by ethnic Armenian forces.

He spoke at a major military parade marking what the government considers the 100th anniversary of Azerbaijan’s armed forces.

“We are for the peaceful resolution of the [Nagorno-Karabakh] conflict but [Armenia] has to understand that there is no military or strategic object that the Azerbaijani Army is unable to destroy,” Aliyev said.

“The war is not over. Only its first phase has ended,” he said.

Azerbaijan and Armenia have been locked for years in hostilities over disputed Nagorno-Karabakh, the Azerbaijani territory that was seized by Armenian-backed forces during a war that killed more than 30,000 people before a 1994 cease-fire.

Sporadic fighting continues and three decades of diplomatic efforts aimed at resolving the conflict over Nagorno-Karabakh, whose claim to independence have not been recognized by any country, have brought little progress.

Aliyev stressed that Baku will continue to buy weapons abroad to strengthen its armed forces, saying that “the factor of military potential currently dominates in the world affairs.”

“International law does not work, because if it did, we [would have] liberated our occupied territories long ago,” he said. “The war is not over. Only its first phase has ended.”

Some 4,000 military personnel took part in the parade and more than 70 aircraft and 240 pieces of military equipment, including Belarusian-made Polonez and Israeli-made LORA missiles, were on display.

Turkish FM to visit Azerbaijan to steer more problem between Karabakh & Azerbaijan

Foreign Minister Feridun Sinirlioğlu will pay an official visit to Azerbaijan on Sept. 15-16, the Foreign Ministry has announced.

During his visit, Sinirlioğlu will discuss Turkish-Azerbaijani relations and regional and international developments, including the Nagorno-Karabakh issue, with his counterpart Elman Memmedyarov, the ministry said in a statement. Sinirlioğlu is also expected to meet with Azerbaijani President Ilham Aliyev and Prime Minister Artur Rasizade.

In another statement, the Foreign Ministry stated that the “local elections” that are scheduled for Sunday in Nagorno-Karabakh are “a clear breach of principles of international law, UN Security Council resolutions and the principles of the OSCE [Organization for Security and Cooperation in Europe].”

 

The conflict between Nagorno Karabakh and Azerbaijan

The conflict between Nagorno Karabakh and Azerbaijan broke out as result of the ethnic cleansing launched by the Azeri authorities in the final years of the Soviet Union. The Karabakh War was fought from 1991 (when the Nagorno Karabakh Republic was proclaimed) to 1994 (when a ceasefire was sealed by Armenia, NKR and Azerbaijan). Most of Nagorno Karabakh and a security zone consisting of 7 regions are now under control of NKR defense army. Armenia and Azerbaijan are holding peace talks mediated by the OSCE Minsk Group up till now.
