The independence of Nagorno Karabakh is indisputable and irreversible

25-independanceOn the occasion of 25 years of independence of Nagorno Karabakh, the Friendship Circle expresses support for this young Republic of South Caucasus and the democratic way in which it is committed

The Circle of Friendship warmly welcome 25 years of regained freedom by karabaghiote population, freely constituted in the Republic since September 2, 1991. He himself expresses sincere encouragement to continue the efforts it has undertaken to ensure full exercise of its inherent right to happiness.

The Circle emphasizes that despite the years of war that were imposed following the declaration of independence, “is now a generation of Karabaghiotes who grew up in an independent Republic and which do not imagine for a moment relapsing into servitude previously lived by his elders. “ The Circle believes that independence is an achievement now “indisputable and irreversible.”

“We support the independence of Nagorno-Karabakh because we support international law,” said François Rochebloine, president of the Circle who went on to say “but mainly because we defend the inalienable right to life and security “populations at risk.

The Circle of Friendship considers the aggression led by the Baku regime in April 2016 confirms the permanence of the threat Azerbaijan on peace and regional security. He also believes that the failure of this invasion attempt as the graduated nature of the military response karabaghiote demonstrate all the maturity and sense of responsibility of government institutions of Nagorno-Karabakh.

“This war four days perfectly illustrated how the Nagorno-Karabakh conflict is concerned about the lives of its citizens,” said François Rochebloine in his congratulatory message, concluding that “support Nagorno-Karabakh is support democracy and support democracy means supporting peace and prosperity recovered. “

On the occasion of the Independence Day, the Circle of Friendship France-Karabakh reiterates its call for full recognition of the Republic of Nagorno-Karabakh by the international community.

“Recognize today’s heroes” 100 videos featuring Armenian fallen heroes during the four-day war

karabakh-heros100 short video series, entitled “Recognize modern-day heroes”, were presented today in Yerevan and are dedicated to Armenian soldiers who fell during the four-day war in early April. As the press department of the Youth Foundation of Armenia reports, the production of the series of videos was implemented by “Ashxarhazor” NGO within a grant competition announced by RA President’s Office and Youth Foundation of Armenia.

During the past two years the initiative presented series of videos featuring the Armenian heroes who made the Artsakh victories.

“This time we decided to dedicate the series “Recognize today’s heroes” films to our modern-day heroes. Overall 100 videos were made, which are to be posted on Ashxarhazor” NGO YouTube channel from today on,” head of the NGO Raffi Gevorgyan said.

Materials about the martyred soldiers for the videos were collected from open sources, the media in collaboration with the Defense Ministry. All relevant information about the heroic stories as well as the awards was verified.

Karabakh President: There is no return to past for us

no-returnSTEPANAKERT. – A festive reception on occasion of the 25th anniversary of the Nagorno-Karabakh Republic (NKR/Artsakh) independence took place on behalf of NKR President Bako Sahakyan on Thursday.

In his speech, President Sahakyan noted that the declaration of the Artsakh Republic’s independence was an important and groundbreaking event, which opened new and glorious pages in the history of Armenian people.

“The establishment of the Artsakh Republic was the common achievement of the Armenian people, one of its biggest victories. Its independence and security are absolute values, which are not subject to speculations and haggling. No return to past exists for us. Any such attempt is fraught with unprecedented consequences and is doomed to failure. We are looking only into the future, which will definitely be bright for our people and state,” Sahakyan stressed in his speech.

The reception was also attended by the Armenian President Serzh Sargsyan, NKR ex-president Arkadi Ghukasyan, leader of the Artsakh Diocese of the Armenian Apostolic Church Pargev Archbishop Martirosyan, NKR National Assembly Speaker Ashot Ghoulian, Prime Minister Arayik Harutyunyan, as well as high-ranking officials from Artsakh and Armenia, Diaspora representatives and foreign guests.

Karabakh: Quarter Century of Independence

karabakh indpOn September 2, 2016, Armenians will mark the 25th anniversary of the proclamation of the Nagorno-Karabakh Republic (NKR/Artsakh).

On that day in 1991, its Parliament adopted the Declaration of Independence. And on December 10 of the same year, the people of Artsakh confirmed, through a referendum, the proclamation of NKR independence.

But a quarter century after gaining independence, and despite numerous achievements, Nagorno-Karabakh still faces major challenges.

General Norat Ter-Krikoryantz says the OSCE has forced Armenia to sign the agreement to stop fighting in April in Nagorno-Karabakh

You should not sign a cease-fire, the victors of the war have never signed such an agreement. We had to sign a capitulation of Azerbaijan document and the independence of Nagorno-Karabakh with its borders,

“said Norat Ter-Krikoryantz. For the agreement to stop fighting for the “four-day war” in April to Nagorno-Karabakh, Norat Ter-Krikoryantz says this is the OSCE forced the Armenian forces to sign this agreement. According Norat Ter-Kerikoryantz, instead of signing the agreement, it was necessary to compel Azerbaijan to meet its obligations signed in 1994.

