“Dear Compatriots,

I appeal to all citizens of the Republic of Armenia,
adults and my beloved young people,
women and men,

I turn to the streets on the streets, “Do not Deny Serge” with day and night stays and closed streets with hard work on those days and those who are indebted to them,

I appeal to those who have been in jail for days and nights and those who ensure public security day and night,
I turn to our brave soldiers and officers standing at the border, apply to my companions,

I appeal to my fellow party friends, all political forces and politicians.

As the head of the country I have applied for the last time.

Nikol Pashinyan was right. I was wrong. The created situation has several solutions, but I will not go to any of them. That’s not mine. I leave the post of the country’s prime minister.

Serzh Sargsyan presents results of Geneva talks at meeting with Armenian community of Switzerland

Armenian President Serzh Sargsyan also had a meeting with the Armenian community representatives in the Armenian Embassy in Switzerland on Monday. During the meeting the President presented the results of talks with the Azerbaijani President, presidential press service reported.

“A few minutes ago the meeting with the Azerbaijani President ended: we have no concrete, the so-called, agreement on the ways of settling the conflict. But we agreed to take measures to ease tension to avoid losses in the frontline. I want to state that both the Azerbaijani President and I are deeply interested in this.

“God willing, he thinks this way always. He as well understands very well the complexity of the issue, of course, me too, but the problem is such that there will never be an easy solution. But I want you all to be confident on one issue – there is no settlement for us which can somehow undermine Karabakh’s security. The only settlement for us is that Karabakh be out of Azerbaijan. No Armenian leader can ever make such a decision and implement it, and we will do everything for that at the same time developing Armenia and strengthening our country economically”, the President said.

YEREVAN. – A meeting between Armenian and Azerbaijani leader has kicked off in Geneva, Armenian president’s spokesperson tweeted.

Serzh Sargyan and Ilham Aliyev are holding negotiations at the initiative of the OSCE Minsk Group.

Sargsyan-Putin meeting kicks off in Kremlin

The meeting of Armenia’s President Serzh Sargsyan and President of Russia Vladimir Putin kicked off in the Grand Kremlin Palace, the correspondent of “Armenpress” reports.
It is expected that during the talks a number of key issues related to the bilateral mutual partnership between the two strategic partner countries in political, trade-economic, humanitarian, cultural spheres, as well as issues related to the integration processes within the Eurasian space will be discussed.
President Sargsyan and Vladimir Putin will also exchange views on a number of pressing international and regional issues, meanwhile touching upon the process of the Nagorno-Karabakh conflict settlement.

President Sargsyan to visit the southeast segment of the border and Artsakh

President of Armenia, Commander-in-Chief Serzh Sargsyan today has left on a working visit to one of the military units located at the southeast segment of the RA border, press department of the President’s Office reported.

Accompanied by the RA Minister of Defense and the highest echelon of the Armed Forces, President Sargsyan at the site of the permanent location of the unit familiarized with the combat readiness of the unit, listened to the report of the commander, conversed with the troops. Later, he toured the newly constructed barracks, familiarized with the conditions and at the canteen dined with the soldiers.

President Serzh Sargsyan commended a number of servicemen who excelled during their service.

Afterwards, the President Sargsyan left on a working visit to the Republic of Nagorno Karabakh, the release reads.

Thomas de Waal: Sargsyan and his team are compelled see the bigger picture on Karabakh conflict

They see that if Armenia is at least not seen to be prepared to be flexible and countenance compromise on the issue of the return of the occupied territories to Azerbaijan, that it faces the danger of possible near-term war with an ever-more bellicose government in Baku,” Thomas de Waal, a senior associate with Carnegie Europe writes.

In the article titled “Armenia’s crisis and the legacy of victory”, published in OpenDemocracy, the author presents his analysis concerning the seizure of Erebuni police station by members of “Daredevils of Sassoun” armed group discussing the successive governments, the crisis of public trust, the issue of opposition parties and the role of veterans of the 1992-94 war in the country’s domestic and foreign policies, etc.

Concerning the Karabakh conflict the author writes that; “Even if war is avoided, the status quo promises Armenia only a future of long-term international marginalisation. This is why Sargsyan continues to negotiate over the OSCE-sponsored peace deal, now being pushed hard by Russia, with the support of France and the United States, that looks very much like the one he deposed Ter-Petrosyan for backing — and why in the latest crisis Levon Ter-Petrosyan implicitly supported Sargsyan, calling on his fellow Armenians to focus on the external threat and on resolving the Karabakh conflict.”

