Germany’s Genocide resolution to boost worldwide recognition campaign – debate

f57529d1309329_57529d1309360.thumbThe German Bundestag’s recently adopted resolution, acknowledging the Ottoman-era killings of Armenians as genocide, essentially broadens the worldwide campaign towards Genocide recognition, according to an expert.
Commenting on the resolution’s wording at a news conference today, Vladimir Hakobyan, who specializes in international law, highlighted particularly the legal aspect of the decision.
“The recognition of a crime and its appropriate labeling are extremely important,” he said, meantime ruling out possible legal consequences for Turkey.
Ruben Melkonyan, a deputy dean at the Yerevan State University’s Department of Oriental Studies, highlighted the complicity factor, noting that Germany,  as a major European state, is known also for its multi-vector cooperation with Turkey.
“Unfortunately, they run counter also to the Armenian interests. It is important to remember that Germany gave home to Talaat, Enver and Cemal Pashas; hence the euphoria we see in Armenia is absolutely pointless,” he added.
Questioning the possibility of legal consequences, Melkonyan also called attention to the decision’s timing.
“What we need to consider further is why they recognized [the Genocide] especially now. With the German-Turkish relations being considerably entangled today, Europe really needs certain restraint mechanisms,” he added.
Melkonyan noted that the 11 Turkish parliament members, who backed the resolution, now face persecution by the Turkish authorities.
But he agreed that the fact is of cornerstone importance in the context of the international recognition campaign.

“What’s more important for me is the step which is to come next. Hence it is now time to bring them to light as evidence of a true happening and a tool to further reinforce the factual bases of the Armenian Genocide,” Melkonyan added.

Iran Plans to Boost Export of Agricultural Products to Russia

13930909000646_PhotoITEHRAN (FNA)- Iran has set up a special work group to boost exports of its agricultural products to Russia, a senior trade official announced on Sunday.

Iranian Deputy Minister of Industries, Mines, and Commerce Valiollah Afkhamirad said that the work group has been formed in line with accelerating broadening trade and economic relations between Tehran and Moscow, specially in agricultural fields.

The work group comprises experts of the Iranian Chamber of Commerce and Iranian Trade Promotion Organization.

After the European countries imposed sanctions on Russia over he last year, Russia turned to Iran for importing agricultural products. However, owing to several facors such as high import tariffs levied on Iranian agricultural products by Russia, lack of proper transportation means and money exchange problems as well as Russia’s demanding high standards for Iranian goods, export of Iran’s products has not reached the favorable level.

Now that Russia has sanctioned Turkey as one of its main suppliers of agricultural products, the Iranian businessmen have doubled their efforts to take the Russian market.

On November 23, High-ranking Iranian and Russian officials inked 7 cooperation Memoranda of Understanding (MoU) in the presence of President Hassan Rouhani and his Russian counterpart Vladimir Putin.

Iran and Russia enjoy special positions on the international scene and have long had constant and regular consultations on key regional and global issues.

Over the last several years, Iran and Russia have had vast cooperation in different fields, especially in political and economic spheres.

Their bilateral trade volume registered a 10 percent hike in the first three months of 2015, as compared with the same period in 2014.

In February, Iranian Ambassador to Russia Mehdi Sanayee said that Tehran and Moscow plan to start a considerable boost in their trade exchanges in the current year by utilizing all their economic capacities and potentials.

“Iran and Russia signed many agreements in 2014, and 2015 is the year for implementing these agreements,” Sanayee told FNA.

In December 2014, Sanayee announced that Tehran and Moscow planned to boost their trade exchanges to $70 billion in the near future.

“The two countries (Iran and Russia) are serious about implementing an economic memorandum of understanding (MoU) which has been recently signed at the joint economic commission which amounts to $70 billion,” Sanayee said, addressing a conference in Moscow.

He noted that Iran and Russia signed a major economic, trade and energy agreement in August 2014 which could pave the way for multiplying the two countries’ trade exchanges.

In March, Iran and Russia signed an MoU on the supervision of their central banks over the financial operations of the two countries’ banks.

“The MoU was signed by the deputy governors of the Iranian and Russian central banks during a visit to Moscow by a high-ranking Iranian banking and financial delegation from March 10 to 12,” Iranian Ambassador to Moscow Mehdi Sanayee said at the time.

He noted that Iran’s banking delegation also visited Russia’s central bank and other major banks during its stay in Moscow.

In May, Tehran and Moscow started implementation of a recently signed MoU banking, including establishment of a joint bank to ease bilateral trade through using their national currencies.

