Merkel And Aliyev Hold ‘Open’ Talks On Human Rights In Azerbaijan

German Chancellor Angela Merkel held what she called “intensive” discussions with Azerbaijani President Ilham Aliyev in talks that addressed energy cooperation, human rights, and the conflict between Azerbaijan and Armenia over the disputed Nagorno-Karabakh region.

The meeting between Merkel and Aliyev in the Azerbaijani capital, Baku, on August 25 included a discussion of the human rights situation in the South Caucasus nation that the German chancellor said was conducted in an “open atmosphere,” Merkel’s spokesman, Steffen Seibert, said on Twitter.

Critics accuse Aliyev’s government of carrying out a targeted crackdown on dissent in recent years, though the Azerbaijani leader has repeatedly rejected such criticism.

“We discussed the issue of the domestic situation in Azerbaijan and addressed human rights, also in a very open atmosphere,” Merkel said, according to a transcript of her press conference with Aliyev released by her office.

“We did not find common ground on all issues. But I argued that a strong civil society must be part of an open, secular society and made clear that we would like to see this strong civil society,” Merkel added.

Merkel’s stop in Baku on August 25 — the final leg of a three-day tour to South Caucasus that included visits to Georgia and Armenia — also included a meeting with rights activists and the prominent Azerbaijani investigative journalist Khadija Ismayilova, a former RFE/RL contributor.

Ismayilova, who spent nearly 18 months in jail on charges widely viewed as retaliation for her investigative reporting before her release in May 2016, wrote on Facebook following the meeting that she spoke to Merkel “about corruption and how it undermines peace, democracy, and security in Azerbaijan.”

“I asked to be more outspoken on human rights and democracy issues because people here need to see examples of European politicians who aren’t silenced by corruption money,” she wrote.

Merkel “said our concerns are important and some have been addressed in the meeting she had with President Aliyev. I hope to hear more from her,” Ismayilova wrote.

Azerbaijan’s opposition, as well as Western officials and international human rights groups, have accused Aliyev’s government of persecuting opposition politicians, activists, independent media outlets, and journalists, often using what they allege are trumped-up criminal charges.

Aliyev, who has repeatedly shrugged off accusations of corruption and stifling dissent, defended his government’s record on human rights during an August 25 news conference alongside Merkel, saying Baku “is committed to democratic values.”

“All democratic institutions exist in Azerbaijan. All the liberties have been provided, in particular, freedom of speech, freedom of the press. There are hundreds of media outlets in Azerbaijan, including opposition media. Thereby, no one is being persecuted for the criticism [of the authorities] or for the [critical] views in Azerbaijan,” Aliyev said.

The two leaders also discussed energy cooperation between Europe and Azerbaijan, where Aliyev has ruled the nation of almost 10 million people with an iron fist since 2003.

Addressing a business roundtable in Baku on August 25, Merkel described Azerbaijan as “an important partner in the diversification of our energy supply within the European Union,” according to a transcript released by her office.

Nagorno-Karabakh

Merkel also said that Berlin could assist in mediating the conflict between Azerbaijan and Armenia over the disputed Nagorno-Karabakh region.

“Germany wants to help find peaceful solutions,” Merkel told reporters, adding that the conflict over the mountainous territory is a significant burden on the region.

The region, populated mainly by ethnic Armenians, declared independence from Azerbaijan amid a 1988-94 war that claimed an estimated 30,000 lives and displaced hundreds of thousands of people.

Since 1994, Nagorno-Karabakh has been under the control of ethnic Armenian forces which Baku says include troops supplied by Armenia. The region’s claim to independence has not been recognized by any country.

Internationally mediated negotiations involving the so-called Minsk Group of the Organization for Security and Cooperation in Europe (OSCE) helped forge a cease-fire in the region, which is not always honored, but have failed to produce a lasting settlement of the conflict.

In Yerevan a day earlier, Merkel told reporters that “it is important that the conflict is resolved peacefully” and that Germany “stands ready” to contribute to a solution.

Merkel noted that Germany is a member of the OSCE’s Minsk Group and that “we stand ready to assume responsibility within the framework of the Karabakh settlement process.”

Armenian Caucus calls for Trump-Pashinyan meeting

The leaders of the Congressional Caucus on Armenian Issues are collecting the signatures of their U.S. House colleagues on a bipartisan letter encouraging President Donald Trump to meet with Armenia’s new Prime Minister Nikol Pashinyan during the United Nations summit in New York this September, as part of a broader expansion of U.S.-Armenian dialogue aimed at further integrating Armenia into the international economic system and increasing U.S.-Armenia bilateral trade and investment.

“We are encouraged by all the new opportunities for more robust U.S. cooperation with Armenia’s new government, and join with our Congressional friends in encouraging the Administration to pro-actively strengthen our bilateral ties – with a special focus on the sustainable growth of mutually-beneficial economic relations,” said ANCA Executive Director Aram Hamparian.

