France places climate activists under house arrest during Paris summit

pre-saint-gervais-police-cop21_0Twenty-four environmental activists have been placed under house arrest ahead of the Paris climate summit, using France’s state of emergency laws. Two of them slammed an attack on civil liberties in an interview with FRANCE 24.

French security forces have been on edge since Islamist gunmen killed 130 people in a deadly rampage across Paris on November 13, in the country’s worst ever terrorist attacks.

The ensuing state of emergency, declared by President François Hollande and extended by lawmakers for three months, has given police sweeping powers to search homes, handcuff residents and place people under house arrest, without judicial oversight.

On Thursday, one such raid in the western city of Rennes led police into an apartment shared by several unsuspecting flatmates.

“They entered the apartment with shotguns and assault rifles. It was quite violent. They pinned us to the ground,” said Amélie, a young barmaid who did not wish to give her full name. “It lasted quite a long time. We had no idea why they were there.”

The officers handed Amélie a restraining order informing her that she can no longer leave Rennes, is required to register three times a day at the local police station, and must stay at home between 8pm and 6am.

The order ends on December 12, the day the Paris climate summit draws to a close.

France Armenian Fund: 1,33 million € collected 4 days

The European Phonethon, humanitarian operation organized by the Armenian Fund of France to Armenia, Karabakh and the affected populations in Syria and Iraq, was sponsored this year by Anne Hidalgo, mayor of Paris, and Patrick Devedjian, MP, President of the Departmental Council of Hauts-de-Seine. He ended this Sunday, November 22, 2015.

Through phone calls of over 700 volunteers, 1.33 million to € were collected in pledges in three countries – Germany, France, Switzerland – with 45,000 families and companies contacted during the four days of the operation.

Nearly 1,000 new donors have joined those of previous years, in a context of economic crisis and security tensions, bringing the total number of companies and donor families to 10 472. The number of volunteers has also increased. “Far instill fear and discouragement, say the organizers, the tragic events in Paris showed to our donors and our volunteers as resistance to barbarism begins with solidarity. France: Parisians plan defiant night of food, drink and cafe life

Social media reverberated with the slogan “Je suis en terrasse”, an echo of January’s “Je suis Charlie” movement and a reflection of how Friday’s slaughter at cafes, a music venue and a football stadium hit the younger, wealthier and more fun-loving residents of the French capital, Reuters reports.
Many of the 129 victims of the attacks were having drinks or eating at restaurants and cafe terraces in trendy eastern Paris when militants sprayed them with bullets.
“What was targeted was our way of life, our city’s identity and culture, the happiness of living together,” the Monsieur Bleu restaurant said in a statement, calling on Parisians to go out for a meal and observe a minute of silence at 9 pm.
The “Guide du Fooding” restaurant guide also called on French people to go out to restaurants, bars, cafes and brasseries to pay tribute to the victims, but also to help cafe owners who fear a drop in business following the attacks.
“We told each other if we don’t sit at the terrace today, we probably won’t do it again,” Marie-Therese Vasseur, 65, told Reuters from her vantage point in the spitting rain under a canopy at the Cafe Zephyr in the Grand Boulevard theater district.
“We can’t just stop living.”
The cafe’s manager, Fabien Mazars, welcomed the initiative, saying his takings last weekend had been less than a third of the usual, and that he was braced for a slow couple of weeks.

Long-range bombers to fly anti-ISIS missions from Russia, Putin orders Navy to work with France

564b4344c46188a4258b45e6 (RT) Russia has deployed its fleet of strategic bombers to double the volume of airstrikes on Islamist targets in Syria, Defense Minister Sergey Shoigu has announced. Vladimir Putin has ordered a cruiser to coordinate operations with French naval forces in the Mediterranean.

“We are conducting a mass airstrike campaign against Islamic State targets in Syria. We have now doubled the number of sorties, which is allowing us to conduct operations throughout the length and breadth of the country,” Defense Minister Sergey Shoigu said during a Security Council meeting in Moscow chaired by the Russian president.

Shoigu said that Russia’s Tu-95, Tu-22 and Tu-160 strategic bombers have been brought into the operation, while the Air Force command added that the strike group has been bolstered with 37 new planes, including Su-34 bombers and Su-27 fighter jets.

The head of the General Staff reported that the new phase of the anti-ISIS campaign will involve 25 long-range bombers flying out of airfields in Russia.

“By conducting military missions in Syria, you are protecting Russia and her citizens,” Putin told his military chiefs. “Our air campaign in Syria must not only be continued, it must be boosted, in such a way that the criminals are made aware that retribution is inevitable.”

The Russian president has issued orders for Russia’s Moskva cruiser, covering the Russian base in Latakia from the Mediterranean Sea, to work together with a French naval group led by flagship Charles De Gaulle, a 26 fighter-jet aircraft carrier, which is departing for Syria this week.

“The French naval group, led by the air carrier, will soon reach your area of operations. We need to establish direct contact with it, and treat it as an ally,” the Russian president said. “We need to develop of a joint action plan for both sea and air operations.” 

The Kremlin said that the parameters for a joint mission had been agreed upon by Putin and French President Francois Hollande, following a personal phone call.

“The two leaders focused their attention on bilateral and multilateral cooperation in combating terrorism,” a Kremlin statement said. “This includes closer ties and joint operations between the military command and intelligence services of Russia and France in Syria.”

Vladimir Putin and Francois Hollande are to meet in Moscow on November 26.

The chief of Russia’s General Staff, Valery Gerasimov, reported that Russian forces have made nearly 2,300 sorties in 48 days since their deployment at the behest of Syrian President Bashar Assad. Gerasimov said that 26 cruise missiles had been launched from Russia’s Caspian Fleet, and ten space satellites had been involved in mapping target sites, including several that had been repurposed from civilian use.

