Xinjiang Uyghur Muslim Turk ISIS fighters vow blood will “flow in rivers” in China

Vowing to plant their flag in China and that blood will “flow in rivers”, a video released this week purportedly by the Islamic State group shows ethnic Uighur fighters training in Iraq, underscoring what Beijing sees as a serious threat, Reuters reports.

China is worried that Uighurs, a mostly Muslim Turk from western China’s Xinjiang region, have gone to Syria and Iraq to fight for militant groups there, having traveled illegally via Southeast Asia and Turkey.

Islamic State claimed responsibility for the killing of a Chinese hostage in 2015, highlighting China’s concern about Uighurs it says are fighting in the Middle East.

Hundreds of people have been killed in Xinjiang in the past few years, most in unrest between Uighurs and ethnic majority Han Chinese. The government blames the unrest on Islamist militants.

The Iraqi arm of Islamic State has released a half-hour long video purportedly showing Uighurs training, as well as some images from inside Xinjiang, including Chinese police on the streets.

One shot that shows Chinese President Xi Jinping gives way to flames in front of a Chinese flag.

“Hey, brothers! Today, we are fighting with infidels across the world! I’m telling you this: Come and live here! Stay strong!,” one of the fighters says, according to Uighur speakers who analyzed the video for Reuters but declined to be identified.

“We will certainly plant our flag over America, China, Russia, and all the infidels of the world,” it says.

In another scene, a man chanting in Uighur says: “Our land of sharia has been constructed with spilt blood.”

The video then shows pictures of people who were said to have become “martyrs”, and identified as “al-Turkistānī”, or men from Turkestan, the name many Uighurs use for Xinjiang.

One of the men speaking has an accent from Yarkand, close to the old Silk Road city of Kashgar in Xinjiang’s southern Uighur heartland, one of the people who reviewed the video said.

Another fighter refers to the “evil Chinese Communist infidel lackeys”.

“In retaliation for the tears that flow from the eyes of the oppressed, we will make your blood flow in rivers, by the will of God!” he says.

Reuters was not able to independently verify the authenticity of the video.

Russia, China Veto UN Sanctions Against Syria For Chemical Attacks

Moscow’s Deputy Ambassador to the UN Vladimir Safronkov (center) voted against the UN Security Resolution to impose sanctions on Syrian officials.

Russia and China have blocked a push by Western governments at the United Nations to punish the Syrian government over chemical weapons attacks, the latest in a string of vetoes by Moscow and Beijing on resolutions about the six-year-old conflict.

The February 28 veto of a UN Security Council resolution calling for sanctions against Syrian President Bashar al-Assad’s government raised criticism from Western powers and international rights watchdogs.

The resolution had been backed by Western governments in response to the conclusions of the UN and the Organization for the Prohibition of Chemical Weapons (OPCW) that Assad’s forces were responsible for toxic gas attacks and that Islamic State (IS) militants had deployed mustard gas.

Assad’s government denies responsibility for any chemical weapons attacks, and Russia — Assad’s chief backer — has expressed skepticism about the findings of the inquiry.

The proposed resolution called for sanctions against Syrian officials, military commanders, companies, and other entities allegedly involved in chemical weapons attacks in Syria.

Moscow-Washington Standoff

The resolution reached the threshold of support from nine of the Security Council’s 15 members needed to be passed.

But the vetoes by permanent members Russia and China — their seventh and sixth, respectively, on Syria since the war erupted there in 2011 — prevented its approval.

The vote marked one of the first standoffs at the UN between Moscow and Washington since the inauguration of U.S. President Donald Trump, who has said he would like to cooperate with Russia to fight IS extremists in Syria.

Western governments delivered scathing criticism of Russia after the vote.

Trump’s ambassador to the UN, Nikki Haley, said: “It is a sad day on the Security Council when members start making excuses for other member states killing their own people.”

French Foreign Minister Jean-Marc Ayrault said Moscow bears “heavy responsibility towards the Syrian people and humanity as a whole.”

Ayrault voiced “deep regret” that the Security Council could not pass the resolution.

“It is crucial that we do not let the crimes of those who choose to use such weapons go unpunished,” Ayrault said. “This is why France took the initiative, with its partners, on this resolution.”

Moscow’s Deputy Ambassador to the UN Vladimir Safronkov denounced criticism of Russia at the council as “outrageous” and called the resolution a “provocation” by the Western “troika” — a reference to the governments behind the document: Britain, France, and the United States.

“Today’s clash or confrontation is not a result of our negative vote,” Safronkov said. “It is a result of the fact that you decided on provocation while you knew well ahead of time our position.”

