Germany MP: Karabakh conflict is within Minsk Group’s mandate, not PACE’s

german MPThe Nagorno-Karabakh conflict is within the mandate of the Organization for Security and Co-operation in Europe (OSCE) Minsk Group, and it is not within the competence of the Parliamentary Assembly of the Council of Europe (PACE).

German MP Axel Fischer stated the aforementioned at Tuesday’s PACE Winter Session debates on PACE MP Robert Walter’s (UK) anti-Armenian report entitled “Escalation of Violence in Nagorno-Karabakh and Other Occupied Territories of Azerbaijan,” and PACE MP Milica Marković’s (Bosnia and Herzegovina) likewise anti-Armenian report about Sarsang Reservoir in Nagorno-Karabakh, and entitled “Inhabitants of frontier regions of Azerbaijan are deliberately deprived of water.”

In his words, there are conflicting views on these two reports.

Fischer noted that they need to be careful in their statements, manifest a righteous demeanor, and make an objective assessment on the situation in Armenia and Azerbaijan.

U.S. State Department rules out military solution of Karabakh conflict – a statement by Eric Rubin

Karabakh-conflictThere has never been nor can ever be a military solution to the Nagorno Karabakh conflict, US Deputy Assistant Secretary in the Bureau of European and Eurasian Affairs Eric Rubin was reported by the Voice of America as saying in his speech at the Brookings Institution in Washington.

“We consider this issue from the perspective of achieving a just, peaceful, long-term, mutually beneficial solution. It is from these positions that all should consider this issue because there is no better solution to the problem, and all other alternatives are so desperate that they should not even be considered, ” said Eric Rubin.

In his words, it is time for the sides to reaffirm their commitment to achieving progress in the peace talks. “It is not simple; to reach a settlement the parties will make a difficult choice on a number of issues, which is why the decision has not been reached yet, “Eric Rubin said.

The U.S. official said that the United States, along with two other co-chairs of the OSCE Minsk Group from Russia and France, will continue to cooperate fully for the peaceful resolution of the Nagorno-Karabakh. Especially important are the efforts of co-chair countries to prevent escalation of the conflict.

“We clearly state that it is imperative that both countries have made everything possible in order not to aggravate the situation; in this tense and dangerous time it is critical to avoid incidents,” E. Rubin said.

Hollande: France will do everything possible to settle Karabakh conflict

France will do everything possible to settle the Karabakh conflict, French President François Hollande stated in Azerbaijan’s capital city Baku, Haqqin.az news agency 208660reported citing the official website of the Azerbaijan president.

“I have arrived in Azerbaijan within the framework of a regional visit. I also plan to visit Georgia and Armenia,” Hollande said.

The French president added that the present-day situation in Nagorno-Karabakh is still very tense.

“That’s why France, as a [OSCE] Minsk Group co-chairing country, will do everything possible to find a peaceful solution, which will enable Armenia and Azerbaijan to pacifically settle the conflict. I believe this is in the vested interest of the two countries,” he noted.

France President François Hollande on Monday will arrive in Armenia on a state visit.

Tufts University hosts roundtable discussion on Karabakh conflict

PanARMENIAN.Net – 2014, a roundtable discussion on the Nagorno Karabakh conflict took place at Tufts University’s Fletcher School of Law and Diplomacy on April 28.

178624Prof. Michael Glennon, Prof. Alan Henrikson, Prof. Ruben Shugaryan, as well as regional experts and students from the Fletcher School and other universities attended the event called “In Pursuit of Peace”, which was organized by students of the university’s Tavitian Scholars Program Class of 2014, and dedicated to the 20th anniversary of signing ceasefire between Artsakh, Azerbaijan and Armenia, reported the press service of the NKR Office in the U.S.

With moderation by the school’s Senior Associate Dean Deborah Nutter, the meeting participants exchanged opinion on political, legal and humanitarian aspects of the Artsakh-Azerbaijan conflict, as well as various geopolitical regional developments.

In his comments, NKR Representative Robert Avetisyan stressed the importance of a comprehensive and constructive negotiation process, restoration of NKR’s full participation, and implementation of confidence-building measures between the conflicting sides.

He also offered ideas on reinforcement of the ceasefire regime, and intensification of effective negotiations towards peaceful resolution of the conflict with Azerbaijan.

The Q&A session followed remarks by the panelists.
