YEREVAN, MAY 1, ARMENPRESS. The RPA faction of the National Assembly will vote against Nikol Pashinyan’s candidacy for the post of RA Prime Minister. Armenpress reports that the head of the faction Vahram Baghdasaryan stated this at a special session.

A special session is underway in the National Assembly. the MPs are discussing the issue of the Prime Minister’s election. The only candidate nominated is Nikol Pashinyan. his candidacy was nominated by the “Elk” faction. Three of the four parliamentary factions, Tsarukyan, ARF and “Exit,” have announced support for Pashinyan’s candidacy. these factions have 47 votes together, but in their special session ARF-D member Aghvan Vardanyan announced his decision not to vote. At least 53 MPs need to vote for the prime minister. The RPA has 58 parliamentary mandates.

According to the Constitution of the Republic of Armenia, if the Prime Minister is not elected in the National Assembly, seven days after the voting, a new Prime Minister’s election is held, with the right to participate in the Prime Minister’s nominees for at least one-third of the total number of Deputies. If the Prime Minister is not elected by the majority of the total number of Deputies, the National Assembly shall be released by law.

Ազգային ժողովում ընթանում է հատուկ նիստը. պատգամավորները քննարկում են ՀՀ վարչապետի ընտրության հարցը: Առաջադրված միակ թեկնածուն Նիկոլ Փաշինյանն է. նրա թեկնածությունն առաջադրել է «Ելք» խմբակցությունը: ԱԺ չորս խմբակցություններից երեքը՝ «Ծառուկյան», ՀՅԴ, «Ելք», հայտարարել են Փաշինյանի թեկնածությունը սատարելու մասին. այդ խմբակցությունները միասին ունեն 47 ձայն, սակայն հատուկ նիստում իր ելույթի ժամանակ ՀՅԴ-ական Աղվան Վարդանյանը հայտարարեց չքվեարկելու իր որոշման մասին: Վարչապետի ընտրվելու համար անհրաժեշտ է նվազագույնը 53 պատգամավորի ձայն: ՀՀԿ-ն ունի 58 պատգամավորական մանդատ:

Համաձայն ՀՀ Սահմանադրության՝ Ազգային ժողովում վարչապետի չընտրվելու դեպքում քվեարկությունից յոթ օր հետո անցկացվում է վարչապետի նոր ընտրություն, որին մասնակցելու իրավունք ունեն պատգամավորների ընդհանուր թվի առնվազն մեկ երրորդի առաջադրած վարչապետի թեկնածուները: Եթե պատգամավորների ընդհանուր թվի ձայների մեծամասնությամբ վարչապետ չի ընտրվում, ապա Ազգային ժողովն արձակվում է իրավունքի ուժով:

The crowd led by Nikol Pashinyan is now walking down Khorenatsi street. The opposition leader said he knows that residents of several regions have also joined the protest action against a Republican prime minister. He said that several secondary schools in Noyemberyan (Tavush region) have gone on strike, with the interstate highway of Aparan (Aragatsotn region) being blocked and the population of Kajaran (Syunik region) holding a mass protest.

Opposition leader Nikol Pashinyan on Wednesday morning rallied a crowd of supporters in Yerevan’s Republic Square for protest action against the ruling Republican Party of Armenia (RPA).

Many students of Yerevan State Medical University and other educational institutions have joined the protesters who are now heading down Avovyan Street in a procession.           The leader of the Civil Contract Party earlier livestreamed a video message on Facebook, calling for conducting massive strikes in Yerevan and cordoning off central streets and avenues.The politician expressed his discontent with acting Prime Minister Karen Karapetyan’s Friday statement ruling out future negotiations with him or any plan for snap parliamentary elections.

YEREVAN (Reuters) – Armenian police detained three opposition leaders on Sunday and dispersed some protesters on the 10th day of demonstrations against the appointment of former President Serzh Sarksyan as prime minister, an opposition politician and witnesses said.

Protesters accuse Sarksyan of clinging to power after he was appointed premier this month following 10 years as president. Tens of thousands of opponents have marched through Yerevan, blocking streets in the city center and staging sit-ins.

Police said in a statement that opposition politician Nikol Pashinyan and two other lawmakers had been “forcibly removed” from the protest but had not been arrested. It also said it had started to disperse protesters “guided by the law.”

The statement was issued shortly after Pashinyan held talks with Sarksyan, who walked out of the meeting after accusing his opponents of trying to “blackmail” the authorities.

