ARMENIAN ASSEMBLY INTENSIFIES ADVOCACY ON HILL PROMPTED BY SECURITY CONCERNS IN ARMENIA AND ARTSAKH

WASHINGTON, D.C. – The Armenian Assembly of America (Assembly) has intensified its advocacy on Capitol Hill, prompted by security concerns as a result of Azerbaijan’s increased aggression along the borders of Armenia and Artsakh, which has included the targeting of and substantial damage to a kindergarten in Armenia’s Tavush region.

From the Assembly’s testimony in the House and Senate and its outreach to Members of Congress, the Assembly remains dedicated to underscoring the need to hold Azerbaijan accountable for its actions. The Assembly also continues to emphasize the importance of humanitarian and development aid for the people of Artsakh.

House Foreign Affairs Committee Chairman Congressman Ed Royce (R-CA) reiterated his support for assistance to Artsakh as well as a robust cease-fire monitoring system, which Armenia and Artsakh have agreed to implement. When he met with Assembly Terjenian-Thomas interns this summer, Royce highlighted the letter he spearheaded with Ranking Member Eliot Engel (D-NY) which proposes three concrete steps that would save lives in Artsakh and help to avert war.

In addition, the Assembly has called for Members to withdraw their Membership from the Congressional Azerbaijan Caucus, and given the ongoing violations by Azerbaijan, renews its call.

Working in tandem with the Assembly Co-Chairs and helping to lead the charge, long-time Board Member Annie Totah organized several Assembly delegations and held numerous meetings with elected officials to reinforce the Assembly’s message. Mrs. Totah met with, among others, Senator Tim Kaine (D-VA), Senator Chris Van Hollen (D-MD), House Minority Whip Rep. Steny Hoyer (D-MD), Rep. John Sarbanes (D-MD), and freshman Rep. Anthony Brown (D-MD).

An Assembly delegation with Mrs. Totah met with Sen. Van Hollen, who serves on the Senate Appropriations Subcommittee on State, Foreign Operations, and Related Programs. They relayed the importance of U.S. assistance to Armenia and Artsakh, and shared the testimony submitted by Assembly Executive Director Bryan Ardouny to the Subcommittee for Fiscal Year 2018 highlighting key priorities, including deep concerns regarding Azerbaijan’s deadly ceasefire violations and its targeting of civilians occurring more frequently with recent reports of continuous attacks at the line of contact.

Mrs. Totah continued her outreach with Congressman Steny Hoyer, a long-time friend and ardent supporter of Armenian issues. He has been a steadfast supporter of congressional efforts to combat genocide denial by reaffirming the proud chapter in U.S. history in helping to save survivors of the Armenian Genocide. She thanked him for all the work he has done helping Artsakh and Armenia.

More recently, Rep. Hoyer was vocal in condemning Turkey for the violence against peaceful protesters outside the Turkish Ambassador’s residence and voted in support of H.R. 354. He stated: “Our resolution makes it clear, the United States will not tolerate violence against peaceful protesters on our shores and those responsible must face justice.”

Mrs. Totah also met with Rep. Brown and described the role and work of the Congressional Caucus on Armenian Issues. She and the Assembly staff urged him to join the growing Armenian Caucus, which is currently comprised of 109 Members of Congress. During her conversation with Tom Perez, who was elected this year to serve as the Chair of the Democratic National Committee, Mrs. Totah discussed the importance of U.S.-Armenia relations and the strong and vibrant Armenian communities across the country that care deeply about their homeland.

“The Armenian Assembly will continue to advance key priorities as we seek to further strengthen U.S.-Armenia and U.S.-Artsakh relations and hold Azerbaijan accountable for its egregious human rights violations,” Ardouny stated. “We also deeply appreciate Annie’s tireless advocacy on behalf of the Armenian people. Her enthusiasm and dedication are truly remarkable.  We look forward to her significant and continued efforts,” he added.

