Friends, supporters, and leaders of the Armenian National Committee of America (ANCA) joined together recently in Los Angeles to honor U.S. Senate champion on Armenian American concerns Robert Menendez (D-NJ), as he vies for his fourth term this November. Senator Menendez is the Ranking Democrat on the influential U.S. Senate Foreign Relations Committee. The Senator has had strong ties to the ANCA of New Jersey for decades and consistently receives an A+ rating from the ANCA Congressional Report Card.

“Senator Menendez is a strong and steady friend who believes America’s moral compass should be guided by human rights,” remarked ANCA Chairman Raffi Hamparian. “The ANCA looks forward to working with Senator Menendez for many years to come – especially as he helps chart America’s foreign policy as a senior member of the Senate Foreign Relations Committee,” Hamparian added.

The evening, generously hosted by Peklar and Vera Pilavjian, was co-chaired by Murad and Armine Minasian and Adour and Arsho Aghjayan. Joining Pilavjian and Minasian in offering remarks were ANCA New Jersey advocate Ani Tchaghlasian and ANCA Government Affairs Director Raffi Karakashian.

“Vera and I were pleased to host Senator Menendez in our home. It was particularly exciting to see the broad diversity of individuals who joined together for this event,” said Pilavjian. “It showed the solidarity of the Armenian American community, not only with the Senator, but a renewed commitment to the Armenian issues that are worthy of pursuing in Washington.”

“Armenian Americans in my home state of New Jersey and across the U.S. stand with Senator Menendez – just as he has stood with us – time and again – rallying for justice for the Armenian Genocide, self-determination for Artsakh and stronger U.S.-Armenia ties,” said Ani Tchaghlasian, who has been a longtime ANCA advocate in the Garden State. “Whether it is introducing legislation, speaking out at committee hearings or supporting local initiatives, Senator Menendez has stood by principle. We look forward to his continued service in the U.S. Senate – and to working together to advancing Armenian American priorities and values.”

Speakers recounted Senator Menendez’s stellar record of support on key community concerns, beginning with his election as mayor in Union City in 1986, his time in the New Jersey State legislature from 1988 to 1992, and his 1992 election to the U.S. House of Representatives. As a member of the House International Relations Committee, then-Congressman Menendez voted in favor of the Armenian Genocide Resolution in 2000 and 2005, setting the stage for future House consideration of the measure.

Robert Menendez’s service in the House is perhaps best remembered for his leadership in maintaining the Section 907 restriction on U.S. assistance to Azerbaijan. During an hour-long floor debate in 1997, House Appropriations Committee Chairman Bob Livingston, as part of his pro-Baku drive to lift these restrictions on Azerbaijan, vilified the Armenian American community, questioning its right to participate in the American political process. In response, Congressman Menendez spoke eloquently in favor of maintaining Section 907, stood strong with the people of Artsakh in their quest for freedom, and called efforts to silence the Armenian American community’s voice in the halls of Congress “outrageous.” Chairman Livingston later resigned in disgrace and accepted millions of dollars in lobbying fees from the governments of Turkey and Azerbaijan as their chief mouthpiece in Washington, DC.

Elected to the U.S. Senate in 2006, Senator Menendez often took the lead in questioning U.S. ambassadorial nominees to Turkey and Azerbaijan regarding their positions on the Armenian Genocide and efforts to mediate a lasting peace for the Republic of Artsakh (Nagorno Karabakh). And, when nominees crossed-the-line into Armenian Genocide denial or showed undue bias toward Azerbaijan, Senator Menendez resisted White House and Senate leadership pressure, placing a “hold” on the candidates, ultimately blocking nominee Dick Hoagland from becoming U.S. Ambassador to Armenia, and stopping a full-term appointment for Matt Bryza as U.S. Ambassador to Azerbaijan.

Alert: ANCA SFV West Chapter to Host Conference on 30th Anniversary of Artsakh Liberation Movement

The ANCA-San Fernando Valley West Chapter has organized a one day conference in honor of the 30th anniversary of the Artsakh Liberation Struggle to recap the history and demand of its people to self-determination, as well as to review international resolutions and agreements pertaining to its legal status.

