Russia drops arrest warrant for ex-defense minister of Armenia: media

Russia has cancelled the CIS interstate arrest warrant for former Armenian Defense Minister Mikayel Harutyunyan wanted in Armenia as part of a criminal case into the March 2008 events in capital Yerevan, Interfax reports, citing its sources.

“After studying the materials of the case against Harutyunyan charged over March 1, 2008 events, a decision has been made to drop the arrest warrant in the Russian territory,” the source said.

The source added that nothing threatens Harutyunyan in the Russian territory, but he still may be detained and handed over to Armenia if travelling to any CIS member state.

It also clarified that Moscow received the arrest and extradition request for Harutyunyan a while ago not from the Armenia Prosecutor General’s Office, but through international manhunt channels, with the arrest warrant featuring the ex-official’s Moscow residence address.

Armenia’s Special Investigative Service has pressed charges against Mikayel Harutyunyan for overthrowing the country’s constitutional order during the March 1-2, 2008 post-election crackdown in Yerevan, which left 10 people, including two police officers dead.

Turkey issues arrest warrant for Armenian journalist Hayko Bagdat

An arrest warrant has been issued for exiled Turkish–Armenian journalist Hayko Bagdat “for insulting President Recep Tayyip Erdogan”, Turkey Purge reports.

Ahval reported on March 30 that a Turkish court issued the warrant in absentia since Bagdat failed to show up for his trial over a column he wrote back in 2015.

Bagdat, in his column, wrote that Erdogan targeted journalists as “traitors,” and “collaborators of foreigners.”

Bagdat currently lives in self-exile in Berlin as hundreds of his colleagues have been jailed in Turkey very recently.

“Due to some assassination rumors, I have been living under heavy protection in Germany,” Bagdat told media.

Insulting the president is a crime in Turkey, according to Article 299 of the Turkish Penal Code (TCK). Whoever insults the president can face up to four years in prison, a sentence that can be increased if the crime is committed through the mass media.

A total of 1,080 people were convicted of insulting Erdogan in 2016, according to data from Turkey’s Justice Ministry. Data also showed that 4,936 cases were launched against people on charges of insult in 2016.

Iraq: Arrest warrant issued for Iraqi Kurdistan oil minister over corruption: MP

SULAIMANI, Iraq’s Kurdistan region,— The head of Iraqi Kurdistan Parliament’s natural resources committee, MP Sherko Jawdat, said on Saturday that a court in the town of Chamchamal has issued an arrest warrant for the region’s Minister of Natural Resources Ashti Hawrami on corruption charges.

Jawdat told NRT that he raised the issue with the court after obtaining evidence and documents pointing to misuse of power and corruption.

Jawdat also accused Hawrami’s former wife Chrakhan Rafiq of involvement in business dealings that purchased oil from the Kurdistan Regional Government (KRG) and sold it on the black market with for a monthly revenue of nearly $10 million.

Rafiq has fought back against allegations of corruption and misuse of public funds since May 2016.

Massoud Barzani issued a detention order for Rafiq at that time, according to the official website of the Kurdistan Democratic Party (KDP).

“The court issued an arrest warrant for Ashti Hawrami and a number of other officials, saying they need to appear before court,” Jawdat said.

“A fake plant named Zipo is operating by Ashti Hawrami’s approval and specialist committees in the Ministry of Natural Resources.”

According to Jawdat, the Ministry of Trade and Industry confirmed that no Zipo plant exists in the region.

NRT however contacted an investigator working on the case who said Hawrami was not named among three defendants listed in the complaint.

The investigator added that the case has been transferred to the Sulaimani Board of Integrity for further investigation.

Need to be mentioned that Chamchamal city is located in the area which under control of the Patriotic Union of Kurdistan PUK while Ashti Hawrami a member in the KDP party and live in the area which is controlled by his party.

Ashti Hawrami routinely accused of corruption by observers, Kurdish officials.

Many Kurdish politicians and observers believe that many of the oil industry projects in Iraqi Kurdistan are conducted in a non-transparent way. Some have even described them as secretive.

Members of Kurdistan Parliament have claimed that millions of dollars have gone missing from the region. The region’s Ministry of Natural Resources has rebutted those accusations as unfounded.

Massoud Barzani has been accused by critics of amassing huge wealth for his family instead of serving the population. Barzani’s son is the Kurdistan region’s intelligence chief and his nephew Nechirvan Barzani is the prime minister.

Turkey: Arrest Warrant Issued for Police Chief in Dink Murder

TURKEY-TRIAL-MEDIA-ARMENIAISTANBUL (Agos)—In the ongoing investigation of the murder of Turkish Armenian journalist Hrant Dink in Turkey, an arrest warrant has been issued for the former Chief of Police Özkan Mumcu and police officer Muhittin Zenit on the grounds that “they had prior knowledge of the assassination and did not take necessary precautions.”

In issuing an arrest warrant for former Chief of Police Özkan Mumcu and police officer Muhittin Zenit, the Judge stated that the suspects had had prior knowledge of the assassination and had not acted to take necessary precautions.

Mumcu and Zenit provided statements to Investigating Prosecutor Gökalp Kökçü on December 26. The suspects were sent to the Istanbul 5th Criminal Court of Peace on duty with a request for arrest on charges of wrongful death and malpractice. The Magistrate imposed a ban on leaving the country and discharged Mumcu and Zenit.

However, Investigating Prosecutor Gökalp Kökçü appealed the decision and requested an arrest warrant for the suspects. Responding to the appeal, the Istanbul 6th Criminal Court of Peace ruled for issuing an arrest warrant for the two suspects on the grounds that they had acted in negligence regarding the murder. Within the scope of this decision, Muhittin Zenit and Özkan Mumcu will be sent to prison when they are arrested. This would be the first instance in the investigation of public officials being arrested.

Judge Fevzi Keleş stated in his verdict that there were records of Muhittin Zenit’s phone calls to murder case suspect Erhan Tuncel, and that he was aware that the assassination would take place.