The ANCA’s U.S.-Armenia economic policy priorities include 1) a $140 million MCC Science, Technology, Engineering, Art, and Math grant for Armenia’s public schools, 2) a modern Tax Treaty to eliminate double taxation and promote financial transparency, 3) a Social Security Agreement to protect benefits earned by people who divide their careers between the U.S. and Armenia, 4) non-stop commercial and cargo flights from Los Angeles to Yerevan, and 5) maximizing the effectiveness of the existing Trade and Investment Framework Agreement Council and the U.S.-Armenia Economic Task Force.

The ANCA is also working with Armenian Caucus leadership and Congressional appropriators to expand FY2019 economic, military and refugee assistance to Armenia and demining, rehabilitation and peacekeeping assistance for Artsakh.

In a “Dear Colleague” letter to their Congressional colleagues, the Congressional Armenian Caucus Co-Chairs Frank Pallone (D-NJ), Jackie Speier (D-CA), Dave Trott (R-MI), and David Valadao (R-CA) and Vice-Chairs Gus Bilirakis (R-FL) and Adam Schiff (D-CA), wrote, “since being elected into office by Parliament, Prime Minister Pashinyan has committed himself to advancing Armenian issues both domestically and internationally and has stated his intent to deepen ties with the United States. Without question, a conversation between President Trump and Prime Minister Pashinyan emphasizing economic development, security and democracy is critical for a strong pivot towards a strategic partnership between our countries.”

The Armenian National Committee of America (ANCA) is encouraging U.S. Representatives to co-sign this bipartisan Armenian Caucus appeal to the President.

Armenia FM about Pashinyan-Aliyev meeting: Let’s not hurry

The negotiations cannot be held in the atmosphere of hostility, Armenian Foreign Minister Zohrab Mnatsakanyan said in an interview with Armenia television.

Asked about the information that appeared in the social networks regarding the advancement of the Azerbaijani armed forces in the neutral zone in the Nakhchivan direction, Minister noted that these issues are in the focus of attention of the Ministry of Defense and the Ministry of Foreign Affairs.

“Any development that will impede the negotiation process is unacceptable. This will have a negative impact on the negotiations, and this should be avoided. We intend to continue our participation in talks, we plan to lead them to achieving a peaceful settlement within the framework of the OSCE Minsk Group,” he assured.

Mnatsakanyan added that the statements from Baku do not contribute to the formation of a peaceful atmosphere.

Asked whether the issue of Pashinyan-Aliyev meeting was discussed, the Armenian official called not to hurry up.

“I held a phone conversation with various officials who play a direct role in this process. This will continue. Direct contacts will occur when we reach the right moment. I’m not talking about months, I’m talking about weeks,” Mnatsakanyan said, adding that the Armenian side will continue doing what it has done so far.

“We talked about continuation, about ensuring a stable peace through peaceful negotiations,” he recalled.

Kim Kardashian Sets Meeting with Trump … To Get Alice Marie Johnson Pardoned!!!

Kim Kardashian will meet with Donald Trump. Kim will make the trip without KUWTK cameras or her sisters. According to TMZ, the reality-show star goes on with her quest to free imprisoned great-grandmother Alice Marie Johnson.

Kim and her attorney, Shawn Holley, have scheduled a meeting Wednesday with Trump to lobby for a pardon for Johnson who’s currently serving a life sentence at the Aliceville Correctional Facility in Alabama.

KKW and Shawn have been working with Ivanka Trump and Jared Kushner for months to free Alice, but now the Prez is getting involved directly.

The 62-year-old great-grandma’s case became national news last year when Kim tweeted about it — she was sentenced to life in prison without parole in 1997 on money laundering and drug conspiracy charges … her first offense.

Alice wrote Kim a heartfelt thank-you note for pushing hard for her pardon, and she could have a great reason to write another one soon.

Putin-Pashinyan meeting kicks off in Sochi, Russia

SOCHI, MAY 14,  The meeting between Armenian Prime Minister Nikol Pashinyan and Russian President Vladimir Putin has kicked off in Sochi, Russia.

The discussion focused on issues of mutual interest.

The meeting is being held ahead of the Supreme  Eurasian Economic Council sitting, ARMENPRESS correspondent reports from Sochi.

Armenia’s deputy PM Tigran Avinyan, foreign minister Zohrab Mnatsakanyan, Armenia’s Ambassador to Russia Vardan Toghanyan, assistants to the Premier Varuzhan Nersesyan, Ruben Rubinyan and FM advisor, head of the CIS department Armen Ghevondyan are also participating in the meeting from the Armenian side.

During the visit the Armenian PM is also expected to meet with President of Belarus Alexander Lukashenko and Kyrgyz President Sooronbay Jeenbekov.

The ongoing EEU summit in Sochi is the first meeting of leaders of member states of the union in 2018.  The EEU – Eurasian Economic Union – was established on January 1, 2015 and includes Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia.

Russian President Vladimir Putin was first to congratulate Nikol Pashinyan on his election as Prime Minister of Armenia. Pashinyan and Putin both expressed willingness to continue joint work aimed at further development of the Armenian-Russian strategic and allied relations and deepening of integration processes. Pashinyan and Putin agreed to have a more detailed discussion during their May 14 meeting in Sochi.

