Armenia arranges free trade area with Iran, Economy Minister says

free-tradePrime Minister Hovik Abrahamyan at a session of the Eurasian Intergovernmental Council has reached an agreement on the establishment of a free trade area with Iran, Economy Minister Artsvik Minasyan said Thursday, August 25, according to Tert.am.

“The creation of a free trade area with Iran will enable establishing better relations between Iran and the Eurasian Economic Union,” Minasyan said.

The main problem facing Armenia, according to the Minister, is ensuring legal guarantees.

Weighing in on the deal, Minasyan said that both Armenia and Iran should be engaged, with Armenia, according to him, already making efforts.

Asked whether Armenia can have a free trade area with Iran independent from Russia, Minasyan said Armenia has had such a status from the very beginning, and that no new document will be signed between Iran and the Eurasian Economic Union in this regard.

Iran’s involvement inevitable in new Nagorno-Karabakh peace process format

iran-karabakhIran’s interest in a settlement of the Nagorno-Karabakh conflict is as great as Russia’s interest, political scientist Stanislav Tarasov told Tert.am.

The recent Azerbaijani-Russian-Iranian presidential meeting is within the format of the Nagorno-Karabakh peace process.

“Iran has historically been interested in this region. You know that persons controlled certain territories in the 19th century, and Iran is still concerned with the loss of the territories in question. Later Turkey started playing a role here. This is the reason for Iran’s significant role. And is only role is now to prevent consolidation of turkey-Azerbaijan collaboration.

“If talks about the OSCE Minsk Group being inefficient are relevant, a new settlement format could be created, with Iran’s involvement inevitable,” Mr Tarasov said.

Russian long-range bombers strike ISIS from Iran’s Hamadan base

long-range-bomberRussia’s long-range Tu-22M3 bombers delivered their first airstrikes on terrorist targets in Syria operating from an Iranian airbase. Moscow and Tehran signed a military agreement allowing Russian aircraft to station at Hamadan Airport in western Iran, Russoa Today reports.

According to the source, the long-range bombers with full bomb payload took off from Hamadan Airfield to attack Islamic State (IS, formerly ISIS) and Al-Nusra Front facilities in Aleppo, Deir-ez-Zor and Idlib provinces.

The strikes have eliminated five major terrorist weapons depots and training compounds in the area as well as three command posts and a big number of terrorists, the Russian Defense Ministry said.
The long-range bombers were covered by Su-30sm and Su-35s jet fighters, which took off from Russia’s Khmeimim Airbase in Syria.

The number of military aircraft deployed at Hamadan Airbase has not been disclosed.

Iran-Armenia-Georgia-Russia cooperation possible alternative to new trilateral format – Suren Sargsyan

armenia-iran-tradeIn an interview with Tert.am, Suren Sargsyan, Teaching Assistant, Fletcher School of Law and Diplomacy, Tufts University, says that Iran-Armenia-Georgia-Russia cooperation could be an alternative to the newly formed Russia-Azerbaijan-Iran format.

With the trilateral format in effect, Armenia should intensify cooperation with Iran because products manufactured due to Armenian investments, but not in Armenia, could reach Russia from Iran through Azerbaijan duty-free.

Mr Sargsyan, a new Russian-Iranian-Azerbaijani meeting took place in Baku yesterday. What is Armenia’s role? Will it not remain outside regional projects again?

In this respect, Armenia’s opportunities are restricted. We are not involved in certain regional projects for a number of subjective and objective reasons. First, our geopolitical situation is not favorable for Armenia to be a transit country for energy carriers and means of transportation. We have no outlet to the sea or open borders with Turkey and Azerbaijan, which prevents us from being properly involved in regional transport of energy projects. The Eurasian Economic Union (EEU) is the only regional project we are involved in, and this is the reason for Azerbaijan not joining the EEU. If Armenia had a common border with the EEU or Georgia joined the EEU, Armenia would easily become a transit country connecting Iran and Russia. The Iran-Armenia-Georgia-Russia format could be an alternative. If Russian-Georgian relations improve and we can play a mediatory role, Georgia would also be interested in the quadripartite format because it remained outside the trilateral format. The Iran-Armenia-Georgia-Russia cooperation could be an alternative to the newly created trilateral format. Such an initiative is quite to the point and the scenario is a viable one. With the trilateral format in effect, Armenia should intensify cooperation with Iran because products manufactured due to Armenian investments, but not in Armenia, could reach Russia from Iran through Azerbaijan duty-free. And our business should be flexible and take the opportunity.