“The only path forward on the Karabakh issue lies through much more serious negotiations. On the Armenian side, this will entail a firm commitment to giving up the occupied territories in return for Azerbaijani concessions on the status of Nagorno Karabakh itself. But in the context of the fighting in April and the political crisis in July, it is much harder for a government in Yerevan to deliver on that deal,” Thomas de Waal writes.

Referring to the content of the public discussions and the willingness of some leaders of the opposition to receive dividends on nationalist feelings of the public, de Waal concludes that; “It is unlikely that Armenia can find a way out of this impasse on its own. Its major ally, Russia, offers only coercive pressure. Armenia needs help from international friends and the more pragmatic parts of the diaspora to help it navigate a way forward at a time of domestic discord and great international uncertainty.”

Family Mounted Melkonian wrote an open letter to Serzh Sargsyan

We have learned with concern the detention by the National Security Service of July 27 great patriot, Ara Alec Yenikomshian. Mr. Yenikomshian has for decades been engaged in charity work in Armenia and the improvement of a country he loves more than anything else. He dedicated his life to the good of the Armenian homeland, and was one of the closest and most trusted comrades of your former comrade in arms,

the Armenian national hero Monte Melkonian. Despite the suffering of its major physical injuries he suffered in the process of his patriotic activities, Alec continues to work for the benefit of Armenia. Mr. Yenikomshian is an extraordinary patriot, conscientious and dedicated civil debate and legality, the peaceful improvement of institutions. We join the many others who ask that he be released immediately from the custody.

Serzh Sargsyan, John Kerry discuss Karabakh peace in Poland

President Serzh Sargsyan, who is the Republic of Poland on a working visit, on Friday evening met with the US Secretary of State John Kerry on the sidelines of the NATO Summit.
At the beginning of the meeting, President Sargsyan expressed condolences to Secretary Kerry on the tragic incident which took place in Dallas, Texas.

The President of Armenia and Secretary of State Kerry discussed issues related to the settlement of the Nagorno-Karabakh problem. President Sargsyan highly valued efforts of the United States as a Co-Chair of the OSCE Minsk Group aimed at preservation of peace and stability in the region. On the occasion of the meeting, Serzh Sargsyan once again expressed his gratitude to Secretary Kerry for the practical steps directed at de-escalation of the tense situation created in the conflict zone which resulted from the aggression unleashed by Azerbaijan in April against Nagorno Karabakh. These steps also made possible the meetings in Vienna and Saint Petersburg and adoption of joint declarations.
Serzh Sargsyan and John Kerry spoke also about issues discussed by Presidents of Russia and the United States on July 6 which were related at the resolution of the NK issue. The parties once again reiterated the importance of the unconditional implementation of the agreements reached in Vienna and Saint Petersburg.

Sargsyan: What would you say of country whose script is not much different from that of Islamic State?

Sargysian defaultYEREVAN. – What would you say of a country, a fully-fledged subject of international law, a member of the UN, Council of Europe and various other structures, a signatory of the humanitarian conventions, whose script is not much different from that of the Islamic State?

President of Armenia Serzh Sargsyan on Saturday asked the abovementioned in his opening address at the second Global Forum Against the Crime of Genocide, which has kicked off in capital city Yerevan.

“As recent crises in the Middle East have demonstrated, nowadays the issue of genocide prevention remains urgent and topical,” he stated and continued. “Lately, the world has been watching with repulsion how the terrorists of the Islamic State have been torturing, beheading and mutilating innocent people, including women, children, and elderly people. The world is shocked with the barbarities that are carried out by a gang of thugs, who can hardly be called to justice and can be fought against barely with missiles.

“Nevertheless, if the thugs that carry out atrocities are fought with missiles, a question comes up: what kind of responsibility should bear a State, a subject of international law, for condoning and carrying out similar crimes? What would you say of a country, a fully-fledged subject of international law, a member of the UN, Council of Europe and various other structures, a signatory of the humanitarian conventions, whose script is not much different from that of the Islamic State?

