Karabakh hails recognition by Fresno County

Stepanakert welcomes the decision of the Fresno County of California to recognize the independence of the Nagorno-Karabakh Republic (NKR).

ahot_ghulyanChairman of the NKR National Assembly Ashot Ghulyan called it ‘a new victory’ and ‘another link in the chain’, reports the Public Radio of Armenia.

“There is one precondition for the continuation of this: the Nagorno-Karabakh Republic should continue building a legal and democratic state and prove to those who have recognized the independence of Artsakh that we stand firm on our ground,” said Ghulyan.

Earlier this month Maine became the third US state after Rhode Island and Massachusetts to recognize the NKR’s independence. Last year, the legislature of Australia’s largest state, New South Wales, also passed a resolution recognizing the NKR.

Azerbaijani Embassy Seeking to Enforce Baku-Style Free Speech Limits on U.S. Congress

WASHINGTON—Members of Congress continued to salute the 25th anniversary of Nagorno Karabakh’s freedom movement this week, with Representatives Judy Chu (D-CA), Michael Grimm (R-NY), Devin Nunes (R-CA) and David Valadao (R-CA) the latest to congressartskahspeak out in support of Artsakh’s quarter century of steady growth as a democratic state and society, reported the Armenian National Committee of America.

“We want to thank Reps. Chu, Grimm, Nunes and Valadao for joining in Artsakh’s celebration of a remarkable quarter century of freedom,” said ANCA Executive Director Aram Hamparian.  “In the face of Baku’s war and ongoing aggression, the proud citizens of Nagorno Karabakh have stood strong, building a solid democracy, and fundamentally reaffirming that – despite Ilham Aliyev’s angry tirades – the blessings of liberty that we enjoy as Americans are truly the birthright of all peoples.”

In a joint statement for the Congressional Record, Representatives Nunes and Valadao paid “homage to the Armenian people and particularly the people of Nagorno Karabakh, who bravely struggle to maintain their right to self-determination.”  They went on to note: “the Armenians have suffered some of the worst savagery of recent history, from the massacre of more than a million people in the Armenian Genocide, to the cruel repression of Soviet rule, to Azerbaijan’s war against Nagorno Karabakh and the ongoing siege of that region. Through these trials and tribulations, the Armenian people have paid a steep price for their freedom. The hero’s welcome Azerbaijan recently afforded to Ramil Safarov, an Azerbaijani military officer who murdered a sleeping Armenian officer during a NATO-sponsored program in Hungary, is a stark reminder of the unrelenting hostility Armenians face today.”

New York Congressman Michael Grimm praised the progress made by the fledgling Nagorno Karabakh Republic over the past 25 years.  “The Nagorno Karabakh Republic’s steady advances in the industries of banking, agriculture, and telecommunications, provide further testament to their promise as a viable independent partner in the international community,” stated Rep. Grimm. “Coupling this with the United States’ longstanding and unambiguous role as a defender of free people’s right to self-determination across the globe, I hope that my colleagues will join me in commemorating the 25th anniversary of the Nagorno Karabakh liberation movement as part of the promotion of peace, stability, and prosperity in the South Caucusus.”

Congresswoman Chu, who spoke forcefully on the topic once again this year, noted: “In 1991, Nagorno -Karabakh officially declared independence, becoming a democratic state committed to freedom and respect for human rights. Despite dual blockades and threats from neighboring Azerbaijan, Nagorno Karabakh has held a series of democratic elections and continues to work hard to strengthen its economy.   I stand with the people of Nagorno-Karabakh in this noble pursuit.”

Embassy of Azerbaijan Seeks to Silence Congressional Karabakh Commemoration

Meanwhile, even as Members of Congress prepare to celebrate the 25th anniversary of the Karabakh freedom movement at an event hosted by the Congressional Armenian Caucus next week, the Azerbaijani Embassy and pro-Aliyev groups in Washington, DC have sought to block this event by enforcing free speech restrictions that, while common in Baku, are profoundly foreign to the American democratic tradition.

