This is what Prime Minister of Armenia Nikol Pashinyan said in response to a question from deputy of the opposition “Armenia” faction of the National Assembly Armenuhi Kyureghyan during today’s question-and-answer session with government officials in parliament.

Kyureghyan particularly asked who Pashinyan thinks is mainly responsible for the defeat in the war and all the military operations that ended with tragic consequences for the Armenian side.

“From this podium, I have declared dozens of times that I am the one to blame for everything,” the head of government said.

Authorities in Los Angeles are ready to enact one of the United States’ toughest vaccine mandates. Meanwhile, South Korea will allow pregnant women to sign up for vaccinations starting this week.

City leaders in Los Angeles on Wednesday were poised to approve one of the toughest vaccine mandates in the US.

If enacted, the mandate would require people to show proof of full COVID-19 inoculation for entering restaurants, bars, salons, gyms, shopping centers, sports arenas and other indoor city facilities.

People with religious or medical exemptions for jabs would be required to show negative coronavirus tests within 72 hours of entry to the facilities.

The City Council was slated to consider the proposal after a vote was postponed last week amid concerns over specifics of the rules, such as who could be fined for violations.

The sweeping measure has been criticized on grounds that it could lead to segregation of those who cannot or refuse to be jabbed. Some have also deemed the ordinance enforceable.

The head of Germany‘s vaccination advisory panel said the country has seen more COVID-19 breakthrough cases among young people who received the “one and done” shot of the Johnson & Johnson vaccine.

Thomas Mertens, the head of the committee, also said the benefits of a third booster shot of the COVID-19 is clear for the elderly and immunocompromised though the data concerning booster shots for younger people “is more difficult to assess.”

In the Netherlands, a Dutch court in The Hague dismissed an effort to ditch the “corona pass” for the vaccinated that permits entry to public places such as bars, museums, restaurants and theaters. 

The court in The Hague ruled the demand for proof of vaccination or a recent negative test was not a violation of human rights nor did it inflict prejudice on the vaccine-hesitant.

Sweden and Denmark’s public health agencies on Wednesday paused the use of the Moderna COVID-19 vaccine for people born in 1991 or later, citing concerns over the increased risk of side effects such as inflammation of the heart muscles (myocarditis).

The Swedish public health agency said the connection was “especially clear” after the second dose of Moderna’s Spikevax jab, although the risk was very small.

The Danish move to stop giving the vaccine to people under 18 was according to “the precautionary principle,” its health authority said. A Finnish decision was expected on Thursday.

The former Facebook data analyst is testifying before the US Senate following her explosive revelations about the tech giant’s knowledge and negligence of its own harmful effects.

A former Facebook data scientist is speaking to lawmakers in the US Senate on Tuesday after she came forward with a wide-ranging condemnation of the tech giant. 

In an interview that aired Sunday, Frances Haugen revealed that she was the source of internal documents and research showing the company knew of the harmful effects caused by its platforms.

Haugen has also filed complaints with federal authorities alleging that Facebook’s internal research showed that its platforms amplified hate, misinformation and political unrest — but the company hid what it knew.

What has Haugen said?

“I’m here today because I believe Facebook’s products harm children, stoke division and weaken our democracy,” Haugen told Senators. 

“We must demand Facebook make changes,” she added. 

Haugen said that the company is aware of how its algorithms fuel division and political polarization, but it refuses to make changes. “It’s about Facebook choosing to grow at all costs,” she said.  

Tuesday’s hearing also focused on how the Facebook-owned image sharing platform Instagram is harmful to teenagers and children. 

Haugen said that the way Facebook and Instagram curate content for their users is particularly harmful. Facebook knows that showing its users content that elicits their extreme reactions will, by its turn, encourage other users to create more content, and hence helping the platform grow. 

“Facebook understands that if they want to continue to grow, they have to find new users. They have to make sure that the next generation is just as engaged with Instagram as the current one. And the way they will do that is by making sure that children establish habits before they have good self-regulation,” she said. 

