Breaking News; Poland ratified Armenia-EU agreement on comprehensive and expanded partnership

WARSAW, JUNE 7,  The Polish Seim has ratified the Comprehensive and Enhanced Partnership Agreement signed on June 7 between the Republic of Armenia and the European Union. Armenpress reports that Edgar Ghazaryan, Ambassador Extraordinary and Plenipotentiary of the Republic of Armenia to Poland, wrote this on his Facebook page.

“Minutes ago, on 7 June 2018, the Polish Sejm ratified the Comprehensive and Enhanced Partnership Agreement between the Republic of Armenia and the European Union,” he wrote.

New Armenia-EU agreement will have profound impact on almost all areas of public life – FM Mnatsakanyan

New Armenia-EU agreement

YEREVAN, MAY 29, ARMENPRESS. Foreign Minister of Armenia Zohrab Mnatsakanyan sent a message on the occasion of the Europe Day. As ARMENPRESS was informed from the press service of the MFA Armenia, the message runs as follows,

“Distinguished Ambassador Świtalski,
Excellences,
Dear all,

I would like to congratulate all of us on the occasion of Europe Day and thank the Delegation of the European Union to Armenia for putting together this celebration concert.

Europe Day symbolizes peace and unity, which the modern Europe embodies the best. Indeed, lessons learned by Europe, which experienced two devastating world wars, can be a guiding way forward for the entire humanity. A stable, peaceful and developing society and a true citizen can be shaped only through respect for human rights and fundamental freedoms, tolerance, democracy and other common values.

Since ancient times, Armenia has been a part of European civilization and tried to make its modest, but visible contribution to the latter’s development. Today, Armenia continues expanding its ties with the European Union and EU member states, strengthening its position in European structures, in particular in the Council of Europe, and contributing to the work of the Organization for Security and Cooperation in Europe.

Significant developments have been taking place in our relations with the EU since last year’s celebration of the Europe Day. Armenia-EU Comprehensive and Enhanced Partnership Agreement (CEPA) was signed in November, 2017 and was ratified by Armenia in April of this year. It is not just a new legal instrument regulating relations between Armenia and EU, but an expression of partnership based on the common system of values. In February, we signed “the Armenia-EU Partnership Priorities” document, which along with the CEPA is the main guideline for further development of bilateral cooperation.

I can certainly say that the new agreement is a unique development plan with its clear goals and timetable, and its successful implementation will have a profound impact on almost all areas of public life.

Ladies and Gentlemen, the interest around Europe Day events held in Yerevan and in our regions is evident. I want this interest and the approaches to spread across the whole spectrum of Armenia-EU relations, our entire agenda and its successful implementation.

Armenia’s new government, formed on the wave of the nationwide love and solidarity movement, is determined to continue close partnership with the European Union, remains committed to the established agenda, our commitment and vision to regional stability, peace and sustainable development.

Armenia Reaches New Political Agreement With EU

BRUSSELS — The European Union and Armenia have agreed on a new pact tightening political ties, more than three years after Yerevan walked away from a more far-reaching political and commercial deal with the EU to join the Russian-led Eurasian Economic Union.

Talks on the agreement concluded during a visit to Brussels by Armenian President Serzh Sarkisian on February 27.

It is expected to be signed later this year, possibly in May.

Armenia negotiated an Association Agreement that included a free-trade deal with the EU in 2013, only to make a U-turn that same year and reject it under pressure from Moscow.

The negotiations on a new agreement with the EU started in December 2015.

It is less ambitious than the agreement that was abandoned in 2013, most notably lacking a free trade area component — which Georgia, Moldova, and Ukraine now have as part of their agreements with the EU. But it will upgrade political relations between Brussels and Yerevan, which are currently based on a Partnership and Cooperation agreement that entered into force in 1999.

Armenia’s fierce rival, Azerbaijan, started talks on a new political agreement with the EU earlier this month.

Armenian-Russian agreement on joint force to enable Armenia to improve supervision of Russian military base – Hrant Melik Shahnazaryan

armenia-russia-agreementBy signing an Armenian-Russian agreement on joint armed force Armenia will not face any sovereignty-related problems, political scientist Hrant Melik-Shahnazaryan told Tert.am.

In fact, the armed force has operated for a long period, and the new agreement will give new impetus to bilateral cooperation.
“I think by signing the agreement Armenia attempts to tighten its supervision of the Russian military base in Armenia. I think there was a need to resolve technical problems by means of such an agreement. We find ourselves in some controversial situations involving the military base, and the Armenian side cannot be properly involved in the process,” Mr Melik-Shahnazaryan said.