The one-day conference will feature presentations by historian Garo Moumdjian, Ph.D, Editor and Columnist Harut Sassounian, ANCA National Board Member Steven Dadaian, Esq., A.R.F. Western US Central Committee Member Levon Kirakosian, Esq., and A.R.F. Western US Central Committee Member Vache Thomassian, Esq.

The conference will be held on Saturday March 17, 2018 from 10:00 am through 4:00 pm at the Holy Martyrs Ferrahian Armenian High School, located at
5300 White Oak Avenue in Encino, California.

Admission is free and refreshments will be served. The community and especially educators and students are encouraged to attend this informative and important conference.

ANCA & US Armenians should sue The Daily Caller and Forbes Magazine – Sassounian

In recent years, scores of ‘hired pens’ have written derogatory commentaries about Armenia and Armenian-Americans. Many of these anti-Armenians commentators are paid by the governments of Azerbaijan or Turkey.

It is sad that some countries resort to such cheap tricks to repair their damaged reputation and disparage others. These countries have serious domestic problems widely known throughout the world without anyone getting paid to publicize them. The governments of Azerbaijan and Turkey have paid millions of dollars to public relations and lobbying firms in the United States and Europe trying to whitewash their tarnished images. Political leaders in Washington, London, Paris, Berlin and Moscow are not fooled by these tricks. They know well the extent of miserable conditions and human rights violations in these two Turkic countries.

Today, I feel obligated to respond to a particularly deceitful article that appeared on Feb. 5, 2018 in the Daily Caller which is “a conservative American news and opinion website based in Washington, D.C. It was founded by political pundit Tucker Carlson and Neil Patel, former adviser to former Vice President Dick Cheney,” according to Wikipedia. Carlson left the website to focus on his Fox News television program “Tucker Carlson Tonight.”

The Daily Caller’s article, written by Raoul Contreras, is titled: “Armenian Influence Presents a Case Study on the Foreign Agents Registration Act.” The writer quotes from earlier article published by Forbes Magazine on Nov. 27, 2017 which falsely claims that “the Armenian National Committee of America (ANCA) is purported to be a ‘non government organization’, but is widely believed to have deep ties to Russian influence. The Committee betrays Armenia’s post-Soviet nation’s longstanding tradition as a proxy to its former motherland.” This sentence is a complete lie as ANCA does not represent the policies of Russia or any other country. It solely represents the views of a large segment of the Armenian-American community. The writer of the Forbes article is Mfonobong Nsehe, an Africa specialist, who knows very little about Armenia or ANCA.

Based on the falsehood published by Forbes, The Daily Caller claims that “ANCA represents views of the government of Armenia and, by proxy, the Russian government. Without registration, that may violate FARA [Foreign Agents Registration Act] and lobbying laws.”

Contreras highlights the fact that Armenia has signed a military treaty with Russia, but, fails to understand that Armenia has no choice but to enter into such a defensive pact. Should Armenia recklessly risk its existence when someday Azerbaijan and Turkey put into practice their hostile and threatening warnings? Contreras ignores the fact that Armenia also enjoys close economic, political and military relations with Western Europe and the United States.

The Daily Caller’s Contreras concocts another lie in referring to contributions made by Armenian-Americans to U.S. political candidates. He falsely calls them “questionable campaign contributions.” A small amount of political donations are given by ANC PAC (Political Action Committee) which is a separate entity from ANCA and perfectly legal. Furthermore, Contreras does not seem to know that ANCA is a 501(c)(4) IRS (Internal Revenue Service) entity that has the right to make political endorsements. Contreras wrongly calls the ANCA’s endorsements “potentially illegal.” They are not illegal under American law!

Contreras then brings up a long-settled issue — the 2009 complaint by CREW (Citizens for Responsibility and Ethics) in Washington with the Justice Department, the IRS and the Congress, alleging that ANCA violated FARA by not registering as a “foreign agent.” This complaint was thoroughly reviewed and dismissed nine years ago! Contreras does not have the honesty to report that CREW’s complaint had been dismissed by the IRS!