“It’s just like cigarettes, teenagers don’t have good self regulation. They say, explicitly, ‘I feel bad when I use Instagram and yet I can’t stop’,” she added, referring to the findings of an internal Facebook document. 

Haugen also hit at the power structures in Facebook. “There is no one currently holding Mark (Zuckerberg, the Facebook chief executive) accountable other than himself,” she said. “The buck stops with Mark.”

The Czech Republic’s Prime Minister Andrej Babis had pledged to clamp down on corruption

Czech Prime Minister Andrej Babis, a billionaire who rose to power in 2017 with the promise to crack down on corruption, is also named in the Pandora Papers.

The leaked records show that in 2009, Babis injected $22 million into a string of shell companies to buy a mansion with two swimming pools and a cinema on a hilltop village in the French Riviera, near Cannes. Investigace.cz found that the ownership of the shell companies and homes was not listed in the asset declarations he filed.

Babis did not respond to requests for comment.

Ukrainian President Volodymyr Zelenskyy owned a stake in a shell company

Ukraine’s President Volodymyr Zelenskyy also owned a stake in a shell company registered in the British Virgin Islands. A month before his presidential election win in April 2019, the actor-turned-politician quietly sold off his Maltex Multicapital Corp shares as a beneficial owner — a person who has the power to influence stock transactions — to Serhiy Shefir, a close friend and business partner. 

A document from June 2019 shows that Shefir, a top presidential aide who survived an assassination attempt in September, retained his stake in Maltex Multicapital Corp after he joined Zelenskyy’s administration. 

Shefir and Zelenskyy did not respond to ICIJ partners’ repeated requests for comment.

Kenyatta’s conundrum

President Kenyatta, who hails from one of Kenya’s best-known political dynasties, had campaigned on an anti-corruption platform and urged transparency in politics. But leaked records show that Kenyatta and his mother are beneficiaries of a secretive foundation in Panama.

Other family members, including three siblings, own five offshore companies with assets worth more than $30 million, according to the records.

Kenyatta and his family did not reply to ICIJ’s requests for comment.

Arab royalty: Heavy lies the crown

The Pandora Papers uncover the true owners of more than 29,000 offshore companies. Some of these companies are used to hide incognito bank accounts, private jets, yachts, mansions, and artworks by the likes of Picasso and Banksy.

King Abdullah II of Jordan bought three beachfront mansions for a total of $68 million in Malibu through offshore companies amid the Arab Spring, when Jordanians filled the streets to protest against corruption and unemployment.

The king’s lawyers in a statement emphasized that the monarch did not misuse any public money. They categorically denied any improper ownership of property through offshore companies.

The secret documents have also unmasked Morocco’s Princess Lalla Hasnaa as the owner of a shell company that bought an $11 million home in upscale London, near Kensington Palace. Hasnaa made the purchase using funds from the “Moroccan Royal Family,” according to the leaked documents, which listed her occupation as “Princess.” She did not respond to questions sent by ICIJ’s media partner, Le Desk, to the Royal Palace.

Mohammed bin Rashid Al Maktoum, the prime minister of the United Arab Emirates and emir of Dubai, was a shareholder of three companies registered in secrecy jurisdictions.

The emir of Qatar, Tamim bin Hamad Al Thani, continues to use offshore companies to make investments, manage his wealth and safeguard it for his family’s benefit. The Panama Papers had already revealed that his $300 million super-yacht was managed by offshore companies.

Pop and sports stars

Colombian singer Shakira and former cricket superstar Sachin Tendulkar from India are just some of the other names linked to offshore assets.

Shakira’s lawyer said her offshore accounts were declared and that they did not provide any tax advantages.

Tendulkar’s attorney said the cricket player’s investment is legitimate and has been declared to tax authorities.

Over 130 billionaires exposed

Populist Czech leader Babis isn’t the only billionaire outed: More than 130 others from Turkey, Russia, India, the US, Mexico and other nations have ties to offshore accounts.

Turkish billionaire and construction tycoon Erman Ilicak had ties to two offshore companies — both of which were listed in the name of his mother in 2014. Both held assets from the family’s construction conglomerate.

