Armenia, Azerbaijan leaders say Karabakh conflict should be solved shortly

YEREVAN. – Presidents of Armenia and Azerbaijan believe the Karabakh conflict is protracted and stand for speediest resolution counting on Russia’s help.

As reported earlier, a trilateral meeting of the presidents is being held in Russia’s Sochi. Report news.am

Suchi-meetingDuring the meeting, Azerbaijani president said the conflict requires solution, but it has been protracted, and expressed hope that Putin’s involvement will give an impetus to talks.

“As you mentioned, there is a format for talks, there is also legal framework. The UN Security Council adopted four resolutions demanding immediate and unconditional withdrawal of the Armenian occupation forces from the territory of Azerbaijan. Unfortunately, the resolution remained ink on paper for 20 years. I think that Russia, being our close friend, partner and neighbor, certainly has a special role in the peace process. We hope that in the near future we will find solution through peace talks, and it will be in accordance with the norms and principles of the international law and will comply with justice,” Azerbaijani president said addressing Putin.

President of Armenia Serzh Sargsyan for his part said the conflict can be settled and it should be solved based on compromise, the principles proposed by the OSCE Minsk Group, Kremlin’s website reported.

“Azerbaijani side is constantly referring to the four UN resolutions, but my question to Mr. Aliyev is: Which point of these resolutions has been implemented by Azerbaijan? The only party to implement the resolutions is Armenia that used its influence to stop hostilities. And if we go back to the events of the early 90s, I think, on the one hand, it is good, and, on the other, maybe something will be protracted… If we blame each other again, I think the conflict will not be resolved for quite a long time,” he emphasized.

Russian president calls to show respect to solve Karabakh conflict

President of Russia Vladimir Putin believes patience, wisdom and respect towards each other is necessary for finding solution to the Karabakh conflict, he said during a meeting with Armenian and Azerbaijani presidents Putin-Suchi-karabakhon Sunday.

“We have to show patience, wisdom, respect for each other in order to find a solution,” he said.

Russian president hailed both leaders’ statement on intention to solve the conflict peacefully, ITAR-TASS reported. He recalled that the conflict broke out long ago as a heritage of the Soviet Union.

“This is the most important thing as in fact there is no bigger tragedy than death of people,” Putin added.

He is convinced that any difficult situations can be solved if there is good will, and “there is good will of the Azerbaijani people and the Armenian people”.

Putin said the presidents of Russia, Armenia and Azerbaijan held an informal meeting following the talks on Saturday, but the Karabakh conflict was not discussed.

Diaspora-Armenians willing to join border defense operations –official

In an interview with Tert.am, a Defense Ministry official said that many Armenians from diaspora communities have expressed willingness to join the defense operations on frontlines liberation warof Armenia and Nagorno-Karabakh amid the continuing armed tension.

Major-General Vardan Avetisyan, who heads the Ministry’s Public Relations Department, said many now look forward to a decision or permission to travel to Armenia.

“Most different specialists have applied, naturally for heading to the frontline; the volunteers are first of all participants of the [Karabakh] liberation war. Narrow specialists – mainly from the technology, communications and IT sector – have applied to us. Thousands of our compatriots from the Diaspora too, have expressed willingness to visit Armenia to head to the frontline. They only wait for a corresponding decision or permission to arrive in their homeland,” he said, noting that the national armed forces are not now in an urgent need for replenishment.

Avetisyan considered the expression of such willingness an encouraging factor and a good moral support for the Armenian soldier.

“The commander and soldier standing on the frontline receives an unimaginable power from our compatriots’ willingness to be next to them. The mere realization of the fact that an Armenian living in another part of the world is ready to leave his family, work and warm cornet to stand by the soldier in the trenches makes our servicemen enthusiastic,” he added.

Turkish and Azerbaijani media began warmongering misinformation, The smoky evidence of Armenian soldiers killed

The Azerbaijani army has killed 47 Armenian soldiers, while over 100 more have been injured, in the latest border skirmishes in the Nagorno-Karabakh conflict, according to the Azerbaijan Press Agency (APA).

As mentioned in a previous article, the vesti.az site published a photograph on August 7 soldiers allegedly Armenians who were killed in a clash on the night of August 2 to 3 last Karabakh.

Armenian serviceman wounded on Line of Contact

woundedAn active exchange of gunfire on the Line of Contact between Nagorno-Karabakh and Azerbaijan left an Armenian serviceman wounded earlier today.

Azerbaijan suffered human losses in the shoot-outs, reports the Nagorno-Karabakh Defense Army.

The wounded Armenia serviceman is Victor Sh Abraamov, 19. He was immediately hospitalized.

A probe has been launched into further details.

Azerbaijani drone downed in Nagorno-Karabakh – report

droneAn Azerbaijani drone was downed by Armenian forces in Nagorno-Karabakh, a source told Hetq.am. The drone reportedly fell to a neutral zone between Armenian and Azerbaijani troops.

The Armenian side is now searching for the drone.

NKR Defense Army spokesman Senor Hasratyan neither confirmed nor refuted the report when contacted by Hetq.am.

Karabakh: Artsakh at the Ready: Volunteers Report to Duty, PM Spends Nights on Front Line

volunteer-pm-frontlineSTEPANAKERT (Armenian Weekly)—Following a string of attacks along the contact line by the Azerbaijani Armed Forces, Nagorno Karabakh Republic (NKR) Prime Minister Ara Harutyunyan spent the nights of August 3 and 4 visiting with soldiers on the front line. The attacks that began on July 28, left five Armenian and 13 Azeri servicemen dead, according to official figures provided by the Defense Ministries of each side. With the escalating tensions, hundreds of volunteers from across NKR reported for duty. However, Artak Beglaryan, spokesperson for the Prime Minister, believes the worst is over, as neither side would wish to see an all-out war.

