Donations from Diaspora Help Clear Cluster Bombs in Artsakh

NORASHENIK, Artsakh—Generous contributions from Armenian Americans allowed for the clearance of cluster bombs, and all dangerous explosive items, from the village of Norashenik MineClearingin the Kashatagh/Lachin region of Artsakh in October of 2013. Previously, father Virab Shaboian was afraid to let his children play in the garden. “I definitely have to say thank you to all the people who ensure the safety of my children, but also other children in this region. I am very glad that there are people who give money to this type of charity”, says Virab.

$11,000 was donated to the HALO Trust, the world’s oldest and largest mine clearance charity, to allow for complete clearance in the village last October. In total 12 cluster bombs and 28 other items of unexploded ordnance were found and destroyed in the village to make safe over 370 acres of land. Virab’s children can now play in safety, he can cultivate the land and the entire village of 105 is no longer in danger. The area can be used for grazing cattle, foraging for berries and mushrooms, hunting and collecting firewood without the fear of death or serious injury.
Norashenik Village was hit by a cluster bomb strike during the war. The 1992-94 conflict between Armenia and Azerbaijan left behind hundreds of minefields and cluster bomb strikes. Though fighting ceased 20 years ago, the people of Nagorno Karabakh continue to suffer. In fact, Karabakh has one of the worlds highest per capita mine casualty rates – on a par with Afghanistan and surpassing Cambodia.
Landmine Free Artsakh is a group of concerned Armenians who have volunteered to help the HALO Trust clear all remaining landmines, cluster bombs and unexploded ordnance (UXO) from Artsakh. The mission is to generate awareness about landmine problems in Artsakh and to help fundraise to completely de-mine all villages. These villages are in the Lachin, Hadrut and Martuni regions where no international government grants and funds have been secured. Without private funding these minefields might never be cleared.
Unfortunately, there have been two recent accidents in February of 2014. On February 13th, Robert Abraamyan’s tractor initiated an anti-personnel mine while working on the side of the road from Drmbon to Alashan. On February 21st, Norik Abalyan was killed when his horse stepped on an anti-tank mine near Marzilu village, Martuni region. He was 50 years old and father of two children.
The group’s next project is clearing a minefield in Karegah Village, again in Kashatagh/Lachin Region only five miles from the Armenian border, where landmines have injured people and animals and prevent use of the land. Thanks to the generous donors from the United States and Canada $35,000 required funding has been secured and clearance is scheduled to begin in May 2014.

California Assembly panel passes resolution on Artsakh independence

178616 The California State Assembly Rules Committee on Monday, May 5, cast a historic vote supporting and encouraging Artsakh’s (Nagorno Karabakh) continuing efforts to develop as a free and independent nation, and urging the President and Congress of the United States to support the self-determination and democratic independence of the Nagorno-Karabakh Republic, reported the Armenian National Committee of America – Western Region.
AJR (Assembly Joint Resolution) 32, introduced by Assemblymember Mike Gatto, was adopted by a vote of 9 yes, 1 no, and 1 member who did not vote and will now move to the full Assembly floor for a vote scheduled for May 8, 2014.
“We are grateful to Assemblymember Mike Gatto for introducing this important resolution calling on the state of California to take a moral stand in line with American ideals of self-determination and freedom by recognizing the independence of Artsakh,” states ANCA-WR Chair, Nora Hovsepian, who offered testimony in support of the resolution at the committee hearing. “We look forward to California joining the States of Rhode Island, Maine, Massachusetts and Louisiana in supporting the righteous quest of our brethren in Artsakh for a life of peace and prosperity on their ancestral lands.”
AJR 32 lead author, Assemblymember Gatto was joined by Co-Author Assemblymember Katcho Achadjian (R-CA), Assemblymembers Adrin Nazarian (D-CA), Scott Wilk (R-CA) and Cheryl Brown (D-CA) in offering testimony in support of the measure. Joining Hovsepian in testifying on behalf of California’s over 1 million Armenian American community were Alina Nalbantyan, who hails from the Shahoumian region of Artsakh, and Sevak Khatchatourian from the Armenian Council of America.
The Armenian National Committee of America – Western Region (ANCA-WR) has been instrumental in the passage of AJR 32, working closely with Assemblymember Mike Gatto and the Rules Committee to ensure a sound understanding of the facts. “It has been my privilege to work with the leaders of the local Armenian American community and their outstanding representatives on this important resolution,” said Gatto. The ANCA-WR launched an action alert on this resolution and in a matter of a few days, Armenian-Americans from all parts of California contacted their representatives on the Rules Committee urging their members to vote in favor of AJR 32, in support of the Republic of Artakh’s independence. More than 2,500 letters were sent to the members of the Rules Committee.
California is home to tens of thousands of Armenian-Americans who are refugees of pogroms against Armenians in Sumgait (1988), Kirovabad (1988), and Baku (1990), and the ethnic-cleansing of the Armenian population of Azerbaijan.
“I stand with the freedom loving people of Artsakh in support of AJR 32. We will continue to speak out until Artsakh is free,” stated Assemblymember Scott Wilk who set the record straight during the hearing and refuted the fallacies presented by the Azeri lobby.
Since declaring independence in 1991, Artsakh has successfully conducted five parliamentary and five presidential elections that have been praised by international observers as free, fair and transparent. The most recent presidential election held in July 2012 was favorably received by more than 80 international observers from two dozen countries, including the United States. Election observers included the former Rhode Island Attorney General Patrick Lynch and Canadian Parliamentarian Jim Karygianni.

