Report: Turkey demands weapons from Israel as part of normalization effort

A representative appointed by Turkey’s Defense Ministry has been sent to Israel in order to procure Israeli made weapons and aircraft equipment as a condition for the return to normalized relations between the two countries, Arab media reported Wednesday.

According to Kuwati based newspaper publication al-Jarida, Turkish Defense Minister Ismet Yilmaz sent a special envoy Tuesday to meet with Israel’s security echelon in order to negotiate financial terms concerning weapons sales.

The Turkish government made clear that the weapons sales, including the purchasing of unmanned aerial vehicles, was part of a wider framework agreement in which the two countries would normalize relations, according to the al-Jardia report.

Israel has yet to responded to the Turkish request, waiting to see if Ankara was still committed to honoring previous agreements to buy gas from the Jewish state. In turn, Turkey has yet to respond to Israeli inquiries concerning the use of UAV’s against the Kurds.

In response to reports that Turkey and Israel were close to reaching an agreement in returning to normalized relations, Defense Minister Moshe Ya’alon said earlier this week that it was difficult to proceed in negotiations between the nations if Turkey continues to support the terrorist organizations Hamas and the Muslim Brotherhood.

“I am not sure if we can arrive to an agreement” if they continue funding these extremist organizations, Ya’alon said. “They must comply with the terms of our agreement so that we can overcome these obstacles,” he added.

Turkish-Israel relations soured in May 2010 after an Israeli raid on a Turkish boat, the Mavi Marmara, saw ten people killed as the vessel attempted to breach a blockade on the Gaza Strip.

After the Mavi Marmara incident, then prime minister Recep Tayyip Erdogan put three condition on a normalization of ties: an Israeli apology, compensation and a lifting of the blockade of Gaza.

Netanyahu apologized in 2013 and the issue of compensation has apparently been resolved. Israeli officials have said Israel would not lift the blockade, which it sees as of cardinal importance to its security, to please Erdogan.

Russia, With Turkey In Mind, Announces Big Weapons Deal With Armenia

Russia has announced the details of a new shipment of arms it is sending to Armenia, a relatively rare move likely connected with Russia’s ongoing tension with Turkey.

Last week, the Russian government announced that it would be providing Armenia with a $200 million credit to buy equipment including multiple-launch rocket systems, anti-tank missiles, handheld antiaircraft missiles and upgrades to tanks.

The credit was announced last year, as an apparent concession by Russia amid large-scale street protests in Armenia against the country’s Russian-owned electricity company. But the details of the weapons to be acquired weren’t released, which is the normal practice with Russian arms deliveries to Armenia, said Emil Sanamyan, an analyst who closely follows Caucasus military affairs.

In general, Armenia prefers to cultivate an air of mystery about what weaponry exactly it is acquiring, partly to keep its rival, Azerbaijan, off-guard but also because it likely is acquiring far less and so has little to gain by flaunting it. Azerbaijan, by contrast, tends to exaggerate its purchases in an effort to intimidate.

(That said, Azerbaijan’s purchases are still substantial, and a large portion of them also come from Russia. This week, the Stockholm International Peace Research institute released a report noting that Azerbaijan was the largest importer of arms in Europe over the period 2011-15, and that it accounted for nearly five percent of Russian exports over that period.)

In this context, last week’s announcement of the Russian-Armenian arms deal, with the agreement posted on an official Russian government website, was out of character for Russia (which tends to respect Armenia’s wishes for relative privacy). The change in policy is likely due to Russia’s ongoing tension with Turkey and intended to send a public message that it is continuing to put pressure on Ankara, even when it’s carrying out policies that were worked out before this conflict erupted last fall, Sanamyan said in an email interview with The Bug Pit.

This is of a piece with Russia’s other military cooperation programs with Armenia, which now are being rebranded as explicitly anti-Turkish efforts, from last week’s addition of several fighter jets to the Russian air base in Armenia to ongoing efforts to create a joint Russian-Armenian (and -Belarusian and -Kazakh) air defense system.

Meanwhile, tension between Armenia and Azerbaijan continues to simmer. Earlier this month, U.S. intelligence officials said that the potential for war over the disputed territory of Nagorno Karabakh is rising. “Baku’s sustained military buildup coupled with declining economic conditions in Azerbaijan are raising the potential that the conflict will escalate in 2016,” the head of U.S. intelligence, James Clapper, told a Congressional committee. “Azerbaijan’s aversion to publicly relinquishing its claim to Nagorno-Karabakh proper and Armenia’s reluctance to give up territory it controls will continue to complicate a peaceful resolution.”

GERMANY Berlin demand in Kurdistan to better control the weapons he has delivered to him

PashmargaThe German Foreign Ministry on Friday urged the government of the autonomous region of Kurdistan to ensure that weapons supplied by Germany go well with Kurdish fighters against Islamic State Group (EI).

The regional public broadcasters WDR and NDR reported that stamped Bundeswehr weapons, such as G3 assault rifles and pistols, were on sale in markets in northern Iraq. According to the Süddeutsche Zeitung, these weapons could in particular have been sold by former peshmerga fighters who have well funded “their flight to Europe.” “We have requested the representative of the regional government (Iraqi Kurdistan) to come to the Foreign Ministry,” said Martin Schäfer, spokesman of the Ministry, told a regular government news conference. “We expect that the government of Kurdistan and the leaders among the Peshmerga work immediately and consistently about these accusations,” he has said, adding, “such practices if they are confirmed must cease immediately and totally.”

After a long and heated debate, Germany had finally decided in August 2014 to militarily equip Kurdish fighters so they can defend themselves against EI.