“Just a few weeks ago, during the large-scale offensive unleashed by Azerbaijan against Nagorno Karabakh, Azeri soldiers were not content with just shooting their arms: they mutilated elderly people, Armenian soldiers, decapitated them and cut off their ears and presented those actions in the social networks as a manifestation of national heroism. It was all evidently encouraged by the Azerbaijani authorities. Is not it bizarre that a country that pursues such barbaric policy and violates all the norms of civilized conduct, these days is going to host a conference under the rubric of ‘Alliance of Civilizations?’ Is this an approach to be tolerated? We must get to the point, when a display of such hatred shall not be tolerated, when any government shall refrain from such conduct mindful that it may be hold responsible for it.

“We as the international community must swiftly and resolutely eradicate all such instances of genocidal conduct wherever they should occur, as it was done some days ago by the leadership and public of Sweden with regard to the hate speech directed against Armenians by the Turkish nationalist Barbaros Leylani. This requires our concerted effort, perhaps even subordination of geopolitical interests, ability to voice strict and targeted condemnation. Unless we are able to nip such conduct in the bud, we will have to deal with the elimination of their various and unpredictable consequences; we will continue to face various crimes nourished by hatred – crimes, among which are the terrorist activities that gain new range and scale on our continent.”

The second Global Forum Against the Crime of Genocide has brought together representatives from governments and parliaments, major international and human rights organizations, renowned experts of international law, members of the media, and numerous other interested persons.

The attendees include renowned actor, filmmaker and philanthropist George Clooney; The Washington Post editor and reviewer David Ignatius; and co-founder of 100 LIVES and the Aurora Prize and president of the Carnegie Corporation of New York, businessmen and prominent philanthropists Vartan Gregorian.

On the Ground: President Sargsyan visits Karabakh amid reports on expected peace talks

serzh-Sargsyan-karabkh-helicopter-bakoOn Monday, Armenian President Serzh Sargsyan made his first trip to Nagorno-Karabakh after the four-day war there.

While on a working visit to the second Armenian republic, Sargsyan, according to his press office, met with Nagorno-Karabakh Republic (NKR) President Bako Sahakyan, senior army officers for consultations. A wide range of issues related to army building was reportedly discussed.

Sargsyan’s visit took place against the backdrop of Baku’s statements on the imminent resumption of negotiations on the Karabakh conflict settlement.

In particular, on Monday, the Russian Tass news agency quoted Azeri presidential aide Ali Hasanov as saying that talks aimed at resolving the conflict could resume soon.

“The proposal to resume negotiations was received from Moscow and now the negotiation process is being prepared. It is possible that intensive talks will start in the coming days,” said Hasanov.

On April 5, when the Armenian and Azerbaijani sides reached a verbal agreement on ceasefire in the conflict zone after four days of deadly fighting, Russian President Vladimir Putin had phone conversations with his Armenian and Azerbaijani counterparts, Sargsyan and Ilham Aliyev, stating that Russia will do everything to contribute to the settlement of the conflict.

On April 7, Russian Foreign Minister Sergey Lavrov in Baku made references to the so-called Kazan document – a 2011 effort by Russia to broker a solution to the Karabakh conflict one of the elements of which was the introduction of a peacekeeping contingent, likely a Russian one.

On Monday, spokesman for Armenia’s president Vladimir Hakobyan told Russia’s RIA Novosti news agency that the Armenian side has not discussed with the OSCE Minsk Group the possibility and timing of a high-level meeting.

Simultaneously, Hakobyan said that Lavrov will visit Armenia, which will be a good opportunity to examine the prospects of the negotiation process “whose main essence is the right of the people of Nagorno-Karabakh to exercise their right to self-determination.”

These days there is also much talk about the possibility of Nagorno-Karabakh’s returning to the negotiating table. Nagorno-Karabakh was a full party to the 1994 ceasefire agreement, along with Armenia and Azerbaijan, but later it was left out of the peace process.

In an interview with Russia’s Interfax on Monday the NKR president’s spokesperson David Babayan stated once again that no ultimate resolution of the conflict is impossible without Stepanakert.

“It is impossible to find a comprehensive solution to the conflict without Nagorno-Karabakh’s participation. Azerbaijan at this stage will try to resolutely and persistently obstruct the participation of Nagorno-Karabakh in the negotiation process, but quite an interesting and paradoxical situation has been created. On the one hand, Azerbaijan is at war with us, but on the other hand, it does not want to negotiate with us and tries to impede the restoration of the full negotiation format,” Babayan said.