California to recognize Karabakh’s independence?

207384The US State of California Assembly Rules Committee on May 5 will vote on the resolution for recognizing the Nagorno-Karabakh Republic (NKR) as an independent state, reported the Armenian National Committee of America (ANCA).

This is the first time that the State of California takes an official position on the independence of NKR, the ANCA also reported.

If passed, the resolution will urge the US President and the Congress to support the self-determination and democratic independence of the Nagorno-KarabakhRepublic.

Cease-fire: Two decades of “neither war nor peace” after the cessation of hostilities in Karabakh

No solution can be viable without Karabakh – analyst

Three Azerbaijani soldiers killed Monday evening

French leader to mediate Karabakh settlement at Yerevan, Baku visit?

Karabakh officer dies from land mine explosion

STEPANAKERT. – Nagorno-Karabakh Republic Defense Army Senior Lieutenant Harutyun Safaryan was mortally wounded as a result of a land mine explosion on 201998Monday.

Safaryan (born in 1987) was mortally wounded while conducting a combat mission at the military base of the protection area of a Defense Army unit stationed in the southern direction of the Line of Contact between the Karabakh-Azerbaijani opposing forces, the Defense Army news service informed.

Karabakh is not and has never been part of Azerbaijan – Presidential press secretary

200971STEPANAKERT. – Nagorno-Karabakh is not and has never been a part of Azerbaijan, the Nagorno-Karabakh Republic (NKR) President’s press secretary Davit Babayan told Armenian News-NEWS.am.

Babayan commented on the Azerbaijan MFA press service representative’s announcement with respect to their willingness to issue passports, and visas—including Schengen—to the Nagorno-Karabakh residents, should they apply.

Describing the Azerbaijan MFA representative’s announcement as foolishness, Babayan advised Azerbaijan to, first and foremost, “issue a visa to [Ramil] Safarov [the Azerbaijani military officer who had killed with an axe Armenian lieutenant Gurgen Margaryan, in his sleep, during a NATO Partnership for Peace program in Budapest in 2004, who was extradited to Azerbaijan, where he received a hero’s welcome and was released], send him to Europe so he again may be put to jail, since that is where criminals belong.”

The NKR President’s press secretary also recalled that the NKR citizens already have passports.

As for the NKR citizens’ use of the Republic of Armenia passports, in Babayan’s words, this is a voluntary yet an obligatory measure to communicate with the outside world.

“Armenia’s issuance of passports to the NKR citizens is yet another striking evidence that Armenia, unlike Azerbaijan, carries out the provisions of international humanitarian law,” he noted.

As per Davit Babayan, once the NKR is recognized by the international community, its citizens will travel with their own passports.

Sarkisian, Hollande Discuss EU Rleations, Karabakh

PARIS—The President of France, Francois Hollande, on Tuesday received the visiting President of Armenia, Serzh Sarkisian, the Élysée’s press office reports.

They also exchanged views on the negotiations to find a peaceful solution to the Nagorno-Karabakh conflict. They discussed key international issues of common interest, in particular the crisis in Syria, the situation in Iran and their consequences.

The President of the Republic of Armenia made a working visit to Paris before traveling to Strasbourg on the occasion of the Armenian Chairmanship of the Committee of Ministers of the Council of Europe. Armenia holds the presidency for the first time since it joined the Council of Europe in 2001.