Contreras goes on to recount ANCA’s success in blocking the Senate confirmation of Matthew Bryza as Ambassador to Azerbaijan. This is a great accomplishment and ANCA is rightly proud of it.

Finally, Contreras quotes from a Washington Post editorial of 2010 which claims that ANCA’s “lobbying has made reconciliation between Armenia and Turkey, and between Armenia and Azerbaijan, more difficult — thus helping perpetuate Armenia’s impoverishment and overdependence on Russia.” It is laughable when non-Armenians like Contreras, U.S. publications, and hostile nations like Azerbaijan and Turkey, tell Armenians what is in their best interest. Armenians know much better than anyone else what is in their interest. They don’t need a lecture from anyone!

Rather than suggesting that ANCA should register as a foreign agent, Contreras himself should do so for propagating the interests of Azerbaijan and Turkey in the United States!

ANCA and Armenian-Americans should consider suing Contreras, The Daily Caller and Forbes for anti-Armenian defamation. The Daily Caller noted at the end of its article that “the views and opinions expressed in this commentary are those of the author and do not reflect the official position of The Daily Caller.” Forbes published a similar note at the end of its article. Publishing lies is defamatory and nothing to do with the writer’s opinion. These two publications must be held responsible for disseminating falsehoods.

ANCA Outlines 2018 Advocacy Priorities Video

WASHINGTON—The Armenian National Committee of America (ANCA) shared its 2018 Armenian American policy priorities in an in-depth video presentation featuring “asks” of the U.S. government regarding a secure Artsakh Republic, a just resolution of the Armenian Genocide, and stronger U.S.-Armenia economic, political and military ties.

In a 50-minute presentation broadcast live on the ANCA’s Facebook page and now available on a broad array of social media platforms, ANCA Executive Director Aram Hamparian opened with a call-to-action urging friends of Armenia to send letters to their U.S. legislators by visiting anca.org/2018, and then walked viewers through each aspect of the Armenian American advocacy agenda.

“Coming off a political transition year, and heading into a hotly contested election season, we are well positioned to make progress in each of our priority policy areas,” said Hamparian. “Our team in Washington, our regional offices, local chapters, grassroots advocates, and coalition partners look forward to engaging with elected officials—at every level of government—to advance our shared concerns and realize our common aspirations for Artsakh and Armenia. A great way to start is by asking friends, relatives, and colleagues to visit www.anca.org/1918 and take action today.”

Included in the 2018 ANCA policy “asks” are:

 

Artsakh | Peace | Security | Aid

The key to reaching a durable and democratic settlement regarding the status and security of Artsakh—a longstanding U.S. foreign policy priority—is strengthening the 1994 cease-fire.  The government and citizens of Artsakh are committed to strengthening their partnership with the U.S. government and deepening their ties to the American people.

ANCA Asks:

a) The Administration should renew U.S. pressure upon Azerbaijan to stop obstructing the implementation of the Royce-Engel peace proposals for Artsakh, life-saving, common sense cease-fire strengthening measures that have been endorsed by the State Department, the Organization for Security and Cooperation in Europe (OSCE), Armenia and Artsakh:

  • An agreement from all sides not to deploy snipers, heavy arms, or new weaponry
  • The placement of OSCE-monitored gunfire-locator systems to determine the source of attacks
  • The deployment of additional OSCE observers to monitor cease-fire violations
  • For its part, Congress should appropriate at least $20 million in FY19 to support implementation of the Royce-Engel peace proposals

b) The U.S. should suspend military aid to Baku and strengthen Section 907 of the FREEDOM Support Act.

c) The President should request and the Congress should appropriate at least $8 million in aid to Artsakh, focusing on:

  • The completion of HALO Trust’s de-mining work
  • Rehabilitation services for infants, children and adults with disabilities.

d) The Administration and Congress should eliminate outdated and obsolete barriers to travel, contacts, and communication between U.S. and Artsakh government officials, political leaders, and other civil society stakeholders.

e) The U.S. government should publicly mark the 30th anniversary of the Artsakh liberation movement and the anti-Armenian massacres in Azerbaijan. These historic developments helped spark a democratic wave that helped bring down the Soviet Empire.

