Citing its sources close to the government, the paper claims that his statements promising active efforts towards the economy’s development and liberalization are aimed at realizing the said objectives. Karapetyan intends particularly to focus on quotas and control mechanisms to rule out absolute monopolies by major businesses owned by government-linked entrepreneurs.

The paper notes that earlier calls by top government figures for eradicating corruption and shadow economy never ended in mass redistributions.

New rules of the game to be set in Armenia – premier

new-rulesArmenia’s newly appointed Prime Minister Karen Karapetyan, at a meeting with reporters in Armenia’s Parliament, stated his intention to combat corruption and monopolies.

In response to Tert.am’s question as to the causes of his quitting the post of Yerevan mayor and being appointed as Armenia’s premier in the context of his own statement that he would not be Armenia’s premier, Mr Karapetyan said:

“I left because of personal problems, but conditions are different now.”

Mr Karapetyan explained that he made the aforementioned statement in 2013.

As to what has changed, he said he is very concerned over Armenia’s economy.

Asked about his plans to revive Armenia’s economy and about programs, the premier said that all the programs are part of his two-stage program.

Mr Karapetyan told reporters that some of the acting government members will not continue working in Armenia’s new government. However he refused to name them.

Asked about his plans to combat corruption and about possible new rules of the game, Mr Karapetyan said:

“Yes, equal rules will be in effect. Approach to monopolies will be as follows: the country being small implies each sector will always have a major actor. Another problem is whether this particular economic entity is progressing in fair completion. Equal conditions will be created. We are not going to take away anyone’s successful business.”

Armenia’s premier admits that wrong rules have been in effect in the country.

As to his opinion of Armenia’s ex-premier Hovik Abrahamyan’s activities, Mr Karapetyan said that Mr Abrahamyan shouldered the responsibility when the country was in a rather grave situation.

Mr Karapetyan does not share the opinions that the Abrahamyan-led cabinet failed to effectively combat corruption.

The premier also pointed out objective and subjective causes of a grave economic situation in Armenia.

Good afternoon.
The 2015 constitutional changes were perceived by some as just another political event, conditioned first of all by the political situation and need to solve some personal issues but not by the imperative to solve fundamental problems facing the country.

Our arguments brought during the constitutional changes campaign, figures, which unequivocally prove the advantages of the parliamentary system of governance for the stability of the country, its economic development as well as from the viewpoint of the reliability of the political system, were viewed by many as simply campaign ruses.

The situation would really remain the same had we limited ourselves to the simulation of reforms, had we not seriously pursued the goal of giving flesh and blood to the ideas, which lie in the base of our Constitution.

On February 12, I spoke about the implementation of the constitutional changes, therefore about the vision for the development of our country.

Years preceding the economic reforms were in the center of our attention, while we had left political reforms for somewhat better times with the understanding that economic reforms would create more favorable conditions for the political reforms. It’s been evident for a long time now that without political reforms the results of the economic reforms will not fully satisfy us. Today, everyone understands the necessity of political reforms.

Political reforms first of all imply political culture: new approaches for the resolution of political disputes and problems facing the country, ability to refrain from talking to political opponents from the position of force, a free entry into power of decisive and full of ideas people, making the Parliament the number one platform in the country, ability to unite ideas and notions of all able forces irrespective of their political standing, etc. Political changes are not ends in themselves; they are not done through the urge of this or that international organization, moreover through their demand; these are reforms made to have a better homeland, a safer homeland; they are made to ensure millennia-long life and work on the land of our predecessors.

I repeat all this is provided for in the newly amended Constitution.

The constitutional changes were preceded by complicated, complex works, which were demanding professional activities and which not always were public. One example of that is the unprecedented cooperation with the representatives of the opposition and civil society on the Electoral Code, which has been going on in recent months, and we hope that in two or three days it will be successfully concluded.

The preliminary works were unfortunately stalled or rather to say were pushed into the background after the April war. We as usual learn from the war lessons: significant works continue and they will go on regardless of any process. The recent events have also slowed us down, however there is no more time to lose.

Dear Party members, dear friends, I repeat – we have no right and no time to slow down.

