Chilean parliament rejects pro-Azerbaijani resolution

chilean reject azeriThe Chamber of Deputies of Chile rejected a project promoted by Azerbaijani diplomacy to declare its total repudiation of the “Khojaly genocide” and express their firm condemnation of the “military occupation of the territories of the Republic of Azerbaijan,” Prensa Armenia reports.

The rejection came after the same Chamber unanimously passed a historic resolution that condemns the “armed attack of Azerbaijan against the Nagorno Karabakh Republic” on May 18.

The rejected project sought to be a diplomatic response to the political setback that suffered the government of Azerbaijan in May. The resolution even called to nullify “any other manifestation of a contrary intention expressed before.”

Armenian Ambassador to Argentina and Chile Alexan Harutyunyan was present during the voting because he traveled to present his credentials to President of Chile Michelle Bachelet. Harutyunyan sent a letter to all the Deputies signed by the Armenian community of Chile, Archbishop Kissag Mouradian, Primate of the Armenian Apostolic Church for Argentina and Chile, and the Ambassador explaining the position of Armenia before the Chamber took the decision.

The project of the Azeri lobby was introduced by Congressmen Gabriel Silber Romo, Roberto Leon Ramirez, Ivan Flores Garcia and Aldo Cornejo Gonzalez of the Christian Democratic Party, Javier Hernandez Hernandez, Romilio Gutierrez Pino and Osvaldo Urrutia Soto of the Independent Democratic Union, Marcos Espinosa Monardes of the Radical Social Democratic Party, Lautaro Carmona Soto of the Communist Party and Daniel Farcas Guendelman of the Party for Democracy. Many of those who introduced the project voted against it after receiving the letter of the Armenian community in their country.

Idaho Armenian-American Community Defeats Pro-Azerbaijani Resolution In State Legislature in Less Than 48 Hours

Thank-You-Idaho-HCR037-GraphicBOISE, IDAHO – The Armenian National Committee of America – Western Region (ANCA-WR) announced today that it successfully defeated House Concurrent Resolution 37, which attempted to praise Azerbaijan’s interfaith tolerance and positive multiculturalism. The ANCA-WR led an advocacy initiative and mobilized Idaho’s local Armenian American community to defeat the measure in less than 48 hours.

“The quick defeat of Idaho’s resolution in praise of Azerbaijan is a testament to the strength of American democracy and yet another example

that our well-organized grassroots

efforts will have a stronger resounding effect than that of a foreign paid lobby ,” said Elen Asatryan, Executive Director of the ANCA-WR. “We are proud that the State of Idaho has joined the states of Hawaii, Colorado, California and others to reject the dictatorial regime of Azerbaijan, which is known for its oppression of citizens, press and its persecution of Christian communities.

“A dictatorship that has destroyed more Christian monuments than ISIS and is the world’s fifth most censored country should not be praised for anything, let alone interfaith tolerance.”

HCR 37, sponsored by Representative Thomas Dayley, was introduced by the Idaho House State Affairs Committee on Feb. 11, 2016. Once alerted to the resolution, ANCA-WR immediately alerted the local Armenian American community, submitted testimony to all House members in opposition to the resolution and called upon all members to encourage the withdrawal of this resolution.  The complete statement by the ANCA-WR opposing the resolution can be found at www.ancawr.org/Idaho.

Earlier today, the Idaho House State Affairs Committee confirmed  that the controversial measure had effectively been withdrawn killed.

“The sponsor of the resolution has requested that I hold the bill and not have a hearing on it,” stated Representative Thomas Loertscher, chairman of the committee, in an email. “That is what will happen and it will not advance and will not be considered for any further action.”

Local activists and ANCA-Idaho Chair Liyah Babayan, who is a well-respected entrepreneur and human rights defender in Twin Falls, commended joint efforts to defeat HCR 37.

“In coordination with the ANCA-WR, we have successfully organized opposition to this mockery of a resolution via phone calls, emails and quick action,” Babayan said. “Once I informed the ANCA-WR of the resolution, they instantly prioritized and pulled their resources together to help us stop this resolution.”

Babayan, herself a refugee from Baku, Azerbaijan met with members of the State Affairs Committee and shared personal stories of persecution at the hands of Azerbaijan. Idaho lawmakers were appalled that they had been misled to believe that Azerbaijan was a utopian society.

Another human rights activist in Idaho, Jo-Ann Kachigian, received the following explanation from her lawmaker as to why the resolution was introduced in the first place:  “I think it was well motivated, but with lack of information. [The sponsor] thought that unlike many of the other Islamic nations in the area Azerbaijan had a peacefully coexisting situation among Muslims, Christians and Jews which should be highlighted, but had not considered the Armenian history and had inadequate information on the Christian minorities there. I am not sure where he got his initial information, but I don’t think there was any underlying commercial motive.”