Established in 1972, the Armenian Assembly of America is the largest Washington-based nationwide organization promoting public understanding and awareness of Armenian issues. The Assembly is a non-partisan, 501(c)(3) tax-exempt membership organization.

Artsakh marks 26 years since independence

(Artsakh) is marking the 26th anniversary of its independence on Saturday, September 2, with Armenian president Serzh Sargsyan participating in celebratory events in Karabakh.

Artsakh president Bako Sahakyan in a message on Saturday congratulated the people of Karabakh, reminding of their historical decision to determine their own destiny and build a free, independent, democratic, legal and social state.

“During those years together with our sisters and brothers from Armenia and the Diaspora we have managed to realize numerous strategic programs, which day by day bring us closer to attaining our cherished national goals, further strengthen and develop our country,” Sahakyan said.

“I am confident the civilized and progressive world will sooner or later recognize this equitable and lawful resolution of the Artsakh people, will not hesitate to admit the prevailing realities that demonstrate our adherence to universal human values and commitment to international norms and principles.”

Also, Sargsyan delivered remarks on Artsakh’s Independence Day, stating that the country has evolved successfully to become a solid, free and democratic state.

Artsakh defense minister says ready to expand the security zone in case of a new Azerbaijani attack

Artsakh Defense MinisterThe Artsakh (Nagorno Karabakh) Defense Army will launch counter-offensive actions and expand the existing security zone should Azerbaijan initiate a new attack, Artsakh Defense Minister Levon Mnatsakanyan told in an exclusive interview to Armenian Public Channel’s “Off the Agenda” program aired on Saturday evening.

“In case of a new attack we will inflict crushing blow on the adversary forces and certainly undertake counter-offensive actions. We will expand the width and the depth of the existing security zone during those counter-offensive actions. The few positions that came under Azerbaijani control in April 2016, will definitely be retaken,” Mnatsakanyan said.

Speaking of Azerbaijan’s policy to use its civilian population as a human shield and the incident  of July 4, Levon Martirosyan said the Armenian side regrets over the casualties among civilians, yet the Azerbaijani side bears the full responsibility.

“I would recommend to refuse using civilians as a human shield and remove firing points from civilian settlements, since our frontline units will retaliate in case of any shelling irrespective of the location of those firing points”

Speaking of the sabotage infiltration attempts by Azerbaijani forces and Armenian actions to thwart them, the minister said: “We can definitely state no sabotage infiltration attempts are registered today. That is due to the Armenian side disrupting them. We are controlling the situation across the entire Line of Contact including at nighttime. The last attempt was made overnight to February 24-25 of this year, and we all know the outcome. They suffered 6 losses with five of them leaving on the field and the one severely wounded who died afterward in the hospital. After that incident attempts of subversive attacks were permanently excluded.”

Speaking of the reports emerged in the aftermath of the April Four-Day war about the elimination of the so-called “052 Yashma” Azerbaijani elite special force unit, the Artsakh minister said: “The document certifying about the identity of 71st or 72nd group members of 052 brigade of “Yashma” was found at their bodies that were exchanged. It is believed that the 1000th serviceman was on the battlefield and was killed during those clashes.  That is being said the whole staff of the brigade was involved in military actions in the northern direction despite Azerbaijani claims they didn’t attacked. According to our data, they have around 400 losses in manpower in only that brigade. Today, they are engaged with assessment works, studying the military units, regiments, choosing special unit forces among conscripts aiming to restore their forces. I am pessimistic they will manage to recover from those losses in two years. They can augment yet their ability to solve serious matters remains open,” the minister noted.

Mnatsakanyan next reflected on the lethal cases on the frontline as a result of sniper fire calling on the necessity to strictly follow the security guidelines on the frontline as most cases are registered due to violation of those rules. In the minister’s words, works are underway aimed at reducing the sniper incidents.