In your opinion, which of the states proposed the Russia-Azerbaijan-Iran format?

First of all, it is clear that the Russia-Iran-Azerbaijan format was Azerbaijani President Ilham Aliyev’s idea. It is also clear that the new format will be permanent, and the idea is based not only on economic, but also on geopolitical factors. As to Iran, international sanctions have been lifted, which implies that state is going to be a great regional power soon. In this respect, Russia and Azerbaijan have taken the right course, relying on this state of affairs. Of interest is the fact that this format was proposed along with Russia-Turkey reconciliation process. That is, Azerbaijan has proposed its idea to the world only after the two regional superpowers started a reconciliation process.

What is Russia’s benefit from this cooperation?

First, Russia cannot remain outside the regional process. Moreover, President Vladimir Putin has presented his ideas of the trilateral format’s agenda – at least in terms of Russia’s expectations. According to Mr Putin, the Three should be able to properly distribute the Caspian energy resources, give impetus to the development of trade relations between the three states. Of paramount importance are also joint efforts to combat drug trafficking and international terrorism. It is a highly important wording as all the three states have become transit states for Islamists. We should not forget that ethnic Azerbaijanis constitute a large number of Islamic State gunmen, according to Russian media. By and large, however beneficial the format could be to Russia in economic terms, EEU development and expansion remains Russia’s priority. It is no coincidence at all that, in an interview a couple of days ago, the Russian president stressed that Iran could become the EEU’s major partner, and a new Iran-EEU cooperation agreement was most likely to be signed in the near future.

Armenian citizens are now allowed to enter Iran without visa

visa free borderAll Iranian border checkpoints are already informed that Armenian citizens are allowed to enter Iran without visa territory said the Iranian ambassador to Armenia Seyyed Kazem Sajjad during his meeting with Hovik Abrahamyan, Prime Armenian Minister.

Abrahamyan and Sajjad expressed confidence that the new visa-free regime between the two countries will give new impetus to tourism development.

Other issues were discussed during the meeting.

Armenia looks to Iran to compensate for the suspension of Russian gas supplies

gas iranIt was announced Tuesday that Armenia has requested Iran to provide more natural gas at a one-month suspension of its gas imports from Russia, conducted via Georgia.

An operator of Georgian gas stopped deliveries of Russian gas to Armenia Sunday, citing the need for urgent repairs on a section of a Georgian pipeline extending to the Armenian border. The company announced that they will resume on 10 August.

Armenia buys about 80 percent of the gas used by its companies and its people to Russia. To compensate for the shortage, it was initially planned to use underground storage of gas just north of Yerevan.

However, the Armenian government decided to switch to emergency commands to Iran. Prime Minister Hovik Abrahamyan phoned Tuesday to Iranian First Vice President Eshaq Jahangiri, ask for a sharp rise in gas deliveries from Iran to Armenia.

“Iran responded positively to the Armenian demand,” said a government statement. He did not reveal the volume of emergency gas imports from Iran by Abrahamian and agreed Jahangiri.

Armenia has imported up to 500 million cubic meters of Iranian gas each year since the construction in 2008 of a gas pipeline from the Islamic Republic. By comparison, the Russian gas controls to the South Caucasus countries amounted to almost 2 billion cubic meters.

With Armenia paying the Iranian gas with electricity it is expected that Iran will triple its gas export to Armenia after the construction of a third transmission line connecting the two neighboring countries. Work on the line, estimated at $ 120 million, should be completed in 2018.

Iran government endorses agreement on visa-free regime with Armenia

visa freeA session of Iran’s Cabinet made decisions on lifting of visa requirements between Armenia and Iran.

The members of Iran’s Cabinet on Sunday reached decisions with respect to setting regulations for abolition of visas for holders of diplomatic and ordinary passports as well as holders of travel documents (leaf of travel) between Iran and Armenia, according to Mehr News Agency of Iran.

On June 16, Iranian Foreign Minister Mohammad Javad Zarif and Armenian Foreign Minister Edward Nalbandian had signed an agreement on lifting visas between the two states.

The agreement, which was approved earlier by the Armenian government, is now also endorsed by the Iranian government.