According to official Artsakh, since July 28, Azeri Armed Forces have staged over half a dozen attacks, targeting the Martakert, Martuni, Askeran, and Gulistan regions, while suffering heavy losses. In response to the surge in violence, Prime Minister Harutyunyan took it upon himself to personally pay a visit to the soldiers embedded on the line of contact—a move that encapsulates the general mood in NKR from gratefulness for the soldiers’ sacrifice to a willingness to (literally) stand by the servicemen, even if only for moral support.

“For two nights, Prime Minister Ara Harutyunyan visited the front lines and encouraged the soldiers and volunteers. Everywhere the mood was high. [Soldiers] are ready to guard the homeland. The Prime Minister’s presence lifted their spirits; they realize that the entire society and the authorities are backing them,” Beglaryan told the Armenian Weekly.

Prime Minister Harutyunyan is not alone in heading to the front lines. Scores of volunteers have come forward as well. Among them are two disabled Artsakh war veterans who wished to stand by their sons serving on the front lines.

“Volunteers have come forward spontaneously, as a natural response to the real threat from Azerbaijan. The government has welcomed them, and deployed some of them on different parts of the front line. There are many volunteers who have not been sent to their positions, because there is no need. The main purpose of the volunteers’ deployment is moral support for the soldiers, rather than providing military support. The volunteers are coming from all the corners of Artsakh—towns and villages,” Beglaryan told the Weekly.

Despite the rapid civilian response, the situation appears to be stable, and Beglaryan believes the worst is now behind them. “The tension is decreasing now, because the wave of diversions has calmed down in the past two days,” he said, adding that the de-escalation was probably due to both the “sharp” Armenian reaction, as well as the international response to the violence.

“I don’t see any significant chance of further escalation, because the military balance is being maintained between the Armenian and Azerbaijani armies, and the international and regional environments are not beneficial to large-scale clashes,” added Beglaryan.

U.S. State Department Deputy Spokesperson Marie Harf released a statement on Aug. 1 expressing U.S. “concern about the escalation of violence,” extending “condolences to the families of those killed or injured,” and calling for both sides to “respect the cease-fire.” Harf stressed that there can be no military solution, urged the Armenian and Azeri Presidents to meet as early as possible and “resume dialogue on key issues,” and called on both countries to work with the OSCE towards a peaceful solution.

In response, Armenian National Committee of America (ANCA) Executive Director Aram Hamparian issued a statement also on Aug. 1, criticizing “the OSCE Minsk Group’s unwillingness to clearly condemn Azerbaijani military strikes [which] has fostered a dangerous atmosphere of impunity that has clearly contributed to this recent escalation of violence. It is time for peace negotiators to break their bad habit of answering Aliyev’s every assault with artificial even-handedness and diplomatic double-talk.”

Similarly, the Bureau of the Armenian Revolutionary Federation issued a statement on Aug. 4 calling on “the [OSCE Minsk Group] Co-chairmen to refrain from generalizations, which embolden the actual culprit to escape from responsibility and allow it to become more relentless.” The statement also called for a resumption of negotiations “with the full participation of the Nagorno-Karabakh Republic, and the signing of a non-aggression agreement.”

Meanwhile, on Aug. 3, Azerbaijan’s Defense Ministry, which attributes the escalation in violence to preemptive Armenian attacks, urged the international community to apply “substantial sanctions” against Armenia.

Armenia’s Defense Minister Seyran Ohanyan, on the other hand, blamed Baku for the violence, but expressed regret for all those killed. “Armenia’s Defense Ministry regrets the human losses on both sides, the responsibility of which solely lies on the conscience of Azerbaijan’s political and military leadership. As always, Azerbaijan’s authorities see no value in the lives of their own soldiers,” read the statement released on Aug. 3.

Later this week, Armenia’s President Serge Sarkisian and Azerbaijan’s President Ilham Aliyev are scheduled to meet in the presence of Russian President Vladimir Putin in Sochi. How that unfolds remains to be seen.

Armenian Defense Minister on peacekeepers, attacks and presidential talks

Armenian Defense Minister Seyran Ohanyan commented on rumors about possible deployment of peacekeepers in the Nagorno Karabakh conflict zone.

181356“Karabakh conflict zone is probably the only one, where the ceasefire is observed by the sides without any help from outside,” Minister Ohanyan said, adding that “we can resolve all the problems under our own steam.”

As to Artsakh war veterans, the minister said, they will always be inseparable part of Armenian armed forces and will defend the homeland in case of necessity. He described the communication between the servicemen and veterans as “extremely important and strengthening the morale of the army.”

“Azerbaijan is continuously preparing for war and Armenia should be ready to counteract anytime,” Ohanyan said.

He also said that during the recent day, the Armenian servicemen prevented over 20 cross-border attacks by the Azeri forces, Panorama.am reported.

Meanwhile, according to Raz.info, Minister Ohanyan also touched upon the upcoming Russia-hosted meeting between the Armenian and Azerbaijani Presidents and its impact on the current situation.

According to him, Azerbaijan is trying to escalate tensions before the talks and will hardly fully observe the ceasefire afterwards.

“That’s why Artsakh army should always be on alert,” he said.

As to the possibility to request assistance of the Collective Security Treaty Organization (CSTO), Minister Ohanyan said there is no need for that at the moment.

Marzieyeh Afkham said the dispute between Armenia and Azerbaijan has no military solution, IRNA reported. She expressed regret over killing several people in a recent military clash and invited both sides to exercise restraint.
