Nagorno-Karabakh Inauguration of a mining complex

January 6, 2016 By administrator

arton120643-480x270An Armenian mining giant has built a new processing plant for copper ore and molybdenum in Nagorno-Karabakh as part of a larger business project implemented in the country for over a decade.

Vallex Group inaugurated the modern factory late 2015, shortly after the launch of the open pit mining of Kashen deposit. Located in northern Martakert, it processes about 275,000 tonnes of copper and 3,200 tons of molybdenum. The company claims to have invested $ 130 million in new facilities which currently employs more than 1,400 people.

The project was launched two years ago, as he began to be a depletion of reserves of gold and copper. The subsidiary of Vallex in Karabakh reserves Heyvali operated since 2001, making it the largest private employer and Karabagh corporate taxpayer.

According to officials in Stepanakert, the company pays an average of 4 billion drams ($ 8.3 million) in taxes each year. By comparison, the 2016 budget of the Government of Karabakh is equivalent to 89 billion drams.

Bako Sahakyan, President of Karabakh, stressed the importance of Kashen project for the local economy during his speech at the inauguration ceremony. Sahakian said the new jobs created by Vallex contribute to economic growth.

Prime Minister Ara Harutiunian, told reporters that the non-ferrous metal reserves will allow the new mining complex to be operational for at least 25 years. Harutiunian has minimized the substantial decline in recent years of international copper prices, arguing that Vallex could even expand its mining operations in Karabakh in the coming years.

Vallex plans to extract and enrich at least 1.75 million tonnes of ore per year. According to the company, the Kashen deposit contains approximately 56 million tonnes of ore.

The company, which has the largest mining operations in Armenia, hired not only Armenian but also foreign specialists to build and manage the new facility. “I had never heard of a country called Karabakh before landing here,” admitted Murray Johann, an engineer of mines in South Africa. “Armenians of Karabakh are proud and decent people. How not to love working with them? “

The Martakert mines were the major contributor to the economic growth registered in Karabakh in recent years. “The total number of people employed in Karabakh increased from 41,000 in 2007 to 50,300 in 2014,” Harutiunian had revealed a year ago.

The authorities in Stepanakert, Karabakh’s economy grew by more than 7% between January and September 2015, thanks to a 32% increase in agricultural production.

Nagorno Karabakh should obtain international recognition

December 31, 2015 By administrator

arton120474-480x270Yesterday Armenian Prime Minister Hovik Abrahamyan, stressed that Nagorno-Karabakh should obtain international recognition of its de facto secession from Azerbaijan as a result of the long period of talks to the Armenian-Azerbaijani peace.

“It is important for us that Artsakh is independent, the people of Artsakh is able to hold a referendum and decide his fate by himself. This must be the most important thing at the heart of these negotiations, “Abrahamian protested to reporters after inspecting the positions of the Armenian army on the border with the enclave of Nakhichevan of Azerbaijan.

Conducting such a referendum is considered one of the elements of a framework agreement for peace put forward by the mediators of the United States, Russia and France, who are trying to negotiate a solution to the conflict Karabakh. The conflicting parties continue to disagree on some crucial details of these basic principles changed several times during the last decade.

The difficult search for a mutually acceptable peace formula was further complicated by the increasing violations of cease-fire along the “line of contact” around Karabakh and the Armenian-Azerbaijani border. Armed incidents intensified before the meeting on 10 December between the Armenian and Azerbaijani presidents in Bern, Switzerland.

Abrahamian added that Yerevan still hopes that the negotiation process eventually lead by agreement. “I think we need to continue these diplomatic contacts, try to convince Azerbaijan, trying to have a peaceful situation following discussions,” he commented.

Abrahamian, at the same time, Baku warned against increasing tensions on the front lines. “If they fire once, we will fight back even stronger,” he warned.

Azerbaijan may agree to more serious concessions on Nagorno-Karabakh peace process – Stepan Danielyan

December 24, 2015 By administrator

f567be8023c991_567be8023c9cc.thumbIt is no coincidence Azerbaijan is trying to agree to the OSCE Minsk Group’s proposals though it opposed earlier, political scientist Stepan Danielyan, Chairman of the Cooperation for Democracy center, told Tert.am.

According to him, Azerbaijan may make more serious concessions later. Time is against Azerbaijan because Kurds’ struggle for independence is changing the region’s geopolitical mosaic.