I am confident that each of those present here understands that a speedy resolution of the problems facing our country is more important and principal than the role or position which each of us is holding or may hold in the state structure.

Our Party is multilayered: every stratum of the society is represented here. We have proved that we possess the necessary potential to solve any historically created problem. At the same time, I believe we may not limit ourselves to the potential, which exists, in our Party and for the resolution of the problems facing us we need to find a person or persons who are able and ready to assume that difficult and responsible task – no matter where in the world they are now.

I would like to note that soon you may see considerable changes. I mean first of all the existing policies, the priorities, style, objectives also having in mind the compliance with the requirements of the amended Constitution. As a result there certainly will be also personnel changes. There will be changes in almost every area – from the Presidential Administration to the legal and judicial system. Today, however we will speak about the government.

You know that today Prime Minister Hovik Abrahamian presented his resignation. Moments ago, the executive body of our Party upon my proposal has adopted a decision to endorse the candidature of Karen Karapetian for the position of Prime Minister of Armenia.

We all know very well Mr. Karapetian’s abilities and style. He is really capable of spearheading the wave of reforms in Armenia, to lead the society towards new economic and political freedoms, to break the stereotypes, to provide new flexibility to the economy, etc. I am confident that working efficiently, Karen Karapetian will be able to become a symbol of changes in Armenia; he will be able to put our future development on the path preset by the RA Constitution, which means a modern path.

Recently, I have had long conversation with Mr. Karapetian. We have discussed numerous issues ranging from boosting the economy up to breathing a new life into the Republican Party of Armenia which means we have spoken about almost everything. I have received a positive response from the person who is ready to move forward decisively with the rising tide of the reforms. I have seen determination and most importantly a strong belief that the preset goals are realistic and achievable.

Obviously, the new Government under the amended Constitution should work with the totally different philosophy. It should not hesitate to assume the responsibility, should not fault the outsiders for its failures, and should be open for criticism and cooperation but also resolute in its objectives.

Utilizing the entire potential of the Armenian nation, the new Government should reinstate broad trust towards the authorities, find unconventional solutions for our economic and social problems which will ensure the state’s sustainable development and will strengthen Armenia’s position in the region.

The amended Constitution is based on the notion of an efficient utilization of the entire potential of our country, institutional guarantees for the involvement of the broad strata of our society in all areas. Without open governance it is impossible to provide for a broad public trust which means it is impossible to provide for a qualitatively new development of the country. I see the basic task of the Government in ensuring transparency and implementation of economic reforms in the open way which will reinforce the base for having a stable, free competition economy which will allow all entrepreneurs to fully realize their potential without bureaucratic red tape.

True to the spirit of constitutional changes, the new government will certainly have a greater freedom to act and develop, hence to assume a greater responsibility. The tempo is important, as well as the speed and efficiency. I have no doubt that everything will be fine.

Dear Colleagues,

Allow me on behalf of us all to thank Prime Minister Hovik Abrahamian for leading the Government of the country in this critical period of time. For the new political culture it is pivotal that an official is decent enough not to cling to his position when he has done his best at the position.
I highly value this step of Prime Minister Hovik Abrahamian: under his leadership the Government in the last two years has been able to ensure economic stability, to keep the country immune from the possible negative repercussions of the shocks coming from outside, and as a result of the implemented policies to ensure economic indicators which would make happy many countries. However, he was never complacent with the results and was constantly pointing out that Armenia needs a greater, more stable and long-term growth. Prime Minister Abrahamian tried to talk to the citizens of our country in a plain, simple language, listened to the people and was heard by them. The Government did its best to prepare the country for the entry into a new stage of reforms: it was a huge work, and he accomplished it successfully. Thank you very much, Mr. Abrahamian.

Also, Hovik Abrahamian is getting ready to participate actively at the upcoming parliamentary elections, which means of course that our mutual work will continue.

I congratulate Karen Karapetian on assuming the position of the Head of the Government of the Republic of Armenia. We are entering a critical phase, the responsibility is great and expectations are large. I am confident that we all will unconditionally support his initiatives. I congratulate and wish success to us all.