Russian President Vladimir Putin said ahead of the vote on February 28 that the sanctions “are not acceptable now” because they would hamper peace talks.

The vetoes by Russia and China also drew sharp criticism from rights activists, with the New York-based Human Rights Watch (HRW) calling their votes a “cynical decision.”

Louis Charbonneau, the United Nations director for HRW, said that “in the wake of Russia’s seventh veto on a Syria resolution, UN member states should explore and pursue alternate avenues for accountability for the serious crimes of the Syrian government.”

Armenia seeks to attract China firms, offers third-country access

At a meeting on Friday, November 25, Karapetyan stressed the importance of strengthening relations with China.

Also, the PM spoke about the possibility of involving Chinese businesses in a number or infrastructural projects, stating that the government was ready to discuss all the proposals.

The Chinese diplomat said, in turn, that the mission seeks to boost the development of ties between the two countries, focusing particularly on economic cooperation.

China: ‘world’s highest bridge’ nears completion in Guizhou

highest-bridgeChinese engineers have completed the basic structure of what is expected to become the world’s highest bridge, The Guardian  writes.

According to the source, the Beipanjiang bridge, in mountainous southwestern China, soars 565 metres (1,854 feet) above a river, the Guizhou provincial transport department said in a statement.

As such it overtakes the Si Du River Bridge in the central province of Hubei to become the world’s highest bridge, said the statement posted on Sunday.

The two ends of the bridge were linked on Saturday, it added.

The 1,341-metre span is expected to open to traffic at the end of this year and will cut road trips from Liupanshui in Guizhou to Xuanwei in neighbouring Yunnan province from around five hours to less than two, state broadcaster China Central Television reported on Monday.

New center of Chinese studies opens in Yerevan

china flagYEREVAN. – A new center for Chinese studies opened in Yerevan State University of Languages after Bryusov.

The opening ceremony was attended by the head of the State Revenue Committee of Armenia, chairman of the university board Hovhannes Hovsepyan, and representatives of the Chinese company Global Group International Holdings Limited of Suite that supported the opening of the center.

Representative of the company Mr. Sen said Chinese people consider Armenia a friendly country and respect its culture and history. Armenia is one of the four oldest countries in the world, the first country to officially adopt Christianity, an ancient bridge between Europe and Asia, and an important part of the Great Silk Road, he added.

Since 2009, the university has been hosting the Institute of Confucius that was involved in studying of Chinese language and culture. The Centre was established under an agreement between the university and China’s State Department for the dissemination of Chinese language abroad.

China: Explosion Shakes Shanghai’s Pudong Airport

explosion airportAccording to media reports, explosion occurs at Shanghai’s Pudong airport.

An explosion occurred at the Shanghai Pudong International Airport on Sunday, local media reported.

The explosion, which occurred on Sunday afternoon, injured at least one person, according to the CCTV broadcaster.

The police were deployed at the scene, the broadcaster said.

The information has not yet been officially confirmed, but other Chinese media reported the possible explosion, which might have been caused by pyrotechnics, at the airport, citing authorities.

Vice Premier of China, Zhang Gaoli to visit Armenia

Armenians in China Commemorate 101th Genocide Anniversary

“Hundreds of Armenian survivors from across the Ottoman Empire escaped eastward across the Caucasus and Russia, seeking refuge in China. They not only rebuilt their lives, but reconstituted community life and built a church (Harbin) and community centers in different cities. They established a relief association, youth groups, Armenian language and history classes, and a choir,” said Dr. Khatchig Mouradian, a genocide scholar whose research has also focused on the Armenian communities in China in the 19th and 20th centuries.

“It is particularly moving that 101 years after the genocide, Armenians in some of these very same cities held commemoration events on April 24,” he added.

Small yet vibrant Armenian communities existed primarily in Harbin, Shanghai, Manzhouli, Tientsin, and Hong Kong from the late-19th to the mid-20th centuries. Most Armenians left for the Americas or for Soviet Armenia by the 1950’s. Today’s Armenian community in China is only a few decades old, and is primarily comprised of professionals and business people from the Middle East and North America, as well as university students from Armenia and other Commonwealth of Independent States (CIS) countries, noted Mouradian.

China launders cash of foreign criminals, AP investigation reveals

The country’s well-developed underground financial networks have caught the attention of foreign criminals who are using China to clean their dirty money and pump it back into the global financial system — largely beyond the reach of Western law enforcement, an Associated Press investigation has found.

As China globalized, sending people and money abroad, so too did its criminal economy. Gangs from Israel and Spain, cannabis dealers from North Africa and cartels from Mexico and Colombia have laundered billions in China and Hong Kong, slipping their ill-gotten gains into the great tides of legitimate trade and finance that wash through the region, according to police officials, European and US court records and intelligence documents reviewed by the AP.