Mr Danielyan, Armenian President Serzh Sargsyan has rebuked the Collective Security Treaty Organization (CSTO) members for not stating their positions on Azerbaijan’s attack on the Armenian-Azerbaijani border and on the Line of Contact.  Armenia’s leader particularly said that, although each state has its own interests, “every time when the armed forces of Azerbaijan use guns, rocket mortars, or artillery against the Republic of Armenia, they are firing at Astana, Dushanbe, Bishkek, Moscow, and Minsk.” In your opinion, what is the reason for President Serzh Sargsyan’s statement? Do you share many opinions it was belated criticism?

In recent years, along with the Custom Union member-states’ summits, the leaders of Turkic states have been holding meetings. A structure seems to have been simultaneously forming on the basis of the ethnic unity concept. Turkey’s joining that union was being talked about. Of course, Russia was concerned. The situation was ambiguous. Turkic states’ leaders held their meetings in Nakhijevan as well – an important and weak link in the chain of their union. Besides, Azerbaijan President Ilham Aliyev makes regular statements on “West Azerbaijan”, that is, on Azerbaijan’s territorial claims on Armenia – in the presence of the Turkic states’ leaders, who did not in any way respond to his statements. Of course, such ambitions pose a threat to Russia as well. One should not be deceived by Russia’s great territory. It follows the domino principle: a falling domino causing an entire row of upended dominoes to fall as far as Yakutia. After Russian-Turkish relations worsened, Russian political figures and political scientists started speaking of Turkish threats at the highest level. Moscow was especially concerned over, to put it mildly, extreme restraint shown by the Turkic states, even Tatarstan. And it is the “moment of sincerity” now, which was at one time passed over for political reasons. And now it is being publicly stated. President Serzh Sargsyan’s speech reflected Russia’s position as well. As regards “belated” criticism, I do not think so. Such things are normally said at the right moment.

Why should the CSTO and the individual member-states – which never before expressed their position on the border incidents – do that now? Do you think there will be any statement by the CSTO?

The problem doesn’t have anything to do with specific attitudes by the CSTO member states. The problem is that those countries were given a specific task they aren’t able to accomplish. It was a rather tough alternative for them. The knot of national and economic security, ethnic identity and religious affiliation poses serious challenges to that country. As for Belarus, that country’s leader tries to gain dividends in any situation, which is a completely different story,” he added.

The two countries’ leaders met in the run-up to the CSTO session. That meeting finally took place thanks to the Minsk Group efforts, but it apparently didn’t yield any result, as the border tension never eased. On the contrary, Azerbaijan used mine-launchers, tanks and other heavy equipment. Given that the presidential meeting even appears fruitless in terms of easing border tension, what else can be effective?

I believe that Azerbaijan is now geopolitically and economically in an unfavorable situation which is likely to deteriorate even further. They are trying to reach a prompt solution. So no wonder they are now trying to agree to the Minsk Group proposals which they earlier resisted. They feel it is possible to make greater concessions later. By provoking border clashes, perhaps, they are trying to speed up consent over an accord or a proposal – something they would never do earlier. I don’t think time works in favor of Azerbaijan. The Kurdish independence process changes the geopolitical mosaic. So I think we now need to simply win time.

Foreign Minister Feridun Sinirlioğlu will pay an official visit to Azerbaijan on Sept. 15-16, the Foreign Ministry has announced.

During his visit, Sinirlioğlu will discuss Turkish-Azerbaijani relations and regional and international developments, including the Nagorno-Karabakh issue, with his counterpart Elman Memmedyarov, the ministry said in a statement. Sinirlioğlu is also expected to meet with Azerbaijani President Ilham Aliyev and Prime Minister Artur Rasizade.

In another statement, the Foreign Ministry stated that the “local elections” that are scheduled for Sunday in Nagorno-Karabakh are “a clear breach of principles of international law, UN Security Council resolutions and the principles of the OSCE [Organization for Security and Cooperation in Europe].”

The conflict between Nagorno Karabakh and Azerbaijan

The conflict between Nagorno Karabakh and Azerbaijan broke out as result of the ethnic cleansing launched by the Azeri authorities in the final years of the Soviet Union. The Karabakh War was fought from 1991 (when the Nagorno Karabakh Republic was proclaimed) to 1994 (when a ceasefire was sealed by Armenia, NKR and Azerbaijan). Most of Nagorno Karabakh and a security zone consisting of 7 regions are now under control of NKR defense army. Armenia and Azerbaijan are holding peace talks mediated by the OSCE Minsk Group up till now.