 

Armenian Genocide | Justice

The U.S. cannot credibly speak out against present day atrocities—including those against religious minorities across the Middle East—while remaining silent on Turkey’s genocide of millions of Armenians, Greeks, Assyrians, Chaldeans, Syriacs, Arameans, and other Christians.

The U.S. government should override Turkey’s veto over honest American remembrance of the Armenian Genocide and stop outsourcing U.S. genocide policy to foreign regimes.

ANCA Asks:

a) President Trump—who ran on a platform of rejecting foreign influence over the U.S. government—should, in his April 24 statement, announce that America will no longer enforce Turkey’s gag-rule against honest U.S. remembrance of the Armenian Genocide.

b) The U.S. Congress—which is led by leaders, in both houses and from both parties, who have records of supporting proper Armenian Genocide remembrance—should pass bipartisan resolutions regarding the Armenian Genocide:

  • Res.220, a U.S. House genocide prevention measure drawing upon the lessons of the Armenian Genocide.
  • Res.136, a U.S. Senate resolution seeking to ensure that U.S. foreign policy “reflects appropriate understanding and sensitivity” of this crime.

c) Members of the U.S. Senate and House are invited to participate this April in the annual Capitol Hill Armenian Genocide commemoration, a solemn remembrance that pays tribute to the millions of Christian victims of this atrocity.

d) Congressional intelligence panels should launch investigations into Turkey’s manipulation of American policy. These investigations should look into Ankara’s campaign to obstruct justice for the Armenian Genocide, with a special focus on the potential collusion of U.S officials.

 

Erdogan | Justice | Extradition

The Turkish government remains entirely unapologetic and arrogantly unrepentant regarding the May 16, 2017 attacks by President Erdogan’s bodyguards on peaceful American protesters outside the Turkish Ambassador’s residence in Washington, DC.

ANCA Ask:

The Administration should formally request that Turkey extradite members of Turkish President Erdogan’s security detail who have been criminally charged with attacking peaceful American protesters.

 

U.S. – Armenia | Partnership

The 100th anniversary the first Republic of Armenia marks a major milestone in the U.S.-Armenia partnership, an alliance characterized by the steady expansion of bilateral ties and continued cooperation on a broad array of multilateral, regional and international challenges.  Armenia participates in NATO’s Partnership for Peace and has provided troops for U.S led peacekeeping operations in Afghanistan, Iraq, Kosovo, Lebanon, and Mali.

U.S. can play a vital role in helping Armenia complete its aid-to-trade transition, moving toward a bilateral relationship defined by mutually-beneficial commercial ties, strong cultural and political connections, and broad-based cooperation on international security concerns.

ANCA Asks:

a) The Administration should take up Armenia’s calls for a new Tax Treaty to eliminate the threat of double taxation, a major but unnecessary barrier to the growth of bilateral trade and investment.

b) The Administration and Congress should take administrative and regulatory actions needed to support the launch of commercially-viable non-stop Los Angeles to Yerevan passenger and cargo flights.

c) The President should request and the Congress should appropriate at least $40 million in FY19 assistance for Armenia, with a focus on expanding the U.S.-Armenia economic ties and expanding military relations (NATO interoperability and participation in peacekeeping).

d) The President should request and the Congress should appropriate at least $40 million in FY19 to support Armenia’s commendable efforts to serve as a regional safe-haven for at-risk Middle East refugees.

e) The Millennium Challenge Corporation should approve a new compact with Armenia to support Science, Technology, Engineering, and Math (STEM) education in Armenia’s public schools.

f) Members of the U.S. House should co-sign the annual Armenian Caucus letter to the leadership of the State-Foreign Operations Subcommittee, covering the full range of U.S. foreign aid priorities related to Armenia and Artsakh.

 

Regional Security | Turkey | Azerbaijan

The President and Congress need to keep U.S. arms and technology out of the hands of foreign regimes that will use them for offensive purposes, including, potentially, against the United States and our allies.

