Armenian Armed Forces will suspend any attempt of ceasefire violation: Press Secretary of Armenia’s President

August 3, 2014 By administrator

Arman Saghatelyan, the Press Secretary of the President of the Republic of Armenia, commented in an interview with Mediamax the statement of the U.S. Department of State, which, particularly, urges the Presidents 78986of Armenia and Azerbaijan to meet “at the earliest opportunity” to resume dialogue on key issues.

“The Republic of Armenia is also convinced that there can be no military solution to the Karabakh conflict. The ceasefire agreement, signed in 1994 at the request of Azerbaijan, creates definite legal obligations for the sides, which must be respected. Any attempt to violate the ceasefire can lead to a new military adventure, and, therefore, the Armed Forces of the Republic of Armenia will prevent all such attempts: the encroachments on peace will receive a fitting rebuff. The Nagorno-Karabakh conflict can be resolved only through peaceful negotiations, and it is not necessary to re-comprehend this truth from time to time at the cost of human lives. The President of Armenia has repeatedly stated that Armenia is committed to the process of peaceful settlement of the Nagorno-Karabakh conflict within the OSCE Minsk Group and is ready to participate with a constructive spirit in the proposed meetings within this framework,” Armepress.am quoted Arman Saghatelyan as saying.

ANCA: OSCE MUST CHALLENGE AZERBAIJANI AGGRESSION

August 2, 2014 By administrator

Aram-hamparianWASHINGTON, DC — Armenian National Committee of America (ANCA) Executive Director Aram Hamparian issued the following statement regarding Azerbaijan’s most recent attacks against Armenia and Nagorno Karabakh.

“The Azerbaijani government’s July 31st and August 1st cross-border attacks against Armenia and Nagorno Karabakh are the latest examples of its reckless military aggression in the face of international efforts to stabilize the region and set the groundwork for a fair and enduring peace.”

“The OSCE Minsk Group’s unwillingness to clearly condemn Azerbaijani military strikes has fostered a dangerous atmosphere of impunity that has clearly contributed to this recent escalation of violence. It is time for peace negotiators to break their bad habit of answering Aliyev’s every assault with artificial even-handedness and diplomatic double-talk. Only by unequivocally denouncing Azerbaijan’s attacks can they hope to constrain Aliyev’s march toward a renewed Caucasus war. An important first step would be an OSCE-lead international campaign demanding that Baku lift its opposition to the withdrawal of all snipers, a life-saving proposal that Armenia and Nagorno Karabakh have supported for over 3 years.”

On July 31st and August 1st, Azerbaijani attacks on the lines of contact with Armenia and Nagorno Karabakh have resulted in over 10 deaths. U.S. State Department Deputy Spokesperson Marie Harf issued a statement on August 1st expressing United States “concern about the escalation of violence,” but stopped short of clearly condemning Azerbaijani aggression. The statement went on to call “the Presidents of Armenia and Azerbaijan to meet at the earliest opportunity to resume dialogue on key issues.”

Ms. Harf’s complete statement is available at:
http://www.state.gov/r/pa/prs/ps/2014/230150.htm

Earlier in the day, the Organization for Security and Cooperation in Europe (OSCE) Minsk Group CoChair, Ambassador James Warlick tweeted “We are seriously concerned about the recent upsurge in violence along the Line Of Contact. The ceasefire needs to be respected. #NKpeace”

The peace plan mediators “unacceptable” for the Armenians of Karabakh

July 29, 2014 By administrator

A key Armenian leadership of Nagorno-Karabakh member has publicly spoken out against the formula of Armenian-Azerbaijani peace is advanced by the United States, Russia and France for almost a decade.

Ara-Harutyunyan-PMAra Harutyunyan, Prime Minister of the Republic of Nagorno-Karabakh proclaimed (NKR), said that the basic principles of the resolution of the Karabakh conflict, also known as the Madrid principles are unacceptable because they call for significant Armenian territorial concessions vis-à-vis Azerbaijan.

The draft framework agreement for peace was formally put forward to the conflicting parties in Madrid in 2006. U.S. diplomats, Russian and French co-chairs of the OSCE Minsk changed repeatedly document since then. Its key elements, repeatedly expressed by the three mediating powers, would be principles remained unchanged.

Basic principles considering the Armenian withdrawal from almost all of the seven Azerbaijani districts around Karabakh that are fully or partially controlled by Karabakh Armenian forces. It would be followed by a referendum in which the majority Armenian population of Karabakh should determine the status of internationally recognized territory.

The administrations of President Serzh Sargsyan and his predecessor Robert Kocharian stated repeatedly that this formula is widely acceptable for Armenia. The reaction of the Armenian Nagorno-Karabakh was much warmer. Yet the leaders of the NKR have so far refrained from publicly reject the proposed principles.

“The Madrid principles are certainly unacceptable for us,” Harutyunyan said at a session of questions and answers on Facebook. He said that “if such a document is finally presented to the public and the government of Artsakh (Karabagh), I do not think he can receive a positive response.”

Harutiunian argued that “liberated territories” which would be populated by Azeris are vital to the security of Karabakh and its economic development. The Government of Karabakh will continue to invest in local infrastructure, has he said.