According to Capitol Hill sources, Azerbaijan Ambassador to the U.S. Elin Suleymanov has urged Members of Congress not to attend the Karabakh celebration.  This follows remarks he made earlier this week at the American Israeli Public Affairs Council (AIPAC) Policy Conference, in which he attempted to demonize the Armenian American community, warning supporters of Israel not to “fall under the influence of pro-Armenian lobby groups.”

“This type of strong-arming may stifle free speech in Aliyev’s Azerbaijan, but Ambassador Suleymanov has a lot to learn about America if he thinks his desperate threats will work in the halls of our Congress,” said ANCA Executive Director Aram Hamparian.

The Congressional Caucus event will be held from 6 to 8 p.m., in the Cannon House Office Building – Room 121 and will feature remarks by the NKR Minister of Youth and Culture Narine Aghabalian. The event is being hosted by the Congressional Caucus on Armenian Issues, with the participation of the Embassy of Armenia, Office of the Nagorno Karabakh Republic, and Armenian American civic organizations.

Congress to Celebrate Karabakh Movement 25th Anniversary

Karabakh Culture Minister Narine Aghabalyan will Speak at March 13 Capitol Hill Program

WASHNGTON—Narine Aghabalyan, the Nagorno-Karabakh Republic’s innovative Minister of Youth and Culture, is coming to ministeraghabalyanCapitol Hill to join with legislators, civic leaders, and community organizers in celebrating the 25th anniversary of the Artsakh freedom movement.

Minister Aghabalyan will offer keynote remarks at the March 13th program, to be held from 6 to 8 p.m., in the Cannon House Office Building – Room 121. The event is being hosted by the Congressional Caucus on Armenian Issues, with the participation of the Embassy of Armenia, Office of the Nagorno Karabakh Republic, and Armenian American civic organizations.

“We would like to thank the Congressional Armenian Caucus for taking the lead in educating the U.S. Congress about Artsakh’s commitment to democracy and, of course, the cause of a fair and lasting peace, for Nagorno Karabakh and for all the states and citizens of the region,” said ANCA Executive Director Aram Hamparian. “This Capitol Hill program will be an excellent opportunity not only to celebrate the 25 years of Artsakh’s democratic, cultural, and economic development, but also to spotlight the remarkable new generation of leaders who are working hard to help shape a bright future of their proud and free Republic.”

Minister Aghabalyan, a journalist by trade, represents an energetic new generation of leaders who are charting a bright future for the independent Republic of Nagorno Karabakh. As a senior government official, she has played a pivotal role in the revitalization of Shushi as a cultural center, and the new location for the Youth and Culture Ministry. Her practical focus on the development of literature, theater, and other areas for the arts has helped spark a renewed interest in public-private partnerships, and her Ministry’s job-placement efforts are finding meaningful work for young citizens of the Republic.

Karabakh celebrates anniversary of National-Liberation Movement

February 20 marked the 25th anniversary of the Nagorno Karabakh Liberation Movement. On February 20, 1988, reflecting the will of local population, Karabakh’s legislature petitioned Soviet leadership bodies of Azerbaijan and Armenia to transfer the autonomy from Soviet Azerbaijan to Soviet Armenia, aiming to correct Stalin’s Karabakh 25 liberation movementself-willed decision of 1921.

“Our nation’s struggle against foreign yoke, nearly seven decades of persistent violence and oppression was at the very basis of the 1988 Movement”, said President of Artsakh Bako Sahakyan on this occasion.

25 years ago, Karabakh’s aspirations were fiercely opposed by the central Soviet authorities, who tried to suppress the first truly democratic movement in the crumbling USSR. Moscow deployed Soviet troops along with Azerbaijani militia to instill fear and signaling crackdown.

In response to peaceful manifestations in Stepanakert, well-organized Azeri mobs attacked and murdered hundreds of ethnic Armenians in towns and villages throughout Azerbaijan, including Sumgait, Baku and Kirovabad (former Armenian Gandzak).