ANCA Asks:

a) The Administration should place a freeze on all proposed arms sales to Turkey, ranging from firearms to Turkish President Erdogan’s security detail all the way up to F-35s for the Turkish military.

b) The Administration should—in the interest of regional security, nuclear safety, and non-proliferation—seriously reevaluate the stationing of U.S. nuclear arms at Turkey’s Incirlik airbase.

c) The Administration should oppose any direct sale of U.S. offensive or dual-use defense articles to Azerbaijan, and block any third-party licenses for the transfer of advanced U.S. weapons, parts and technology to Baku, including for the Iron Dome system.

ANCA-Sponsored Conference on Christians in the Middle East prioritizes justice for the Armenian Genocide

Hundreds of Christian leaders, international religious freedom advocates, and human rights defenders held over 400 Congressional meetings calling on legislators to reject Turkey’s Armenian Genocide gag-rule and draw upon the lessons of this crime in preventing renewed atrocities against Christians and other at-risk religious minorities across the Middle East.
The advocates were gathered for In Defense of Christians (IDC) 2017 Summit, “American Leadership and Securing the Future of Christians in the Middle East,” cosponsored by the Armenian National Committee of America (ANCA), The Philos Project, and The Institute on Religion and Democracy (IRD).
The meetings, which included Christian clergy of many denominations and supporters of diverse nationalities and creeds, focused on the summit’s five-pronged advocacy agenda, including support of H.Res.220, a bipartisan measure seeks to apply the lessons of the Armenian Genocide in preventing new atrocities across the Middle East, as well as efforts to advance: security and stability in Lebanon; emergency relief for victims of genocide in Iraq and Syria; allies and accountability in the Middle East; and, legal punishment for ISIS, al-Qaeda and other perpetrators of genocide.

A highlight of the IDC 2017 Summit was the announcement that the U.S. will open a new channel of direct U.S. Agency for International Development (USAID) assistance, administered by faith-based groups and other non-government organizations, to help persecuted Christians and other at-risk Middle East populations. The policy shift, long sought by the ANCA, IDC and a broad range of coalition partners and Congressional allies was announced Wednesday evening by Vice-President Mike Pence at the IDC 2017 National Advocacy Summit Fourth Annual Solidarity Dinner.
“We will no longer rely on the United Nations alone to assist persecuted Christians and minorities in the wake of genocide and the atrocities of terrorist groups,” announced Vice-President Pence. “The United States will work hand-in-hand from this day forward with faith-based groups and private organizations to help those who are persecuted for their faith. […] We stand with those who suffer for their faith because that’s what Americans have always done, because the common bond of our humanity demands a strong response.”
His Beatitude Moran Mor Bechara Boutros al-Rai, the Maronite Patriarch of Antioch and all the East and His Beatitude John Yazigi, Greek Orthodox Patriarch of Antioch and All the East had traveled from the Middle East to offer first-hand accounts of the plight of Christians in the region. Armenian faith leaders at the conference included His Eminence Archbishop Oshagan Choloyan, Prelate of the Prelacy of the Armenian Apostolic Church of Eastern USA, Rev. Berdj Jambazian, Minister of Union of the Armenian Evangelical Church of North America and Mr. Zaven Khanjian, Executive Director and CEO of the Armenian Missionary Association of America.

ANCA to honor Chris Cornell for Genocide awareness activity

The Armenian National Committee of America-Western Region will pay tribute to the late famed musician and songwriter, Chris Cornell at the ANCA-WR Annual Gala Banquet to be held on October 8 in Beverly Hills, California.

Cornell is also known for his philanthropic work with refugees and his commitment to raising awareness for the Armenian Genocide.

“With the tragic passing of Chris Cornell earlier this year, the world lost a highly influential and compassionate voice in the fight to uphold human rights and justice for all oppressed people who suffer at the hands of evil,” remarked Nora Hovsepian, Chair of the ANCA-WR.

“The Armenian People in turn lost a genuine ally in its struggle for justice for the Armenian Genocide, but we are fortunate to have the final gift of his theme song for “The Promise” and all his efforts to promote this important film. For this reason, we deemed a tribute to Chris Cornell at our Annual Gala Banquet to be a fitting show of appreciation and gratitude for his groundbreaking work for the Armenian Cause.”

