Kurdish Authorities Claim IS Used Chlorine Gas In Attack

Authorities in Iraq’s semiautonomous Kurdish Regional Government (KRG) claim that Islamic State (IS) militants used chlorine gas in an attack against Peshmerga forces.

The KRG’s Security Council released a statement on March 14 that said Peshmerga forces had taken soil and clothing samples after an IS suicide bomber attack in northern Iraq in January.

The statement said the “samples contained levels of chlorine that suggested the substance was used in weaponized form.”

It was not possible to independently verify the claim.

The statement said the analysis was conducted in a European Union certified laboratory after KRG officials handed over the samples collected at the attack site to a “partner nation” in the U.S.-led coalition fighting IS militants in Iraq and Syria.

Peter Sawczak, spokesman for the Dutch-based Organization for the Prohibition of Chemical Weapons (OPCW), said his organization had not received a request from Iraq to investigate the incident so “the OPCW cannot immediately verify the claims.”

The OPCW oversaw the removal of chemical weapons from Syria after reported chemical weapons attacks by Syrian government forces on rebel-held areas.

The January 23 suicide bombing happened between Mosul and the Syrian border where Peshmerga forces were preparing defensive positions after a two-day attack on IS forces, according to the statement.

The statement said Peshmerga forces fired a rocket at an approaching vehicle so there were no casualties except for the bomber but about a dozen Kurdish fighters at the scene experienced nausea, vomiting, dizziness, or weakness.

The U.S. Central Command said on January 30 that an Islamic State chemical weapons expert had been killed in a coalition air strike near Mosul six days earlier.

The expert was identified as Abu Malik, who had been a chemical engineer during Saddam Hussein’s rule and joined Al-Qaeda’s affiliate in Iraq in 2005.

Meanwhile, in northeastern Syria, Kurdish and Christian fighters were reportedly pushing IS militants out of villages in Syria’s Kurdish region.

Nasser Haj Mansour, a defense official in Syria’s Kurdish region, said on March 14 that fighters had captured the Christian village of Tal Maghas in Hassakeh Province that had been under the control of IS militants.

Haj Mansour and the British-based Syrian Observatory for Human Rights both said the village was taken overnight.

Both also said warplanes from the U.S.-led coalition had been pounding IS positions in the area for several days and had continued attacks on March 14 near Tal Tamr village, some 10 kilometers from Tal Maghas.

Russia, Ukraine Reach Tentative Agreement On Gas Deliveries

photo_verybig_164182Russia and Ukraine made a progress in reaching an agreement on the gas supplies row, reports Reuters.

European leaders, however, said Moscow has to significantly increase its efforts to support the ceasefire agreement in eastern Ukraine.

The deal aims at re-opening Russian gas supplies to Ukraine ahead of the cold winter months.

It came as something of a surprise following an initial round of talks in Milan described by Kremlin officials as “full of misunderstandings and disagreements”.

Later Ukrainian President Petro Poroshenko said a subsequent meeting with Russian President Vladimir Putin and the leaders of France and Germany had made some progress in resolving the issues.

“We have the first limited progress on the gas issue. We have agreed on the main parameters of the contract,” he said, adding that all sides remain committed to a ceasefire deal struck last month to stop the hostilities in eastern Ukraine.

He also said that he hoped all details to be further discussed before October 21, when delegations of Russia, Ukraine and the European Commission are due to meet in Brussels.

According to Putin, all parameters of the deal were already discussed and settled and urged the European countries to help Ukraine cover its gas debt to Russia, which was estimated at USD 4.5 B.

Armenia is the first country in the world to run on gas with 77.3% of vehicles

Armenia is far ahead of Pakistan (64.7%), Bolivia (37.1%) and Iran (20.7%). Greencarreports.com also points out that 99.99% of vehicles in Armenia are not originally equipped with devices for gas, but the Armenians adapt their cars and equip them to run on gas is a cheaper energy than fuel.