“Three measures are underway (within the framework of this agreement), including opening of a joint bank account by Iran and Russia, presence of several Russian banks in Iran and choosing a Russian bank for rial-based trade exchanges in Russia,” Sanayee said, addressing a meeting of Iran-Russia Joint Chamber of Commerce in Moscow  at the time.

He noted that the representatives of two Russian banks had come to Iran and had held talks with officials of the Central Bank of Iran in May, and said, “The second step to broaden banking relations between Iran and Russia will be opening a joint account.” Sanayee pointed to facilitating cash transfer for Iranian exporters through Russia’s Mir Business Bank as the third step to expand bilateral banking relations.

Iran, Armenia Form Commission to Boost Trade

parsqTEHRAN—Iran’s President Hassan Rouhani spoke of “bright prospects” for deepening Armenian-Iranian relations and called on Armenia to join the Islamic Republic in fighting against “terrorism” in the broader region during talks with Prime Minister Hovik Abrahamian in Tehran on Monday, reports RFE/RL’s Armenian service (Azatutyun.am).

In an apparent reference to Islamic State (ISIS) militants in Syria and Iraq, Rouhani was reported to denounce “terrorists targeting civilizations and humanity” and indiscriminately killing both Christians and Muslims.

He said, “Iran and Armenia and all regional states should join forces to fight terrorism because security in the region will become sustainable only through collective cooperation,” reported the official IRNA news agency. “Security is a non-dividable category and if a country suffers from terrorism, other countries will suffer too.”

According to IRNA, Rouhani “called for fully using the existing capacity to expand relations” between Armenia and Iran. He said there are “bright prospect” for doing that because both governments are committed to closer ties.

Senior officials from Iran and Armenia agreed on Monday to establish a high joint commission to elevate bilateral ties in a host of fields, Iran’s Tasnim news agency reported.

The decision to create the commission was made in a meeting between Iranian First Vice President Eshaq Jahangiri and visiting Armenian Prime Minister Hovik Abrahamian in Tehran on Monday prior to Abrahamian’s meeting with Rouhani.

Speaking at a joint press conference with the Armenian premier, Jahangiri said the meeting has covered a range of items from economic ties to environmental issues.

He announced that the volume of trade exchange between the two countries stands at $300 million per year and expressed hope that closer cooperation could bring even higher volumes of trade.

“Given the fact that Armenia has recently joined the Eurasian Economic Union, a good opportunity will be provided for the two countries’ private sectors to trade goods and also export them to neighboring countries,” Jahangiri added, noting that Armenia will be an important route for Iran to trade with EEU member states.

Abrahamian, for his part, said Tehran and Yerevan concluded several agreements in various fields, adding that officials from the two sides will devise plans for the enhancement of economic relations through the planned joint commission.

Jahangiri also announced that Iran plans to build a hydropower plant on the Armenian side of the Arax River in order to increase Armenia’s capacity for supplying electricity to Iran in exchange for natural gas, a barter trade deal the two countries struck in 2009.

New power transmission line to be constructed between Iran and Armenia
Similarly, on Saturday, the Iranian and Armenian energy ministers agreed on the construction of a new power transmission line from Armenia to Iran in line with the two country’s efforts to boost energy ties, Tansim News Agency reported.

In an hour-long, closed-door meeting in Tehran on Saturday evening, Hamid Chitchian and his Armenian counterpart Yervand Zakharian held talks on ways to boost electricity for gas trade, based on which Iran supplies gas to Armenia and receives electricity.

Speaking to reporters after the meeting, Chitchian said during the talks it was agreed that the third power transmission line between the two countries and two hydroelectric power plants be constructed in a bid to increase the potential for energy exchange.

He said that over the past two decades, the two countries have had good cooperation in the area of energy and the Saturday meeting was an emphasis on the continued cooperation between Iran and Armenia.

Earlier on Saturday, Iran’s Deputy Energy Minister Houshang Falahatian had said that the two sides have recently held meetings with Armenian officials and, based on agreements, are constructing new power transmission lines from Armenia to Iran.

In May 2009, Iran and Armenia started trading gas and electricity. According to a contract previously signed between the two countries, Iran was set to supply gas to Armenia until 2029 with or without exchanging electricity with the country.

Falahatian also said that the amount of gas that has been exported to Armenia and the amount of electricity imported from the country did not match the agreed amounts based on the contract between the two sides.

The financial resources for the new transmission line have been supplied by Export Development Bank of Iran, he added.