While a signature for Baku means no commitment. The April agreement and violations of the cease-fire that followed and are almost daily prove that Azerbaijan does not respect the signed documents. Under these conditions only force can silence Baku.

Iran’s involvement inevitable in new Nagorno-Karabakh peace process format

iran-karabakhIran’s interest in a settlement of the Nagorno-Karabakh conflict is as great as Russia’s interest, political scientist Stanislav Tarasov told Tert.am.

The recent Azerbaijani-Russian-Iranian presidential meeting is within the format of the Nagorno-Karabakh peace process.

“Iran has historically been interested in this region. You know that persons controlled certain territories in the 19th century, and Iran is still concerned with the loss of the territories in question. Later Turkey started playing a role here. This is the reason for Iran’s significant role. And is only role is now to prevent consolidation of turkey-Azerbaijan collaboration.

“If talks about the OSCE Minsk Group being inefficient are relevant, a new settlement format could be created, with Iran’s involvement inevitable,” Mr Tarasov said.

Iranian Studies specialist: Tehran made it clear to Baku that it will not tolerate military solution to Karabakh conflic

tehran-bakuYEREVAN. – Iran has made it clear to Azerbaijan that it will not tolerate a military solution to the Nagorno-Karabakh conflict, Iranian Studies specialist Karen Mkrtchyan noted at a press conference on Saturday.

When asked how the normalization of Iranian-Azerbaijani relations can impact the resolution of this conflict, the Armenian specialist responded: “If the Iranian side is against any military action, it means it is in favor of maintaining the status quo.

“With such viewpoint, this is certainly beneficial to the Armenian side [in the conflict]. Furthermore, the Iranian side has always said that it is for resolving the problem solely through peace talks.”

Mkrtchyan recalled that during the Russian, Iranian and Azerbaijani presidents’ meeting in Azerbaijan’s capital city of Baku, President Hassan Rouhani had stated that resolving the Karabakh conflict through negotiations is very important to Iran.

“In doing so, Tehran made it very clear to Baku that it will not tolerate a military solution to the Karabakh conflict,” concluded the Iranian Studies specialist.

Nagorno-Karabakh constitutional reforms reaffirm state sovereignty concept – politician

gov-systemThe concept behind Nagorno-Karabakh’s new constitution represents a resolute effort towards restating the sovereign state’s specific character and essence, says Hrayr Tovmasyan, a former justice minister who collaborated with the commission tasked with elaborating Armenia’s constitutional reforms.

Speaking to Tert.am, Tovmasyan, now the chief of the Armenian National Assembly’s staff, described the current developments in the country as a serious step towards reinforcing democracy.

“This is a self-reliant and confident step towards demonstrating Nagorno-Karabakh’s unique character as an independent state. It isn’t modeled after Armenia in terms of its legislation and state system. [Nagorno-Karabakh] is trying to build its own state system considering its peculairaties. In terms of democracy and counterbalances of solutions, that’s a process running counter to the developments in the region. While Azerbaijan is preparing for constitutional reforms in an effort to eternalize the Aliyev dynasty, the processes in Karabakh are much more democratic in essence,” he noted.

Frank Engel: Azerbaijan Must Accept its Loss; Recognition of Nagorno-Karabakh Republic is the Only Solution

frank-engel“The recognition of the Nagorno-Karabakh Republic is the only reasonable solution to the Karabakh conflict; if there were any other solution it would have already been found within 25 years of negotiations… As for the territories, there is one very simple logic here: if you lose a war, then mostly territories are gone as well. As far as I recall, it was Azerbaijan that insisted on the war in early 1990s and not anybody else, and they lost it”, – said Frank Engel, Member of the European Parliament (Luxembourg) in an interview with Nvard Chalikyan of Panorama.am, commenting on the current realities of the Nagorno-Karabakh conflict.

Mr. Engel believes that one of the main reasons for the lack of the solution of the conflict is not the Minsk Group (one of the tasks of which is to formulate avenues for solution) but the current stance of Azerbaijan and the fact that the compromise solution seems to be far from reality.

“The problem with the avenues of solution is that any scenario other than ‘everything goes to Azerbaijan’ is not going to be accepted by Azerbaijan. And Nagorno-Karabakh will never accept being ruled by Azerbaijan again – this is not only applicable to Karabakh, but it applies to the present-day NKR (11,4 sq km) which is something else than it was in 1990s…”, – said the MEP.

Mr. Engel doesn’t find it at all probable that the NKR could go back to the borders of the Autonomous Oblast of Nagorno-Karabakh (NKAO) as it was in the Soviet Union.