One of the protest leaders, Ararat Mirzoyan, wrote on his Facebook page that he had been “illegally detained” along with Pashinyan and a third opposition politician, as well as other protesters.

A Reuters witness said police armed with batons and shields cleared at least one area of the capital where protests had been taking place, but demonstrators remained in other areas.

At his brief meeting on Sunday with Pashinyan, Sarkysan had said: “This is not talks, not a dialogue, it’s just an ultimatum, blackmail of the state, of the legitimate authorities.”

He said his opponents “did not learn the lesson of March 1”, referring to a protest rally after his re-election in 2008 when 10 people were killed in clashes with police.

Parliament voted on Tuesday to allow Sarksyan to become premier.

Under a revised constitution approved in a 2015 referendum, most state powers in the small, ex-Soviet state have shifted to the prime minister while the presidency has become a largely ceremonial post.

“No one has dared and will dare speak to us in the language of threats. I am telling you: you have no understanding of the situation in the country. The situation is different to the one you knew 15-20 days ago,” Pashinyan had told Sarksyan on Sunday.

“The situation in Armenia has changed, you don’t have the power of which you are told. In Armenia, the power has passed to the people,” he said.

Armenian president calls for dialogue amid protests against new PM

YEREVAN (Reuters) – Armenian President Armen Sarkissian on Thursday called for dialogue, as thousands continued to protest on the streets against the appointment of the new prime minister, who was president for 10 years before switching jobs this month.

Parliament on Tuesday voted to allow ex-president Serzh Sarksyan to become premier in the former Soviet republic, despite weeks of angry rallies against such a move.

“I’m confident that the only solution is a dialogue and mutual respect,” Sarkissian said in a statement.

“As a leader of the country, I’m calling on the sides to hold a dialogue in order to find the best solution in the current situation.”

Thousands of opposition activists marched in the center of Yerevan on Thursday, waving national flags and chanting: “Make a stand, say no to Serzh”.

They blocked entrances to government buildings and staged sit-ins. In the evening about 15,000 protesters were massed in the main square.

Police detained more than 120 activists.

Sarksyan was president from 2008 until April 9 and demonstrators said he was switching jobs but clinging to power.

Under a revised constitution approved by referendum in 2015, the prime minister will hold most power while the presidency becomes largely ceremonial.

Sarksyan’s ally Sarkissian was sworn in as president last week after being elected by parliament. Sarksyan said in March, while still president, he would become prime minister to allow him to share the benefit of his experience.

Armenia seceded from the Soviet Union in 1991 but remains dependent on Russia for aid and investment. Many Armenians accuse the government of corruption and mishandling an economy that has struggled to overcome the legacy of central planning.

Armenia is a small country in the south Caucasus nestled in between the Anatolian Peninsula and the Caspian Sea. Along with its northern neighbor, Georgia, the region is believed to be the birth place of wine. Although it is likely that the different families of grape varieties had multiple independent centers of origin, the oldest historical evidence of winemaking, going back some 6,000 years, is found in this region.

The region was conquered by Russia during the 19th century, and the historic region of Armenia was divided between Russia and the Ottoman Empire. The country enjoyed a brief independent existence from 1917 through 1920, before it was eventually incorporated into the USSR as the Armenian Soviet Socialist Republic. Armenia declared its sovereignty and became an independent republic in 1991.

According to local legend, Armenians have been distilling wine into brandy since the 12th century. There is little definitive evidence of this. There is some evidence of alcohol distillation occurring in what is now Lebanon and Iran during this period, so it is conceivable that the knowledge of distillation also made it to Armenia at that time. If true, then the production of brandy in Armenia predated alcohol distillation in Spain and France by several centuries.

During the late 19th century a thriving brandy industry developed in Armenia. Taking advantage of the popularity of Cognac in Russia; a consequence of the anti-German, Franco-Russian alliance that preceded World War I, Armenian Brandy was also labeled Kanyak, the Armenian spelling for Cognac. A practice that continues in Armenia, Russia and some of the other former Soviet republics.

For a brief time, one Armenian producer, Nikolay Shustov, did have the right to label his brandy as Cognac. Shustov was the official supplier of Armenian brandy to the court of the Russian Tsar Nicholas II. His company, Shustov & Sons, eventually became the Yerevan Brandy Company, Armenia’s largest brandy producer.