In 2017 Cornell wrote the theme song for “The Promise”, ultimately becoming one of his biggest hits. Cornell cited a connection with “The Promise” through his Greek wife, whose family had been affected by the Armenian, Greek, and Assyrian Genocide. This prompted his family to tour refugee camps in Greece, where they formed the Chris and Vicky Cornell Foundation, to help aid child refugees and the issues affecting them. At the time of the song’s release, Cornell stated, “[The Promise] is mainly about paying homage to those we lost in the Armenian Genocide, but it’s also about shining a light on more recent atrocities.”

Garo Paylan to receive ANCA award

Garo Paylan, an Armenian member of the Turkish Parliament representing the People’s Democratic Party (HDP), will receive the Freedom Award at the Armenian National Committee of America-Western Region’s Annual Gala Banquet on Sunday, October 8 at the Beverly Hilton Hotel in Beverly Hills.

“Garo Paylan is a true modern-day Armenian hero who fearlessly and courageously speaks truth to power as he seeks justice for Armenians everywhere directly from the Turkish government. He is a worthy recipient of the ANCA’s most prestigious Freedom Award, and our community is eager to honor him for his ongoing bravery and to hear him speak at the ANCA-WR Grassroots Conference as well,” remarked ANCA-WR Chair Nora Hovsepian.

Past ANCA-WR Freedom Award recipients include the Artsakh President Bako Sahakyan, U.S. Congressman Adam Schiff (D-CA), German Green Party Co-Leader Cem Özdemir, and the Grammy-nominated rock band System of a Down.

During the same weekend, Paylan will also speak at the ANCA-WR’s biennial Grassroots Conference, which this year will take place on October 6 and 7 at the Pasadena Convention Center. This year’s conference will, once again, bring together experts in politics, law, the arts and media who make presentations on a variety of topics ranging from legal avenues to reparations, political and legislative actions, community organizing, and advocacy through film & the arts.

The ANCA at Work: Advancing Armenian Priorities at the White House, State Department, and Capitol Hill

ANC-WRWASHINGTON—Armenian National Committee of America (ANCA) national and regional leaders explored opportunities for broader U.S.-Armenia cooperation, expanded foreign assistance, checks on Azerbaijani aggression, and justice for the Armenian Genocide during a week of policy-level consultations with the White House, State Department, and Members of Congress.

ANCA National Chairman Raffi Hamparian led the delegation, which included ANCA Eastern Region (ANC-ER) Chair Steve Mesrobian, ANCA Western Region (AMCA-WR) Chair Nora Hovsepian, Esq. and national board member Aida Dimejian. They were joined by ANCA staff, including Government Affairs Director Raffi Karakashian, Esq.

A special focus was placed on ANCA priorities in the Fiscal Year 2018 Foreign Aid bill, including increased aid to Artsakh for HALO Trust de-mining and healthcare services provided by the Lady Cox Rehabilitation Center. Also among the ANCA’s top aid priorities are maintaining U.S. economic aid to Armenia and expanding U.S. support for Armenia as a safe haven for Middle East refugees. The President’s proposed FY 2018 budget included extremely sharp proposed reductions to all aid programs, including those for Armenia. Parallel to the ANCA’s assistance advocacy, the delegation pressed for key provisions of Armenia’s aid-to-trade transition, including a Double Tax Treaty and direct commercial and cargo flights between Los Angeles and Yerevan.

Among topics of discussion were the May 16th beating of peaceful protesters in Washington D.C., by President Erdogan’s security forces and the need for a fundamental re-evaluation of U.S.-Turkey relations, including its policies regarding justice for the Armenian Genocide and the ongoing occupation of Cyprus.

“On behalf of the hundreds of thousands of Americans of Armenian heritage east of the Mississippi River, we welcomed this most recent opportunity to build on our grassroots base and our Washington advocacy to ensure that our community’s voice is heard and that our priorities are advanced in our nation’s capital,” said ANCA National Board Member and ANCA-ER Chair Steve Mesrobian. “Our Eastern U.S. community is truly blessed with both great diversity and rock-solid resolve on our shared national aspirations for our homeland and heritage.”

