YEREVAN (Middle East Online)—Germany’s foreign minister on Thursday offered Berlin’s experience in post-war reconciliation to Armenia and Turkey to help them forge peace a century after the Armenian Genocide.

On a visit to Yerevan, Frank-Walter Steinmeier said Germany’s long road to partnership with France after two world wars could serve as an example following the 1915 slaughter and exile of Armenians during World War I.

“When it comes to the bloody history of the 20th century, in which Germany started two world wars, we should not present ourselves as the schoolmasters,” he told reporters after talks with his Armenian counterpart Edward Nalbandian in Yerevan.

“But we can offer our experience.”

He noted that he had also told Turkish leaders earlier this year that Germany and France had worked hard to overcome the hatred of previous generations.

“After a difficult century, we have reconciled by not keeping silent about our historical responsibility” but by “working through the horrific things that happened,” he said.

“If our experience can be helpful, we are ready to offer it,” he said, citing youth exchange programs as one initiative that had helped to build bridges.

“But that must be decided here.”

Nalbandian said Armenia was ready to reduce tensions with Turkey but insisted the ball was in Ankara’s court.

“Five years ago, on Armenia’s initiative, we started a process that led to the signature of the Zurich protocols — to make the normalization of our relations possible,” he said.

“But Turkey is not respecting these agreements.”

Steinmeier also visited the Dzidzernagapert Armenian Genocide Memorial in Yerevan on Thursday to pay tribute to the memory of the victims of the Armenian Genocide.

Steinmeier was accompanied by Armenian Foreign Minister Edward Nalbandian and Director of the Armenian Genocide Museum-Institute Hayk Demoyan.

The German Foreign Minister laid a wreath at the memorial to the Armenian Genocide victims and paid tribute to their memory with a minute of silence.

Hayk Demoyan presented a copy of his most recent book titled “Armenian Genocide: Front Page Coverage in the World Press” and a stamp dedicated to Johannes Lepsius, a German missionary, orientalist, and humanist with a special interest in trying to prevent the Armenian Genocide in the Ottoman Empire.

Nalbandian on Thursday met with Steinmeier. Welcoming the guest, Nalbandian said with gratification that Armenian-German relations have been continuously developing in the last two decades, the press service of the Foreign Affairs Ministry of Armenia told Armenpress.

Expressing gratitude for the warm reception, Steinmeier noted that his country attaches importance to expansion of comprehensive cooperation with Armenia and he has arrived in Yerevan for that very purpose.

Germany issues travel warning for Turkey

The German Foreign Ministry advised its citizens, in a written statement released late on Sept. 26, to be aware of the possibility of terrorist attacks by the Islamic State in Iraq and the Levant (ISIL) in Turkey.

The statement also urged German nationals to avoid large crowds and warned of the usage of tear gas and arrests by the Turkish police in possible protests in major cities such as İstanbul, Ankara and İzmir.

German and Armenian military intensify their bilateral defense cooperation

Germany ‘prepared’ to send military equipment to Iraq Kurds

It was not immediately clear what type of weapons would be delivered, as the German government first had to assess what the Kurdish Peshmerga fighters needed.

Iraq’s autonomous Kurdish region has seen an increase in fighting in recent weeks as IS militants continue to battle for territory. The jihadists have taken control of a number of cities in the north, including Mosul. Local minorities have fled the IS-controlled cities, where the new leaders have imposed laws to force non-Muslims to convert or face death.

However, Kurdish fighters have been able to make gains in recent days, including the retaking of the Mosul Dam, with the help of US military air cover.

land-for-gasThe Independent can reveal that the peace plan, being worked on by both Angela Merkel and Vladimir Putin, hinges on two main ambitions: stabilising the borders of Ukraine and providing the financially troubled country with a strong economic boost, particularly a new energy agreement ensuring security of gas supplies.

More controversially, if Ms Merkel’s deal were to be acceptable to the Russians, the international community would need to recognise Crimea’s independence and its annexation by Russia, a move that some members of the United Nations might find difficult to stomach.
Sources close to the secret negotiations claim that the first part of the stabilisation plan requires Russia to withdraw its financial and military support for the various pro-separatist groups operating in eastern Ukraine. As part of any such agreement, the region would be allowed some devolved powers.

At the same time, the Ukrainian President would agree not to apply to join Nato. In return, President Putin would not seek to block or interfere with the Ukraine’s new trade relations with the European Union under a pact signed a few weeks ago.

Second, the Ukraine would be offered a new long-term agreement with Russia’s Gazprom, the giant gas supplier, for future gas supplies and pricing. At present, there is no gas deal in place; Ukraine’s gas supplies are running low and are likely to run out before this winter, which would spell economic and social ruin for the country.

As part of the deal, Russia would compensate Ukraine with a billion-dollar financial package for the loss of the rent it used to pay for stationing its fleets in the Crimea and at the port of Sevastopol on the Black Sea until Crimea voted for independence in March.

Germany remembers the plot to kill Hitler

July 20 marks the 70th anniversary of Claus Schenk Graf von Stauffenberg’s attempt to assassinate German Nazi dictator Adolf Hitler. His son and a former guard still have vivid memories of that day.