Armenia ruling party approves Karen Karapetyan’s candidacy for the post of PM

new-pm-karen-karapetyanYEREVAN. – The session of the ruling Republican Party of Armenia (RPA) Council on Thursday approved the candidacy of Karen Karapetyan for the post of the country’s prime minister.

Armenian National Assembly (NA) MP Artak Zakaryan, who is also the Chairman of the NA Standing Committee on Foreign Relations, told the aforementioned to journalists after the session.

To the question as to whether the resignation of ministers was discussed, the MP noted: “Only one issue was discussed.”

In his words, Karen Karapetyan will present his steps to the public in near future.

The session was also attended by the ex-PM Hovik Abrahamyan, who expressed gratitude in his speech.

Analyst: Karen Karapetyan will be appointed Prime Minister of Armenia from Moscow,

analystYEREVAN. – Karen Karapetyan will be appointed Prime Minister of Armenia from Moscow, political scientist Aghasi Yenokyan said at a press conference on Friday.

He noted this commenting on PM Hovik Abrahamyan’s resignation, and Karapetyan’s likely designation in his place.

“Karen Karapetyan is noteworthy because he is coming to Armenia’s political arena from outside, and he doesn’t belong to any group of the party in power [in the country],” added Yenokyan. “So, his [expected] appointment can’t be described as a compromise between them.

“Since he previously held the position of deputy director of one of [Russia’s] Gazprom companies, now, they [i.e. the Armenian authorities] have just invited him from Moscow to appoint him Prime Minister.”

At the end of Thursday’s Cabinet session, Prime Minister Hovik Abrahamyan issued a statement informing that he is stepping down.

And during the ruling Republican Party of Armenia (RPA) Board meeting later in the evening, President of Armenia and RPA Chairman Sargsyan announced that he has decided to nominate Karen Karapetyan as the next Prime Minister of Armenia.

Karapetyan is the former mayor of capital city Yerevan, and former general director of ArmRosGazprom natural gas company.

A new Syrian rebel group has vowed to ‘resist’ Turkey’s military incursion

BEIRUT – A group claiming to represent “national Syrian forces” has vowed to fight Turkey’s military incursion in Syria, announcing its formation in a north Aleppo town that is under the administrative control of the de-facto autonomous Kurdish government.

On Tuesday, the Syrian National Resistance held a press conference in Tel Rifaat to introduce its founding declaration, which was read out by Rezan Hedo, an independent member of the US-backed Syrian Democratic Forces’ political wing.

“Oh Syrian brothers, people of the region have suffered from the decades of Turkish-Ottoman rule, [which] has left us with only ignorance, backwardness, hatred, sectarianism and fighting between brothers at the same time as our wealth was taken away as well as parts of our land,” the speech, which was replete with nationalistic terminology, began.

The new group went on to launch further broadsides against Turkey, accusing Syria’s northern neighbor of perpetrating “the worst forms of genocide” against people in the region, including Arabs, Kurds, Armenians, Greeks, Assyrians and Chaldeans.

“Today, [Turkey] has returned with a new look but with the same [old] mentality; to occupy other parts of our Syrian land after sowing discord and infighting between Syrians through their support for terror,” the statement added, in reference to Ankara’s military operation in northern Syria.

The Syrian National Resistance’s announcement, which made no explicit reference to Kurdish forces in northern Syria, presented its goals, which include:

1. “Resolving the disputes between the different Syrian components and uniting their powers to build a united, democratic Syria”;

2. “Confronting the Turkish occupation and deterring it from achieving its objectives; as well as restoring all Syrian land, from Jarablus to Liwa al-Iskenderun,” in reference to Turkey’s Hatay Province, which was annexed from Syria in 1939, and;

3. “Future work with all national forces to liberate every inch of occupied Syrian land.”

On August 24, Syrian rebel groups supported by the Turkish army crossed into Syria in an offensive to roll back ISIS and prevent Kurdish-led troops from controlling more territory along the border. These troops have since cleared ISIS from the border, while at the same time engaging with battles against the SDF north of Manbij.