One of them, Covar Trading Ltd., earned $105.5 million in income from dividends during its first full year of operations, according to confidential financial statements. The money was stashed in a Swiss account. 

It didn’t stay long.

That same year, the statements show, the company paid almost the entire $105.5 million as a “donation” listed under “extraordinary expenses.” The statements do not describe who or what received the money.

By the time of publication, Ilicak did not respond to ICIJ’s requests for comment.

The Turkish mogul’s company, Rönesans Holding, was responsible for building the much-talked-about 1,150-room presidential palace for his country’s leader, Recep Tayyip Erdogan.

DW Turkish is the only Turkish-language news outlet that took part in the Pandora Papers investigation, as an ongoing crackdown on independent newsrooms and journalists in the country persists.

Why tax havens are problematic

Here’s how offshore companies work: For prices starting at just a few hundred dollars, providers can help clients set up an offshore company whose real owners remain confidential.

Alternatively, for a fee of $2,000 to $25,000, they can set up a trust that, in some instances, allows its beneficiaries to control their money while being not legally responsible for their actions. A bit of paper-shuffling and “creativity” help shield assets from creditors, law enforcement, tax collectors and ex-spouses.

Owning offshore companies and conducting financial transactions through these tax havens are perfectly legal in many countries— but the practice has come under scrutiny.

People who use these companies say they are needed to operate their businesses. Critics, however, say tax havens and offshore operations must be monitored more closely to fight corruption, money laundering and global inequality.

According to Gabriel Zucman, an expert on tax havens and associate professor of economics at the University of Berkeley in California, the equivalent of 10% of the world’s total GDP is held in tax havens globally.

Lakshmi Kumar, policy director at Global Financial Integrity, told ICIJ and affiliated news outlets that when the rich hide money through tax evasion, it has a direct impact on the lives of people.

“It affects your child’s access to education, access to health, and access to a home,” she said. How much money funnels to tax havens — and where?

Because of the complex and secretive nature of the offshore system, it’s not possible to know the exact amount of wealth that is linked to tax evasion and other crimes and how much has been reported to authorities.

The total amount of money funneled from countries with higher tax rates into tax havens with significantly lower tax rates is unknown. However, according to a 2020 study by the Paris-based Organization for Economic Cooperation and Development (OECD), at least $11.3 trillion is held “offshore.”

Tax havens are often perceived as in the sunny Caribbean, yet the Pandora Papers show that the offshore system operates all around the globe in places like Singapore, the Netherlands, Ireland, Hong Kong — and even some states in the US.

How was the leak obtained and verified?

The International Consortium of Investigative Journalists obtained the trove of 11.9 million confidential files and led a team of more than 600 journalists from 150 news outlets that spent two years sifting through them, tracking down sources, and digging into court files and other public records from dozens of countries.

The leaked records come from 14 offshore services firms from around the world that set up shell companies and other offshore nooks for clients often seeking to keep their financial activities in the shadows.

The Pandora Papers are published five years after the landmark Panama Papers investigation, which took the world by storm in 2016. The revelations spawned police raids, lawmakers passed dozens of new laws across dozens of countries and led to the downfall of several top politicians — including the prime ministers of Iceland and Pakistan.

TEHRAN – Iran’s top security official reiterated on Saturday that the Islamic Republic’s “benevolent” relationship with its neighbors, calling on them to remain vigilant in the face of “fruitless foreign influence” and settle issues through cooperation.

“Powerful Iran has always been benevolent to its neighbors and never posed a threat to them,” Ali Shamkhani, secretary of the Supreme National Security Council (SNSC), wrote on his Twitter account.

He added that regional countries can resolve problems through collective cooperation.

“Any foreign influence is fruitless so we call on neighbors to be vigilant in this regard & to stay away from them,” Shamkhani tweeted, according to Press TV.

Iran is holding military drills in the country’s northwestern border area, which was criticized by Azerbaijan. The military exercises started on Friday. 