“I understand perfectly that the people of Karabakh, given the circumstances, would not be in the position to accept being encircled by Azerbaijan again… this is a security issue for them. Under those circumstances there is really not very much else that we need to talk about. There are facts in life that one simply has to accept, and Karabakh is one of those facts”, – said the MEP, emphasizing that Azerbaijan has to accept that it has lost the war.

Commenting on the response of the EU and other third parties to the 4-day war in April, which often drew a false equation sign between the aggressor Azerbaijan and the Armenian side instead of directly condemning Azerbaijan’s attack, Mr. Engel said that this most probably will remain the formal rhetoric for quite some time. According to him this is because there are other similar conflicts such as Ukraine, South Ossetia and Abkhasia and they should try to keep a consistent approach to all these conflicts.

To the question as to whether there will be a stronger international reaction in case the Azeris (who want to completely wipe the Armenians from the region, unlike Georgians in the case of the Abkhaz or Ossetians) tomorrow attack Karabakh and Stepanakert, Mr. Engel answered,

“I’m afraid until that happens nothing is going to change, regrettably… I believe if we saw that April events were repeated any time soon then people would start moving, but it’s extremely sad and it’s extremely cynical in fact to have to wait for another large-scale attack for people to get together and say that something is wrong there.”

For preventing future Azeri aggression the MEP particularly emphasized the importance of the OSCE ceasefire monitoring mechanisms, noting that Azerbaijan has repeatedly been rejecting these mechanisms because they knew they would be caught if these were in place. “I am relatively convinced that if we use all the technological means at our disposal we will quickly find out who aggresses here and who doesn’t”, – he added, saying that the EU should strongly push for the implementation of the observation mechanism and to make it clear that who doesn’t accept this will be suffering consequences.

“Everyone knows that there is only one party (Azerbaijan) that has an objective interest in violating the ceasefire, but this can only be sunk into the consciousness of European political decision-makers if there is objective verification and if it becomes clear that the shots come from one side only”, – he said.

The MEP also noted that in the EU there is a problem of awareness of what Azerbaijan is and how Azerbaijan functions – this knowledge is not sufficiently developed in European political institutions including among those who indulge in foreign policy, although EU does hold debates on Azerbaijan’s deplorable human rights situation which makes Azerbaijan highly nervous.

“Azerbaijan is basically a kleptocratic dictatorship, which has willingly and knowingly withheld redistribution and development from its people just to keep them alert to getting Karabakh back. That is something which in the same density and intensity is not to be found elsewhere. This means that we would really have to kneel on Azerbaijan in principle in order to tell them that at some point the fun is over and if ever a war of aggression took place on a larger scale than what we have seen, there would be massive retributions directed at the aggressor”, – said Frank Engel.

Mr. Engel also believes that the current regime in Azerbaijan needs to sustain the Karabakh conflict in order to stay in power.

“If the Karabakh issue disappeared from Azeri politics the current regime would break down. Then there would be nothing left for the Aliyev family to hold on to, and people would start demanding fair distribution of oil revenues, asking why there is no decent housing, no freedom of opinion and no nothing. So they desperately need the Karabakh conflict to continue in order to sustain themselves in power. And this concludes the circle – this is why they will never accept compromise”, – he said.

Mr. Engel believes that the Karabakh conflict is a part of a bigger picture which includes also Turkey and that this issue should be brought on the EU-Turkey agenda.

“If I hear Erdogan saying ‘we will stand by Azerbaijan until the end’, that tells me two things – first of all, nothing is done in Baku which Ankara isn’t aware of and secondly, ‘until the end’ means something other than signing a peace treaty. We would be well advised to put this on our Turkish agenda as well”, – he said adding that in this context it is also important that Turkey comes to terms with its past and recognizes the Armenian Genocide as well as refrains from being equated with Azerbaijan.

“Turkey must recognize at the end of the day that it is ridiculing itself if it descends to the same league and to the same level as Azerbaijan. This cannot be the model that Turkey would want to embrace”, – said Frank Engel.

Armenian diplomat rules out mutual concessions over Karabakh

no-mutual-concessionRussian President Vladimir Putin’s recent call on Armenia and Azerbaijan was a populist statement, an Armenian diplomat told reporters today, ruling out mutual concessions over Nagorno-Karabakh.
“Azerbaijan’s position is that it cannot head to negotiations with such slogans,” Armen Navasardyan said, reaffirming Armenia’s resolute stance on the issue.
“We will never make any decision on handing over territories, as it would mark [Nagorno-Karabakh capital] Stepanakert’s collapse.”
Asked to comment on the so-called Lavrov plan, the diplomat said he can only guess that the proposal made by the Russian foreign minister repeats the document adopted in Kazan back in 2011.
As a way towards coming out as a winner, he stressed the importance of solidarity and enrichment of internal resources.