The Syrian Kurdish Democratic Union Party (PYD) and its People’s Protection Units (YPG) vociferously oppose the Turkish campaign, with PYD co-chief Saleh Muslim warning Ankara that it “will be defeated in the Syrian quagmire, just like ISIS.”

The PYD has made no official statement on the formation of the Syrian National Resistance, which was covered extensively by the ANHA news agency, which is close to Syria’s Kurdish fighting forces.

ANHA described the Syrian National Resistance as a coalition of “Syrian national forces and figures,” without specifying which groups joined the new formation.

Rezan Hedo, the head of the group’s political bureau, explained in aninterview with Lebanon’s Al-Akhbar that the Syrian National Resistance counts on “support from Syrians of different political orientations, between [regime] supporters and opponents.”

He also stressed that anti-Turkish alliance has no ties with the international coalition fighting ISIS, which backs the Kurdish-led Syrian Democratic Forces.

Turkey names Erdogan like new PM as Erdogan tightens grip on the country

Istanbul (AFP) – Turkey’s ruling party named a loyal ally of President Recep Tayyip Erdogan as the new prime minister Thursday, with the incoming premier immediately vowing to “work in total harmony” with the strongman leader.

The ruling Justice and Development Party (AKP) will officially appoint Transport Minister Binali Yildirim as its chairman Sunday, meaning he will automatically become prime minister.

Yildirim will replace Ahmet Davutoglu, who stepped down after a struggle with Erdogan, as the president seeks to concentrate more power in the presidential office.

“We will work in total harmony with all our party comrades at all levels, beginning with our founding president and leader,” said Yildirim after being named party head, referring to Erdogan.

The 60-year-old Yildirim is seen as one of Erdogan’s closest longtime confidants and has served an almost unbroken stint from 2002 to 2013 as transport minister and then again from 2015.

They are both strongly opposed to resuming talks with the outlawed Kurdistan Workers’ Party (PKK), the Kurdish militant group that has claimed responsibility for several attacks across Turkey since a two-year-long ceasefire collapsed in 2015.

The new prime minister’s main task, observers say, will be to pilot a change in the constitution to transform Turkey from a parliamentary to a presidential system, placing more power in Erdogan’s hands.

“And now it’s time for the presidential system,” Yildirim said earlier in May just after Davutoglu’s resignation.

Erdogan’s critics have accused him of authoritarian behaviour, pointing to the growing number of investigations pursued against journalists along with a bid to lift the parliamentary immunity of some deputies, a measure seen as targeting pro-Kurdish MPs and which will be put to a vote in parliament on Friday.

Another critical task facing the new prime minister will be to negotiate with the European Union on a crunch visa deal, a key plank of an accord aimed at easing the EU’s migrant crisis.

The visa deal has been in jeopardy over Ankara’s reluctance to alter its counter-terror laws, a requirement of the agreement, prompting Erdogan to make a series of critical statements about the EU in recent weeks.

Yildirim vowed Thursday to “rid Turkey of the calamity of terrorism” during a symbolic visit to the mainly Kurdish city of Diyarbakir in the southeast.

“We will do what it takes to achieve it,” he said, pledging to return to the city with Erdogan on May 28.

The new prime minister is a relative newcomer to foreign politics and his first high profile outing will be the opening of the inaugural World Humanitarian Summit in Istanbul Monday, attended by German Chancellor Angela Merkel.

Analysts expect that Yildirim — who has never stepped out of line with the president on a policy issue — will prove a far more pliable figure for the president than Davutoglu.

After the official appointment expected on Sunday, “the post of prime minister will have changed its meaning,” said Fuat Keyman, head of the Istanbul Policy Center think-tank.

“The president will become the head of the executive. The prime minister will become a functional cog,” Keyman told AFP.

– ‘Not one millimetre’ –

After the announcement of a single candidate, Yildirim will likely be approved as new AKP leader by an extraordinary congress of the party on Sunday.

According to AKP convention, the posts of party chief and head of government automatically go to the same figure.

Erdogan will then give the new AKP leader the mandate to serve as prime minister early next week, after which a new cabinet will be announced.