President Ilham Aliev said he was “very surprised” by Iran’s decision to hold drills close to his country’s borders, and questioned the timing of the maneuvers.

Aliev had also accused Iran of sending over trucks to “illegally” cross into the Nagorno-Karabakh region, which is a matter of dispute between Azerbaijan and Armenia.
Iran’s Armed Forces regularly hold military maneuvers to increase their preparedness and military prowess. The drills serve as a warning message to the enemies against any act of aggression against the Islamic Republic.

Tehran has been suspicious of Azerbaijan’s links to the Israeli regime, whose supply of drones and other weapons helped Baku gain the upper hand in the war with Armenia last year. The war started September 27, 2020 and ended on November 10.  The Republic of Azerbaijan was the initiator of the war. 

Iranian Foreign Minister Hossein Amir-Abdollahian said on Thursday that Tehran will not tolerate Israel’s presence near the country’s borders and will take due measures against the regime’s activities.

Stressing that countries had the right to hold military exercises within their territories in line with safeguarding their national sovereignty, the Iranian foreign minister said, “The Islamic Republic of Iran does not tolerate the presence and activities of the Zionist regime against its national security and will take any necessary action in this regard.”
Unmanned aerial vehicles (UAVs) initially flew over the zone, conducted a surveillance and transmitted aerial photographs of the area to the command center, before the 25th Rapid Reaction Brigade and the Islamic Republic of Iran Air Force (IRIAF) helicopters carried out a mock air assault.

Army artillery units then fired a series of rounds at designated targets, and subsequently armored units carried out strike force operations.
On Sunday, Leader of the Islamic Revolution Ayatollah Ali Khamenei said interference of foreigners in the region is a “source of discord,” calling on the regional states to follow the example of Iran for power and rationality.

“The interference of foreigners in the region is a source of discord and damage. All issues and incidents must be resolved without foreign interference and the countries of the region should follow the example of Iran and the armed forces of the Islamic Republic for power and rationality,” the Leader said.       

Ayatollah Khamenei said, “The events that are taking place in the northwest of Iran in some neighboring countries should be resolved with the same logic of avoiding giving permission to the presence of foreigners.” 

The Leader went on to say “everyone should know that whoever digs a pit for his brothers shall fall therein first.” 

On Saturday, Brigadier General Kiomars Heydari, commander of the Army Ground Force, also said, “The exercises of our armed forces in this region and other regions are based on detailed planning with the aim of testing weapons and equipment and assessing the combat readiness of the armed forces in every part of the borders of Iran. The timing of the exercises, the location of the exercises and the size of the forces is decided by the armed forces,” he explained. 

Heydari added in this northern region there is an “uninvited and disruptive element of security” that has come from elsewhere, and that is the “illegitimate Zionist regime”.
“Since this regime came (to this region), our sensitivity to this border area has increased; their activities here are completely under our monitoring,” the commander underscored. 

He added that apart from these issues, the exit of terrorist forces that have come to this region from Syria has not yet been proven to Iran.
“Iran is sensitive in this regard,” he asserted. 

General Heydari went on to say that Iran is completely “sensitive” to changes in the official borders of countries in the South Caucasus region and consider it completely “unacceptable”.

More than 600 journalists have sifted through the files as part of a massive global investigation.

The Pandora Papers revealed the details of how Asiaciti Trust, the Singaporean offshore services provider founded by the Australian accountant Graeme Briggs, handled its business relationship with high-profile Russians. The documents reveal alleged failings in Asiaciti’s compliance with anti-money-laundering and counter-terrorism funding (AML-CTF) rules. They show Asiaciti’s regulator, the Monetary Authority of Singapore (MAS), cited Asiaciti’s handling of some transactions involving two of the Russians as examples of the business failing to adequately corroborate the source of its clients’ funds.

A peaceful protest held by activists of the Armenian Youth Federation (AYF), the youth organization of the Armenian Revolutionary Federation (ARF), outside the Armenian Embassy in the U.S. has angered Armenia’s new Ambassador Lilit Makunts, who has called the police on them.