ANCA-WR also mobilized over 90 activists in Idaho, many of whom, with a moment’s notice spoke directly with their lawmakers and received assurance that they would not only vote against HCR 37, but would personally appeal for it to be withdrawn. The numerous calls and emails generated by the ANCA-WR and local residents caused legislators to educate themselves on Azerbaijan’s actual human rights record.

Texas Rejects Pro-Azerbaijani Resolution

15591_10153247767856147_3497582115694637287_nAUSTIN–Texas State Representative Dwayne Bohab on Thursday pulled from consideration a misleading resolution (HR2309) “Commemorating the 25th Anniversary of the Black January events in Azerbaijan” he introduced late April filled with factually inaccurate historical information with respect to the events that led to the country’s independence as well as its policies regarding people’s right to self-determination and independence, reported the Armenian National Committee of America – Western Region.

“The power of our grassroots’ in Texas against the persistent, yet failed, efforts backed by the Azerbaijani lobby to shamefully introduce legislation that blatantly misrepresents facts is a real testament to our community’s and organization’s resolve to pursue truth and justice for our Cause,” remarked ANCA-WR Executive Director Elen Asatryan. “We were particularly pleased to see Representative Bohac’s quick response and reconsideration to ultimately withdraw the resolution after gaining better understanding of the facts about Azerbaijan and the region,” added Asatryan.

Jeff Stokes, Legislative Director for State Representative Dwayne Bohac informed Asbarez that Bohac’s office had received numerous requests from constituents to introduce a measure such as HR2309.

“When we realized it was a mistake, we placed it on permanent hold,” said Stokes, who explained that per Texas law once a hold is placed on a piece of legislation, no further action is taken on the matter.

The decision to place a permanent hold on HR2309 came just 16 hours after ANCA WR worked with local community leaders and activists to alert Bohac about the facts surrounding the events that led to Azerbaijan’s independence, the corrupt and authoritarian regime of Azerbaijani President Ilham Aliyev and the country’s gross human rights violations, coverage of which has increased in the American press most recently in the Wall Street Journal and The New York Times, under the headlines, “A Thuggish Regime Challenges the U.S.” and “The Two Faces of Azerbaijan’s Mr. Aliyev” respectively.

More specifically, late Monday evening ANCA WR Executive Director Elen Asatryan submitted a written statement to Bohac opposing the resolution on behalf of the regional, Dallas and Houston chapters noting, “The resolution gives the impression that Azerbaijan was invaded in retaliation for its independence movement. However, the truth is that troops were sent to Azerbaijan in order to protect the nearly half million Christian Armenians who were being subjected to violent pogroms and massacres throughout the nation in a campaign of ethnic cleansing. Azerbaijan’s hostility was its response to the calls for independence by the Nagorno Karabakh Republic (NKR), which was an autonomous region at the time, thereby demonstrating its repressive policies, which are contrary to the claims made in the language of the resolution.”

Asatryan continued on to state, ”Azerbaijani President Ilham Aliyev has the dubious honor of being selected as the most corrupt person by the Organized Crime and Corruption Reporting Project (OCCRP). The NGO’s finding is based on extensive reports and well-documented evidence that the Aliyev family has been systematically grabbing shares of the most profitable businesses in Azerbaijan for many years. Earlier this week, the Committee to Protect Journalists concluded that Azerbaijan is the fifth most censored and repressive country in the world, out of nearly 200 countries in the world. In its report the CPJ concluded that the ‘main sources of information in Azerbaijan are broadcasters which are owned and controlled by the state or its proxies.’ The report also noted that independent media outlets are subjected to harassment and prosecution by officials, and that at least ten journalists and bloggers are currently in Azerbaijani jails on fabricated charges.”

“This being a top priority, our local chapter and I specifically reached out to Representative Dwayne Bohac’s office yesterday to convey our disappointment and opposition to the resolution. Today when I called back to see if we made any headway, I was pleased to hear that the office had already pulled the resolution. This truly shows that each and every one of us can truly make a difference by just making our voice heard,” stated ANCA Dallas Chair Lucia Nazarian. ”Thank you to the Dallas community members for your efforts in shedding light and bringing the truth to the forefront of our Texas legislators,” added Nazarian.

“I am pleased to see that the anti-Armenian resolution was withdrawn and appreciate the diligence of the Houston Armenian community and proud of their dedication for the Armenian Cause, “ remarked ANCA Houston Chair Vrouir Frankian.