As a ferry company chief and then as transport minister, Yildirim has for the last two decades worked in the transport sector, an area in Turkey which is trying to catch up its lag in infrastructure with vast new projects.

Yildirim and Erdogan have been close allies since Erdogan was elected mayor of Istanbul in 1994.

According to the columnist for the Hurriyet daily Abdulkadir Selvi, the only serious difference between the two men is that Erdogan supports the Fenerbahce football side and Yildirim their arch Istanbul rivals Galatasaray.

Despite Davutoglu’s shock announcement earlier this month that he was stepping down, the AKP has been keen to promote an image of unity in public.

“There’s not one millimetre of difference between the AKP faithful and the president,” said party spokesman Omer Celik.

Davutoglu, who met Erdogan Thursday to discuss the transition, phoned his successor to congratulate him, according to the state-run Anatolia news agency.

However financial markets have not appreciated the political uncertainty, with the Turkish lira losing five percent in value against the US dollar over the last month.

Over 160 companies with foreign participation registered in Karabakh

According to him, the average volume of attracted investments makes up nearly 10 percent of the overall volume of investments. Over 160 companies with foreign participation have been registered.

“Industry and the sphere of communication can stand out as separate areas of foreign capital investment. Moreover, if at the initial stage of economy formation, investors entered the market as founders of new companies, the tendency of creating more joint enterprises has recently been observed: foreign investments are attracted in the process of expanding the already operating local companies,” the Minister said.

Armenia: New Draft Constitution in line with democracy standards – Venice Commission

f562b52b5a5334_562b52b5a536a.thumbMembers of the Venice Commission on Friday hailed the finalized draft of Armenia’s new Constitution, considering the proposed amendments in line with international democracy standards.
The document was approved at the Council of Europe’s session, “Democracy through Law”, attended by the Commission members Taliya Khabrieva (Director, Institute for Legislation and Comparative Law), Sergio Bartole (Emeritus Professor of Constitutional Law, University of Trieste) and Aivars Emdzins, as well as representatives from 60 countries.
The preliminary conclusions on Chapters 1-7 and 10, and the second preliminary conclusion on Chapters 8, 9 and 11-16 of the Draft Constitution were prepared by Mr Bartole and Mr  Emdzins.
According to a press release by Armenia’s National Assembly, Speaker Galust Sahakyan was also present at the meeting.

ERBIL-Hewler, Kurdistan region ‘Iraq’,— A Popular Kurdish politician and former leading council member of the Kurdistan Democratic Party KDP, Adham Barzani expressed his intention to return to political work to prepare for the establishment of a new political movement on the Kurdish scene.

Adham Barzani, a cousin of the outgoing Kurdistan president and a leader in KDP, Massoud Barzani, said on his page in the social networking site (Facebook) that he has a question to his readers that “I ask you all out and from the importance that the opinion of the masses is very important: What do you think that I return back to the political arena through a mass political movement? ”

Barzani is one of the most active Kurdish figures on the social networking sites. The majority of his fans on Facebook have supported his return to political life and the formation of a new movement.

Adham Barzani, is one of the important social figures of Massoud Barzani’s clan and the biggest supporters of the reform movement, he has demanded on several occasions Kurdistan Region’s Parliament to announce a referendum on independence of the region from Iraq.

In 2011, Adham Barzani, at that time member of the Kurdistan Democratic Party’s (KDP) leadership council, said that if his party does not carry out reforms, it will lose popularity and its current position as the Kurdistan region’s largest party. He also cast doubt about the integrity of some members of the reform committee set up by Kurdistan Region President Massoud Barzani to tackle corruption.

In 2014 Adham Barzani resigned from the leading council of the KDP party. He I will be a usual citizen and have no tie with the KDP and resign from all of my posts, Adham Barzani wrote on his Facebook page.

In March 2015, Adham Barzani, stated that extending Massoud Barzani’s presidential term is against the laws and regulations of Kurdistan region.  He has critised other senior members of KDP for obeying whatever the leader says and not having their own opinion on any decision; added this will create a dictatorship.