Gilbert Chikli, a convicted French-Israeli con man, understands China’s allure. He is widely credited with devising a scam so successful that it has inspired a generation of copycats. Called the fake CEO, fake president or business email compromise scam, the fraud has cost thousands of companies, many of them American, $1.8 billion in just over two years, according to the FBI.

“China has become a universal passageway for all these scams,” said Chikli. “Because China today is a world power, because it doesn’t care about neighboring countries, and because, overall, China is flipping off other countries in a big way.”

China’s central bank and police refused repeated requests for comment. In a regular briefing with reporters Monday, Chinese Foreign Ministry spokesman Hong Lei said “is not, has not been, nor will be in the future a center of global money laundering.”

Chikli made millions by impersonating top executives and intelligence agents and convincing employees at some of the world’s largest companies to transfer money to his bank accounts, according to French legal documents. He told the AP he laundered 90 percent of that stolen money through China and Hong Kong.

“It’s immense,” he said in an interview at his sleek, three-story home in Ashdod, a port town on the Mediterranean.

A French court convicted Chikli last year of defrauding five companies of 6.1 million euros — La Banque Postale, LCL bank, HSBC, Accenture and Thomson, a French technology company. He was also convicted of attempting to extract over 70 million euros from at least 33 others, including Barclays, American Express and the company that runs Disneyland Paris. He was sentenced in absentia to seven years in prison and fined 1 million euros.

Today he remains a wanted man, but lives openly in Israel, where authorities refused to comment on his case. Israel and France share no bilateral extradition treaty, but Israel has surrendered French citizens in some cases.

Chikli told the AP his preferred method for laundering money was import-export schemes. He would bounce stolen funds to front companies in Hong Kong, then have the cash withdrawn and used to buy merchandise in China. He’d purchase, say, 20 tons of steel, but bribe the vendor to give him a receipt for 100 tons. Then he’d sell the goods and send the money to Israel, where the false invoices made the entire sum look like legitimate trading profit.

“Give me the documents and everything is fine,” he said.

Such trade-based money laundering is a growing concern to U.S. authorities. Three Colombians based in Guangzhou, China, led a global money-laundering network that moved over $5 billion for Spanish and Mexican drug cartels, according to a U.S. Justice Department indictment unsealed in September. The network allegedly spanned the United States, Colombia, Spain, Ecuador and Venezuela.

Like Chikli, they processed illegal profits through bank accounts in Hong Kong and China and cleaned the money by buying merchandise, often counterfeit, which they shipped and sold in Colombia and elsewhere, according to the indictment.

Chikli insists he no longer runs fake CEO scams, but a new generation of fraudsters is copying his technique. Like Chikli, they direct stolen funds to China and Hong Kong. The FBI traced fake CEO scam transfers to more than 70 different countries. “At the very top of that list is Hong Kong and China,” Jay Bienkowski, a supervisory special agent with the FBI in Washington, said in an interview with the AP prior to his retirement.

Police believe some of the networks now running fake CEO scams are collaborating with Chinese migrants in Europe to launder money, using a version of the ancient Chinese value transfer system called fei qian (FAY ch’ien), or flying money. In June, French police busted a similar operation in a Chinese wholesale district just north of Paris, where merchants are accused of laundering money for North African drug dealers.

“Non-Chinese criminal groups committing CEO frauds are sending money to China because Chinese criminal groups in Europe are giving them cash,” said Igor Angelini, head of financial intelligence at Europol, the European Union law enforcement agency. “The scale of this phenomenon is quite substantial.” Chinese authorities generally have done little to help Western companies targeted in fake CEO scams, according to European intelligence documents reviewed by the AP.

The US State Department, in a report this month, reproached China for lackluster performance on money-laundering investigations. “U.S. law enforcement agencies note China has not cooperated sufficiently,” the report said.

Europol also has no cooperation agreement with China. Once funds land there, they vanish.
“For us it’s a blind spot,” said Angelini. “What happens after that is a black hole.”

China’s electric cars sales to double in 2016: minister

chc.thumbChina’s production and sale of electric cars will more than double this year, Reuters reports quoting the industry minister as saying on Sunday.

More than 300,000 electric cars were sold in China last year, Miao Wei, the head of the Ministry of Industry and Information Technology told reporters on the sidelines of the annual meeting of parliament on Sunday.

The reliability, mileage and lifespan of electric batteries need improvement and China needs to speed up the installation of electric car charging stations, Miao said.