At the 1900 Universal Expo of Paris, Shustov & Sons’ brandy, was selected as the best brandy in a blind judging, beating out stiff competition from Cognac’s leading producer and earning the reward to legally call their product Cognac. That right, however, was revoked after the end of WW II. The Armenian government unsuccessfully lobbied the EU for permission to use the term Kanyak on its brandy in 2013.

A Turkish TV channel has aired a broadcast explaining to viewers how to hunt for gold belonging to the Armenians and other ethnic groups that used to reside on the country’s territory.Ughur Kilach, the special guest hosted by Haberturk TV, elaborated on “the right and efficient methods” of exploring for gold with the help of a detector. The man is reported to have formerly owned a company selling the device.

The broadcast sparked a wide outrage across the country, attracting a strong criticism by numerous users of social networking sites, according to Agos (the Istanbul-based Armenian publication).Soner Ateshoghulari, the president of the Turkish Union of Archaeologists, condemned the authors in an official statement, describing the move as an attempt to push people to stealing treasure.

He also called for banning detectors’ sale in Turkey and tighten the punishment against treasure thieves.
“Those people are representatives of different ethnic groups and have very different specializations. But they all pursue the single goal of hunting for gold to arrange their lives and pay their debts, building the lives of also their own children. Unlicensed excavations are banned in Turkey, but we have no law banning the search of gold. To conduct legal excavations it is required to have specific proofs that there is actually treasure hiding there, and to obtain a certificate licensing such excavations. This is how we need to educate treasure-hunters in order to rule out this kind of problems in the future. Otherwise, there will be no end to illegal excavations and damages to cultural monuments. If the state exercises this function, [those breaching the law] will face the heaviest punishment,” reads Ateshoghulari’s statement on the Union’s website.

A special sitting of the Armenian National Assembly kicked off at Karen Demirchyan Sports and Concerts Complex on Monday for the ceremonious inauguration of the President of the Republic of Armenia.

Diplomats accredited in Armenia, public and political figures from the Diaspora, high-ranking clergymen, officials and leading media representative are invited to take part in the President’s swearing-in ceremony.

The ceremony is broadcast live on the Public TV Company of Armenia.

On 2 March the Armenian Parliament voted 90 to 10 to elect Armen Sargsyan as the country’s fourth President.

YEREVAN — Armen Sarkisian has been sworn in as president of Armenia amid speculation that outgoing President Serzh Sarkisian will become prime minister, a post that is now more powerful than the presidency due to constitutional reforms.

Armen Sarkisian, who is not related to the outgoing president, was inaugurated in a ceremony at Yerevan’s Karen Demirchian Sports and Concert Hall on April 9.

The 64-year-old Sarkisian, a former ambassador to Britain, was elected to a seven-year term by lawmakers in the South Caucasus nation on March 2.

Opposition leaders have accused Serzh Sarkisian, who was first elected in 2008 and held office for two terms, of seeking the prime minister’s job to allow him to retain power.

Parliament is scheduled to elect a prime minister on April 17.

Under a shift that was approved in a December 2015 referendum, Armenia changed its form of government from a semipresidential to a parliamentary republic.

As a result, presidential veto powers have been stripped from the post and the presidency has been downgraded to more of a figurehead position.

Unlike previous post-Soviet presidents in Armenia, Armen Sarkisian was elected by parliament instead of by popular vote.

The constitutional reforms coming into effect also limit the president to a single seven-year term.

The reconfiguration of the Abstract Sculpture at the Armenian Heritage Park on the Greenway will take place on Sunday, April 8 at 7am.

This annual event is symbolic of all who were pulled away from their country of origin and came to these shores, establishing themselves in new and different ways. The Charles G. and Doreen Bilezekian Fund, an endowed fund of Armenian Heritage Park, supports the annual reconfiguration. See photos from last year’s reconfiguration.

Saturday, April 21 from 3pm – 5pm the Massachusetts Armenian Genocide Commemoration Committee invites all to come together at the Park to honor our shared history.

Sunday, April 22 from 1:30pm to 3pm the Massachusetts Coalition to Save Darfur invites all to participate in the Walk Against Genocide. The Walk begins at the Holocaust Memorial and closes at the Park with speakers at both sites.

Saturday, May 6 is World Labyrinth Day! Join people in 35 countries world-wide walking as “One at 1pm“, a global initiative of The Labyrinth Society. An introduction to walking a labyrinth will be led by Armineh Mirzabegian, M.D. at 12:45pm. Following the walk will be a reception to view the 2018 configuration of the Abstract Sculpture at 1:30pm.