The opposition movement “Front for the State of Armenia” held its first meeting

An opposition movement held its first rally in Yerevan on Saturday, calling for combined efforts to prevent incumbent President Serge Sarkissian from remaining in power after the end of his second and last term next month.

Despite his public promise in 2014 not to seek a position at the top of the government after the constitutional reform transforming Armenia into a parliamentary republic, Sarkisian is able to become the country’s next prime minister as party leader Republican in power (HHK).

Sarkissian has not yet spoken about his plans, but a number of senior HHK officials have expressed “personal opinion” that there is no better candidate than the current president for the post of future prime minister. The next prime minister will be the country’s first political decision maker under the reformed constitution.

By organizing its rally in Liberty Square on Saturday at the end of the day, the group called “Front for the State of Armenia” aims to become a key platform for a change of power in Armenia. The members of the group explained that their movement would gather around different political parties and individuals sharing the same attitude.

The speakers at the event presented the main provisions of the movement’s program. At first, the Front plans to set up a “provisional government”, to “declare amnesty and release political prisoners”. In the future, the movement intends to “establish the Constitution through the Constituent Assembly and organize new elections”.

Among the political parties and groups involved in the Front that are known to the general public in Armenia, the most important is the Zharangutiun (Heritage) Party.

Its newly elected president, Armen Martirosian, said in his speech that the movement is essentially non-partisan and should unite all efforts to prevent the HHK from appointing Sargsyan as a candidate for the post of prime minister of Armenia.

According to Martirosian, if the HHK decided that, “then tens of thousands of Armenians will emigrate from the country in the years to come. “And that’s what should not be allowed,” he said.

The opposition felt that attendance at the rally was quite high, which they said was unexpected.

The movement has scheduled its next rally for March 16, which will also mark the first anniversary of the death of Artur Sargsian, the man who broke a police cordon to deliver food to members of a group of radical opposition, the Sasna Tsrer. Sargisian was jailed with dozens of opponents after surrender to the security forces and died shortly after being released on bail the following year.

The Armenian Front also announced “periodic” rallies during the week beginning April 9, when President Sarkisian’s powers will end and parliamentary factions will have seven days to nominate candidates for the post of prime minister. .

Yelk parliamentary opposition leader Nikol Pashinian, member of the Ararat Mirzoyan faction and a number of human rights activists also attended the rally.

A meeting of Armenian and Azerbaijani foreign ministers has kicked off in Krakow, spokesperson for the Armenian Foreign Ministry Tigran Balayan tweeted.

Earlier Armenian foreign minister Edward Nalbandian met with the OSCE Minsk Group Co-Chairs.

Nalbandian thanked the Co-Chairs for the initiative to organize a meeting between the Foreign Ministers of Armenia and Azerbaijan, and stressed that, as always, the Armenian side participates in all meetings with a constructive mood, the Ministry of Foreign Affairs of Armenia informed Armenian News-NEWS.am.

He emphasized that Armenia, along with the Co-Chair countries, will continue to seek ways for the implementation of agreements reached at the Vienna, St. Petersburg and Geneva Summits, as well as the proposals of the Co-Chairs aimed at creating necessary conditions for the advancement of the negotiation process, particularly those related to the reduction of tension in the conflict zone, strict adherence to the trilateral ceasefire agreements of 1994 and 1995, expansion of the monitoring capabilities of the Office of the Personal Representative of the OSCE Chairman-in-Office, and establishment of a mechanism for investigation of ceasefire violations.

Armenian-Georgian high-level talks were held in Tbilisi, involving the official delegations of the two countries.

Welcoming the delegation headed by the President of friendly Armenia, Georgian President Giorgi Margvelashvili said he was glad that the 25th anniversary of establishment of diplomatic relations between Armenia and Georgia was crowned with a remarkable visit by President Serzh Sargsyan that might give fresh impetus to the development of interstate relations and friendship between the two nations.

The Presidents of Armenia and Georgia stated with satisfaction the growth of trade turnover between the two countries this year, the progress achieved in tourism and the status of bilateral cooperation in a number of other spheres. They noted that the potential of cooperation is much greater, and consistent efforts need to be made in this direction.

Presidents Sargsyan and Margvelashvili attached importance to regional security and peace in terms of providing favorable conditions for the prosperity and economic development of all countries in the region.

During the enlarged meeting, the members of the two delegations reported back the work done in respective areas, the pace of joint projects, the achievements and problems. The Presidents instructed them to strengthen mutual contacts and cooperation.

Armenia, Iran presidents meet in Tehran

President of Armenia Serzh Sargsyan, who is in Tehran on a working visit to attend Saturday’s swearing-in ceremony of reelected President Hassan Rouhani of Iran, on Sunday met with him.

At the beginning of the talk, the Iranian president expressed the hope that his Armenian colleague’s current visit to Iran will give new impetus to the expansion and development of bilateral relations.

Noting that the current year marks the 25th anniversary of diplomatic relations between Armenia and Iran, President Sargsyan, for his part, recorded that during this time cooperation amongst them was developed and strengthened.

Subsequently, the two presidents discussed collaboration, and underscored the major projects being implemented in several domains and the carrying out of new and promising projects between the two countries.