The balance of power between Armenia and Azerbaijan never tilted and will never change amid Azerbaijani purchase of new weapons, Artsakh (Nagorno Karabakh) Defense Minister Levon Mnatsakanyan stated during the interview to Armenian Public Channel’s “Off the Agenda” program aired on Saturday evening.

“The balance never tilted and will not be shifted. It was shifted in 1992 with the Azerbaijani side having the full advantage in terms of the available armament. They failed to fulfill their task then and ended up with what was achieved in May 1994. That was the only period when the balance was tilted, while it will be maintained forever,” Mnatsakanyan stressed.

In the minister’s words, the Azerbaijani army faces serious problems in terms of efficient use of the obtained weapons as evidenced by the experience.

“We saw that in April once again. During the military actions of the Four-Day war in 2016 the adversary applied modern armament, Smerch multiple rocket launchers, TOS-1 artillery systems, T-300 Kasirga multiple rocket systems of Israeli and Turkish productions, combat drones with precision strike capability among them. With all that they claimed only limited success in certain directions. This comes to demonstrate that despite the weapon acquisition, they have problems in terms of exploiting them,” the minister said also questioning the Azerbaijanis ability to fully utilize them during border actions.

Asked whether the adversary is preferring offensive or defensive operations judging from the available intelligence data, Mnatsakanyan noted Azerbaijan voices its tactic of offensive predominantly in its public statements, while in reality carries out serious defensive works.

“Our surveillance systems provide information at a distance of 10-15 km deep into Azerbaijani territory with the adversary engaged in heavy engineering works. It shows that despite their statements, Azerbaijanis are forced to defend should the time come. The Defense Army will attack upon necessity and carry out tasks in those territories,” Mnatsakanyan added.

On 10 May, President of the Republic of Armenia Serzh Sargsyan together with Artsakh Republic President Bako Sahakyan paid a visit to the Kashen mining complex n Karabakh’s Martakert region.  The representatives of the “Base Metals” CJSC, which is operating the mine, briefed on the mining capabilities, the issues related to its operation, as well as their achievements and development projects to the heads of the two Armenian republics. These immortal Armenian heroes of the “4 Day War” there is one at the front of the Artsakh

A year ago, on the night of 1 April 2016, Azerbaijan was carrying out a massive attack across the front line of the Artsakh (Nagorno-Karabakh) wishing to take the Armenian Army by surprise. More than a thousand “Grad” rocket missiles, missiles, long-range guns and tank shells were fired in the direction of the border positions held by the Armenian soldiers. After a few minutes of uncertainty, our soldiers reacted and carried the attack in their turn.

Destroying two helicopters of attack and more than twenty Azeri tanks, several missile batteries … causing very heavy losses within the Azerbaijani army – valued between 400 and 1,800 soldiers – and taking the positions one per a. At the request of the Ministry of Defense of Azerbaijan, Moscow signed an agreement to stop the fighting which lasted 4 days. A “mini-war” won once again by the Armenian forces. The only shadow of this victory which proved the heroic reaction of the Armenian Army: the loss of a hundred Armenian soldiers including many dead heroes by attacking and destroying enemy tanks and helicopters. Today, a year after this tragedy, the Army, the Artsakh and the 11 million Armenians on the planet remember these Armenian heroes, the “Immortals” who gave their young life to the Armenian homeland, Armenian land since the dawn of time.

Let us remember these heroes! That they may be immortal.

Artsakh launches restoration works of Askeran Fortress

The Artsakh Republic (Nagorno-Karabakh Republic/NKR) has launched the restoration works of the part of Askeran Fortress adjacent to Stepanakert-Askeran road. The program is implemented due to the financing of the Artsakh Government with 51 million AMD having been allocated to the program from the state budget.

As the Protection Service SNCO told Panorama.am, the reconstruction works are intended to be completed at the end of the current year. Askeran Fortress dating back to the 18th century, that is located on the tourism route leading to Tigranakert Reserve has never had difficulties in attracting tourists, however the reconstruction works will increase the attractiveness of the fortress making it appear anew for the tourists.