Big Caucasus Game: Iranian gas seen as major part of regional equation

Late last week, Iranian Ambassador to Armenia Mohammad Reisi called a press conference during which he made a number of statements that were described by many Armenian media as “sensational”. Political irangas_pipeanalysts have called them Iran’s new proposals that show that Tehran enters into open competition with Moscow for influence in Armenia.

The most sensational was the proposal to Armenia regarding the transit of gas from Iran to Georgia and from there to Europe via Armenia. It is for the first time that such a proposal is made openly. The ambassador said that in case of Armenia’s consent it could sell cheaper gas to Armenia, and Armenia’s energy minister will soon visit Tehran where he is likely to discuss the matter.

Last December Armenia tied itself with Russia with what many consider to be a fettering agreement, according to which, in fact, for 30 years it will not be able to make decisions in the gas sector without Gazprom’s permission. The Russian state-run corporation supplies natural gas to Armenia and its subsidiary distributes it in the country on a monopoly basis and will not allow the entry of less expensive gas. But most importantly, Iran is gradually becoming the most powerful rival of Russia in the European gas market, and Moscow is trying to block all possible ways for Iranian gas to reach Europe.

By the way, the ambassador said that the likelihood of resumed hostilities in the Karabakh conflict zone is small and that Iran does not want destabilization in the region. He also said that to his knowledge, there are no Turkish military units in Nakhijevan. It looks like Iran’s ‘calming’ Armenia, which usually rejects favorable economic and political projects, citing the threat of destabilization in the region. In fact, Iran, through its ambassador, said that there are no threats in the region, that Tehran will take care of that and now Armenia should not be afraid to make an important step.

The next remarkable statement was that Iran is not interested in the appearance of third countries’ troops in the Karabakh conflict zone, because “it will become a threat to the whole region.” In fact, Iran says that it has the leverage that it will use not to allow the entry of other forces, including Russian troops, into the region, and, accordingly, will not allow the partition of Karabakh. Some experts believe that the function of peacekeeping forces in the Karabakh conflict would come down to ensuring a “peaceful” division of the territory currently controlled by Nagorno-Karabakh. And this is another “guarantee” of Iran to Armenia, which is not interested in the deployment of peacekeepers and the partition of Karabakh.

The Armenian-Russian gas agreement and a broader range of interests of Russia in Armenia has become a major obstacle not only to the development of Armenia and the removal of its economic blockade, but also a barrier to the opening of the entire region. The revision of the agreement is not a very simple matter, and the only “occasion” could be Georgia’s changing its attitude towards the transit of Russian gas to Armenia through its territory. On July 18, Georgia ratified the agreement on joining the Free Trade Area with the European Union, and when this agreement is ratified by all EU member states, Georgia can, in agreement with Brussels, change the rules for the transit of Russian gas to Armenia, which, in turn, may become a reason for denunciation of the agreement. And then Armenia will have nothing left but to start negotiations with Iran.

Iran ‘Ready’ to Supply Gas to Europe via Armenia

TEHRAN—“Iran is ready to export gas to Europe through Armenia,” Iranian Deputy Energy Minister Ali Majedi was quoted as saying by the ISNA news agency on Wednesday.

ali-majediSpeaking about the routes of exporting Iranian gas to Europe, the Iranian official said: “There are three gas export routes: one is via Turkey, the second one is via Armenia, Georgia and the Black Sea, and the third route lies via Iraq, Syria and Lebanon”.

Iranian Minister of Industry, Mining and Trade Mohammad Reza Nematzadeh said recently that the demand for natural gas is increasing in Europe, while Iran wants to play an important role in European fuel supplies.

Iran might also find itself in a more favorable position if gas supplies to Europe from Russia come under more restrictions in the face of Russia’s standoff with the West in Ukraine.

“Iran can be a reliable partner for Europe: there are sufficient energy resources for cooperation with European countries and numerous projects exist in this connection,” the Iranian minister said.