“The work of Russia’s air force has enabled Syrian government forces to go on the offensive along the entire front in the regions of Aleppo, Latakia, Idlib, Homs and Damascus, freeing significant territories from terrorist control,” said Gerasimov, mentioning that in the province of Aleppo alone, 40 settlements have recently been liberated.

“The Armenian Assembly, along with the Armenia Tree Project and the Armenian National Institute, express our deepest sympathies to the people of France in the face of the senseless acts of terror. Armenian Americans condemn the barbaric acts that occurred in Paris and we stand in solidarity with France and all people of goodwill. Our thoughts and prayers are with the families of the victims.”

Simultaneous terrorist attacks occurred on the evening of November 13, in different parts of the French capital city.

According to official data, these attacks claimed over 130 lives, but the media report about over 150 casualties.

A state of emergency has been declared in France.

French Armenian teen missing since Paris attacks

armenia missingThe police are searching for French Armenian Lola Ouzounian, 17, who has gone missing ever since the terrorist attacks on November 13 in Paris.

Chairman of the Coordination Council of Armenian Organizations in France (CCAF), Mourad Papazian, told about the abovementioned to Armenian News-NEWS.am.

“Lola Ouzounian was in the Bataclan Theatre during the terrorism; she disappeared after that,” Papazian said. “They are searching for her for three days; there is no information at this time.”

And French Armenian Hilda Tchoboian, who is an MP of the Rhône-Alpes Region of France, told us that Lola was at Bataclan with her father.

“They lost each other during the attack,” Tchoboian added. “The father is saved, whereas the girl is still being searched for.”

At least 10 killed as French high-speed train derails & catches fire near Strasbourg

56475149c46188562c8b4581At least 10 people have been killed and 32 injured as a train derailed and caught fire in Eckwersheim near Strasbourg in France, according to officials.

A high-speed TGV train derailed in Eckwersheim in the Bas-Rhin department of Alsace in northeastern France mid-afternoon on Saturday.

Officials said that out of the injured, 12 are in serious condition.

Several people have been airlifted from the scene on a helicopter, RTL reports. The train was carrying 49 people, all of whom were employees of SNCF national railways.

Local officials told AFP that the accident was apparently caused by “excessive speed.”

The train derailed while on a bridge and the cars fell into the Marne-Rhine canal, according to witness reports. Photos from the scene show smoke coming from the carriages.

The accident happened on a new high-speed line between Paris and Strasbourg, which hadn’t been used before.According to reports, the train line was due to be opened next year.

There have been no terror-related reports.

“I extend my deepest condolences to you, dear Mr. President, wishing patience, strength and resilience to the friendship people of France and the relatives of the dead, and a speedy recovery to the injured,” the Armenian President’s message states, in particular.

The attacks claimed over 150 lives and injured numerous others.

ARF-D Paris Office: No Armenians among Paris terrorist attacks victims 

At the moment there are no Armenians among the victims of yesterday’s terrorist attacks in Paris, Hrach Varzhapetyan, representative of ARF-Dashnaktsutyun Armenian National Committee French Office told Armenian News – NEWS.am

“We have inquired; there are no Armenians among the victims and injured. Armenian Embassy in France has in its turn inquired whether there are Armenian citizens [among them]. As it turned out, there are no such,” Varzhapetyan said.

According to him, they will finally learn whether there were Armenians or not among the victims after the corresponding lists are issued.

France: Armenian Genocide A new law Boyer could be discussed in Parliament in December

LAW PROPOSITION

Article

It is inserted into the Criminal Code as a result of articles 211-1 and 212-2 and 213-6 following an article as follows: “The systematic contestation, negation of principle, commoditization, trivialisation, and attempted Justification of crimes against humanity and genocide of the twentieth century as defined by Article 211-1 and 212-2 of the Criminal Code and / or the Statute of the International Criminal Court, are punishable five years imprisonment and a 45,000 euro fine, provided:

3) that the acts were committed in public by the means provided by Article 23 of the Law of 29 July 1881. “

Article 2

The facts object of the prosecution or complaint shall be deemed committed in bad faith, inspired by hostility or hatred towards a group of victims of these crimes and deemed to infringe on the dignity of these people or that of their ancestors or descendants. They could, however, benefit from freeing them under Article 122-4 of the Criminal Code, if it is established that they proceed discoveries or historical research in the state, are the freedom of expression and freedom of opinion laid down in Articles 6, 10 and 11 of the Declaration of the Rights of Man and Citizen of 1789, by Article 34 of the Constitution as well as Article 10 of the European Convention for the Protection of Human Rights.

Article 3

The systematic contestation, negation of principle, commoditization, trivialisation, and the attempt to justify crimes against humanity and genocide of the twentieth century as defined by Article 211-1 and 212-2 of the Penal Code and / or the Statute of the International Criminal Court, are common crimes, subject to the requirement of Article 8 of the Code of Criminal Procedure. Public action concerning these offenses is governed by the provisions of Book I of the Code of Criminal Procedure, with the exception of those committed before the coming into force of these new provisions that remain governed by the law of 29 July 1881 on the basis of Article 24a.

Article 4

The Tribunal may also order:

1) the posting or publication of the decision in accordance with Article 131-35 of the Penal Code;

2) the total or partial forfeiture of civic, according to the provisions of Article 131-26 of the Penal Code and disqualification to hold public office.

Article 5

Article 2-4 of the Criminal Procedure Code is supplemented by a paragraph 2 reads:
“Any association lawfully registered for at least five years at the time of commission of the offense, which offers its statutes to combat crimes against humanity and / or genocide, and to keep the memory of these crimes may exercise the rights granted to the civil party in respect of the offense established by Article 213-6 of the Criminal Code. “