Until the early twentieth century, Askeran Fortress was one of the most important structures for the defense of the country. During the Artsakh Liberation War, one section of the tower facing the South sustained damage and later collapsed. The upper part of the fortress still bears the signs of the 1990 war.

As Head of Tourism Department of the NKR Ministry of Economy Arman Grigoryan noted, the part of Askeran Fortress adjacent to the road has been fenced with the restoration works of the fortress wall near the fence under way.

The authors of the program hope that the restoration works of the south-eastern wall and the two towers of the fortress will be completed within this year’s program and Askeran Fortress will become more attractive.

30 bloggers announce a trip to Artsakh

“Artsakhakertum” non-governmental organization along with Artsakh Journalists Union organizes an international forum of bloggers in Stepanakert, Republic of Artsakh (Nagorno Karabakh Republic) on March 19-20 with around 30 bloggers from 11 states expected to attend the event.

As the organizers of the forum inform, the main topic of the discussion will be the coverage of conflicts on social media and the mechanism to guarantee the freedom of journalists and bloggers.

Famous Russian blogger Anton Nosik is among the participants of the forum as he has announced about it on his personal blog accompanied by a quote from Russian poet and essayist Osip Mandelstam. The latter was known for his affection and close bonds to ancient Armenian land of Artsakh and Armenians.

Nosik has commented on the possibility of being placed on the so-called Azerbaijani “black list” for what it claims to be an ‘illegal visit’, saying he does not care much about that.

“Azerbaijani existence as a sovereign state is a historic mistake and an embarrassment,” the blogger wrote.

The organization of the forum comes a month after the extradition of Russian-Israeli blogger Alexander Lapshin from Belarus to Azerbaijan. Lapshin was wanted by Azerbaijan after visiting the Nagorno Karabakh Republic (NKR) and criticizing the Azerbaijani leadership.

Azerbaijani prosecutors launched a criminal case into “repeated public anti-state calls” and “illegal crossing of Azerbaijan’s state border,” punishable with a prison term of five to eight years.

The extradition and persecution against Lapshin was widely slammed as a gross violation of human rights and fundamental freedoms of speech and movement.

Tigran Abrahamyan: Solar power stations to be built in Artsakh

The leadership of Artsakh Republic (Nagorno Karabakh Republic) have launched an initiative to attract investments and resources for building solar power station in the country, Tigran Abrahamyan, aide to Artsakh President wrote on his Facebook page.

“Over the recent period the issue of building solar power station in Artsakh has been actively discussed with serious potential to develop the sphere,” wrote Abrahamyan.

“Given the great interest displayed by the investors, Artsakh PM gave an instruction at a cabinet session to launch the process of studying the sector,” the post read.

Apart from that, Abrahamyan wrote, solar batteries will be installed in the newly constructed buildings in Artsakh, which appears to be an important undertaking – practical step taken toward the realization of the project.

Artsakh Defense Army: Azerbaijan shelled Talish

STEPANAKERT. – Since Friday morning the Azerbaijani armed forces have been violating the ceasefire regime in the northern direction using mortars of different calibers, including 120 mm and D-44 divisional gun.

The violations were especially intense from 10:00 am till 11:30 am. Overall, 50 shells were fired, 36 of which from D-44 divisional gun and 14 from artillery-type weapons. It should be noted that during this time the adversary targeted not only military bases but also Talish village, towards which it fired 4 shells from 120 mm mortar and D-44 divisional gun.

According to the press-service of the Artsakh Defense Ministry, the Armenian side has suffered no losses as a result of the shelling.

The vanguard units of the Nagorno-Karabakh Republic (NKR) Defense Army carried out retaliatory actions to suppress the offensive actions of the Azerbaijani armed forces and to prevent the further provocation of the latter.

Currently, the situation at the frontline is relatively calm.