“I was pleased to join with Aida Dimejian from our national board in representing Armenian Americans from California and across the Western United States in once again personally conveying the depth and scope of our community’s concerns in support of Armenia, in defense of Artsakh, and in pursuit of our Western Armenian homeland,” noted ANCA WR Chair Nora Hovsepian. “Our community across America stands shoulder to shoulder with the brave soldiers who stand guard on the frontiers of Armenian freedom, working in the civic arena here in the United States for the same universal liberties, security, and freedom that these brave souls protect on the field of battle.”

At the State Department, the ANCA held policy meetings with officials responsible for a range of regional areas and issues, including senior Trump Administration appointee Pam Pryor. Within the Europe and Eurasia Bureau, meetings were held with Acting Assistant Secretary John Heffern, Deputy Assistant Secretary of State Bridget Brink, Acting Deputy Assistant Secretary of State Mark Libby, Director of the State Department Office of Caucasus Affairs and Regional Conflicts Natasha Franceschi, and the U.S. Co-Chair of the OSCE Minsk Group, Ambassador Richard Hoagland. At the White House, ANCA Executive Director Aram Hamparian took part in a meeting with National Security Council officials, lead by Admiral Garry Hall, a Trump Administration appointee who serves as Senior Director for International Organizations and Alliances. A separate meeting was held with the U.S. Department of Commerce regarding the growth of U.S.-Armenia bilateral economic cooperation.

Alert: ANCA cautions Armenians against leaving U.S. under Trump travel ban

The Armenian National Committee of America (ANCA) said in a statement on Monday, January 30 that it remains engaged and concerned regarding the developing situation surrounding the White House’s immigration Executive Order, both at the level of U.S. policy and in terms of this action’s impact on Armenian individuals and families.

As has been widely reported, the Executive Order, titled, “Protecting the Nation From Foreign Terrorist Entry Into The United States,” places restrictions on travel to the U.S. by citizens of Syria, Iraq, Iran, Libya, Yemen, Somalia and Sudan.

This travel ban has been applied to refugees and visa holders from these designated countries as well as to those with green cards who already have permanent residency or other legal status in the U.S. The ban, initially in effect for a period of 90 days, may become permanent.

“We have witnessed uneven and inconsistent enforcement of the order, reflecting apparent confusion among government officials and within the travel industry. The federal courts have issued a stay on the enforcement of the order, but the extent of this legal action, and how it will affect non-U.S. citizens, remains unclear. Future Congressional and court action may also influence how non-U.S. citizens and their families are impacted,” the ANCA said.

“As the ANCA continues to engage relevant stakeholders – including Congress and the White House – we offer the following recommendations:

1) The ANCA encourages Armenians whose relatives or friends have been detained at U.S. ports of entry or who have been blocked from re-entry to the U.S. to contact us immediately at travel@anca.org or (202) 775-1918.

2) Until there is greater clarity regarding the full legal scope and nature of these restrictions, the ANCA recommends that Armenians from Iran, Iraq, Libya, Somalia, Sudan, Syria, and Yemen, who are not U.S. citizens, refrain from leaving the U.S., due to the increased risk that they will be denied re-entry, regardless of their immigration status.

3) The ANCA is regularly consulting with civil and legal rights organizations for the most up to date information on this unfolding situation and will provide community updates, as they become available.”

“As Americans of Armenian heritage – a community of proud immigrants, many descended from the families of Armenian Genocide survivors with roots in Syria, Iraq, Iran and other countries cited in this order – we remain deeply concerned by the moral, legal and humanitarian implications of these new restrictions. We will act vigilantly to protect the human and legal rights of Armenians harmed by this executive order. As a matter of public policy, we are communicating our concerns, on a bipartisan basis, with both houses of Congress and the White House. Consistent with our mission, we will remain vigilant in protecting the welfare of our community and advancing our shared interest in a strong Diaspora, a secure Armenia, a free Artsakh (Nagorno Karabakh), and a just resolution of the Armenian Genocide.