By 1991, Azerbaijan launched a full-scale military aggression against Nagorno Karabakh’s demand for freedom, killing thousands and destroying Armenian towns and villages. Resolution 128 by the US Senate (May, 1991) condemned “indiscriminate use of force” by Azerbaijan against “innocent children, women, and men in … communities in and around Nagorno-Karabakh and in Armenia”. However, Armenians could defend their houses on the battlefield, and eventually forced the aggressor into a ceasefire, which was signed by Azerbaijan, Armenia and Nagorno Karabakh Republic in May of 1994.

Since then, NKR has been developing as an independent democracy, with effective government and well-functioning civil society.

“All of us, the whole nation will do everything possible for continuous strengthening of our independent statehood that has been reached at such a high price. It is an exclusive value without which it is impossible to think about the immortality and development of the Fatherland and the native people,” President said on the occasion.

Karabakh declared independence on same grounds as Kosovo – Armenian MP

The people of Nagorno-Karabakh declared their independence in accordance with all international norms, Armenian National Assembly (NA) MP and Prosperous Armenia Party NA Faction Secretary Naira Zohrabyan stated at the Parliamentary Assembly of the Council of Europe (PACE) winter session.

“By making use of the key international norm of the right of self-determination of nations, Kosovo declared its independence, and today 34 [Council of Europe] CoE member and 22 EU member states recognize Kosovo’s independence,” Zohrabyan noted, and added:

“This notwithstanding, Mr. Von Sidov’s report compels me to draw parallels between [Kosovo and] Nagorno Karabakh, another European yet still unrecognized state, which declared independence on the same grounds as Kosovo. Furthermore, not being a CoE member, the Nagorno-Karabakh Republic has assumed numerous CoE commitments on its own volition.

I am hopeful that the time is not too far away when the Council of Europe will recognize that an unresolved conflict cannot justify any violation of human rights, and that there are people in Nagorno-Karabakh who have the same rights as each and every one of us who sit here.

I want to believe that the authorities and people of Kosovo will attempt to build a truly democratic state. A state which still-unrecognized Nagorno-Karabakh Republic builds today.”

Turkey accuses Armenia of destabilizing regional situation

Remaining true to its policy of being the “little brother Azerbaijan’s guardian,” Turkey has issued a statement with respect to the launch of Nagorno-Karabakh Republic capital city’s Stepanakert Airport.

Official Ankara strongly condemned the opening of the airport and it believes this to be a provocative action because this will “harm the peaceful settlement of the Nagorno-Karabakh conflict.” And this is why Turkey “calls for backing from steps that could have an impact on regional stability,” Turkish MFA’s respective statement notes, 1news.az News Agency of Azerbaijan reports.

To note, however, Turkey—which exterminated 1.5 million Armenians simply because of their national belonging, which occupied a part of Cyprus, and, now, provokes the attack against Syria—is wearing a sheep’s clothing and reproaching another state on charges of destabilizing the region. And the opening of a civil airport is the reason for this reproach.

As per official Ankara, the regulating of transport communications—whose objective is to assist the development of Nagorno-Karabakh—is an “obstacle to stability.”

At the same time, Turkey has reacted neither to Azerbaijan’s unbridled arms race nor its refusal to remove snipers from the line of contact nor even its glorification of the murderer of an Armenian army officer in Budapest.

Armenia says damage caused by Azerbaijan ‘beyond measure’

The damage caused to Nagorno-Karabakh and Armenia by Azerbaijan cannot be measured with any numbers, said Armenian Deputy Foreign Minister Shavarsh Kocharyan reacting to reports from Baku that put the cost of the ‘Armenian occupation’ at hundreds of billions of dollars.

“In response to the implementation by the people of Nagorno-Karabakh of their right to self-determination Azerbaijan committed massacres and ethnic cleansings against the Armenian population. It unleashed a large-scale aggression against Nagorno-Karabakh which led to victims, destruction of settlements, infrastructure and occupation of territories,” the Armenian official told the state-run news agency Armenpress.

“And today, by proclaiming an axe-murderer a hero and refusing to withdraw snipers, create mechanisms for investigating border incidents and strengthen the ceasefire regime, the Azerbaijani government is responsible for the loss of life regardless of what ethnicity the victims are. The machinations of numbers, international laws and distorted regional history will not help the Azerbaijani government to avoid responsibility,” concluded Kocharyan.