The agreement will not cause any problems to Armenia’s sovereignty unless any border tension occurs. Nor any problems are expected in terms of aid to Nagorno-Karabakh.

“Given the previous experience, especially the air-defense system, Armenia’s politico-military leadership did not allow similar agreements to restrict our troops from accomplishing their military and tactical tasks. I am sure that it is going to be so this time as well. There are ever mechanisms to utilize the potential of agreements in the Nagorno-Karabakh problem. Armenia officially stated it is a guarantor of Nagorno-Karabakh’s security and I am sure it will honor its commitments,” Mr Melik-Shahnazaryan said.

On the other hand, however many agreements are signed, Armenia relies on its own strength, without request any aid, which was the case this April.

“Agreements envisage deployment of additional forces, but not the main forces,” Mr Melik-Shahnazaryan said.

Armenia is approaching a major agreement with the European Union

armenia eu copArmenia and the European Union hope to negotiate in the coming months a comprehensive agreement to deepen political and economic relations, said Wednesday the office of President Serzh Sargsyan.

Sargsyan discussed the issue with Herbert Salber, EU special envoy for the South Caucasus at a meeting in Yerevan. According to the presidential press service, Sarkisian and Salber agreed that the relations of Armenia with the block of the 28-nations have a “dynamic development.”

“The interlocutors expressed hope that negotiations on the new framework agreement EU-Armenia will be successfully concluded in the coming months,” said presidential press service said in a statement.

The new agreement will serve as an alternative to an association agreement negotiated by Yerevan and Brussels in the summer of 2013. Sargsyan prevented the signing of this major agreement unexpectedly in September 2013 to seek membership of Armenia an alliance of states of the former Soviet Union, led by Russia.

The replacement agreement should contain many political and even economic provisions, common with the Association Agreement canceled. But it will be no component related to free trade because of the accession of Armenia to the Eurasian Economic Union.

The négocations this agreement officially started in Brussels last December.

Prime Minister Hovik Abrahamyan and several other senior Armenian government officials discussed the progress in these discussions at a meeting in Yerevan late last week. A statement from Abrahamian government asked them to ensure the effective conduct of the negotiation process. The agreement “lay a solid foundation” for closer ties between Armenia and the EU.

Statements of official Armenian sources have suggested that Salber meetings with Sarkisian and Foreign Minister Edward Nalbandian focused on international efforts to end the conflict in Nagorno-Karabakh. Armenian President had informed the envoy of the EU on the next steps in the peace process provided by Armenia and the United States, Russia and French mediators. He also praised the EU’s efforts to create a “favorable atmosphere” for a settlement of Karabakh.

The Armenian-Azerbaijani conflict was also the priority of the agenda of the previous Salber travel to Yerevan, which took place two months ago.

Armenian FM: agreement between Iran, world powers important

194837Armenia hails the nuclear deal, reached as a result of purposeful and constructive efforts by Iran and the world powers, RA Foreign Minister said.

“This long-awaited agreement is an important achievement, promoting international and regional stability and strengthening of cooperation,” Edward Nalbandian said.

“We hope that this will serve as a stimulus for further trade and economic cooperation between Armenia and friendly Iran, as well as the implementation of joint projects,” he added.

Iran and six major world powers reached a nuclear deal on Tuesday, July 14, capping more than a decade of negotiations with an agreement that could transform the Middle East, and which Israel called an “historic surrender”.

Under the deal, sanctions imposed by the United States, European Union and United Nations would be lifted in return for Iran agreeing long-term curbs on a nuclear program that the West has suspected was aimed at creating a nuclear bomb.

Baku talks “major peace agreement” ahead of Sargsyan-Aliyev meeting

183561It is Baku’s wish that every meeting on the Karabakh conflict settlement were effective to get the process off the ground, Foreign Minister Elmar Mammadyarov said, adding that Azerbaijan is ready to start working on a “major peace agreement,” Trend reported.

As Mammadyarov noted, a number of proposals were put forth for the establishment of working groups to deal with the return of refugees, transportation and infrastructure issues.

“Azerbaijan is ready to begin such negotiations at the expert level,” the Minister said. “We expect a response from the Armenian side.”

Paris is expected to host a meeting between Armenian and Azeri leaders Serzh Sargsyan and Ilham Aliyev on October 27.

Baku repeatedly expressed “readiness to ink a peace deal,” instead, undermining every attempt to reach an agreement. Thus on June 24, 2011 during conflict settlement talks in Kazan, Baku refused to sign the basic principles for conflict settlement. Instead, the Azerbaijani leader attempted to impose 10 new proposals, thus precluding the possibility of any agreement.