Accordingly, Armenian and Iranian citizens holding ordinary or diplomatic passports are allowed to stay a maximum of 90 days in the other country, without a need to obtain a visa.

Iran, France agree to launch joint car production venture

car manufacturingIran’s major car manufacturer Iran Khodro and French car manufacturer Peugeot-Citroen (PSA) agreed to launch a joint company in Tehran for car production, Xinhua News reports, citing Tasnim news agency.
The 50-50 joint venture, if finalized, would be worth 400 million euros, the report said.
The company to be established will manufacture the Peugeot 208, the 2008 Sport Utility Vehicle, as well as the 301 compact.
Thirty percent of the cars which are to be jointly produced, will be exported to the Middle East and other countries, Iran Khodro’s Chief Executive Officer, Hashem Yeke Zareh, was quoted as saying.
Owing to the U.S.-led sanctions against Iran regarding the latter’s disputed nuclear issue, PSA had left Iran in 2012.

Iranian officials thwart large terror plot targeting Tehran – ministry

iran 6-20Officials in Iran have broken up “the biggest terrorist plot” to target Tehran and other Iranian cities. Intelligence officials reportedly seized “huge” amounts of explosives and some bombs.

Iranian intelligence officials disrupted a number of bombing plots targeting the capital Tehran and other cities, the Intelligence Ministry reported on Monday.

“In a criminal plot of the anti-Islamic terrorist takfiri groups, a series of bombings had been planned in several places of the country for the coming days … the terrorists were arrested and some bombs and a huge amount of explosives were seized,” the ministry said in a statement on state news agency IRNA.

Several suspects have been arrested and are being interrogated over the plot.

Although the report didn’t identify those who had been detained, the statement called them “takfiris” which is a derogatory term in Arabic and Farsi referring to hardline Sunni Muslims who accuse other Muslims of being “nonbelievers.”

Iran, a Shiite Islamic Republic, has been aiding both the Syrian and Iraqi governments in their fight against the militant “Islamic State” group.

Another IRNA report referred to the suspects as “Wahhabi takfiris.” Wahhabism is an ultraconservative school of Islam practiced in Saudi Arabia, which currently has strained ties with Iran.

Saudi Arabia executed a prominent Shiite cleric in January, prompting protests and attacks on Saudi diplomatic posts in Iran.

In May, Iran’s intelligence minister, Mahmoud Alavi, announced that officials dismantled 20 “terrorist groups” which planned to detonate bombs across the country.

A former Turkish actor, detained in New York for illegally selling to Iran a restricted metallic powder used in missile production, pleaded guilty on June 15.
Erdal Kuyumcu, 44, the chief executive of Global Metallurgy LLC, pleaded guilty in a Brooklyn federal court on June 15 to deliberately violating the International Emergency Economic Powers Act (IEEPA), which limits trade with Iran.

The indictment said Kuyumcu collected more than 450 kilograms of cobalt-nickel metallic powder, which is used in aerospace, missile production and nuclear applications, to export them to Iran.

It added that Kuyumcu, along with another partner, then hid the metal powder in Turkey before sending it to Iran.

The indictment demanded 20 years in prison for Kuyumcu, in addition to a $1 million fine, but Kuyumcu is expected to be sentenced to up to five years in jail after reaching a deal with the prosecutor’s office and disclosing the partners and institutions involved in the plan.

The final verdict on Kuyumcu will be given in October.

According to a statement by the U.S. Justice Ministry, Kuyumcu sold nickel metal powder, which he bought from a U.S. company in Ohio, to Iran via a firm in Turkey without receiving a license from the U.S. Treasury Department’s Office of Foreign Assets Control (OFAC).

Kuyumcu’s lawyer Patrick Mullin denied that the powder would have been used in missile production, claiming that it was also often used for industrial purposes.

Kuyumcu had appeared in many TV series and movies in Turkey.

Zarrab case

Kuyumcu’s case may also set a precedent for the case involving Iranian-Turkish businessman Reza Zarrab, who is currently jailed pending trial in the United States for money laundering, fraud and on charges of violating sanctions against Iran. Zarrab is on trial conspiring to violate the International Emergency Economic Powers Act (IEEPA) against Iran and its institutions.

He faces 75 years in prison and a possible $50 million fine, $10 million of which will be paid in cash and the rest of which will be paid in bonds.
